وزیر اعظم نے جناب نریندر مودی نے آج سبرامنیم ہال این اے ایس سی کمپلیکس ، آئی اے آر آئی کیمپس،پوسا (پی یو ایس اے)، نئی دہلی میں گلوبل ملیٹس(شری انّا)اجلاس کا افتتاح کیا۔دوروزہ عالمی اجلاس میں موٹے اناج (شری انّ)سے متعلق تمام اہم ایشوز جیسے پیدا کرنےوالوں، صارفین اور دیگر اسٹیک ہولڈر کے درمیان موٹے اناج کی تشہیر اور بیداری ، موٹے اناج کی ویلیو چین کی ترقی ، موٹے اناج کے صحت اور تغذیہ سے متعلق پہلو، بازار سے ربط، تحقیق وترقی وغیرہ۔

وزیر اعظم نے نمائش کم خریدو فروخت کاروں کے ملاقات پویلین کا افتتاح کیا اور اس کا دورہ بھی کیا۔ انہوں نے یادگاری ڈاک ٹکٹ اور یادگاری سکاّ بھی جاری کیا۔ اس کے بعد وزیر اعظم نے ڈیجیٹل طور سے ہندوستانی موٹے اناج (شری انّ)اسٹارٹ اَپ اور موٹے اناج (شری انّ)معیارات کی ایک کتاب کا انتخاب بھی لانچ کیا۔

عالمی لیڈوروں نے اس موقع پر اپنے پیغامات بھجوائے۔ایتھوپیا کے صدر عزت مآب سہلے-ورک زیوڈے نے اس تقریب کے انعقاد کے لئے حکومت ہند کو مبارکباد پیش کی۔انہوں نے کہا کہ اس وقت لوگوں کا پیٹ بھرنے کے لئے موٹا اناج ایک سستا اور تغذیاتی متبادل فراہم کرتا ہے۔ایتھوپیا  افریقہ کے سہارن خطے میں موٹا اناج پیدا کرنے والا ایک اہم ملک ہے۔ انہوں نے موٹے اناج کی تشہیر کے لئے ضروری پالیسی جاتی توجہ کو اجاگر کرنے اور ان کے ایکوسسٹم کے مطابق فصلوں کی مناسبت کا مطالعہ کرنے کے لئے اس اجلاس کے انعقاد کی اہمیت کو اجاگر کیا۔

گویانا کے صدر عزت مآب ڈاکٹر محمد عرفان علی نے کہا کہ ہندوستان نے موٹے اناج کے اسباب کو بڑھاوا دینے میں عالمی قیادت اختیار کی ہے اور ایسا کرنے میں وہ باقی دنیا کے لئے اس کو استعمال کرنے میں اپنی مہارت پیش کررہا ہے۔انہوں نے کہا کہ موٹے اناج کے بین الاقوامی سال کی کامیابی ایس ڈی جی حاصل کرنے میں بے حد مددگار ثابت ہوگی۔ انہوں نے مطلع کیا کہ گویانا نے غذائی تحفظ کو یقینی بنانے کے لئے موٹے اناج کو ایک اہم عنصر کے طورپر منظوری دی ہے۔ گویانا مخصوص موٹا اناج پیدا وار کے لئے 200ایکڑ اراضی مقرر کرکے موٹے اناج کے وسیع پیمانے پر پیداوار کے لئے ہندوستان کے ساتھ تعاون کی ابتدا کررہا ہے، جہاں ہندوستان ٹیکنالوجی کے ساتھ تکنیکی رہنمائی فراہم کرےگا۔

تقریب سے خطاب کرتے ہوئے وزیر اعظم نے گلوبل ملیٹ کانفرنس کے انعقاد پر سب کو مبارکباد دی اور کہا کہ اس طرح کے انعقادات  نہ صرف دنیا کی بھلائی کے لئے ایک ضرورت ہے، بلکہ عالمی بھلائی کے تئیں ہندوستان کی ذمہ داری کی علامت بھی ہے۔ عہد کو متوقع نتائج میں تبدیل کرنے کی اہمیت پر روشنی ڈالتے ہوئے وزیر اعظم نے دوہرایا کہ سال 2023 کو ہندوستان کے ذریعے مسلسل کوشش کے بعد اقوام متحدہ کے ذریعے موٹے اناج کا عالمی سال اعلان کیا گیا تھا۔ انہوں نے اس بات پر مسرت کا اظہار کیا کہ ہندوستان کی مہم کی سمت میں ایک اہم قدم ہے۔ ایک ایسےوقت میں جب دنیا موٹے اناج کا بین الاقوامی سال منا رہی ہے۔وزیر اعظم نے اس بات پر بھی روشنی ڈالی کہ موٹے اناج کی کھیتی ، موٹے اناج کی معیشت، صحت فوائد  جیسے موضوعات پر غورو فکر کرنے والے سیشن منعقد کئے جائیں گے اور ہندوستانی سفارت خانوں اور کئی غیر ممالک کے ساتھ ساتھ گرام پنچایت،کرشی کیندروں، اسکولوں، کالجوں اور زرعی یونیورسٹیوں کی سرگرم شراکت داری کے ساتھ کسانوں کی آمدنی جیسے موضوعات پر غورو فکر ہونا چاہئے۔ انہوں نے یہ بھی بتایا کہ آج اس پروگرام سے 75لاکھ سے زیادہ کسان ورچوئل ذرائع سے جڑے ہوئے ہیں۔ وزیر اعظم نے اس موقع کو نشان زد کرنے کے لئے ایک یادگاری سکّہ اور ایک یادگاری ڈاک ٹکٹ جاری کرنے کے ساتھ ساتھ موٹے اناج کے معیارات پر ایک کتاب کا اجراء کیا اور آئی سی اے آر کے ہندوستانی موٹے اناج کے تحقیقی ادارے کو اعلیٰ کارکردگی کے مرکز کے طور سے پر اعلان کیا۔

وزیر اعظم نے تمام غیر ملکی مندوبین کو پروگرام کی جگہ پر نمائش دیکھنے اور ایک ہی چھت کے نیچے موٹے اناج کی زراعت سے جڑے تمام عمل کو سمجھنے کو کہا۔ انہوں نے موٹے اناج سے جڑی صنعتوں اور زراعت کے لئے اسٹارٹ اَپ لانے کی نوجوانوں کی پہل کی ستائش کی۔ انہوں نے کہا ’’یہ موٹے اناج (ملیٹ)کے لئے ہندوستان کے عہد کا ایک اشارہ ہے۔‘‘

وزیر اعظم نے غیر ملکی مندوبین کو باجرا کے لئے ہندوستان کی برانڈنگ پہل کے بارے میں معلومات دی۔ جسے ہندوستان اب موٹا اناج –شری انّ کہتا ہے۔ انہوں نے تفصیل سے بتایا کہ شری انّ صرف غذا یا کھیتی تک ہی محدود نہیں ہے، ہندوستانی روایت سے واقف لوگ کسی بھی چیز کے آگے شری لگانے کی اہمیت کو سمجھیں گے۔انہوں نے کہا ’’شری انّ ہندوستان میں جامع ترقی کا ذریعہ بن رہے ہیں۔یہ گاؤں کے ساتھ ساتھ غریب(گاؤں اور غریب)سے جڑا ہوا ہے۔‘‘ شری انّ-ملک کے چھوٹے کسانوں کے لئے خوشحال کا دروازہ ، شری انّ-کروڑوں ملک کے شہریوں کا پیٹ بھرنے کی بنیاد، شری انّ-قبائلی فرقے کا احترام، شری انّ-کم پانی میں زیادہ فصل حاصل کرنا، شری انّ-کیمیکل سے آزاد زراعت کے لئے ایک بڑی بنیاد، شری انّ-موسمیاتی تبدیلی سے لڑنے میں ایک بڑی مدد۔‘‘

شری انّ کو ایک عالمی تحریک میں بدلنے کے لئے حکومت کی مسلسل کوششوں کو اُجاگر کرتے ہوئے وزیر اعظم نے بتایا کہ 2018 میں موٹے اناج کو غذائیت سے بھرپور اناج اعلان کیا گیا تھا۔ یہاں کسانوں کو اس کے فائدے کے بارے میں بیدار کرنے سے لے کر اس میں دلچسپی پیدا کرنے تک تمام سطحوں پر کام کیا گیا تھا۔وزیر اعظم نے کہا کہ موٹے طور پر ملک کی 13-12مختلف ریاستوں میں موٹے اناج کی کھیتی کی جاتی ہے، جہاں فی کس فی ماہ گھریلو کھپت 3کلوگرام سے زیادہ نہیں تھی، اب یہ کھپت بڑھ کر 14کلو گرام فی کس فی ماہ ہوگئی ہے۔ انہوں نے یہ بھی بتایا کہ موٹا اناج غذائی مصنوعات کی فروخت میں بھی تقریباً 30 فیصد کا اضافہ دیکھا گیا ہے۔ انہوں نے موٹے اناج کے پکوانوں کے لئے وقف ، سوشل میڈیا  چینلوں کے علاوہ موٹا اناج کیفے کی شروعات کا بھی ذکر کیا۔ جناب مودی نے مزید کہا ’’‘وَن ڈسٹرکٹ ، ون پروڈکٹ‘ اسکیم کے تحت ملک کے 19 اضلاع کے لئے موٹے اناج کا انتخاب کیا گیا ہے۔‘‘

یہ اطلاع دیتے ہوئے کہ تقریباً 2.5کروڑ چھوٹے کسان ہندوستان میں موٹے اناج کی پیداوار میں راست طور پر شامل ہیں، وزیر اعظم نے کہا کہ بہت کم زمین ہونے کے باوجود انہیں موسمیاتی تبدیلی کے چیلنجوں کا سامنا کرنا پڑا۔ وزیر اعظم نے کہا ’’ہندوستان کا ملیٹ مشن –شری انّ کی مہم ملک کے 2.5 کروڑ کسانوں کے لئے ایک وردان ثابت ہوگی۔‘‘انہوں نے کہا کہ آزادی کے بعد پہلی بار حکومت نے موٹا اناج پیدا کرنے والے 2.5کروڑ چھوٹے کسانوں کی خبر لی ہے۔یہ دیکھتے ہوئے کہ موٹا اناج اب پروسیسڈ اور پیکیجڈ غذائی اشیاء کے توسط سے دوکانوں اور بازاروں تک پہنچ رہا ہے۔ وزیر اعظم نے اُجاگر کیا کہ شری انّ کو بڑھاوا ملنے سے اِن 2.5کروڑ چھوٹے کسانوں کی آمدنی میں اضافہ ہوگا، جس سے دیہی معیشت کو مضبوطی ملے گی۔ وزیر اعظم نے یہ بھی بتایا کہ شری انّ پر کام کررہے 500 سے زیادہ اسٹارٹ اَپس سامنے آئے ہیں اور پچھلے کچھ برسوں میں بڑی تعداد میں ایف پی او بھی آگے آرہے ہیں۔ انہوں نے یہ بھی بتایا کہ ملک میں ایک پوری سپلائی چین تیار کی جارہی ہے، جہاں چھوٹے گاؤں میں اپنی مدد آپ کرنےو الے گروپوں کی خواتین موٹا اناج کی مصنوعات تیار کررہی ہیں، جو مال اور سپر مارکیٹ میں پہنچ رہے ہیں۔

جی -20 صدارت کے لئے ہندوستان کے ایک کرہ ارض ، ایک خاندان، ایک مستقبل کے اُسولی جملے پر روشنی ڈالتے ہوئے وزیر اعظم نے اُجاگر کیا کہ پوری دنیا کو ایک خاندان ماننے کی بات بین الاقوامی موٹے اناج کے سال میں بھی منعکس ہے۔  وزیر اعظم نے کہا ’’ہندوستان نے ہمیشہ دنیا کے تئیں فرض کے جذبے اور انسانیت کی خدمت کے عہد کو ترجیح دی ہے۔‘‘ یوگا کی مثال دیتے ہوئے وزیر اعظم نے کہا کہ ہندوستان نے بین الاقوامی یوگا دن کے ذریعے یہ یقینی بنایا ہے کہ یوگا کا فائدہ پوری دنیا تک پہنچے۔ انہوں نے مسرت کا اظہار کیا کہ آج دنیا کے 100 زیادہ ممالک میں یوگا کو بڑھاوا دیا جارہا ہے اور دنیا کے 30 سے زیادہ ممالک نے آیوروید کو بھی منظوری فراہم کی ہے۔ انہوں نے بین الاقوامی سولر اتحاد پر بھی روشنی ڈالی اور کہا کہ یہ ایک پائیدار سیارے کی تعمیر کے لئے ایک مؤثر پلیٹ فارم کی شکل میں کام کررہا ہے، جہاں 100 سے زیادہ ملک تحریک میں شامل ہوئے ہیں۔ وزیر اعظم نے تبصرہ کیا ’’خواہ یہ لائف مشن(ایل آئی ایف ای) یا طے شدہ وقت سے پہلے موسمیاتی تبدیلی کے حصول کا اہداف ہو، ہندوستان اپنی وراثت سے تحریک لیتا ہے، معاشرے میں تبدیلی لاتا ہے اور اسے عالمی فلاح و بہبود کے لئے سامنے لاتا ہے۔ ‘‘ انہوں نے کہا کہ ایک ایسا ہی اثر آج ہندوستان کے ’ملیٹ تحریک‘میں دیکھا جاسکتا ہے۔ ہندوستان کے مختلف علاقوں میں کاست کئے جانے والے جوار، باجرہ، راگی، ساما، کانگنی، چینا، کودون، کُتکی اور کُتّو جیسے شری انّ کا مثال دیتے ہوئے وزیر اعظم نے کہا کہ موٹا اناج ہندوستان میں صدیوں سے طرز زندگی کا حصہ رہا ہے۔ وزیر اعظم نے اس بات پر زور دیا کہ ہندوستان اپنی زرعی تکنیک اور شری انّ سے متعلق اپنے تجربات کو دنیا کے ساتھ ساجھا کرنا چاہتا ہے اور دیگر ممالک سے سیکھ بھی رہا ہے۔ انہوں نے وہاں دوست ممالک کے وزرائے زراعت سے ایک خصوصی درخواست کی کہ اس سمت میں وہ ایک مستحکم میکنزم تیار کریں اور اس بات پرزور دیا کہ کھیت سے بازار تک اور ایک ملک سے دوسرے ملک میں مشترکہ ذمہ داریوں کے ساتھ ایک نئی سپلائی چین وضع کی جانی چاہئے۔

وزیر اعظم نے موٹے اناج کی موسمیاتی لچک پر بھی روشنی ڈالی اور بتایا کہ ناموافق موسمیاتی صورتحال میں بھی اِن کو آسانی سے پیدا کیا جاسکتا ہے۔انہوں نے بتایا کہ آبی بحران والے علاقوں کے لئے یہ  ایک پسندیدہ فصل ہے۔ کیونکہ اس کی پیداوار کے لئے نسبتاً کم پانی کی ضرورت ہوتی ہے۔ انہوں نے یہ بھی کہا کہ موٹا اناج کیمیکل کے بغیر قدرتی طور سے اُگایا جاسکتا ہے اور اس طرح یہ انسان اور مٹی دونوں کی صحت کا حفاظت کرتا ہے۔

آج کی دنیا کو درپیش غذائی تحفظ کے چیلنج کا ذکر کرتے ہوئے وزیر اعظم نے وضاحت کی کہ عالمی جنوب میں غریبوں کے لئے غذائی تحفظ کا چیلنج اور عالمی شمال میں غذا کی عادتوں سے متعلق  بیماریاں پائی جاتی ہیں۔ انہوں نے کہا ’’ایک طرف ہمارے سامنے غذائی تحفظ کا مسئلہ ہے اور دوسری طرف غذائی عادتوں کے مسائل۔‘‘ انہوں نے پیداوار میں کیمیکل کے زیادہ استعمال کے بارے میں تشویش کا اظہار کرتے ہوئے یہ بات کہی۔وزیر اعظم نے کہا کہ شری انّ ایسے ہر مسئلے کا حل مہیا کرتا ہے، کیونکہ اسے اُگانا آسان ہوتا ہے، اس میں لاگت بھی کم آتی ہے اور یہ دیگر فصلوں کے مقابلے تیزی کے ساتھ تیار بھی ہوجاتی ہے۔ وزیر اعظم نے شری انّ کے فوائد کو فہرست بند کیا اور کہا کہ یہ غذائیت سے بھرپور ذائقے میں خاص، فائبر اشیاء میں اعلیٰ ، جسم اور صحت کے لئے بہت فائدہ مند ہے اور طرز زندگی سے متعلق بیماریوں کو روکنے میں مدد کرتا ہے۔

وزیر اعظم نے کہا ’’موٹا اناج اپنے ساتھ وسیع امکانات لے کر آتا ہے۔‘‘یہ بتاتے ہوئے کہ ہندوستان میں غذائی تحفظ کی ٹوکری میں شری انّ کا تعاون صرف 6-5فیصد ہے۔ وزیر اعظم نے زراعتی سیکٹر کے سائنسدانوں اور ماہرین سے اس تعاون کو بڑھانے کی سمت میں کام کرنے  کا اصرار کیا اور ہر سال حاصل کرنے کے لائق ہدف مقرر کرنے کا مشورہ دیا۔ انہوں نے یہ بھی کہا کہ ملک میں فوڈ پروسیسنگ سیکٹر کو بڑھاوا دینے کے لئے ایک پی ایل آئی اسکیم بھی شروع کی ہے۔ وزیر اعظم نے یہ یقینی بنانے کی ضرورت پر زور دیا کہ موٹے اناج کے سیکٹر کو اس سے زیادہ سے زیادہ فائدہ پہنچے اور زیادہ کمپنیاں موٹے اناج کی مصنوعات تیار کرنے کے لئے آگے آئیں۔ انہوں نے یہ بھی کہا کہ کئی ریاستوں نے اپنے پی ڈی ایس سسٹم میں شری انّ کو شامل کیا ہے اور مشورہ دیا ہے کہ دیگرریاستیں بھی اس پر عمل کریں۔

اپنے خطاب کا اختتام کرتے ہوئے وزیر اعظم نے اس بات کا اظہار کیا کہ اِن تمام ایشوز پر تفصیل سے بات چیت کی جائے گی اور عمل آوری کے لئے ایک روڈ میں بھی تیار کیا جائے گا۔وزیر اعظم نے یہ کہہ کر اپنی بات ختم کی’’کسانوں اور تمام اسٹیک ہولڈرز کی مشترکہ کوششوں سے غذا ہندوستان اور دنیا کی خوشحالی میں ایک نئی چمک لائے گی۔‘‘

اس موقع پر زراعت و کسانوں کی بہبودکے مرکزی وزیر جناب نریندر سنگھ تومر، وزیر خارجہ ڈاکٹر سبرامنیم جے شنکر، صحت و خاندانی بہبود کےمرکزی وزیر ڈاکٹر منسکھ مانڈویہ ، کامرس و صنعت کے مرکزی وزیر جناب پیوش گوئل اور زراعت و کسانوں کی بہبود کے وزائے مملکت جناب کیلاش چودھری اور محترمہ شوبھاھ کرندلاجے  سمیت دیگر اہم شخصیات موجود تھیں۔

پس منظر

ہندوستان کی تجویز کی بنیاد پر اقوام متحدہ کی جنرل اسمبلی (یو این جی اے)کے ذریعے سال 2023 کو بین الاقوامی موٹے اناج کا سال (آئی وائی ایم)اعلان کیا گیا تھا۔ آئی وائی ایم 2023 کے جشن کو ایک عوامی تحریک بنانے اور ہندوستان کو موٹے اناج کے عالمی مرکز کے طورپر قائم کرنے کے وزیر اعظم کے وژن کے عین مطابق مرکزی حکومت کی تمام وزارتیں  ؍محکمے، ریاست ؍ مرکز کے زیر انتظام ریاست، کسان، اسٹارٹ اَپ، برآمد کار، کسان، صارف اور موسمیات کے لئے موٹے اناج(شری انّ)کے فوائد کے بارے میں بیداری بڑھانے اور اس کی تشہیر کرنے کے لئے خوردہ کاروباریوں اور دیگر اسٹیک ہولڈرز کو اس مہم میں جوڑا جارہا ہے۔ہندوستان میں گلوبل ملیٹس کانفرنس(شری انّ)کا انعقاد اس پس منظر میں ایک اہم پروگرام ہے۔

دو روزہ عالمی اجلاس میں موٹے اناج (شری انّ)سے متعلق تمام اہم ایشوز جیسے پیدا کرنے والوں صارفین اور دیگر اسٹیک ہولڈرز کے درمیان موٹے اناج کی تشہیر اور بیداری پیدا کرنا ، موٹے اناج کی ویلیو چین کا فروغ ، موٹے اناج کے صحت اور غذائیت سے متعلق پہلو ، بازار ربط ، تحقیق اور ترقی جیسے موضوعات پر اس اجلاس میں اہم سیشن ہوں گے۔اجلاس میں مختلف ممالک کے وزرائے زراعت ، عالمی سائنسداں، تغذیہ ماہرین، صحت ماہرین، اسٹارٹ –اَپ لیڈرز اور دیگر اسٹیک ہولڈرز حصہ لے رہے ہیں۔

Today every citizen of India is watching how the flight of women power has been stopped. Their dreams have been ruthlessly crushed. Despite our utmost efforts, we could not succeed, the amendment to the Nari Shakti Vandan Act could not be passed! And for this, I seek forgiveness from all the mothers and sisters.

For us, national interest is paramount, but when for some people party interest becomes everything, when party interest becomes bigger than national interest, then women power and national interest have to bear the consequences. This time too, the same has happened. The selfish politics of parties like Congress, DMK, TMC, and Samajwadi Party has harmed the women power of the country.

Yesterday, the eyes of crores of women in the country were on Parliament, the women power of the nation was watching. I too felt very sad to see that when this proposal in favor of women fell, parties like Congress, DMK, TMC, and SP, family-oriented parties, were clapping with joy. By snatching away the rights of women, they were thumping the tables. What they did was not just thumping on the tables, it was a blow to the self-respect and dignity of women. And women forget everything, but they never forget their insult. Therefore, the pain of the behavior of Congress and its allies in Parliament will always remain in the hearts of women. Whenever the women of the country see these leaders in their areas, they will remember that it was these very people who celebrated in Parliament when women’s reservation was stopped, they rejoiced. To those parties who opposed the Nari Shakti Vandan amendment in Parliament yesterday, I will say clearly: these people are taking women power for granted. They are forgetting that the women of the 21st century are watching every event in the country, they are sensing their intentions, and they have fully understood the truth. Therefore, for opposing women’s reservation, the sin committed by the opposition will surely bring punishment to them. These parties have also insulted the sentiments of the framers of the Constitution, and they will not escape the punishment from the people either.

The Nari Shakti Vandan amendment was not about taking anything away from anyone. The Nari Shakti Vandan amendment was about giving something to everyone, it was an amendment to give. It was about giving women the right that has been pending for 40 years, from the 2029 Lok Sabha elections onwards.

The Nari Shakti Vandan amendment was a great effort to give new opportunities, new flight, and to remove obstacles from the path of the women of 21st century India. It was a sacred effort made with clear intent and honesty to give rights to 50% of the country’s population. It was an effort to make women co-travelers in India’s journey of development and to include everyone. The Nari Shakti Vandan amendment is the demand of the time. The Nari Shakti Vandan amendment was an effort to equally increase the strength of every state, North, South, East, West. It was an effort to give more strength to the voice of every state in Parliament. Whether the state is small or big, whether the population is less or more, it was an effort to increase everyone’s strength in equal proportion. But this honest effort has been subjected to foeticide in Parliament by Congress and its allies, foeticide. Congress, TMC, Samajwadi Party, DMK—these parties are guilty of this foeticide. They are criminals against the Constitution of the country, they are criminals against the women power of the country.

Congress hates the subject of women’s reservation, it has always conspired to stop women’s reservation. Every time efforts were made in this direction, Congress obstructed them. This time too, Congress and its allies relied on one falsehood after another to stop women’s reservation. Sometimes about numbers, sometimes in other ways, Congress and its allies tried to mislead the country. By doing so, these parties have revealed their true face before the women power of India. They have removed their mask.

Personally, I had hoped that Congress would correct its decades-old mistake. Congress would repent for its sins. But Congress lost the opportunity to create history, to stand in favor of women. Congress has already lost its existence in most parts of the country. Congress is surviving like a parasite, riding on the back of regional parties. But Congress does not even want regional parties to grow stronger, so Congress conspired politically to push the future of many regional parties into darkness by making them oppose this amendment.

Congress, Samajwadi Party, DMK, TMC, and other parties have, for so many years, every time created the same excuses, the same false arguments, always inserting some technical snag, and they have looted the rights of women. The country has understood this ugly pattern of politics, and it has also understood the reason behind it.

Brothers and sisters,

One big reason for the opposition to the Nari Shakti Vandan Act is the fear of these family-oriented parties. They fear that if women become empowered, then the leadership of these family-oriented parties will be in danger. They will never want women outside their families to move forward. Today, in Panchayats and local bodies, thousands and millions of women have proven their capability. When they want to move forward into Lok Sabha and Legislative Assemblies, when they want to serve the country, these family-oriented parties feel insecure. After delimitation, there will be many more seats for women, women’s stature will increase, and that is why these people opposed the Nari Shakti Vandan amendment. The women power of the country will never forgive Congress and its allies for this sin.

My dear countrymen,

Congress and its allied parties are continuously, continuously lying about delimitation. They want to ignite the fire of division under this pretext. Because “divide and rule” politics is something Congress inherited from the British. And Congress is still running on that same path today. Congress has always fueled sentiments that create rifts in the country. Therefore, this lie was spread that delimitation would harm some states! Whereas the government has made it clear from the very first day that neither the proportion of participation of any state will change, nor will anyone’s representation be reduced. In fact, the seats of all states will increase in equal proportion. Yet Congress, DMK, TMC, and Samajwadi Party were not ready to accept this.

This amendment bill was an opportunity for all parties and all states. If this bill had passed, Tamil Nadu, Bengal, Uttar Pradesh, Kerala, every state’s seats would have increased. But because of their selfish politics, these parties betrayed even the people of their own states. For example, DMK had the chance to make more Tamil people MPs and MLAs, to strengthen Tamil Nadu’s voice! But it lost that chance. TMC also had the chance to advance the people of Bengal. But TMC too lost that chance. Samajwadi Party had the chance to reduce the stain of its anti-women image. But SP missed it too. SP has already forgotten Lohia ji. By opposing the Nari Shakti Vandan amendment, SP trampled all of Lohia ji’s dreams underfoot. SP is anti-women reservation, and the women of UP and the country will never forget this.

By opposing women’s reservation, Congress has once again proved one thing. Congress is an anti-reform party. For a developed India in the 21st century, whatever decisions, whatever reforms are necessary, whatever decisions the country takes, Congress opposes them, rejects them, obstructs them. This is the history of Congress and this is Congress’s negative politics.

This is the same Congress that opposed the trinity of Jan Dhan–Aadhaar–Mobile. Congress opposed digital payments. Congress opposed GST. Congress opposed reservation for the poor in the general category. Congress opposed the law against triple talaq. Congress opposed the removal of Article 370. Our Constitution, our courts, have said that the Uniform Civil Code, UCC, is necessary, but Congress opposes that too. At the very mention of reform, Congress runs with placards of protest. Any work that strengthens the country, Congress puts all its strength into creating obstacles in it. Congress opposes One Nation One Election. Congress opposes driving out infiltrators from the country. Congress opposes purification of the voter list, SIR. Congress opposes reforms in the Waqf Board.

Congress even opposed the CAA law that gave security to refugees. By lying and spreading rumors, it created a storm in the country. Congress obstructs the country’s efforts to end Maoist–Naxalite violence. Congress has had only one pattern: whenever a reform comes, lie, spread confusion. History is witness, Congress has always chosen this negative path.

Whatever decision is necessary for the country, Congress sweeps it under the carpet. Because of this attitude of Congress, India has not reached the heights of development it deserves. At the time of independence, many other countries were freed along with us. Most of those countries went far ahead of us, and the reason was that Congress kept blocking every reform. Delay, diversion, obstruction—this was Congress’s principle, this was Congress’s work culture. Congress delayed border disputes with neighboring countries. Congress delayed water-sharing disputes with Pakistan. Congress delayed the decision on OBC reservation for 40 years. Congress delayed One Rank One Pension for soldiers for 40 years.

This attitude of Congress has always caused great harm to the country. The nation has suffered from every opposition, every indecision, every deceit of Congress. Generations of the country have suffered. Today, all the major challenges before the country have arisen from this attitude of Congress. Therefore, this fight is not just about one law, this fight is against Congress’s anti-reform mentality, which is filled only with negativity. And I have no doubt that the women and daughters of the country will give a strong reply to this mentality of Congress.

Some people are calling the breaking of the dreams of the women of the country a failure of the government. But this subject was never about success or failure, never about credit. I had said in Parliament too: let half the population get their rights, I will give the credit to the opposition by publishing advertisements with all their photos. But those who look at women with outdated thinking still stuck to their lies, remained firm!

The fight to give women power participation has been going on for decades. For years, I too have been among those making efforts for it. So many women have raised this subject before me. So many sisters have written letters to me explaining everything. My country’s mothers, sisters, daughters—I know you are all sad today. I too share in your sorrow. Today, even though we did not get the required 66 percent votes to pass the bill, I know that 100 percent of the women power of the country has blessed us. I assure every woman of the country: we will remove every obstacle in the path of women’s reservation. Our courage is high, our determination unbreakable, and our resolve unwavering. The parties opposing women’s reservation will never be able to stop the women power of this country from increasing their participation in Parliament and Legislative Assemblies. It is only a matter of time. The BJP–NDA’s resolve for the empowerment of women power is intact. Yesterday we did not have the numbers, but that does not mean we lost. Our inner strength is invincible. Our effort will not stop, our effort will not pause. We will have more opportunities ahead. For the dreams of half the population, for the future of the country, we must fulfill this resolve. Thank you all very much.
