منگولیا کے صدر کے ساتھ مشترکہ میڈیا خطاب کے دوران وزیر اعظم کا بیان

منگولیا کے صدر چھ سال بعد ہندوستان کا دورہ کر رہے ہیں ، جس سے یہ ایک بہت ہی خاص موقع بن گیا ہے ۔  یہ دورہ اس وقت ہو رہا ہے جب بھارت اور منگولیا سفارتی تعلقات کے 70 سال اور اسٹریٹجک شراکت داری کے 10 سال کا جشن منا رہے ہیں ۔  اس موقع پر ہم نے ایک مشترکہ ڈاک ٹکٹ جاری کیا ہے ، جس میں ہمارے مشترکہ ورثے ، تنوع اور مضبوط تہذیبی روابط کو اجاگر کیا گیا ہے ۔

دوستو ،

آج ہماری ملاقات کا آغاز "ایک پیڑ ماں کے نام" مہم کے تحت شجرکاری کی تقریب سے ہوا ۔  صدر ہریل سکھ نے اپنی آنجہانی والدہ کے اعزاز میں برگد کا پودا لگایا ، جو ہماری گہری دوستی اور ماحولیات کے لیے ہماری مشترکہ وابستگی کی علامت کے طور پر آنے والی نسلوں تک قائم رہے گا ۔

دوستو ،

دس سال پہلے ، میرے منگولیا سفر کے دوران، ہم نے باہمی شراکت داری کو اسٹریٹیجک شراکت داری کی شکل دی تھی۔ گزشتہ ایک دہاہی میں اس شراکت داری کے ہر پہلو میں ایک نئی گہرائی آئی ہے، نئی وسعت آئی ہے۔

 ہمارا دفاعی اور سیکورٹی تعاون بھی مسلسل مضبوط ہو رہا ہے۔ ہم نے کئی نئے اقدامات شروع کیے ہیں، تربیتی پروگراموں سے لے کر سفارت خانے میں دفاعی اتاشی کی تقرری تک۔ ہندوستان منگولیا کی سرحدی سیکورٹی فورسز کے لیے صلاحیت سازی کا ایک نیا پروگرام بھی شروع کرے گا۔

دوستو،

عالمی مسائل پر ہمارا نقطہ نظر ہماری مشترکہ اقدار پر مبنی ہے۔ ہم بین الاقوامی پلیٹ فارموں پر قریبی شراکت دار ہیں۔ دونوں ممالک ایک آزاد، کھلے، جامع اور قواعد پر مبنی ہند۔بحرالکاہل کی حمایت کرتے ہیں۔ ہم گلوبل ساؤتھ کی آوازوں کو بااختیار بنانے کے لیے بھی مل کر کام کرتے ہیں۔

دوستو،

ہندوستان اور منگولیا کے درمیان تعلقات محض سفارتی نہیں بلکہ یہ ایک جذباتی اور روحانی رشتہ ہے۔ ہمارے تعلقات کی حقیقی گہرائی اور وسعت ہمارے عوام سے عوام کے تعلقات میں جھلکتی ہے۔

صدیوں سے ہمارے دونوں ملک بودھ عقائد کے دھاگے میں جکڑے ہوئے ہیں جس کی وجہ سے ہمیں روحانی بھائی بہن بھی کہا جاتا ہے۔ آج ہم نے اس روایت کو مزید گہرا کرنے اور ان تاریخی رشتوں کو نئی طاقت دینے کے لیے کئی اہم فیصلے لیے ہیں۔ مجھے یہ اعلان کرتے ہوئے خوشی ہو رہی ہے کہ اگلے سال، بھگوان بدھ کے دو عظیم ترین شاگردوں – ساری پتر اور مودرلیہ -  ین کے مقدس آثار ہندوستان سے منگولیا بھیجے جائیں گے۔

ہم ‘‘گندن خانقاہ’’ میں سنسکرت کے ایک استاذ کو بھی بھیجیں گے تاکہ وہاں بودھ عقائد کے متن کا گہرائی سے مطالعہ کریں اور قدیم علمی روایت کو آگے بڑھا سکیں۔ ہم نے جلد ہی 10 لاکھ قدیم مخطوطات کو ڈیجیٹائز کرنے کے لیے ایک پروجیکٹ شروع کرنے کا بھی فیصلہ کیا ہے۔ نالندہ یونیورسٹی نے منگولیا میں بودھ مذہب میں اہم کردار ادا کیا ہے۔ اور آج ہم نے نالندہ اور گندن خانقاہ کو جوڑ کر اس تاریخی رشتے میں نئی ​​توانائی لانے کا فیصلہ کیا ہے۔

ہمارے تعلقات صرف مرکزی حکومتوں تک محدود نہیں ہیں — لداخ خود مختار پہاڑی ترقیاتی کونسل اور منگولیا کے صوبہ ار-کھانگایئ کے درمیان آج دستخط کیے گئے مفاہمت نامے سے ہمارے ثقافتی تعلقات میں نئی ​​توانائی آئے گی۔

دوستو،

ہماری سرحدیں شاید متصل نہ ہوں لیکن ہندوستان نے ہمیشہ منگولیا کو ایک پڑوسی کے طور پر دیکھا ہے۔ اور اس سلسلے میں ہم عوام سے عوام کے روابط کو فروغ دیتے رہیں گے۔ ہم نے منگولیائی شہریوں کو مفت ای ویزا فراہم کرنے کا فیصلہ کیا ہے۔ ہندوستان منگولیا کے نوجوان ثقافتی سفیروں کے ہندوستان کے سالانہ دورے کو بھی اسپانسر کرے گا۔

دوستو،

ہندوستان منگولیا کی ترقی میں ایک ثابت قدم اور قابل اعتماد شراکت دار رہا ہے۔

بھارت کے 1.7 بلین ڈالر کی لائن آف کریڈٹ سے تعمیر ہونے والا آئل ریفائنری پروجیکٹ منگولیا کی توانائی کے تحفظ کو ایک نئی مضبوطی دے گا۔ یہ دنیا میں ہندوستان کا سب سے بڑا ترقیاتی شراکت داری کا منصوبہ ہے۔ 2,500 سے زیادہ ہندوستانی اپنے منگولیائی ہم منصبوں کے ساتھ مل کر اس پروجیکٹ کو عملی شکل دینے کے لیے کام کر رہے ہیں۔

ہم نے اسکل ڈیولپمنٹ میں بھی اپنا تعاون بڑھایا ہے۔ اٹل بہاری واجپائی سینٹر آف ایکسی لینس فار آئی ٹی اور انڈیا-منگولیا فرینڈشپ اسکول منگولیا کے نوجوانوں کے خوابوں کو نئے بازو دے رہے ہیں۔ یہ تمام منصوبے ہماری گہری دوستی کی مثال ہیں۔

آج ہم کئی ایسے منصوبوں کا بھی اعلان کر رہے ہیں جو عام لوگوں کی زندگیوں میں مثبت تبدیلی لائیں گے۔ ہم منگولیا کے لوگوں کی ضروریات کے مطابق اس کوشش کو جاری رکھیں گے۔

مجھے خوشی ہے کہ ہمارا نجی شعبہ توانائی، اہم معدنیات، نایاب زمین، ڈیجیٹل، کان کنی، زراعت، ڈیری اور کوآپریٹیو جیسے شعبوں میں تعاون کے نئے امکانات بھی تلاش کر رہا ہے۔

صدر عالی مقام،

ہمارے تعلقات دو قدیم تہذیبوں کے درمیان اعتماد اور دوستی کی مضبوط بنیاد پر استوار ہیں۔ ان کی پرورش مشترکہ ثقافتی ورثے، جمہوری اقدار اور ترقی کے لیے مشترکہ عزم سے ہوتی ہے۔ مجھے یقین ہے کہ ہم مل کر اس اسٹریٹجک شراکت داری کو نئی بلندیوں تک لے جائیں گے۔

ایک بار پھر، میں اس تاریخی دورے اور ہندوستان کے ساتھ آپ کی اٹوٹ وابستگی اور دوستی کے لیے آپ کا شکریہ ادا کرتا ہوں۔

Prime Minister Shri Narendra Modi laid the foundation stone, inaugurated various development works worth more than Rs.18,000 crore in Kolkata, West Bengal, today. Addressing the gathering the Prime Minister remarked, "Today, from the land of Kolkata, a new chapter of development is being written for West Bengal and Eastern India."

The Prime Minister highlighted that the foundation stones and dedications of projects worth more than ₹18,000 crore related to roads, railways, and port infrastructure have been carried out at this event. He emphasized that these projects will give new momentum to West Bengal and Eastern India, boost trade and industry, and make life easier for lakhs of people by providing them new opportunities. Referring to some of the key projects, the Prime Minister noted that the completion of the Kharagpur–Moregram Expressway will accelerate economic activities across many parts of West Bengal. He also mentioned the Dubrajpur Bypass and the major bridges being constructed over the Kangsabati and Shilabati rivers, which will further improve connectivity. "I congratulate the people of West Bengal and the entire Eastern India for these transformative projects," remarked Shri Modi.

The Prime Minister stated that a vigorous campaign is underway across the country to modernize the Indian Railways, and it is the firm resolve of the government that West Bengal does not lag behind in this mission. He pointed out that the Central Government is rapidly expanding the railway infrastructure in West Bengal. On this occasion, the Automatic Block Signalling System on the Kalaikunda–Kanimahuli section has been dedicated to the nation. "These initiatives will enhance the capacity of busy rail routes, make journeys safer, and also increase speed and convenience for passengers", asserted Shri Modi.

The Prime Minister announced the inauguration of six stations, Kamakhyaguri, Anara, Tamluk, Haldia, Barabhum, and Siuri,as Amrit Bharat Stations. He noted that the great culture of Bengal is now shining even more brightly at these stations, and several more stations are undergoing redevelopment. A new express train service between Purulia and Anand Vihar Terminal has also been flagged off. "This train service will benefit not only the people of West Bengal but also those in Jharkhand, Bihar, Uttar Pradesh, and Delhi" , affirmed Shri Modi.

The Prime Minister emphasized that ports and water transport play an equally important role as road and rail connectivity in driving economic progress. He observed that for decades, this immense potential of Eastern India was largely neglected, but today, waterways are opening new avenues for trade and industrial advancement. In this direction, foundation stones and dedications of key port infrastructure projects have been carried out. The Prime Minister highlighted that Kolkata and Haldia ports have long been major centres of trade in Eastern India, and the mechanization of the Haldia Dock Complex will accelerate cargo operations, enhance port capacity, and provide new facilities for trade. Additionally, the renovation of the Bascule Bridge in the Kolkata Dock System and the augmentation of cargo handling capacity at Kidderpore Dock are also being undertaken. "All these projects will further strengthen the logistics system of Eastern India", asserted Shri Modi.

In his concluding remarks, the Prime Minister underscored that the new projects related to roads, railways, and ports are paving the way for a modern future for West Bengal. He noted that the benefits of these projects will reach farmers, traders, entrepreneurs, students, and every section of society. New opportunities will emerge in sectors like tourism, and local industries and services will gain fresh momentum. The Prime Minister recalled Bengal's historic role in showing the way to India and expressed his conviction that strong connectivity and modern infrastructure will form the foundation of a developed Bengal. "It is our resolve that Bengal, which has always shown the way to India, should once again achieve that glory by becoming a 'Viksit Bengal' ", emphasized Shri Modi.
