نئی دلّی، 18 نومبر /وزیر اعظم جناب نریندر مودی نے راجیہ سبھا کے 250 ویں اجلاس کی تقریب کے موقع پر ایوان بالا میں خصوصی تبادلہ خیالات کے دوران خطاب کیا۔
اس تاریخی اجلاس سے خطاب کرتے ہوئے وزیر اعظم نے کہا کہ راجیہ سبھا نے ملک کی تاریخ میں زبر دست تعاون دیا ہے اور یہ ایوان تاریخ بنتے ہوئے دیکھنے کی بھی شاہد ہے۔ انہوں نے مزید کہا کہ آئین ہند تیار کرنے والوں کے دو گوشہ قانون ساز اسمبلی فریم کرنے کے نظرئیے نے ہماری جمہوریت کو تقویت بخشی ہے۔
وزیر اعظم نے کہا کہ راجیہ سبھا بھارت کے تنوع کی نمائندہ اورعلامت ہے اور یہ بھارت کے وفاقی ڈھانچے کی عکاس ہے۔ انہوں نے کہا کہ راجیہ سبھا کبھی بھی تحلیل نہیں ہوئی ہے اور اس کے تسلسل نے ایوان کو لا زوال بنایا ہے۔ وزیر اعظم نے مزید کہا کہ راجیہ سبھا انتخابی سیاست سے دور لوگوں کو قوم کی ترقی میں تعاون پیش کرنے کا موقع فراہم کرتی ہے۔
وزیر اعظم نے اس بات پر زور دیا کہ راجیہ سبھا آئین ہند کے نظرئیے کے مطابق وفاقی تعاون کے جذبے کو مستحکم کرنے کا موقع پیش کرتی ہے۔
انہوں نے کہا کہ راجیہ سبھا نے ہمیشہ ملک کے مفاد میں کام کیا ہے۔ اس پس منظر میں انہوں نے جی ایس ٹی، طلاق ثلاثہ اور آرٹیکل 370 جیسے اہم قانون سازی کے معاملوں میں راجیہ سبھا کے رول کو واضح کیا۔
وزیر اعظم نے راجیہ سبھا کی اہمیت کے بارے میں جناب اٹل بہاری واجپئی کے الفاظ کا تذکرہ کرتے ہوئے کہا کہ راجیہ سبھا کو قومی ترقی کے لئے متحرک حمایتی ایوان ہونا چاہئیے۔ انہوں نے پارلیمنٹ کے ایوان بالا کے ذریعہ قومی پیش رفت اور ترقی و فروغ کے ضمن میں ڈاکٹر بابا صاحب امبیڈکر اور ان کے تعاون کا بھی تذکرہ کیا۔
وزیر اعظم نے ہماری جمہوریت کی موثر کار کردگی میں راجیہ سبھا کے قوی کر دار کا تذکرہ کیا۔ وزیر اعظم نے کہا کہ ایوان بالا کے ذریعہ فراہم کردہ نگرانی اور توازن کے طریقے کا کا رکاوٹیں ڈالنے اور تعطل پیدا کرنے کے مقصد سے غلط استعمال نہیں کیا جانا چاہئیے۔
