मंच पर विराजमान पंजाब के राज्‍यपाल श्री वी.पी.सी.जी, मंत्रिमंडल के मेरे सहयोगी डॉक्‍टर हर्षवर्धन जी, अन्‍य गणमान्‍य अतिथगण, यहां उपस्थित students और delegates, greetings for the New Year.

I am happy to inaugurate the hundred and sixth session of the Indian Science Congress. It is a pleasure to be in the company of the eminent scientists, scholars and students.

वैसे मेरा प्रयास यही था कि आपके बीच समय पर पहुंचुं, लेकिन कोहरे की वजह से विलम्‍ब हो गया।

साथियो, मुझे इस बात की प्रसन्‍नता है कि समृद्धि की इस भूमि पर इस साल Indian Science Association ने एक सटीक विषय चुना है,Future India, Science & Technology. मेरा स्‍पष्‍ट मानना है कि भारत की महानता हमारे ज्ञान, विज्ञान में तो है ही, पर इस महानता का असली मकसद हमारे science, technology और innovation को समाज से जोड़ने का भी है।

Friends, The India Science Congress has a rich legacy. Some of India’s finest mines including Acharaya G.C. Boss, C.V. Raman. MeghNathSaha and S.N.Boss have been associated with it. Minimum resources में maximum struggle के दौड़ में उन्‍होंने अपने विचारों, आविष्‍कारों से लोगों की सेवा की। आज भी हम उनके commitment और creativity से सीख रहे हैं।

In 1917, आचार्य जगदीश चंद्र बोस established India’s first dedicated Scientific Research Centre, the Bose Institute of Calcutta. His inaugural speech was a reflection of his holistic views of science. He said,“I dedicate today this institute not merely a laboratory but a temple to the nation”. The live and works of hundred of Indian Scientists are a compelling testament of integration of deep fundamental insights with technology development and nation building. It is through our modern temples of science that India is transforming its present and working to secure its future.

Friends, our former Prime Minister, Lal Bahadur Shastri Ji gave us the slogan, जय जवान जय किसान। Twenty years ago in a historic address at Pokhran, our great Prime Mnister Atal Ji had recognized the contributions of science and technology for India. He added ‘जय विज्ञान’, ‘जय जवान, जय किसान, जय विज्ञान’।

I believe it is now time to take one more step forward. I wish to add ‘जय अनुसंधान’. Therefore, the slogan now becomes, ‘जय जवान, जय किसान, जय विज्ञान, जय अनुसंधान'।

Indeed the pursuit of vigyan is fulfilled through achievement of two objectives. The first is, generation of profound or disruptive knowledge. The second is consumption of that knowledge for socio economic good. As we push our discovery science eco-system, we must also focus on innovation and startups.

Our government has launched the Atal Innovation Mission to promote innovation among our scientists. More technology business incubators have been established in the last four years then in the forty year before that. Industry must now contribute by providing timely direction, vision, mentorship and partnership to the Startups. Our scientists must commit themselves to addressing problems of affordable health care, housing, cleaneair,water and energy, agriculture productivity and food processing. While science is universal, technology must be local for providing solutions relevant to the local needs and conditions.

साथियो, आज हमारे सामने जो सामाजिक, आर्थिक चुनौतियां हैं, उनसे निपटने के लिए National Research Laboratories and Scientific Organizations को सुलभ, सुगम और सस्‍ते समाधान तैयार करने होंगे। मैं आपको कुछ उदाहरण देता हूं। हमारे देश में ऐसे किसानों की संख्‍या बहुत ज्‍यादा है जिनके पास सिर्फ 2 हेक्‍टेयर से कम जमीन है। उनको कम श्रम से अधिक पैदावार के लिए टेक्‍नोलॉजी की सबसे अधिक जरूरत है। हमने कृषि विज्ञान में काफी प्रगति की है। हमारे यहां पैदावार भी बढ़ी है, गुणवत्‍ता भी सु‍निश्चित हुई है, लेकिन न्‍यू इंडिया की जरूरतों को पूरा करने के लिए इसमें बहुत कुछ करने की आवश्‍यकता है, नए विस्‍तार की जरूरत है।

Big data analysis, artificial intelligence, block chain और communication से जुड़ी तमाम टेक्‍नोलॉजी का कम कीमत में कारगर इस्‍तेमाल खेती में कैसे हो, इस पर हमारा फोकस होना चाहिए। अब आज के समय की मांग है कि इन सारे आविष्‍कारों के साथ सेंसर टेक्‍नोलॉजी, ड्रोन, satellite imaging और artificial intelligence को एक पैकेज बनाकर अपने किसानों की मदद की जाए। इस मदद के जरिए हमारे किसान अपनी फसल, अनाज, सिंचाई, फर्टिलाइजर, ट्रांसपोर्ट और pesticide से जुड़े तमाम फैसले आज के वैज्ञानिक तरीकों की मदद से ले सकेंगे।

सा‍थियो, जिस तरह हम ease of doing business में लगातार आगे बढ़ रहे हैं, उसी तरह हमें सवा सौ करोड़ भारतीयों की ease of living पर भी तेजी से काम करना होगा। इसकी दिशा क्‍या हो, वो स्‍पष्‍ट करने के लिए कुछ सवालों पर मंथन किया जाना आवश्‍यक है। क्‍या हम अपने देश के कम बारिश वाले इलाकों में बेहतर और वैज्ञानिक ढंग सेdraught management पर काम कर सकते हैं? क्‍या बारिश, cyclone और दूसरी आपदाओं की भविष्‍वाणी के तंत्र में और सुधार कर सकते हैं ? इससे कृषि का फायदा तो होगा ही, अनेक जिंदगियों को भी बचाया जा सकेगा1

क्‍या हम अपने देश की दशकों से चली आ रही malnutrition की समस्‍या को सुधारने के लिए बेहतर technological solution तलाश कर सकते हैं? ऐसे तरीके जिनसे हमारे बच्‍चों का बेहतर स्‍वास्‍थ्‍य सुनिश्चित हो पाए। क्‍या हम अपने बच्‍चों को चिकनगुनिया और एनसेफ्लाइटिस जैसी बीमारियों से भारत को मुक्‍त करने का इलाज ढूंढ सकते हैं? क्‍या waste से एनर्जी बनाने और स्‍वच्‍छता के लिए सस्‍ती और आय पैदा करने वाली अधिक प्रभावी तकनीक विकसित कर सकते हैं? क्‍या हम पीने के पानी की समस्‍या से निपटने के लिए recycling और conservation से जुड़ी नई तकनीक विकसित कर सकते हैं? क्‍या हम कोई ऐसा सिस्‍टम बना सकते हैं जिससे हमारे संवेदनशील संस्‍थानों को ऐसी साइबर सुरक्षा मिल सके कि उसे भेदना नामुमकिन हो जाए? क्‍या हम सौर ऊर्जा के उपयोग के लिए ऐसे समाधान तैयार कर सकते हैं जो बहुत ही कम कीमत में गरीब से गरीब व्‍यक्ति के लिए भी उपलब्‍ध हो सकें? हमें इन सवालों के जवाब खोजने होंगे।

हमें साइंस को सामान्‍य मानवी के जीवन से जोड़ना ही होगा। तेजी से बदल रही दुनिया में अब हमारे पास और खास करके भारत को न रुकने का हक है न कोई करें हम उपयोग करेंगे, इस इंतजार का भी हमें वक्‍त है। हम लीडरशिप लेनी है, हमें दुनिया में कुछ करके दिखाना है। हमें समय के अनुरूप समाधान तलाशने होंगे, वो भी समय-सीमा के अंदर।

Friends, 2018 was a good year for India science. Among our achievements this year are the production of aviation grade bio-fuel,दिव्‍य नयन a machine for visuallyimpaired, inexpensive device for diagnosis of cervical cancer, TB, dengue. A real time land slide warning system in the Sikkim, Darjeeling region. There is however a long way to go. We need strong pathways to commercialization that leverage our research and development achievements to industrial products. The future is about conversions and connected technologies. We shouldcatalyse, harness and mange change for the nation’s prosperity. Scope us data wise indicates that India is positioned among the top five nations of the world in terms of the number of scientific publications. This is no mean achievement and deserve whole hearted appreciation. This is the strong foundation to build उन्‍नत भारत, आधुनिक भारत, वैज्ञानिक भारत।

साथियों, उन्‍नत भारत बनाने के लिए आज भारत के विज्ञान को महत्‍वकांक्षी बनाना होगा। हमें सिर्फ प्रतिस्‍पर्धा नहीं करनी, हमें श्रेष्‍ठता दिखानी होगी। हमें सिर्फ‍ रिसर्च करने के लिए रिसर्च नहीं करनी है बल्कि अपनी finding को उस स्‍तर पर ले जाना है जिससे दुनिया उसके पीछे चलना शुरू करे।

ये मुकाम हासिल करने के लिए हमें रिसर्च का विस्‍तृत इको-सिस्‍टम बनाना होगा़। आज ऐसे तंत्र की आवश्‍यकता सबसे ज्‍यादा है। चाहे climate change की बात हो या फिर artificial intelligence की, population dynamics की हो या bio technology और digital market place की। आज इसी eco-system के जरिए हम अपने देश के talent pool के potential का फायदा उठा सकते हैं।

अगर हमें आने वाले समय में knowledge society के world leader की कतार में खड़ा होना है तो देश को अपनी रिसर्च क्षमता बढ़ाने के लिए हरसंभव काम करना होगा। हमें लक्ष्‍य रखकर interdisciplinary research करने होंगे।

साथियो, किसी भी देश की intellectual creativity और identity उसके इतिहास, कला, भाषा और संस्‍कृति से बनती है। ऐसे में हमें विधाओं के बंधन से मुक्‍त होकर शोधकरना होगा। अब ऐसी रिसर्च की जरूरत है जिसमें arts और humanities, social science, science और technology के innovation का fusion हो। यही हमारे देश की पहचान को सशक्‍त और गौरवमयी बना सकता है।

साथियो, हमें हमेशा याद रखना चाहिए कि हमारा प्राचीन ज्ञान शोध पर ही आधारित रहा है। भारतीय विद्वानों ने विज्ञान से गणित तक, कला से साहित्‍य तक, भाषा विज्ञान से तर्कशास्‍त्र और चिकित्‍सा से लेकर दर्शन तक, दुनिया को प्रकाशित किया है, प्रज्‍ज्‍वलित किया है। अब समय आ गया है कि भारत दुनिया में उसी स्‍थान को हासिल करे। ये तभी संभव है जब दुनिया की तीन सबसे बड़ी अर्थव्‍यवस्‍थाओं में एक बनकर हम अपनी research and innovation के जरिए दुनिया को दिशा दें।

Friends, our strengths in research and development are built on the backbone of our national labs, central universities, IIT, IISs, TIFR and ISER. However, over 95 percent of our students go to state universities and colleges where research is still limited. A strong research eco-system must be developed in these universities and colleges. I call upon the Prime Minister’s Science Technology and Innovation council to discuss these issues in detail and formulate an action plan in consultation with ministry of human resource development to push research in our colleges and state universities.

Friends, in the Tirupati Session up Indian Science Congress I had spoken about the Global rise or fiber physical systems. This had the potential to pose an unprecedented challenge to our demographic dividend. We can turn it into the huge opportunity by research, training and skilling in robotics, artificial intelligence, big data analytics. The government has approved a national mission on interdisciplinary cyber physical systems with an investment of over three thousand six hundred crores. The mission will cover in a seamless wayRND, technology development, human resource and skills, innovation, Startup Eco System and strong industry and international collaborations.

Data is the engine that drives artificial intelligence. Our scientists working with relevant ministries should evolve effective data policy and practices that holistically cover the ground from data generation to data flow, to data protection, to data sharing, to data used.

साथियो, साइंस और टेक्‍नोलॉजी में हमारा सामर्थ्‍य, हमारा कौशल हाल में मिली Space Mission की सफलताओं से पता चलता है। हाल में हमने CARTOSAT 2 series satellite समेत navigation, communication और hyper spectral imaging से जुड़े 30 और satellitelaunch किए हैं। साल 20-22 तक तीन भारतीयों को अपने गगनयान में ही अंतरिक्ष में भेजने की तैयारी जोर-शोर से चल रही है।

इसरो ने इसके लिए एक विशेष टेक्‍नोलॉजी crew escape system का demonstration भी किया है। मुझे अपने वैज्ञानिकों पर पूरा भरोसा है कि गगनयान का हमारा सपना तय समय में पूरा होगा।

साथियों, ऐसे अनेक क्षेत्र हैं जहां scientific और technological intervention से सामान्‍य मानवी के जीवन में परिवर्तन लाया जा सकता है। क्‍या हम तकनीक की ताकत से continuously operating reference stations network नहीं बना सकते हैं? जिससे हमें high resolution Geo Special digital data तेज गति से मिल सके। इससे हम अपने नाविकों, वैज्ञानिकों, प्‍लानिंग में जुटे लोगों बेहतर डेटा उपलब्‍ध करा सकेंगे। ये विकास की योजनाओं की planning, monitoring, management और उसके implementation को और प्रभावी बना सकते हैं।

साथियो, पिछली बार जब इम्‍फाल में Indian Science Congress का कार्यक्रम हुआ था, तब मैंने आप सभी वैज्ञानिकों से एक अपील की थी कि वैज्ञानिकों को sickle cell anemia की समस्‍या का रास्‍ता, सस्‍ता, सुलभ और प्रभावी इलाजढूंढना है। इस बीमारी से हमारा आदिवासी समाज प्रभावित है। मुझे प्रसन्‍नता है कि CSIR और DBT ने इसके लिए अभियान की शुरूआत कर दी है। दोनों संस्‍थानों के वैज्ञानिक अब इस बीमारी की रोकथाम और इलाज के साथ ही अब ऐसी gene therapy का विकास कर रहे हैं जिससे हीमोग्‍लोबिन के विकारों को ठीक किया जा सकता है।

Friends, India needs a new futuristic road map for science and technology and innovation. With these objectives we have recently made the Prime Science Technology an innovation advisory council. This council will help formulate appropriate science and technology interventions, catalyse collaborations across stake holders, ministries and implement multistake holder policy initiatives. Government is in the process of improving the quality of education with particular focus on higher education sector. We have liberalized the higher education sector. UGC has brought out graded autonomy regulations to give functional and financial autonomy to well performing universities and colleges. We are in the process of setting up institutions of eminence that can compete with the best in the world. These efforts will infuse competition, bring private investment and improve quality of higher education institutions. We have launched the Prime Minister Research fellows. The schemes under which a thousand bright minds from the best institutions in the country will be offered direct admission in PhD program in IITs and IISC. The scheme will catalyse quality research and address shortage of faculty in the premier education institutions.

Friends, I wish to recall a quote of our Late President Dr. A.P.J. Abdul Kalam.“With vivid imagination and consistent efforts, the forces of universe can be made to work for an inspired mind. How do we fire up the minds of Indian youth who are the foundation for cutting edge research and usher in renaissance in Indian science.

India is brimming with a new generation of creative, energetic and confident minds. The government is committed to provide them an enabling environment for building a New India through science. An India that is fully ready to take the challenges and opportunities of the present and the future. An India that is bubbling with ideas, knowledge, wisdom and action. An India that is stronger, confident, prosperous and healthier. An India that is compassionate and inclusive.

I wish you all a creative and rewarding new year 2019.

Prime Minister Narendra Modi addressed spirited public gatherings in Gurdaspur and Jalandhar, Punjab, where he paid his respects to the sacred land and reflected upon the special bond between Punjab and the Bharatiya Janata Party.

Addressing the gathering PM Modi highlighted, the INDI alliance’s misgovernance in the state and said, “Who knows the real face of the INDI alliance better than Punjab? They've inflicted the most wounds on our Punjab. The wound of division after independence, the long period of instability due to selfishness, a long period of unrest in Punjab, an attack on the brotherhood of Punjab, and an insult to our faith, what hasn't Congress done in Punjab? Here, they fueled separatism. Then they orchestrated a massacre of Sikhs in Delhi. As long as Congress was in the Central government, they saved the rioters. It's Modi who opened the files of the Sikh riots. It's Modi who got the culprits punished. Even today, Congress and its ally party are troubled by this. That's why these people keep abusing Modi day and night."

Speaking about the INDI alliance governance and its strategy concerning National Security, PM Modi said, “These INDI alliance people are a great danger to the security of the country. They are talking about reintroducing Article 370 in Kashmir. They want terrorism back in Kashmir. They want to hand over Kashmir to separatists again. They will send messages of friendship to Pakistan again. They will send roses to Pakistan. Pakistan will carry out bomb blasts.”

“There will be terrorist attacks on the country. Congress will say, we have to talk no matter what. For this, Congress has already started creating an atmosphere. Their leaders are saying, Pakistan has an atomic bomb. Their people are saying, we'll have to live in fear of Pakistan. These INDI alliance people are speaking Pakistan's language,” he added.

Discarding the anti-national thought process of the Congress and INDI alliance, PM Modi said, “The problem with Congress is that it has no faith in India. The scions of Congress tarnish the country's image when they go abroad. They say that India is not a nation. Therefore, they want to change the nation's identity. The mentor of the scions has said that the construction of the Ram temple and celebrating Ram Navami in the country threatens the identity of India.”

Emphasizing the need for rapid development, PM Modi assured the people of Gurdaspur, Punjab, and the entire country of his unwavering commitment to their progress and prosperity. He said, “Punjab's development is Modi's priority. The BJP government is building highways like the Delhi-Katra highway and the Amritsar-Pathankot highway here. BJP is developing railway facilities here.”

“Our effort is to create new opportunities in Punjab, to benefit the farmers. In the last 10 years, we have procured record amounts of rice and wheat across Punjab. The MSP, which was fixed during the Congress government, has been increased by two and a half times. Farmers are receiving PM Kisan Samman Nidhi for seeds, fertilizers, and other necessities,” PM Modi added.

Regarding the ongoing elections, PM Modi urged the citizens to choose leadership that prioritizes the nation's interests. Contrasting the BJP-led NDA’s clear vision for a developed India with the divisive and dynastic politics of the INDI alliance, PM Modi called for support for the BJP to ensure continued progress and stability.

In his second mega rally of the day in Jalandhar, Punjab, PM Modi highlighted the shifting political sentiments. He noted that people no longer want to vote for Congress and the INDI Alliance, as it would mean wasting their votes. Emphasizing the strong support in Punjab, he concluded with a resonant call, ‘Phir Ek Baar, Modi Sarkar’!

PM Modi criticized the Congress for its appeasement politics, claiming that the party favored its vote bank at the expense of accurate historical narratives. He noted that Congress had favoured its own family and Mughal families in history books, neglecting the sacrifices of our Sahibzadas. The PM also asserted that this skewed version of history left generations unaware of the true events, such as the tragedy of partition in Punjab. ‘Congress’, he said, “hid these truths to protect its vote bank and avoid exposing its misdeeds”.

PM Modi underscored the BJP-NDA government's commitment to Hindu and Sikh families left behind during the partition, citing the CAA law as a significant step towards granting them Indian citizenship. He heavily disregarded Congress for opposing the CAA and stated that Congress intends to repeal the law if they come to power, denying these communities their rightful citizenship.

The PM explicitly compared the Jhadu Party (AAP) to Congress, calling it a "photocopy party" that has adopted Congress's oppressive tactics. He strongly condemned their actions against media houses that resist their threats, exposing their true nature. He also made the audience aware of the destructive alliance between Congress and the Aam Aadmi Party in Punjab, stressing that voting for either party is voting against Punjab's interests.

Highlighting the Congress party's lack of faith in India and its attempts to undermine the nation's identity, PM Modi urged voters to reject such divisive politics. He underscored the BJP's commitment to Punjab's development, citing initiatives to improve infrastructure, support farmers, and promote food processing industries. PM Modi sought the blessings of the people of Gurdaspur and Jalandhar, and urged them to vote for BJP candidates in the upcoming elections to secure a brighter future for Punjab and the nation.
