میں بہت ہی عجز و انکسار کے ساتھ  سیرا  ویک عالمی توانائی اور ماحولیات  کی قیادت کا ایوارڈ قبول کرتا ہوں۔ میں  ایوارڈ  اپنی عظیم مادر وطن ، بھارت  کے نام وقف کرتا ہوں۔ میں یہ ایوارڈ  اپنی سرزمین کی شاندار روایات کے نام وقف کرتا ہوں جنہوں نے   ماحولیات کی  دیکھ ریکھ کا معاملہ سامنے آنے پر رہنمائی کی ہے۔

دوستو،

یہ ایورڈ ماحولیات کی قیادت کو تسلیم کرتا ہے۔ قیادت کے بارے میں عام طور پر کہا جاتا ہے کہ  اس کا اظہار اپنے کاموں کے ذریعہ ہی  بہترین طریقے سے ہوتا  ہے۔ اس میں کوئی شک نہیں ہے کہ جب ماحولیات  کی  دیکھ بھال کی بات آتی ہے  تو بھارت کے عوام قیادت کرتے ہیں۔ صدیوں سے یہی ہوتا رہا ہے۔ہمارے کلچر   میں  فطرت اور  دیوی دیوتا ایک دوسرے کےبہت قریب ہیں۔ ہمارے دیوی دیوتا ؤں کا تعلق  کسی نہ کسی درخت اور جانور سے ہوتا ہے۔ یہ درخت اور جانور پاکیزہ ہیں۔ آپ کسی بھی ریاست سے، کسی بھی زبان کا ادب اٹھالیجئے۔ آپ کو عوام اور فطرت کے درمیان  قریبی رشتے کی بہت سے مثالیں ملیں گی۔

دوستو،

مہاتما گاندھی کی شکل میں  ہمیں ماحولیات کا  عظیم ترین  علمبردار حاصل ہوا ۔ اگر نوع انسانی  ان کے دکھائے ہوئے راستے پر چلتی تو آج ہمیں بہت سے مسائل کا سامنا نہیں کرنا پڑتا۔ میں آپ سبھی سے اپیل کروں گا کہ گجرات کے ساحلی شہر پوربندر میں  مہاتما گاندھی کے گھر کو  ضرور دیکھیں۔ان کے گھر کے قریب آپ کو  پانی کے تحفظ کے بارے میں  عملی رہنمائی حاصل ہوگی۔200 برس سے زیادہ  عرصہ قبل  انڈر گراؤنڈ ٹینک تعمیر کئے گئے۔ وہ بارش کے پانی کو بچانے کے لئے تعمیر کئے گئے تھے۔

مہاتما گاندھی کی شکل میں  ہمیں ماحولیات کا عظیم  ترین علمبردار حاصل ہوا۔ اگر نوع انسانی ان کے دکھائے ہوئے راستے  پر چلتی تو  آج  ہمارے سامنے بہت مسائل نہ ہوتے۔ میں آپ سبھی سے اپیل کروں گا کہ  گجرات کے ساحلی شہر پور بندر میں مہاتما گاندھی کے گھر کو ضرور دیکھیں۔ ان کے گھر کے قریب آپ کو  پانی کے تحفظ کے بارے میں بہت ہی عملی رہنمائی حاصل ہوگی۔ وہاں پر 200 سال  کے عرصے سے بھی  پہلے  انڈر گراؤنڈ ٹینک تعمیر کئے گئے تھے۔ وہ  بارش کا پانی بچانے کے لئے تعمیر کئے گئے تھے۔

دوستو،

آب و ہوا کی تبدیلی اور  آفات آج بہت بڑے چیلنج ہیں۔ یہ دونوں ایک دوسرے سے جڑے ہوئے ہیں۔ ان کا سامنا کرنے کے دو طریقے ہیں، ایک تو پالیسی  قوانین ، ضابطوں اور  احکامات کے ذریعہ ۔ اس میں شک نہیں ہے کہ  ان کی اپنی اہمیت ہے۔ میں آپ کے سامنے چند مثالیں پیش کرسکتا ہوں:بھارت کی بجلی کی صلاحیت میں غیر فوصل ذرائع کا حصہ  اب بڑھ کر 38 فیصد ہوگیا ہے۔ اپریل 2020 سے ہی ہم نے  بھارت 6 اخراج کے  قوانین  کو اختیار کیا ہے۔ یہ یورو ۔6 فیول کے برابر ہے۔ بھارت  سال 2030 تک  قدرتی گیس کے حصے کو  موجودہ 6 فیصد سے بڑھاکر  15 فیصد کرنے کے لئے کام کررہا ہے۔ ایل این جی کو فیول کے طور پر فروغ دیا جارہا ہے۔ ہم نے  فیول کے طور پر پائیڈروجن کے استعمال  کے لئے گزشتہ ماہ  ایک نیشنل ہائیڈروجن مشن شروع کیا ہے۔ حال ہی میں  ایک اسکیم پی ایم کُسم کا اعلان کیا گیا۔ یہ شمسی توانائی پیدا کرنے کے  منصفانہ اور  ڈہ سنٹرا لائزڈ ماڈل کو فروغ دے گی۔  لیکن  پالیسیوں ، قوانین، ضابطوں اور احکامات کی دنیا سے باہر  بھی کچھ ہوتا ہے۔ آب و ہوا کی تبدیلی سے لڑنے کا  سب سے زیادہ موثر طریقہ رویئے میں تبدیلی لانا ہے۔  آپ میں سے کئی معززین نے  یہ مشہور کہانی سنی ہوگی، ایک چھوٹے بچے کو دنیا کا ایک پٹھا ہو  ا دیا گیا تھا ۔ بچے سے کہا گیا کہ وہ اسے  جوڑ دے۔ انہوں نے سوچا تھا کہ وہ یہ کام کبھی نہیں کرسکے گا۔ لیکن بچے نے درحقیقت یہ کام بڑی کامیابی کے ساتھ انجام دیا۔ جب پوچھا گیا کہ بچے نے یہ کام کس طرح کیا گیا تو بچے نے بتایا کہ  دنیا کے نقشے کے پیچھے ایک آدمی کی شکل تھی۔ بچے نے آدمی کی شکل  کو یکجا کردیا اور اس کی وجہ سے  نقشہ بھی  اسمیبل ہوگیا۔ پیغام واضح ہے  کہ ہمیں اپنے آپ کو بہتر بنانا ہوگا اور دنیا اپنے آپ ایک بہتر مقام بن جائے گی۔

دوستو،

رویئے میں تبدیلی لانے کا یہ جذبہ  ہماری روایتی  عادتوں  کا ایک کلیدی حصہ ہے جو ہمیں  ہمدردی کے ساتھ  اصراف  کا سبق دیتی ہیں۔ بغیر سوچے سمجھے چیزوں کو پھینک دینے کا کلچر اپنے اخلاقات کا حصہ نہیں ہیں۔ ہمارے ذراعت کے طریقوں کو دیکھیں یا ہمارے کھانے کے طریقوں کو دیکھیں، ہماری نقل و حرکت کے طریقوں کو دیکھیں یا ہمارے  توانائی کی کھپت کے طریقوں کو دیکھیں۔ مجھے  اپنے کسانوں پر فخر ہے جو آبپاشی کے لئے  مسلسل جدید تکنیک استعمال کررہے ہیں۔ سوائل ہیلتھ کو بہتر بنانے  اور جراثیم کش ادویات کے استعمال کو کم کرنے کے بارے میں  بیداری میں اضافہ ہورہا ہے۔ آج دنیا فٹنیس اور تندرستی پر توجہ مرکوز کررہی ہے۔ صحت مند اور  آرگینک خوراک  کی مانگ بڑھتی جارہی ہے۔  بھارت اپنے مسالوں ، اپنی آیوروید کی مصنوعات اور دیگر چیزوں کے ذریعہ  اس عالمی تبدیلی کے لئے  تحریک دے سکتا ہے۔ اسی طرح  ماحولیات کے موافق  نقل و حمل کا معاملہ بھی لے سکتے ہیں۔ آپ کو یہ جان کر خوشی ہوگی کہ بھارت میں  ہم 27 قصبوں اور شہروں میں  میٹرو نیٹ ور کے لئے کام کررہے ہیں۔

دوستو،

بڑے پیمانے پر رویئے میں تبدیلی لانے کے لئے ہمیں  ایسے سولیوشنز لانے کی ضرورت ہے جو  اختراعی، سستے اور عوامی شرکت والے  ہوں۔ میں آپ کے سامنے ایک مثال پیش کرتا ہوں۔ بھارت کے عوام میں  اتنے بڑے پیمانے پر ایل ای ڈی  بلب   اختیار کرنے کا فیصلہ  جیسا پہلے کبھی نہیں ہوا تھا۔یکم مارچ 2021 تک  تقریباً 37 ملین  ایل ای ڈی بلب استعمال  کئے جارہے ہیں ۔ اس سے  لاگت اور توانائی کی بچت ہوئی۔ 38 ملین ٹن سے زیادہ  کاربن ڈائی آکسائڈ کی سالانہ  کمی   آئی ہے۔ بھارت کے  جذبہ ایثار کی تحریک کی ایک اور مثال ہے۔ عوام سے  معمولی سی درخواست کی گئی کہ وہ زیادہ ضرورت مند لوگوں کے فائدے کے لئے  اپنی ایل پی جی سبسڈی کی چھوڑ دیں۔ اس پر بھارت بھر میں  بہت سے لوگوں نے اپنی سبسڈی چھوڑ دی۔ اس سے  بھارت کو  لاکھوں گھروں کو بغیر دھوئیں  والی  رسوئی فراہم کرانے  میں  بڑی مدد ملی۔ سال 2014 میں بھارت میں ایل پی جی کا کوریج  55 فیصد تھا وہ آج بڑھ کر 99.6 فیصد ہوگیا ہے۔ اس کا سب سےبڑا فائدہ خواتین کو ہوا ہے۔ان دنوں میں  ایک بہت ہی مثبت تبدیلی دیکھ رہا ہوں۔ ردی سے دولت تیار کرنے  کا کام بھارت میں  زور پکڑ رہا ہے۔ مختلف شعبوں میں ہمارے شہری ری سائیکلنگ کے منفرد طریقے لے کر سامنے آرہے ہیں۔ اس سے  سرکولر اکنومی  کو فروغ ملے گا۔ ہمارا ملک سستے ٹرانسپورٹیشن کے لئے  پائیدار متبادل  اقدامات کے تحت  ردی سے دولت تیار کئے جانے  کو فروغ دے رہا ہے۔ اس کے تحت   سال 2024 تک  15 ایم ایم ٹی پیداوار کے نشانے کے ساتھ  5000  کمپریسڈ بایو  گیس پلانٹ قائم کئے جائیں گے۔ اس سے  ماحولیات کو مدد ملے گی اور انسان کو مزید بااختیار بنایا جاسکے گا۔

دوستو،

بھارت بھر ت میں ایتھنول کی قبولیت میں اضافہ ہورہا ہے۔عوام کے ردعمل کی بنیاد پر  ہم نے فیصلہ کیا ہے کہ  2025 تک  پٹرول میں ایتھنول کی بلینڈنگ کو 20 فیصد کرنے کا نشانہ  سابقہ 2030 کی بجائے اب 2025 تک پورا کیا جائے گا۔

دوستو،

اس بات سے آپ سبھی کو خوشی ہوگی کہ گزشتہ 7 برسوں میں بھارت کے  جنگلات کے کور میں کافی اضافہ ہوا۔شیروں، چیتوں، تیندوؤں، مرغابیوں کی تعداد میں اضافہ ہوا ہے۔ رویئے میں مثبت تبدیلیوں  کے یہ بڑے اشاریئے ہیں۔ انہیں تبدیلیوں نے  ہمیں یقین دلایا ہے کہ بھارت 2030  کی نشانہ تاریخ بہت پہلے  پیرس ایگریمنٹ کے اپنے نشانوں کو  پورا کرنے کے لئے صحیح راستے پرہے۔

دوستو،

ماحولیاتی تبدیلیوں کے لئے بھارت کے وژن میں  ہمخیال ممالک کے ساتھ کام کرنا شامل ہے۔ انٹرنیشنل سولر الائنس کی ابتدائی کامیابی سے  ظاہر ہوتا ہے کہ  جب کرہ ارض کی بہتری کے لئے کوششوں کی بات آتی ہے تو بھارت اس معاملے میں کتنا سنجیدہ ہو تا ہے۔ہم مستقبل میں بھی ایسی کوششیں جاری رکھیں گے۔ یہ مہاتما گاندھی کے ٹرسٹی شپ کے اصول کے مطابق ہے۔ ٹرسٹی شپ کی بنیاد میں  اجتماعیت ، ہمدردی اور ذمہ داری کا جذبہ ہے۔ ٹرسٹی شپ کا مطلب  وسائل کا ذمہ داری کے ساتھ استعمال کرنا بھی ہے۔ مہاتما گاندھی نے صحیح کہا تھا کہ  ’’ہم قدرت کے تحائف کو  جس طرح چاہیں استعمال کرسکتے ہیں لیکن  اس کے کھاتے میں  ڈیبٹ ہمیشہ کریڈٹ کے برابر ہوتا ہے‘‘۔ قدرت  ایک آسان  بیلنس شیٹ  برقرار رکتھی ہے۔ جو بھی دستیاب ہے یا کریڈت کیا گیا ہے اس کو  استعمال یا ڈیبٹ کیا جاسکتا ہے۔ لیکن  اس کو مناسب طریقے سے تقسیم کیا جانا چاہیے کیونکہ اگر ہم  وسائل کی زیادہ کھپت کریں گے  تو ہم یہ کام کسی سے چھین کر  کریں گے۔  اسی طرح  بھارت  آب و ہوا کی تبدیلی سے مقابلہ کرنے کے لئے  آب و ہوا کے انصاف کی  بات کررہا ہے۔

یہ وقت  منطقی طریقے سے اور ماحولیات کو ملحوظ رکھتے ہوئے سوچنے  کا ہے۔ معاملہ میرا اور آپ کا ہی نہیں ہے، یہ ہمارے کرہ ارض  کے مستقبل  کا معاملہ ہے۔ہمیں یہ کام اپنی آنے والی نسلوں کےلئے کرنا ہے۔ میں ایک بار پھر  اس ایوارڈ کے لئے آپ کا شکریہ ادا  کرتا ہوں۔

Prime Minister Shri Narendra Modi today interacted virtually with participants of the Viksit Vibrant Village Programme 2026, during which young MYBharat Volunteers shared their experiences from border villages in Himachal Pradesh, Uttarakhand and Ladakh. The interaction highlighted the transformation of these villages through improved infrastructure, connectivity and public services, along with women-led development, tourism, community participation and stronger national integration. More than 5,000 MYBharat Volunteers from 245 districts across the country joined the programme virtually.

Introducing the programme, MYBharat Volunteer Shri Divyansh Joshi from Dadra and Nagar Haveli and Daman and Diu outlined initiatives including the Viksit Bharat Young Leaders Dialogue, Viksit Bharat Youth Parliament, Budget Twist, mentorship and volunteering programmes. He said more than 2.30 crore young people had benefitted from MYBharat initiatives, while 2.86 lakh youth participated in the nationwide quiz through which 403 volunteers were selected to visit border villages. Recounting his visit to Leo village in Kinnaur district of Himachal Pradesh, he highlighted interactions with residents, senior citizens and schoolchildren, career counselling for local youth, sports and cultural activities, the leadership of the woman Sarpanch and the functioning of the Ayushman Arogya Mandir. He said his homestay experience showed that belonging transcends language and State boundaries, adding that the volunteers paid homage to the country’s brave soldiers at the Kargil War Memorial and would compile their experiences for submission to the Prime Minister while remaining committed to the vision of Viksit Bharat.

MYBharat Volunteer Ms Nikita Pravin Solanki from Dadra and Nagar Haveli and Daman and Diu said her selection through the MYBharat quiz enabled her first independent journey to Dhar Chango Nichla village in Kinnaur district. The affectionate welcome extended by the villagers strengthened her confidence and reflected changing societal attitudes towards women. Through her interactions with the woman Pradhan, Panchayat representatives, farmers, senior citizens and children, she witnessed the multiple responsibilities shouldered by rural women and found, contrary to her earlier perceptions, quality roads, regular electricity, drinking-water connections and digital connectivity, which residents attributed to the Pradhan Mantri Gram Sadak Yojana, Jal Jeevan Mission and Ayushman Bharat. She also participated in cleanliness, sports and cultural activities, recalled the curiosity of village children about her home region and said she continued to remain in touch with her host family.

Recalling his Diwali visit to the Chango region in 2016, the Prime Minister said Ms Solanki’s journey reflected the growing confidence of India’s daughters and that MYBharat had transformed individual journeys into one national family. “Solo travelling is a way of discovering the world while discovering yourself,” observed Shri Modi.

MYBharat Volunteer Shri Sunil Kumar Kela from Jalore, Rajasthan, said that being from a border village himself enabled him to connect readily with the people of Dhar Chango Uprela village in Himachal Pradesh. Despite geographical and climatic differences, he found the people of both regions united by courage, patriotism and warmth. He remained connected with his family through video calls, showing them the Sutlej River, school, Jan Aushadhi Kendra, hospital and sports facilities, while his social-media posts encouraged friends to explore MYBharat. His initial apprehensions regarding roads, accommodation, electricity and mobile connectivity were dispelled by the high-quality roads reaching the homestay, solar-energy installations and improved infrastructure that had transformed daily life. He added that he remained in contact with his host family and had invited them to visit Rajasthan.

The Prime Minister observed that young people from border villages across Rajasthan, Kashmir, Himachal Pradesh and the North-East shared a common outlook and that border residents, though geographically distant, remained emotionally deeply connected with the nation. “Those who were last in priority earlier are now the first,” remarked Shri Modi.

MYBharat Volunteer Ms Bhavya Shri from Chittoor district of Andhra Pradesh said her desire to learn beyond academics led her to MYBharat and to Harsil Valley in Uttarkashi district of Uttarakhand. Her initial concerns about the unfamiliar climate, food, culture and lifestyle were dispelled by the hospitality of local residents and officials, while interactions with Indo-Tibetan Border Police personnel deepened her appreciation of their discipline, humility, dedication and commitment to the nation. She said participants from different States, languages and cultures arrived as strangers but returned as one family, reflecting the spirit of Ek Bharat, Shreshtha Bharat. Photographs of the Nelang and Jadung Valleys and apple orchards generated considerable interest among her friends, many of whom subsequently registered on MYBharat. She also recalled the equipment provided to help participants adapt to the cold climate, the resilience of a resident who chose to remain in his landslide-affected native village despite hardship, and the peaceful, meditative character of the Garhwali dance in contrast with the energetic folk dances of her home State.

Recalling his visit to Mukhwa village in Uttarakhand, the Prime Minister said the interaction reaffirmed his belief that India’s youth place the nation first. “The manner in which all of you have lived the spirit of Ek Bharat, Shreshtha Bharat will inspire many more young people,” observed Shri Modi.

Twenty-one-year-old MYBharat Volunteer Ms Sayantika Mistry from the Andaman and Nicobar Islands thanked the Prime Minister for envisioning MYBharat as a platform enabling crores of young people to contribute to nation-building. Recounting her journey from sea level to Maan village in Ladakh at an altitude of nearly 17,000 feet, she described suffering from acute mountain sickness and the care extended by the MYBharat team and ITBP personnel, including doctors who prioritised treating her as their guest before attending to their own personnel. She said the experience showed that ITBP personnel not only protected the borders but also cared deeply for citizens and made her appreciate the resilience required to live in high-altitude conditions. Contrary to her family’s expectation of poor connectivity, she found reliable internet, QR-code and UPI payment facilities and Wi-Fi in the border region. She also interacted with local children, one of whom expressed a desire to visit the Andaman and Nicobar Islands, and highlighted the community spirit through which residents collectively organised weddings and monastery events, restored a damaged mobile tower and constructed a storage facility for its batteries.

Encouraging Ms Mistry to document her experience through articles or a book so that others could better understand the country’s vastness, people and shared sense of belonging, Shri Modi remarked, “When you share joy, it multiplies.”

MYBharat Volunteer Shri Ashish Soni from Jaunpur district of Uttar Pradesh, who is preparing for the Civil Services Examination, thanked the Prime Minister for enabling young people to contribute suggestions during the Budget-making process. Sharing his experience of Kaza Khas in Himachal Pradesh’s Spiti region, he said his parents, who remembered a time when mobile connectivity in remote areas was difficult, were astonished when he video-called them from nearly 14,000 feet. Describing MYBharat as a bridge between a generation that had witnessed struggle and another witnessing transformation, he recounted writing letters from the world’s highest post office at Hikkim to the Prime Minister, his family, the Ministry of Youth Affairs, the Defence Minister and his District Magistrate. He said India was connected not only through metros and airports but also through institutions serving its remotest regions and highlighted QR-code payments at around 14,500 feet as evidence that Digital India had become a source of trust across the country. His interactions with women’s self-help groups introduced him to entrepreneurship through homestays, digital platforms and sea buckthorn-based products, while discussions on the PM MUDRA Yojana and Deendayal Antyodaya Yojana focused on expanding livelihood opportunities. He also highlighted the role of the Border Roads Organisation-built Chicham Bridge in improving connectivity, tourism and economic activity, besides noting the region’s potential for night tourism.

Observing that technology had reached every corner of the country and that purchasing local products would generate employment, support livelihoods and carry regional identities across India, Shri Modi urged, “Wherever you travel, spend at least five per cent of your travel budget on buying products from local people.”

Concluding the interaction, the Prime Minister extended his best wishes to the young participants. The programme highlighted MYBharat’s role in enabling young people to experience first-hand the transformation of India’s border villages, dispel outdated perceptions and deepen their understanding of the country’s cultural diversity, developmental progress, community participation and the spirit of Ek Bharat, Shreshtha Bharat.
