نئی دہلی  یکم  فروری  :وزیراعظم نریندرمودی نے آج مرکزی بجٹ 2020کو مستقبل کے خاکے اور قدم اٹھانے والابجٹ قراردیاہے ۔

لوک سبھامیں مرکزی بجٹ پیش کئے جانے کے بعد ، وزیراعطم نے اپنی رائے زنی میں کہا‘‘ بجٹ میں جن نئئ اصلاحات کا اعلان کیاگیاہے ، ان سے نہ صرف معاش کو فروغ حاصل ہوگا بلکہ اس کا مقصد ملک میں ہرشہری کو معاشی طورپر بااختیاربنانا بھی ہے ۔

انھوں نے کہاکہ ‘‘اس بجٹ سے نئی دہائی میں معیشت کو مزید مستحکم بنانے کی راہ میں پیش رفت ہوئی ہے ۔ ’’

 

روزگارکے مواقع پیداکرنے پرتوجہ

وزیراعظم نے کہا کہ بجٹ 2020 میں زراعت ، بنیادی ڈھانچے ، کپڑے کی صنعت اورٹکنالوجی جیسے ، روزگارکے مواقع پیداکرنے والے بڑے شعبوں پرتوجہ مرکوز کی گئی ہے ۔ انھوں نے کہا‘‘ 16نکات سے کسانوں کی آمدنی دوگناکرنے میں مددملے گی اوردیہی علاقوں میں روزگارکے مزید مواقع پیداہوں گے ’’۔

انھوں نے کہا ‘‘ مرکزی بجٹ میں زرعی شعبے کے لئے ایک مربوط نظریہ اختیارکیاگیاہے ، وہیں کاشتکاری کے روایتی طریقوں کے علاوہ باغبانی ، ماہی گیری اور مویشی پروری میں بھی ویلیو ایڈیشن میں اضافہ ہوگا’’۔

انھوں نے کہ‘‘ سمندری معیشت میں کوششو ں سے مچلی کی ڈبہ بندی اورمارکیٹنگ میں نواجوں کے لئے روزگارکے مزید مواقع پیداہوں گے ۔

کپڑے کی صنعت کا شعبہ

وزیراعظم نے کہاکہ تکنیکی ٹیکسٹائل میں نئی مشینوں پرایک فیصلہ کیاگیاہے ۔ انھوں نے کہ بجت میں خام مال کے محصول کے ڈھانچے میں بھی اس طرح  کے اصلاحات کا اعلان کیاگیاہے کہ اس سے بھارت میں انسان کے بنانے ہوئے فائیبر کی پیداوار میں اضافہ ہو۔ وزیراعظم نے کہا کہ اس اصلاح کا مطالبہ ، پچھلی 3دہائیوں سے کیاجارہاتھا۔

 

صحت کاشعبہ

وزیراعظم نے کہاکہ ‘‘ آیوش مان بھارت پروگرام کی وجہ سے ملک میں صحت کے شعبے میں وسعت آئی ہے ۔ اس سے مزید انسانی وسائل کی گنجائش میں وسعت پیداہوتی ہے ،چاہے ڈاکٹرز ہوں نرسیں ہوں یااٹینڈینٹس ہوں اس کے ساتھ ساتھ ملک میں طبی آلات کی مینوفیکچرنگکی ضرورت بھی ہے اورحکومت نے اس سمت میں بہت سے فیصلے کئے ہیں ۔

 

ٹیکنالوجی کا شعبہ

وزیراعظم نے کہاکہ حکومت نے ٹیکنالوجی شعبے میں روزگارکے مواقع پیداکرنے میں بہتری کے لئے بہت سے خصوصی اقدامات کئے ہیں ، ‘‘ ہم نے اسمارٹ سٹی ، الیکٹرانک مینوفیکچرنگ ، ڈیٹامرکز پارک، بایو ٹکنالوجی اورکوانٹم ٹیکنالوجی سے متعلق پالیسی کے سلسلے میں بہت سے اقدامات کئے ہیں ۔

انھوں نے کہا‘‘بجٹ میں ڈگری کورسز ، مقامی اداروں میں انٹرن شب اور آن لائن ڈگری کورسز میں اپیرنٹس شپ جیسے نئے اوراختراعی اقدامات کے ذریعہ نوجوانوں میں ہنرمندی کے فروغ پرتوجہ مرکوز کی ہے ’’۔

یہ کہتے ہوئے کہ ایم ایس ایم ای اوربرآمد کے شعبے ، روزگارکے مواقع پیداکرنے کے وسائل ہیں ، انھوں نے کہاکہ بجٹ میں چھوٹی صنعتوں کے فائنانسنگ کے ساتھ ساتھ برآمدمیں اضافے پربھی توجہ دی گئی ہے ۔

 

بنیادی ڈھانچہ

انھوں نے کہاکہ ایک جدید بھارت کو جدید بنیادی ڈھانچےے کی ضرورت ہے اور یہ شعبہ روزگار کے کافی زیادہ مواقع پیداکرنے والا شعبہ ہے ۔ انھوں نے کہ ‘‘ 100لاکھ کروڑروپے سے زیادہ رقم 6500سے زیادہ پروجیکٹوں میں لگائی جارہی ہے  اوراس سے بڑے پیمانے پرروزگار کے مواقع پیداہوں گے ۔ قومی لاجسٹکس پالیسی سے بھی تجارت ،صنعت اورروزگار میں مددملے گی ۔

انھوں نے کہاکہ 100نئے ہوائی اڈوں کی تعمیر کے اعلان سے ملک میں سیاحت کو فروغ حاصل ہوگا۔ اوراس کے ساتھ ساتھ روزگارکی بڑے پیمانے پرگنجائش پیداہوگی ۔ ’’

 

سرمایہ کاری

وزیراعظم نے کہاکہ سرمایہ کاری کو فروغ دینے کے لئے بہت سے تاریخی نوعیت کے اقدامات کئے ہیں جو روزگارکے مواقع پیداکرنے میں ایک بڑی مدد ثابت ہوگا۔

‘‘بانڈمارکیٹ کو مستحکم بنانے کے لئے بہت سے اقدامات کئے ہیں اورساتھ ہی ساتھ بنیادی ڈھانچے کے پروجیکٹوں کی طویل مدتی فائنانسنگ بھی کئ گئی ہے ۔ا س طرح ڈویڈینڈکی تقسیم پرٹیکس کو ختم کئے جانے سے کمپنیوں کو مزید سرمایہ کاری کے لئے 25ہزار کروڑروپے سے زیادہ کی رقم حاصل ہوگی ’’۔

‘‘راست غیرملکی سرمایہ کاری کو راغب کرنے کے لئے ٹیکس رعایت کا بھی اعلان کیاگیاہے ۔

انھوں نے کہا‘‘ اسی طرح ٹیکس فوائد اسٹارٹ اپس کو فراہم کرائے گئے ہیں اورریئل اسٹیٹ کے شعبے کو بھی ٹیکس فوائد دیئے گئے ہیں ’’۔

 

ٹیکس عائد کرنے میں اعتماد پرتوجہ

وزیراعظم نے کہاکہ حکومت ایسا ماحول بنارہی ہے جس میں کوئی تنازعی نہ لیکن انکم ٹیکس میں اعتماد قائم رہے ۔

انھوں نے کہا ‘‘کمپنی قانون میں چھوٹی چھوٹی غلطیوں تک کو جرم قراردیاگیاتھالیکن اب ہم نے اس طرح کے کاموں کو جرم قرارینا بند کرنے کافیصلہ کیاہے ’’۔

‘‘ہم ٹیکس دہندگان کا ایک چارٹرجاری کررہے ہیں ، جس میں ٹیکس دہندگان کے حقوق بیان کریں گے ۔ ’’

اسی سمت اعتماد میں اضافہ کرتے ہوئے وزیراعظم نے کہاکہ اب بجٹ میں اعلان کیاگیاہے کہ آئی ایس ایم ای کا آڈٹ لازمی نہیں ہوگا۔ جن کی مجموعی تجارت 5کروڑتک ہے ۔

انھوں نے کہا‘‘اس سے پہلے یہ حدایک کروڑروپے تھی ، لیکن اب اس میں اضافہ کرکے یہ 5کروڑروپے کردی گئی ہے ۔

 

سرکاری ملازمتوں کے لئے متحدہ امتحان

انھوں نے کہا‘‘ اب تک ملک کے نوجوانوں کو مختلف سرکاری ملازمتوں کے لئے مختلف امتحانات دینے ہوتے تھے ۔ اس نظام میں نظم تبدیلیاں لاتے ہوئے بھرتی سے متعلق قومی ایجنسی ، آن لائن مشترکہ امتحانات کا انعقاد کریگی ۔ یہ امتحانات بینکوں ، ریلویز یاکسی بھی دیگر سرکاری ملازمت کے لئے ہوں گے ’’۔

 

کم سے کم حکومت زیادہ سے زیادہ حکمرانی

وزیراعظم نے کہاکہ فیس لیس اپیل ، آسان بنائے گئے براہ راست ٹیکس ، سرکاری شعبے کے یونٹوں کی حصص کی فروخت شروع کرنے کی کوششیں ، سرکاری خریداری کامتحدنظام /خودبخود اندراج جیسے سبھی اقدامات کا مقصد کم سے کم حکومت اور زیادہ سے حکمرانی ہے ۔

 

کام کرنے میں آسانی اورزندگی گزربسرمیں آسانی

وزیراعظم نے مزید کہاکہ بجٹ میں ایک لاکھ سے زیادہ گرام پنچایتو نکی آنگن واڑیوں ، اسکولوں ، تندرستی مرکزوں اور پولیس اسٹیشنوں کو براڈ بینڈ انٹرنیٹ کے ذریعہ مربوط کرنے کا اعلان کیاگیاہے ۔

انھوں نے کہاکہ اس سے ‘‘ کام کرنے میں آسانی اورگزربسرمیں آسانی ’’ میں مدد ملے گی ۔

انھوں نے کہا ‘‘ اس سے براڈبینڈ کو ذریعہ دوردراز کے بہت سے گاوؤں کو مربوط کرنے میں مددملے گی ۔

انھوں نے مرکزی بجٹ 2020کو ایسا بجٹ بتایاکہ جس سے آمدنی اور سرمایہ کاری ، مانگ اور صرفے کو استحکام ملتاہے ۔ایسا بجٹ جس سے مالی نظام اورقرضے کی آمد میں ایک نئی جان پیداہوگئی ۔

Amid a massive gathering in Ernakulam today, Prime Minister Narendra Modi said the enthusiasm and confidence of the people reflected a strong aspiration for Keralam’s development and a new political direction in the state. He emphasised that the aspirations of the people clearly indicate a desire for faster growth and new opportunities.

Expressing confidence in the people’s mandate, PM Modi said, “The 21st century is a crucial time for Keralam. The state needs a new future and a new beginning. I am happy that the people of Keralam have decided to come out of the cycle of LDF and UDF. The confidence visible in this massive public meeting shows that people are ready for change.”

Highlighting the vision of a double-engine government, He stated Keralam possesses immense natural and human potential. He noted that the state has nature, culture, talent, technology and the blessings of the vast sea. However, he remarked that despite these strengths, development had not progressed at the desired pace due to alternating governments and political patterns that slowed long-term progress.

Calling for a new political direction, PM Modi iterated, “For rapid development, this pattern must change. You have given Congress and the Left more than seventy years. Now give BJP-NDA the next five years and you will see the vision of a Viksit Keralam take shape. You have Modi’s guarantee, what has not changed until now will change and Keralam will move forward.”

The Prime Minister said the vision of BJP-NDA is to position Keralam as a global hub for wellness, tourism and cultural experiences. He said, “For a Viksit Keralam, we must create new opportunities in tourism, talent and technology. The youth of Keralam have tremendous capability, and they should lead new sectors like startups, innovation and emerging technologies.”

Highlighting economic priorities, the PM stated, “Our government has ensured financial support and security for fishermen. Fishermen have been provided access to credit through the Kisan Credit Card and insurance coverage of up to five lakh rupees. Major projects like the Vizhinjam International Seaport show our commitment to strengthening the Blue Economy.”

Addressing concerns related to developments in the Gulf region, PM Modi said the government remains fully committed to the safety and welfare of Indian citizens working abroad. “Whenever any Indian citizen has faced danger anywhere in the world, India has made every effort to bring them back safely. Our embassies and missions are working round the clock to ensure help, food, medical care and support for our people,” he said.

“Whether it was rescuing nurses trapped in Iraq or securing the release of Father Tom from terrorists in Yemen, today’s India does not leave its citizens alone in times of crisis. We also brought Father Alexis Prem Kumar safely back from Afghanistan. Even today, our effort is to ensure safety and every possible assistance for Indians caught in difficult situations,” he added.

Coming down heavily on the Congress, PM Modi said, “It is unfortunate that even in such a serious global situation, the Congress party is indulging in politics. Congress leaders are making provocative statements so that the situation worsens, our people face difficulties and then they can start a campaign of abusing Modi.”

Highlighting the importance of self-reliance, PM Modi said, “India is continuously working to become self-reliant in the energy sector. Solar power capacity is expanding, electric mobility is being promoted and railway electrification is progressing rapidly. These steps are strengthening India’s long-term energy security.”

“On one hand, the BJP-NDA government is working tirelessly to make India self-reliant. On the other hand, Congress and the Left are busy mocking the Aatmanirbhar Bharat campaign. When they were in power, they only increased the country’s dependence on foreign nations. Even today, at a time when the world is facing conflict, Congress, the Left and their ecosystem are spreading rumours and creating panic. I urge the people of the country to stay alert and cautious against such misinformation.”

Criticising political opponents in the state, the Prime Minister said LDF and UDF represent two sides of the same system. He alleged that both groups have been associated with corruption, stalled development and divisive politics, which have hindered the progress of the state.

He continued, “When UDF was in power, the state witnessed the solar scam. Today, under LDF rule, the CMRL scam is dominating the headlines. Look at their partnership even in controversies around the Sabarimala temple. There are allegations of gold loot against leaders of one side and accusations of selling the looted gold against leaders of the other.”

Taking a swipe at the UDF and LDF, PM Modi asserted, "On one side is the UDF led by the Congress, which has now become MMC - Muslim League Maoist Congress. To win elections in Keralam, Congress depends on organisations like Jamaat and others whose radical agendas threaten the peace of the state. On the other side, the LDF has long-standing ties with extremist elements like the PDP, whose leaders are known for spreading extremism among the youth. Therefore, the people of Keralam must remain cautious of both UDF and LDF.”

Calling for a new mandate, the Prime Minister concluded by saying, “The goal of BJP is the development of the nation and the development of Keralam. With a BJP-NDA government here and a double-engine government, Keralam will move ahead with double the speed toward prosperity and growth.”
