அசாம் மாநிலம் குவஹாத்தியில் சுமார் ₹19,480 கோடி மதிப்பிலான வளர்ச்சித் திட்டங்களை பிரதமர் திரு நரேந்திர மோடி தொடங்கி வைத்து அடிக்கல் நாட்டினார். குவஹாத்தியில் நடைபெற்ற கூட்டத்தில் உரையாற்றிய பிரதமர், அசாம் மாநிலத்தை எரிசக்தித் துறையில் தன்னிறைவு பெறச் செய்வதை நோக்கமாகக் கொண்ட திட்டங்கள் முதல், அசாமுக்கு பயணிக்கும் மக்களின் வசதியை மேம்படுத்தும் பணிகள் வரை ஏராளமான திட்டங்கள் மாநிலத்திற்குக் கிடைத்துள்ளதாகக் குறிப்பிட்டார்.

பிரதமரின் விவசாயி கவுரவிப்பு நிதித் திட்டத்தின் கீழ்  நாடு முழுவதும் உள்ள கோடிக்கணக்கான விவசாயிகளின் வங்கிக் கணக்குகளுக்கு சுமார்  ₹18,000 கோடி நேரடியாகப் பரிமாற்றம் செய்யப்பட்டதாக திரு மோடி தெரிவித்தார். இதுவரை கோடிக்கணக்கான விவசாயிகளின் வங்கிக் கணக்குகளில் ஏறத்தாழ ₹4.25 லட்சம் கோடி அனுப்பப்பட்டுள்ளதாக பிரதமர் கூறினார்.

 

"இன்று, கவுரவிப்பு நிதித் திட்டம் நாட்டின் சிறு விவசாயிகளுக்கு சமூகப் பாதுகாப்புக்கான ஒரு ஊடகமாக மாறியுள்ளது" என்று திரு மோடி குறிப்பிட்டார். தற்போதைய அரசிற்கு, விவசாயிகளின் நலனை விட வேறு எதுவும் முக்கியமில்லை என்று பிரதமர் வலியுறுத்தினார். கடந்த 10 ஆண்டுகளில், விவசாயிகள் ₹20 லட்சம் கோடிக்கு மேல் குறைந்தபட்ச ஆதரவு விலையைப் பெற்றுள்ளனர் என்று அவர் குறிப்பிட்டார். கடந்த 11 ஆண்டுகளில், தற்போதைய அரசு நாட்டின் விவசாயிகளைச் சுற்றி ஒரு வலுவான பாதுகாப்புக் கவசத்தை பின்னியுள்ளது என்று பிரதமர் கூறினார். குறைந்தபட்ச ஆதரவுத் திட்டம், மலிவு விலை கடன்கள், பயிர் காப்பீடு போன்ற திட்டங்கள் விவசாயிகளுக்கு ஒரு பெரிய ஆதரவு அமைப்பாக மாறியுள்ளன என்பதை பிரதமர் மோடி எடுத்துரைத்தார். சர்வதேச நெருக்கடிகளின் தாக்கம் விவசாயத்தையும் பாதிக்காமல் இருப்பதை உறுதி செய்வதில் அரசு கவனமாக உள்ளது என்றும் பிரதமர் மேலும் குறிப்பிட்டார்.

கடந்த பத்தாண்டுகளில், தற்போதைய அரசு தன்னிறைவை நோக்கி ஒரு மகத்தான முயற்சியை மேற்கொண்டுள்ளது என்பதை பிரதமர் எடுத்துரைத்தார். வெளிப்புற நெருக்கடிகளிலிருந்து விவசாயத்தைப் பாதுகாக்க சுயசார்பு ஊக்குவிக்கப்பட்டுள்ளதாக பிரதமர் கூறினார்.

 

இந்தியாவின் வடகிழக்குப் பகுதியின் புதிய எதிர்காலமான ‘அஷ்டலட்சுமிக்கு’ அசாம் இன்று ஒரு முன்மாதிரியாக உருவெடுத்து வருவதாக பிரதமர் குறிப்பிட்டார். அசாமின் முன்னேற்றம் முழு வடகிழக்குப் பகுதிக்கும் புதிய உத்வேகத்தை அளித்து வருவதாக அவர் தெரிவித்தார். "நாட்டில் ஒரு முன்மாதிரியான மாநிலமாக அசாம் உருவெடுக்க நாம் அனைவரும் ஒரு வளர்ச்சியடைந்த அசாமுக்காக ஒன்றிணைந்து பாடுபட வேண்டும்" என்று ஒவ்வொரு இளைஞரையும் ஒவ்வொரு குடும்பத்தையும் திரு மோடி வலியுறுத்தினார்.

 

The Prime Minister stated that the current government is working tirelessly for farmers and making the country self-reliant. Shri Modi highlighted that the current government has worked for the development of India's refineries and the expansion of refining capacity. PM Modi stated that today, India is a country that can take care not only of its own energy needs but also of the energy requirements of the world. The Prime Minister noted that the refineries in Assam have also been expanded over the past years. Shri Modi pointed out that unprecedented investment is being made in gas pipeline infrastructure across Assam and the entire North East. The Prime Minister informed that the upgradation of the Numaligarh-Siliguri pipeline has been completed, and the world's first second-generation bio-ethanol plant has been established at Golaghat in Assam. "All these projects will bring enormous benefits to this entire region," emphasized Shri Modi.

The Prime Minister stated that significant work has been done over the past decade to reduce the railways' dependence on foreign resources and to minimize the import of oil. PM Modi noted that today, nearly the entire rail network of the country is connected through electric routes, and the target of 100 percent electrification will be achieved soon. "Due to railway electrification, the country is saving nearly 1.75 billion litres of diesel, and Assam's railway network is also being rapidly electrified," remarked Shri Modi.

 

The Prime Minister stated that Assam is playing a significant role in fulfilling the nation's renewable energy commitments. PM Modi noted that the Lower Kopili Hydro Power Project will benefit not just Assam but the entire North East. "These projects worth thousands of crores are creating new avenues of employment for Assam's youth and are boosting the state's prosperity," asserted Shri Modi.

The Prime Minister stated that the identity of the current double engine government lies in its sensitivity and good governance. PM Modi emphasized that the development of every region and every section of society is the government's priority. The Prime Minister noted that with this very spirit, a major initiative has been taken today for the workers in Assam's tea gardens. Shri Modi acknowledged that it is their hard work that has strengthened Assam's global identity and that the fragrance of the tea grown by them has become India's identity worldwide. The Prime Minister stated that today, the current government is giving these workers both respect and assistance. The Prime Minister congratulated Chief Minister Shri Himanta Biswa Sarma and his entire team for doing commendable work for the families associated with tea gardens. PM Modi noted that the Assam government is now working to end this historic injustice, these families are now receiving their own land, and the path has been cleared for them to receive pucca houses. The Prime Minister observed that women living in tea gardens will especially benefit greatly from this initiative. PM Modi expressed his wish that the children of tea garden worker families should also study well and progress in life, adding that the current government has created all the necessary facilities for this.

 

The Prime Minister announced that the work of building modern cruise terminals at the famous Nimati Ghat and Bishwanath Ghat has also commenced from today. PM Modi emphasized that this is not merely an infrastructure project , it is a step that will give a new direction to tourism and the local economy in Assam. The Prime Minister stated that the current government has not limited tourism to just sightseeing but has viewed it as a major opportunity for employment and development. PM Modi noted that with this very vision, the possibilities of water tourism on the Brahmaputra River are being expanded. The Prime Minister highlighted that once the cruise terminals are built, cruise operations on the Brahmaputra will advance further, and it will become even easier for tourists from India and around the world to reach Assam. Shri Modi stated that as cruise tourism grows, new employment opportunities will be created for local youth, artisans and handicraft workers will find new markets, and the income of small shopkeepers, boatmen, and people associated with hotels and transport will also increase. "Tourism in Assam is no longer limited to just travel and sightseeing ,it is becoming a new engine of local development and public prosperity," asserted PM Modi.

 

The Prime Minister stated that Assam is today emerging as a model for the new future of India's North East , the Ashtalakshmi. PM Modi noted that the progress of Assam is giving new momentum to the entire North East. Urging every youth and every family, Shri Modi asserted, "We must work together for a Viksit Assam so that Assam emerges as a model state in the nation.”

Theme of meeting : Inclusive Human Development for Viksit Bharat@2047

Prime Minister Shri Narendra Modi chaired the 11th Governing Council Meeting of NITI Aayog at Rashtrapati Bhavan Cultural Centre, New Delhi, earlier today. This year’s theme was Inclusive Human Development for Viksit Bharat@2047. It was attended by Chief Ministers, Lt. Governors and Administrators representing 28 States and 5 UTs. This was the first time when Chief Ministers of all 28 States participated in the Governing Council Meeting of NITI Aayog.

Prime Minister noted that at a time when many major economies are facing uncertainty and economic challenges, India’s growth story continues to inspire the world. He emphasized the need to further strengthen the nation’s resolve towards self-reliance and highlighted the importance of adopting and implementing global best practices, particularly in the renewable energy sector.

Underscoring the importance of cooperative federalism, Prime Minister stated that the Centre and the States must work together to achieve the goal of a Viksit Bharat. He stressed that the vision of Viksit Bharat should become the collective resolve of every State, district, block and village.

Highlighting the strength of India’s demographic profile, Prime Minister observed that the country’s youth constitute its greatest asset, with nearly 70 crore Indians below the age of 25 years. Calling this a demographic dividend, he urged States to focus on transforming it into a development dividend through education, skilling and capacity-building initiatives that prepare young people for future opportunities and challenges.

Referring to India’s recently concluded trade agreements with several countries, Prime Minister encouraged States to create opportunities for youth and MSMEs and to equip stakeholders to effectively leverage the benefits arising from these agreements. He also urged States to actively attract investments from partner countries.

Emphasizing women-led development, Prime Minister called upon States to work towards increasing the number of Lakhpati Didis from 3 crore to 6 crore and stressed the importance of ensuring a safe and secure environment for Nari Shakti.

Prime Minister urged States to focus on One District One Product (ODOP) initiatives and develop export-oriented strategies around it. He also identified defence manufacturing as an emerging sector where India is establishing a distinct identity and encouraged States to formulate policies to leverage the opportunities arising from its growth.

Prime Minister highlighted the need for coordinated efforts to address emerging social challenges such as drug abuse and cyber fraud through preventive measures, awareness campaigns and effective governance.

Prime Minister also drew attention to concerns arising from El Niño conditions and appealed to States to promote water conservation and encourage natural and organic farming practices. He noted that the purchase of 11 lakh tonnes of organic manure by farmers during the current Kharif season reflected growing confidence in sustainable agriculture.

Prime Minister emphasized the need to evaluate progress at the district level, particularly through aspirational district parameters. Prime Minister suggested that on similar lines, 100 districts should be identified in the field of agriculture to bring positive results. He urged the States to take lead in this pursuit so that a phenomenal change can be achieved through the aspirational approach.

Prime Minister emphasised the need for a monitoring framework and targeted 100-day and five-year goals towards achieving the vision of Viksit Bharat@2047.

Highlighting the importance of good governance, transparency, and infrastructure for attracting investment, he urged States to focus on branding, ease of doing business, and emerging opportunities in sectors such as data centres and artificial intelligence. He emphasized that AI should be viewed as an opportunity and called for greater efforts to equip people with the skills required for the future economy.

The Chief Ministers/Lt. Governors/Administrators congratulated Prime Minister Modi on completing 12 years in his office. They also expressed solidarity with the Centre to withstand the global geo-political crisis and to strengthen India’s resilience with respect to energy requirements, and sustain its growth trajectory.

Prime Minister noted that the discussions were constructive and reflected the aspirations, hopes, experiences, best practices, and challenges of the States. Prime Minister expressed his gratitude to all the CMs, LGs and Administrators for participating in the meeting and expressed confidence that Together, through cooperation, innovation, and a shared commitment to development, India can accelerate its journey towards a Viksit Bharat by 2047.
