मंच पर विराजमान भारतीय जनता पार्टी के सभी वरिष्ठ नेतागण और जुस्से से भरे हुए कार्यकर्ता भाइयों और बहनों..! ये मेरा सौभाग्य है कि मुझे उस एतिहासिक भवन में आकर के आपके बीच बातचीत करने का अवसर मिला है, जिस भवन की स्मृतियाँ गुरूदेव के साथ, सुभाष बाबू के साथ जुड़ी हुई हैं और उसके कारण एक अलग प्रकार के वाइब्रेशन की अनुभूति होती है, जब इन महापुरूषों का स्मरण करते हैं। ऐसे अनेक महापुरूष जिन्होंने देश के लिए जीवन खपा दिया और बंगाल ने त्याग और तपस्या के क्षेत्र में एक बहुत ऊंची मिसाल कायम की है। रामकृष्ण परमहंस की धरती, श्यामा प्रसाद मुखर्जी की धरती, स्वामी विवेकानंद जी की धरती, अनेक तपस्वी, तेजस्वी महापुरूषों की धरती... इस धरती को मैं नमन करता हूँ..! 15 अप्रैल को आप नववर्ष मनाने जा रहे हैं। आपके नववर्ष के लिए मेरी बहुत-बहुत शुभकामनाएं..! और इस नववर्ष से आने वाले नववर्ष तक आपको इतनी ताकत मिले, आपको इतना जन समर्थन मिले, आपके शब्दों का इतना सामर्थ्य बढ़े, आपके परिश्रम की इतनी पराकाष्ठा हो कि शासक कोई भी क्यों ना हो, आपकी बात सुनने के लिए मजबूर हो। ये सामर्थ्य आपको प्राप्त हो, ऐसी मैं आप सबको शुभकामना देता हूँ..!

भाइयों-बहनों, आप जानते हैं कि मैं वर्षों तक संगठन के कार्य से जुड़ा था। संगठन के कार्य हेतु अनेक बार पश्चिम बंगाल का भी प्रवास किया था। कार्यकर्ताओं के साथ घंटों तक बातें करने का मुझे अवसर मिलता था। देश भर में संगठन के कार्य के लिए भ्रमण करने का सौभाग्य मिला था। अब दायित्व बदल गया और उसके कारण मैं गुजरात में अपनी शक्ति और समय लगा रहा हूँ। लेकिन जब भी मैं गुजरात के कार्यकर्ताओं से बात करता हूँ, तो मैं हमेशा उन प्रदेशों के कार्यकर्ताओं का जिक्र करता हूँ जिन प्रदेशों में भारतीय जनता पार्टी के कार्यकर्ताओं को इतने कष्ट झेलने पड़ते हैं। राजनैतिक प्रतिस्पर्धी दुश्मन की तरह उनके साथ व्यवहार करते हैं। लोकतंत्र के नियमों का कोई पालन ना करते हुए, विपक्ष को खत्म कैसे करना है उसी का षडयंत्र करते रहते हैं। और उसके बावजूद भी सीने पर अनेक वार झेलते हुए, भारत माता का जयकार करते हुए, सालों से कार्यकर्ताओं ने अपने जीवन खपा दिए। उनके अपने परिवारों को खपा दिया है। और उन कार्यकर्ताओं की श्रेणी में चाहे केरल हो, चाहे नार्थ ईस्ट के प्रदेश हों, चाहे कश्मीर की धरती हो, या फिर चाहे वो मेरा बंगाल हो... ये सब कार्यकर्ता देशभर के कार्यकर्ताओं की प्रेरणा होते हैं..! आपको लगता होगा कि गुजरात में तीन बार विजयी हो गए तो नरेन्द्र मोदी कुछ बन गए। मित्रों, हम गुजरात के कार्यकर्ता आज भी आपके तप और तपस्या का स्मरण करके दौड़ने की ताकत पाते हैं। आपसे हमें प्रेरणा मिलती है क्योंकि आपके सामने कई वर्षों तक दूर-दूर तक सत्ता नजर नहीं आई है। जमानत बच जाए तो भी बहुत है, ये पता होने के बाद भी एक विचार के लिए, एक आदर्श के लिए, माँ भारती के कल्याण के इस यज्ञ में कुछ आहूति देने के लिए दो-दो चार-चार पीढ़ी खप गई..! आपका ये त्याग और तपश्चर्या, मेरे बंगाल के कार्यकर्ताओं का ये पसीना कभी ना कभी तो रंग लाएगा..! मुझे विश्वास है मित्रों, एक ऐसा समय आएगा, जब चारों तरफ से निराश हुआ बंगाल का नागरिक आपको सीने से लगाएगा, आपको सिर-आंखों पर बैठाएगा। ये बंगाल की भूमि है, जो बराबर तराशती है और एक बार तराशने का मार्ग स्वीकार किया तो लंबे अर्से तक आपको अवसर भी देती है। इस भूमि की ये विशेषता है।

भाइयों-बहनों, राजनीति का रूप बदल चुका है। आज से दस साल पहले राजनीति जिस ढंग से चल रही थी, अब उस ढंग से राजनीति करना किसी के बस का रोग नहीं है। आज हिन्दुस्तान में कोई भी नेता हो, कोई भी दल हो, कोई भी विचार हो, किसी भी प्रकार के आचार हो लेकिन सबको, चाहते हुए या ना चाहते हुए, विकास की बात करने के लिए मजबूर होना पड़ता है। जनता जर्नादन के सामने जा कर के विकास के मुद्दों पर विश्वास पैदा करने की कोशिश करनी पड़ती है। और भाइयों-बहनों, मैं आज भारतीय जनता पार्टी के कार्यकर्ता के रूप में एक बड़े संतोष के साथ अपने साथियों के सामने सिर झुकाकर कहना चाहता हूँ कि हिन्दूस्तान की राजनीति में ये मूलभूत परिवर्तन लाने का यश अगर किसी को जाता है, तो वो गुजरात की धरती को जाता है। विकास के मुद्दे पर राजनीति हो सकती है। सामान्य मानवी शासन क्यों बनाता है, सरकार किसके लिए होती है..? कोई अमीर बीमार हो जाए तो उसको सरकारी अस्पताल की जरूरत होती है क्या? उसके घर तो दुनिया भर के डॉक्टर आकर के कतार में खड़े हो जाते हैं। अस्पताल की जरूरत होती है गरीब आदमी को। किसी अमीर के बेटे को पढ़ना है तो सैकड़ों शिक्षक आकर के घर के दरवाजे पर खड़े हो जाएंगे। सरकार का काम होता है गरीब बच्चों को शिक्षा देना। जो रूपयों से खेलते हैं उनको कठिनाइयों का पता नहीं होता है, लेकिन जो नौजवान अपनी विधवा माँ के सपनों को पूरा करने के लिए रात-रात भर फुटपाथ की लाइट के नीचे बैठ कर के पढ़ाई करता है, उस बच्चे को अपनी माँ के सपनों को पूरा करने के लिए रोजगार चाहिए, और ये रोजगार की चिंता करना सरकार का काम है। इन मूलभूत विषयों पर देश के शासकों को आने के लिए हमने मजबूर किया है और इसके कारण भारत सरकार को हर पल अपने किये हुए कामों का हिसाब देना पड़ता है। मित्रों, क्या कारण है कि इतने कम समय में दिल्ली में बैठी हुई सरकार के प्रति इतनी नफरत पैदा हो गई..! मीडिया के मित्रों ने दिल्ली की सरकार को कोई कम मदद नहीं की है। जितना बचा सकते हैं बचाया, जितनी मदद कर सकते हैं कर रहे हैं..! इस देश के अंदर हमेशा शासन के साथ जुड़ जाने वाला एक वेस्टेड इन्ट्रेस्ट ग्रुप है। उन्होंने क्या कुछ नहीं किया इस सरकार की इज्जत बचाने के लिए। ढेर सारी कोशिशें की, लेकिन उसके बावजूद भी हिन्दुस्तान के चप्पे-चप्पे में, हिन्दुस्तान के जन-जन के मन में ये दिल्ली में बैठी हुई सरकार के प्रति नफरत क्यों हैं, इतना आक्रोश क्यों है..? मित्रों, मैं राजनीति में तो बड़ी देर से आया, लेकिन सालों तक जिंदगी सांस्कृतिक और सामाजिक कामों में लगाई थी। राजनीति में नहीं था, लेकिन अभ्यास करने का स्वभाव था, देखता था। मित्रों, मैं अनुभव के आधार पर कहता हूँ और एक राजनीति शास्त्र के विद्यार्थी के रूप में कहता हूँ कि इस दिल्ली के तख्त पर आजादी के बाद शायद ये पहली सरकार ऐसी है जिसके प्रति इतनी भयंकर घृणा और नफरत का माहौल है। मित्रों, कभी शासन के प्रति राजी-नाराजी होना एक बात है। कभी किसी एक छोटी सी घटना पर गुस्सा होना स्वाभाविक है। लेकिन नफरत, घृणा, अविश्वास की स्थिति इस देश में पहले कभी नहीं आई थी, जो आज आई है। और इसके लिए संपूर्ण रूप से कांग्रेस पार्टी जिम्मेदार है। कांग्रेस पार्टी इस हद तक अपने स्वार्थ को लेकर के आगे बढ़ रही है कि कुछ भी बुरा हो जाए, और मान लीजिए वो बुरा नॉन यू.पी.ए. स्टेट में होता है तो उछल-उछल कर के उस राज्य को बदनाम करने में पूरी शक्ति लगा देते हैं और अगर यू.पी.ए. स्टेट में कहीं होता है या सेंट्रल गवर्नमेंट में होता है तो बेशर्मी के साथ सारे पाप अपने साथी पक्षों के सिर पर डाल देते हैं। बड़ी चतुराई है उनकी, जैसे उनका तो कोई गुनाह ही नहीं है, उनकी तो कोई जिम्मेवारी ही नहीं है, उनका तो कोई दायित्व ही नहीं है..! भाइयों-बहनों, क्या हम लोगों के रहते हुए ऐसी कांग्रेस पार्टी इस देश में रहनी चाहिए..? सत्ता के गलियारों में उसको प्रवेश मिलना चाहिए..? देश का शासन करने का अवसर मिलना चाहिए..? क्या उसको धरती पर से उखाड़ फैंकना हमारा कर्तव्य नहीं है..? भाइयों-बहनों, पूरे देश के अंदर कौन सत्ता में आए कौन ना आए इसके लिए नहीं, लेकिन देश को बर्बादी से बचाने के लिए कांग्रेस मुक्त हिन्दुस्तान बनाने का हमारा सपना होना चाहिए..!

भाइयों-बहनों, क्या कारण है कि जब भी विकास की चर्चा होती है, तो गुजरात का जिक्र होता है..! क्या कारण है? जो लोग गुजरात को प्रेम करते हैं, जिनके दिल में गुजरात के प्रति नाराजगी नहीं है, वे क्या कहते हैं? देखो, गुजरात में ऐसा हुआ..! देखो, गुजरात ने क्या किया..! और जिनको गुजरात पंसद नहीं है, वे क्या कहते हैं..? वे कहतें हैं कि देखिए, इसमें हम गुजरात से भी आगे हैं..! यानि पंसद हो तो भी और पसंद ना हो तो भी, पैरामीटर गुजरात है। अच्छा किया तो कहना पड़ता है गुजरात से अच्छा किया, बुरा किया तो हिसाब लगता है कि भाई, गुजरात तक हम क्यों पहुंच नहीं पाए हैं..! ये स्थिति क्यों पैदा हुई..? मैं देश के पॉलिटिकल पंडितों को निमंत्रण देता हूँ। बंगाल की धरती तो विद्घान लोगों की धरती है, सच्चाई और ईमानदारी के साथ रहने का साहस रखने वाले लोग आज भी बंगाल की धरती पर हैं। क्या समय की मांग नहीं है, स्थितियों का तकाजा नहीं है कि हम इस देश की राजनैतिक गतिविधियों के मॉडल का अध्ययन करें? अब कोई चीज छिपी हुई नहीं है। इस देश ने करीब-करीब 50 साल तक कांग्रेस पार्टी का शासन देख लिया है। इस देश ने केरल, बंगाल और त्रिपुरा में कम्युनिस्टों का शासन देख लिया है। इस देश ने परिवारवाद वाली पार्टीओं का शासन देख लिया है। इस देश ने प्रादेशिक पक्षों के द्वारा चल रही सरकारें देख लीं है। इस देश ने भारतीय जनता पार्टी की सरकारें भी देख लीं है। एक प्रकार से पिछले साठ वर्षों में पाँच अलग-अलग प्रकार की सरकारों के मॉडल इस देश में कार्यरत रहे हैं। उन सभी सरकारों का उत्तम से उत्तम समय उठा लिया जाए, पचास-सौ पैरामीटर तय किये जाएं और किस सरकार ने अपने पाँच साल के कार्यकाल में क्या काम किया, जनता की भलाई के लिए क्या काम किया, विकास के लिए क्या काम किया, शुचिता की दृष्टि से क्या काम किया, समाज का विश्वास पाने की दिशा में क्या काम किया..! अलग-अलग मापदंड लेकर के इसको तय किया जाए और फिर लेखा-जोखा लिया जाए, तो सच्चे अर्थ में देश की भलाई के लिए काम करने वाली कौन सी सरकारें हैं, सामान्य मानवी की भलाई के लिए काम करने वाली कौन सी सरकारें हैं इसका लेखा-जोखा हो जाएगा..! और मित्रों, मैं बिल्कुल विश्वास से कहता हूँ कि जिस दिन इन पाँच प्रकार की सरकारों के मॉडल का इवेल्यूशन होगा, भारतीय जनता पार्टी उत्तम से उत्तम पर्फॉर्मर के रूप में देश के सामने आएगी..!

आप मुझे बताईए मित्रों, इतने सालों तक कांग्रेस पार्टी ने दिल्ली में राज किया। पंचायत से पार्लियामेंट तक एक ही दल का शासन था। विरोध पक्ष तो था ही नहीं। पाँच-पन्द्रह लोग आपस में मिलकर मुश्किल से जीतकर आते थे। वो दिन थे जब मीडिया इतना वाइब्रेंट नहीं था, वो दिन थे जब ज्यूडिशियल एक्टिविज्म नहीं था, वो दिन थे जब एन.जी.ओ. की भरमार नहीं थी, वो दिन थे जब कोर्ट में पी.आई.एल. करके तुफान खड़ा करने की परंपरा नहीं थी। तीन दशक पूरी तरह ऐसे गए हैं कि जिसमें कांग्रेस को कोई पूछने वाला नहीं था। वो जो करें वो आखिरी, ऐसा माहौल था। इतना अच्छा अवसर मिलने के बाद भी, इतनी सुविधा रहने के बाद भी, रूकावटों का नामोंनिशान ना होने के बादजूद भी, क्या कारण था कि कांग्रेस पार्टी इस देश को कुछ नहीं दे पाई..! आज हम लोग अगर सत्ता में हैं तो कभी सी.बी.आई. आकर के धमकती है, कोई हफ्ता ऐसा नहीं गया कि कोई पी.आई.एल. सुप्रीम कोर्ट में ना की गई हो, मीडिया के मित्रों के माध्यम से कोई हमला ना हुआ हो, एन.जी.ओं. ने कोई तूफान ना खड़ा किया हो, विपक्ष काम को रोकने के लिए पूरी ताकत से लगा हुआ हो... इतने विरोध-अवरोध के बीच चाहे डॉ. रमन सिंह जी की छत्तीसगढ़ की सरकार हो, चाहे शिवराज सिंह जी की मध्य प्रदेश की सरकार हो, चाहे हिमाचल में प्रेम कुमार धूमल जी की सरकार हो, चाहे राजस्थान में वसुंधरा राजे जी की सरकार हो, चाहे कर्नाटक में शेट्टर की सरकार हो, चाहे गोवा में मनोहर पारिकर जी की सरकार हो... जहाँ-जहाँ भारतीय जनता पार्टी को सरकारें चलाने का अवसर मिला है, एक भी सरकार पर भ्रष्टाचार के कोई गंभीर आरोप नहीं लगे हैं। उन सरकारों के कार्यकाल को देखा जाए। जनता की भलाई के उत्तम से उत्तम निर्णय किये हैं और उत्तम से उत्तम प्रकार से उन्होंने डिलीवरी देकर के दिखाया है।

कम्युनिस्टों ने बंगाल में सरकार चलाई, बताने की जरूरत नहीं है, क्या हालत कर दी है..? तबाह कर दिया इस प्रदेश को, बर्बाद कर दिया..! केरल को क्या दिया उन्होंने..? चुनाव जीतने के नए-नए तौर तरीके खोजने में ही वो पाँच साल लगे रहते हैं। पूरी शक्ति, सरकारी अधिकारियों की अपॉइंटमेंट तक, चुनाव जीतने के लिए काम कौन आएगा, उसी को लेकर के चलते रहे हैं। अपने विरोधियों को प्रताड़ित करना, उनको परेशान करना, उनको जिंदगी से हाथ धोने पड़े, सार्वजनिक जीवन छोड़ना पड़े... यहाँ तक उन पर जुल्म करना, यही काम इन लोगों ने किए हैं..! और उसके बावजूद भी जनता की आशा-आकांक्षा को पूर्ण करने वाले कोई परिणाम नजर नहीं आते हैं। मित्रों, मजदूरों की भलाई का नाम लेकर सरकार चलाने वाले ये लोग हैं, मैं उनको पूछना चाहता हूँ। अभी-अभी भारत सरकार का एक रिपोर्ट आया है। वो रिपोर्ट ये कह रहा है कि पूरे हिन्दुस्तान में कम से कम नौजवान बेरोजगार कहीं हैं, तो वो राज्य का नाम गुजरात है। और जहाँ ये यू.पी.ए. वाली सरकारें हैं, जहाँ ये कम्यूनिस्टों की सरकारें हैं वहाँ सबसे अधिक नौजवान बेरोजगार हैं। क्या दिया आपने..? और इसलिए भाइयो-बहनों, अध्ययन करके, बारिकियों की जानकारियों के साथ, देश की युवा पीढ़ी को, देश के नागरिकों को प्रशिक्षित करना हमारा दायित्व है कि भले ही हम छोटे होंगे, भले आज कगार में हमारी उपस्थिति कम होगी, लेकिन हमने जो रास्ता चुना है उस रास्ते ने कई राज्यों का भला किया है और बंगाल का भी भला हम कर सकते हैं, जनता में इस बात का विश्वास हम पैदा कर सकते हैं।

मित्रों, कांग्रेस पार्टी में एक विवाद चल रहा है कि एक ‘पावर सेंटर’ हो कि दो ‘पावर सेंटर’ हो..! मुझे समझ नहीं आता है कि इस विवाद से हम क्या समझें..! आप मुझे बताइए मित्रों, कि ये पावर सेंटर बाद की बात है, कहीं पावर नजर आ रहा है..? पावर हो तो फिर कितने पावर सेंटर हो ये बाद में चर्चा करें, अभी तो पावर ही नजर नहीं आ रहा है..! और सिर्फ बैटरी बदलने से गाड़ी चलने वाली नहीं है। मित्रों, आप यहीं बंगाल में कांग्रेस के सौ कार्यकर्ताओं को मिलिए। मैं ये पत्रकार मित्रों से एक छोटी सी प्रार्थना करके जाना चाहता हूँ। और मुझे विश्वास है कि बंगाल के पत्रकार मेरे प्रति बहुत ही प्रेम रखते हैं, वो जरूर ये मेरा काम करेंगे..! आप कांग्रेस के सौ कार्यकर्ताओं का सहज रूप में एक इंटरव्यू लीजिए। छोटा-मोटा कोई भी हो, एक सवाल पूछिए। उसको पूछिए, देश का नेता कौन है..? मैं कांग्रेस के लोगों का इन्टरव्यू करने के लिए कह रहा हूँ। मित्रों, आप देखना सौ में से एक भी व्यक्ति डॉ. मनमोहन सिंह जी का नाम नहीं बोलेगा..! जो पार्टी अपने प्रधानमंत्री को नेता मानने को तैयार ना हो, जो पार्टी अपने प्रधानमंत्री को देश का नेता मानने को तैयार ना हो, पार्टी का नेता मानने को तैयार ना हो, वो प्रधानमंत्री देश का नेतृत्व कैसे कर सकते हैं..? उनकी अपनी पार्टी उनको स्वीकार नहीं कर रही है..! आप पूछ लीजिए, मुझे बंगाल के पत्रकारों की ईमानदारी पर विश्वास है कि वो जरूर जाएंगे, पूछ कर के आएंगे और कल अखबार में छापेंगे भी..! क्या हालत करके रखी है, दोस्तों..! कोई भी ऐसा क्षेत्र है, जहाँ पर कांग्रेस के मित्र विश्वास से कह सके कि हमने ये काम किया..? एक नेता तो जहाँ भी जाते हैं तो ये कहते हैं कि हमने मोबाइल दिया..! आपमें से सबके पास मोबाइल है ना... आपको किसी ने गिफ्ट में दिया है..? सीधा बैंक में ट्रान्सफर हो करके आया था..? अपनी जेब के पैसों से लाए हो ना..? फिर भी बताइए, ये कितना बड़ा झूठ बोलते हैं कि मोबाइल फोन हमने दिया..! आप इनकी हिम्मत देखिए और ये देश देखिए कि उनको सवाल नहीं पूछ रहा है कि भाई, तुम ये कैसे कह रहे हो कि ये मोबाइल फोन हमने दिया है..? एक बार मेरे यहाँ चुनाव में उनके एक नेता आए थे और उन्होंने एक भाषण दिया कि देखिए, आपकी जेब में जो मोबाइल फोन है वो हमने दिया है..! तो उसके बाद मेरा भी एक जगह पर भाषण था। मैंने कहा, मोबाइल दिया या ना दिया ये तो भगवान जाने, लेकिन चार्जर का क्या? बिजली तो है नहीं, वो चार्ज कहाँ करवाएगा? पहले बिजली तो दो..!

मित्रों, ये कैसे देश चला रहे हैं..? उनको लगता है कि तिजोरी लुटा देने का मतलब है आर्थिक प्रगति की ओर जाना..! यहाँ बैठा हुआ कोई भी व्यक्ति, आपके पास अगर पाँच हजार रूपया है तो पाँच हजार रूपये में तीन दिन में बढ़िया -बढ़िया मिष्टी दही ले आए, रसगुल्ले ले आए, संदेश ले आए, और पाँच हजार रूपया उड़ा दिया..! आप मुझे बताइए कि आपके पाँच हजार रूपये का ये सही मैनेजमेंट है क्या..? पेट भरा, मीठा लगा, अच्छा भी लगा लेकिन ये सही मैनेजमेंट है क्या? लेकिन कोई और व्यक्ति अगर पाँच हजार में से सात हजार कैसे हो, दस हजार कैसे हो, फिर दस हजार में से दो हजार किसी अच्छे काम में खर्च करें, फिर पाँच हजार के आठ हजार हो, फिर उसमें से तीन हजार खर्च करें... इसको आयोजन कहते हैं की नहीं कहते? मित्रों, दिल्ली की सरकार उड़ाने में लगी हुई है और रूपये आपके जा रहे हैं..! ये लोग जनता जर्नादन के पैसे को उड़ा रहे हैं और जनता कब तक चुप रहेगी..? अपने राजनैतिक स्वार्थ की पूर्ति के लिए हिन्दुस्तान की जनता ने दिन-रात मेहनत करके जो टैक्स चुकाए हैं, उन टैक्स के पैसों को राष्ट्र के विकास में उपयोग करने के बजाए अपने वोट बैंक को मजबूत करने के लिए खर्च किया जा रहा है, और ये देश के साथ सबसे बड़ा धोखा है। कभी-कभी क्या कहते हैं कि हमने आर.टी.आई. का कानून दिया। अभी चार दिन पहले मैंने पढ़ा कि भारत के प्रधानमंत्री के कार्यालय में किसी नागरिक ने चिट्ठी लिख कर कुछ जानकारी माँगी और देश के प्रधानमंत्री के कार्यालय से उस जानकारी देने से मना कर दिया गया..! अगर आप मना करते हो तो आर.टी.आई. के नाम पर गीत गाने का अधिकार आपको किसने दिया..? आप जानकारी तो देते नहीं हैं और अगर आप जानकारी देते नहीं हो तो जानकारी देने के कानून के नाम पर आप रोजी-रोटी कमाने निकले हो..? भाइयों-बहनों, आज देश की हालत ऐसी है, मैं कल दिल्ली में एक सेमिनार में था, ‘मिनिमम गवर्नमेंट, मैक्सिमम गवर्नेंस’। तो मैंने काफी देर तक अपना भाषण सुनाया और बोलते-बोलते मुझे विचार आया कि दिल्ली में ये सब बोलने से क्या मतलब है..? मैंने कहा भाई, विषय तो है ‘मिनिमम गवर्नमेंट, मैक्सिमम गवर्नेंस’, लेकिन आज तो देश में ‘नो गवर्नमेंट, नो गवर्नेंस’, तो उसका क्या करें..? सरकार की अनुभूति ही नहीं हो रही है, मित्रों। ना कोई अच्छी खबर आती है, ना कोई सुनवाई की व्यवस्था है। मैं कभी-कभी कांग्रेस के मित्रों को पूछता हूँ कि हटाओ यार, बाकी सब छोड़ो, पिछले एक साल में देश के लिए दस अच्छे काम किये हों तो जरा बता दो मुझे..! अच्छे से कांग्रेसी मित्र बता नहीं पाते हैं..! ज्यादा से ज्यादा तिजोरी हमने कैसे लुटाई इसकी गिनती करते हैं..! भाइयों-बहनों, अगर ये ही स्थिति रही तो क्या होगा..!

मित्रों, आप देखिए, कॉमनवैल्थ गेम्स का कौभांड हुआ। दुनिया की सबसे ताकतवर सरकार कोई थी तो दिल्ली में थी। सबसे बड़ी सरकार थी तो दिल्ली में थी। ऊपर-नीचे जितनी सरकारों के लेयर हैं, सारी की सारी उनकी सरकारें थी। सब कुछ उनका होने के बाद भी सारी दुनिया में हमारी नाक कट गई और कॉमनवेल्थ गेम्स के अंदर अरबों-खरबों रूपये का भ्रष्टाचार हो गया। और उसके बावजूद भी उनका तो कोई दायित्व ही नहीं..! जैसे रेनकोट पहन कर के बाथरूम में नहा रहे हो..! मैं हैरान हूँ, मित्रों..! और देश से पहली दफा मैं पूछ रहा हूँ कि इनको कैसे माफ किया जा सकता है..! कैसे इनके पापों को स्वीकार किया जा सकता है..!

मित्रों, इस देश के अंदर इन दिनों एक चर्चा चल रही है कि ग्रोथ रेट डाउन हो गया है, ग्रोथ रेट डाउन हो गया है..! क्यों हो गया, भाई..? आपको यदि विकास दर चाहिए तो आपको आर्थिक गतिविधि चाहिए। कृषि में काम होना चाहिएम, मैन्यूफैक्चरिंग में काम होना चाहिए, सर्विस सेक्टर में काम होना चाहिए..! लेकिन कारखाने कैसे चलेंगे यहाँ..? अगर बिजली नहीं है तो कारखाने कैसे चलेंगे? कारखाने नहीं चलेंगे तो नौजवानों को रोजगार कहाँ से मिलेगा..? कारखाने नहीं चलेंगे तो इकोनॉमी कैसे मोबालाइज होगी..? मोमेंटम कहाँ से आएगा..? और कारखाने चल क्यों नहीं रहे हैं, तो कहेंगे कि बिजली नहीं है। बिजली क्यों नहीं है..? क्या बिजली के कारखाने नहीं है..? बिजली के कारखाने हैं, अरबों-खरबों रूपए लग चुके हैं। कारखाने खड़े पड़े हैं, लेकिन बिजली पैदा नहीं करते। बिजली पैदा क्यों नहीं करते..? क्योंकि कोयल नहीं है..! कोयला क्यों नहीं है, क्योंकि कोयला खदान में है। कोयला खदान में क्यों है..? क्योंकि अभी हमने पॉलिसी तैयार नहीं की है..! कितने साल हो गए? तीन साल हो गए..! कब करोगे, 2014 तक तो रहने वाले नहीं हो..! आप मुझे ये बताईए मित्रों, ये सारी जिम्मेवारियाँ उनकी है कि नहीं..? आज देश में एक तरफ अंधेरा है, लोगों को बिजली नहीं मिल रही, बिजली नहीं मिलने के कारण कारखाने बंद हो रहे हैं और दूसरी तरफ 30,000 मेगावॉट बिजली पैदा करने की क्षमता वाले कारखाने फ्यूल के अभाव में बंद पड़े हुए हैं। कौन जिम्मेदार..? जितना पैसा लगना था लग गए, कारखाने खड़े हो गए... कोयला नहीं है। ये कोयला नहीं होने के कारण ये हालत हो गई है। और मित्रों, हिन्दुस्तान की सरकार की हालत देखिए..! हमारे अड़ौस-पड़ौस के छोटे-छोटे देश जहाँ पर कोयले की खदान है, जब हिन्दुस्तान में कोयला आना बंद हो गया और कोयले की कोई परमिशन नहीं मिल रही है, तो व्यापारियों ने तय किया कि भाई, चलो इंडोनेशिया से या ऑस्ट्रेलिया से, अलग छोटे-मोटे देशों से कोयला लाएंगे, अफ्रिकन कंट्री से कोयला लाएंगे..! भारत सरकार की इस पॉलिसी पैरालिसिस के कारण उन देशों को पता चल गया कि हिन्दुस्तान में बिजली के कारखाने बंद पड़े हैं, उन्हें कोयले की जरूरत है और हिन्दुस्तान की सरकार कोयला दे नहीं पाएगी, तो रातोंरात उन्होंने दाम बढ़ा दिए। और ये दिल्ली में बैठी हुई सरकार छोटे-छोटे देशों पर भी दबाव नहीं पैदा कर सकती कि आपने जो दाम पर सौदा किया था उस दाम से आपको कोयला देना पड़ेगा और हिन्दुस्तान को कोयला देने से आप मुकर नहीं सकते, इतना कहने की ताकत ये दिल्ली की सरकार में नहीं है। हर छोटा मोटा देश दबा देता है, मैं हैरान हूँ..! और ऐसा होता क्यों है..? क्या उनके जो साथी दल है उनके कारण हो रहा है..? कांग्रेस जिम्मेवारी लेने को तैयार नहीं है। ये इसलिए हो रहा है, दुनिया आपको इसलिए सुनती नहीं है क्योंकि खुद कांग्रेस का विदेश मंत्री यू.एन.ओ. के अंदर जब भाषण करने के लिए खड़ा होता है और किसी दूसरे देश का कागज पढ़ने लग जाता है, तो पूरे विश्व को लगता है कि यार, सच में ये तो गए बीते लोग हैं, ये सब गॉन केस है, फ़ाइल कर दो..! मित्रों, विश्व के नक्शे पर हिन्दुस्तान की ऐसी बेइज्जती कभी नहीं हुई, जितनी बेइज्जती इस सरकार के कारण हुई है..! सारी दुनिया में अपना नाम खराब होता चला जा रहा है। विश्व में कोई हम पर विश्वास नहीं करता। आपका अच्छा व्यापार हो, अच्छी प्रोडक्ट हो तो भी विदेशों के बायर आपके साथ व्यापार करने से डर रहे हैं। आप स्वतंत्र होने के बावजूद डर रहे हैं, क्यों..? क्योंकि उनको भरोसा नहीं है कि भारत सरकार की नीति कब बदल जाएगी और बायर ने जो सौदा किया है वो फुलफिल नहीं होगा, तो हमारे पैसे डूब जाएंगे..! भाइयो-बहनों, ये स्थिति है..!

मित्रों, बिच में हमने देखा, गरीबों को अन्न नहीं मिल रहा है। राशन कार्ड है, गेहूँ नहीं मिल रहे हैं, चावल नहीं मिल रहे हैं, केरोसीन नहीं मिल रहा है और दूसरी तरफ अखबारों में और टी.वी. पर खबरें आ रही हैं कि बोरियाँ की बोरियाँ पानी में भीग रही हैं, सड़ रही हैं..! देश के किसान ने परिश्रम से पैदा किया हुआ अन्न सड़ रहा है। किसी ने पी.आई.एल. कर दी, तो सुप्रीम कोर्ट ने डंडा चलाया कि सारे अनाज के जो भंडार भरे पड़े हैं, अगर उसको संभाल नहीं सकते हो तो गरीबों को बाँट दो। ये दिल्ली की सरकार ने गरीबों को नहीं बाँटा। दिन-रात कहते हैं कि हम सुप्रीम कोर्ट जो कहती है वो करते हैं। सुप्रीम कोर्ट ने पचासों बार कहा लेकिन उन्होंने नहीं किया। और किया तो क्या किया..? भाइयों-बहनों, सुप्रीम कोर्ट संवेदना के साथ ये कहती है कि ये अन्न गरीबों को बाँटो, मगर दिल्ली में बैठी ये सरकार कहती है कि हम गरीबों में नहीं बाँटेंगे..! और किया तो क्या किया..? शराब बनाने वाले जो ठेकेदार थे, उन शराब के ठेकेदारों को 65 पैसे के दाम से ये अन्न दे दिया गया..! आप कहो, क्या इन पर भरोसा कर सकते हैं..? और इसलिए भाइयो-बहनों, समय का तकाजा है, समय की माँग है कि हम सभी भारतीय जनता पार्टी के कार्यकर्ता देश के सामान्य मानवी के आशा-आकांक्षाओं की पूर्ति के लिए, आजादी के लिए शहीद होने वाले महापुरूषों ने जो सपने संजोए थे उन सपनों को पूरा करने के लिए, स्वामी विवेकानंद जी की 150 वीं जयंती जब देश मना रहा है तब विवेकानंद जी के उन सपनों को पूरा करने के लिए, भारतीय जनता पार्टी के एक-एक कार्यकर्ता को इस देश में से कांग्रेस पार्टी का उखाड़ फैंकने का संकल्प करके आगे बढ़ना चाहिए..! इस देश को तोड़ने वाली, इस देश को कठिनाइयों में डालने वाली सारी शक्तियों को परास्त करने का संकल्प करना होगा। और मित्रों, मैं विश्वास से कहता हूँ, वक्त बहुत तेजी से बदल रहा है। कांग्रेस पार्टी के मित्रों को पता तक नहीं है, हमेशा कांग्रेस पार्टी का झंडा ले कर घूमने वालों को पता नहीं है, वेस्टेड इंटरेस्ट ग्रुप को पता नहीं है कि कितनी तेजी से कांग्रेस पार्टी का डिटीरीओरेशन हो रहा है..! राजी-नाराजी के तराजू से हिन्दुस्तान की राजनीति का विश्लेषण करने का वक्त चला गया है। अब तक हिन्दुस्तान में जो पॉलिटिकल एनालिसिस हुए हैं वो सरकार या पक्ष या नेता के सामने राजी-नाराजी का माहौल कैसा है उसके आधार पर हुए हैं, पहली बार हिन्दुस्तान की राजनीति में नफरत और घृणा के मापदंड पर ये कांग्रेस पार्टी को तोला जाएगा..! ऐसी नफरत, ऐसी घृणा, ऐसा गुस्सा आज देश के कोने-कोने में है। कोई समस्या ऐसी नहीं है जिसको सुलझाने कि दिशा में उन्होंने कोई प्रमाणिक प्रयास किया हो, दो कदम भी चले हो..!

और इसलिए भाइयो-बहनों, माँ भारती की सेवा करने में लगे हुए भारतीय जनता पार्टी के लक्षावधी कार्यकर्ता अपने सामर्थ्य से, अपनी शक्ति से आने वाली हर चुनौती का सामना करते हुए, विजय का विश्वास लेकर के, गाँव-गाँव, गली-गली कमल खिलाने का सपना ले कर के, जिस धरती पर डॉ. श्यामा प्रसाद मुखर्जी का जन्म हुआ, जिन्होंने सपने संजोए हैं ऐसे श्यामा प्रसाद मुखर्जी के सपनों को पूरा करने के लिए आओ, हम अपनी पूरी ताकत से काम करें, हम कोई कमी ना रखें..! और जो लोग अपने आपको बड़े शहंशाह मानते हैं, उन सभी से मेरा आग्रह पूर्वक निवेदन है, ये मान कर चलिए कि ‘यावत चंद्र दिवाकरो’ आपका राज चलने वाला नहीं है..! जो बंगाल में मेरे भारतीय जनता पार्टी के कार्यकर्ताओं को परेशान कर रहे हैं उस सरकार के मुलाजिमों से भी मैं कहना चाहता हूँ कि लोकतंत्र में हर एक नागरिक का अधिकार होता है, उसको दबाने की कोशिश करने से कभी कोई सफलता किसीको दिला नहीं सकते..! भारतीय जनता पार्टी, बंगाल का कार्यकर्ता खूंखार से खूंखार ताकतों के खिलाफ लड़ कर के आज भी आगे बढ़ सकता है। रुकना, थकना, झुकना ये हमारा चरित्र नहीं है, ये हमारे संस्कार नहीं हैं। हम भाजपा के कार्यकर्ता मौत को मुट्ठी में लेकर निकले हुए लोग हैं। माँ भारती के कल्याण के लिए निकले हुए लोग हैं। हमें कोई चुनौती ना दें..! और अगर ये कोशिशें होती रहेंगी तो भारतीय जनता पार्टी और अधिक ताकत से आगे बढ़ेगी..!

आज कल मैं देख रहा हूँ कि मेरा कहीं पर भी कोई भाषण होता है, तो यहाँ मेरा भाषण पूरा हो जाए उससे पहले प्रधानमंत्री कार्यालय से ट्वीट करके उसके जवाब दिए जाते हैं..! ये प्रधानमंत्री कार्यालय से होता है और तुरंत, यानि अभी तो मेरा भाषण पूरा हुआ नहीं और मैं मंच से वहाँ बैठने जाऊँगा तब तक तो दो-तीन चीजें छोड़ देते हैं वहाँ..! और सरासर झूठ, सरासर झूठ... कौन पूछने वाला है? ये ही चल रहा है..! मेरे कांग्रेस के मित्रों, देश की जनता की समझदारी पर शक मत किया करो। ये देश की जनता को पूरी समझ है कि सच क्या है..? दूध का दूध और पानी का पानी कैसे होता है, ये देश की जनता भली-भांति जानती है। कांग्रेस की कोशिशों से कुछ निकलने वाला नहीं है और सत्य सीना तान कर के प्रकट हो कर के रहेगा इसी विश्वास के साथ हम आगे बढ़ें..! मित्रों, आपने मेरा सम्मान किया, प्यार दिया, इसके लिए मैं आपका बहुत-बहुत आभारी हूँ..!

Just as you have gathered here, in Lakshadweep too a large number of people are connected with us through video, because today a new beginning of development in Lakshadweep, a new project that will bring revolutionary change in the lives of the people of Lakshadweep, has also been inaugurated and foundation stones have been laid for some schemes.

A few years ago, when I came among you, I had said that our Daman is rapidly becoming Mini India, and today I see, on the left side is entire Bengal and on the right side is entire Assam. Daman has become a living example of Mini India. The diversity here, people from different regions residing here, gives a beautiful glimpse of the whole of India among you. You all have come in such large numbers to bless us, for this I thank you all very much.

I have had the opportunity to come to Daman and Diu many times. I also keep visiting Dadra and Nagar Haveli, and when I was not Chief Minister or Prime Minister, I used to come here many times. But now when I come here and see the good governance, the governance model, it feels very good. Every time I feel that compared to the last time, this region has moved miles ahead on the path of development.

Dadra and Nagar Haveli, Daman and Diu had dreamt of development for decades. The generations who dreamt earlier have passed away. But today the present generation is seeing with their own eyes that the dreams their parents and grandparents used to see are now being fulfilled before their eyes. Even today, many projects related to connectivity, health, education, tourism, and urban infrastructure have been inaugurated and foundation stones laid here. These development works will make life easier for the people of Daman and the entire Union Territory. They will create new opportunities for the youth. Behind these works, the vision of Praful Bhai Patel, his and his team’s hard work is clearly visible. For this, I also appreciate Praful Bhai and his entire team. Today as I have come among you, a pleasant news has arrived. I had already left Delhi this morning, but the figures that have just come, the news that has arrived, is truly delightful, and I also want to share this happiness with you. The figures that have come today clearly show how strong the foundation of India’s economy is. In the year 2025-26, that is, the financial year that has just ended, India has achieved a growth rate of 7.7 percent, 7.7, and the last quarter that ended on 31st March also recorded India’s growth at 7.8 percent, 7.8. And this is the fastest-growing large economy in the world. Every Indian should feel proud, this is its pace. Today the country is running on the Reform Express, today the country is witnessing such massive infrastructure development, such large-scale work is being done for the welfare of the poor, and the result of all these efforts is that today the country is moving ahead as the fastest-growing large economy. Today development is as important for us as ensuring that our development model is sustainable. Today, on World Environment Day, our Union Territory State is realizing this resolution. Today, on one hand, development projects worth thousands of crores have been inaugurated and foundation stones laid here. At the same time, about one lakh one trees in the name of mother, one lakh saplings are also being planted here. I am proud that this is such a Union Territory which has achieved the feat of 100 percent use of solar energy in government buildings. Today, in Diu, the entire daytime electricity demand is being met only by solar power, and we have to take this further. Electricity should also be available in homes through solar energy, and not only that, families should also earn income from surplus electricity. For this, the initiative of installing rooftop solar plants has begun. I also appreciate you all for these achievements.

Dadra Nagar Haveli, Daman and Diu, being a Union Territory, are also the identity and heritage of India. Therefore, our goals for its development are not ordinary. I remember, when I came to Silvassa last year, I gave you the example of Singapore. I had said that once Singapore was a small fishing village. But the people of Singapore dreamt, they set big goals, and today that same Singapore has become the world’s biggest business hub. Today Dadra and Nagar Haveli, Daman and Diu are also dreaming the same dream. These projects like Namo Airport, the iconic bridge to be built on the Damanganga river, the convention center to be built on the ‘Beach Front’, through such infrastructure we are laying the foundation of big resolutions for the future. Through these projects, your movement will become easier. New possibilities for business will be created here. The pace of development on both sides of Daman will become faster.

Silvassa’s Namo Hospital has been serving thousands of people since last year. Today, Namo Hospital has also been inaugurated in Daman. The people of this region will now get the benefit of even better healthcare.

How our government is prioritizing health is also evident in the results of the National Family Health Survey. At one time, most deliveries in India did not take place in hospitals. Today, more than 90 percent of deliveries in the country are happening in hospitals, which has greatly reduced maternal mortality and infant mortality. Due to Mission Indradhanush, India has also made good progress in the field of child vaccination. Before 2014, only 60 percent of children were fully vaccinated. Today this figure has increased to about 90 percent. There has also been a big change in the field of health security. Before 2014, less than 30 percent of families were connected with health insurance schemes. Today Ayushman Bharat has changed those figures too. Now more than 60 percent of families are getting this protection.

I am happy that the Union Territory is gradually moving forward in the field of education. Many constructions like Swami Vivekananda Education Hub are happening here.

Today the foundation stone of the eighteenth campus of NIFT has been laid. This institution will connect the youth here with global exposure. New courses like Drone Technician have also started in ITI Daman. Training programs related to PM Vishwakarma and PM Surya Ghar Free Electricity Scheme are also benefiting the youth.

Sports in the country have also been advanced with new thinking. Our sports are no longer limited to big cities or big stadiums. Efforts like Khelo India have given youth a new platform to showcase their talent. Because of this, children from small regions are coming forward at the national level in the field of sports, and this region has also benefited from it. Diu has emerged as a big center of beach sports today. The Beach Games held at Ghoghla Beach have also drawn the country’s attention to this region. Today modern sports infrastructure is continuously being developed here. The Football Center in Khanvel and the Volleyball Training Center in Daman are strengthening the sports culture here.

In Dadra and Nagar Haveli, Daman and Diu, tourism is also a sector with immense possibilities. This region has been blessed with natural beauty. That is why the policies the country has worked on regarding tourism have greatly benefited Dadra and Nagar Haveli, Daman and Diu. In 2021, about 6 lakh tourists came here. In 2025, this number increased to about 50 lakh. That means in just a few years, tourism footfall has increased nearly tenfold. This has been possible due to better infrastructure, better facilities, and clean beaches. Daman Night Market, Ramsetu Sea-Front, Namopath Sea-Front, Nani Daman Fort, Gangeshwar Temple Complex, such numerous places are today becoming the new identity of this entire region.

To fulfill the dreams of Dadra and Nagar Haveli, Daman and Diu, we also have to increase the industrial strength here. It is also a matter of pride that this Union Territory has made its distinct identity in the field of man-made fiber. Dadra and Nagar Haveli are recognized as the National Man-Made Fibre Capital. This region is also continuously progressing in plastic export. The government has also made continuous efforts to support industries and MSMEs here. MSMEs and other industries here have been provided financial assistance of more than crores of rupees. New opportunities are opening up for small and cottage industries of the Union Territory. I am confident that in the coming time this region will become a big hub of manufacturing.
