The oceans are the world's common heritage and sea routes the lifeline of international trade: PM Modi
Settlement of maritime disputes should be peaceful and on the basis of international law: PM Modi
Global community should together face natural disasters and maritime threats created by non-State actors: PM

Excellencies,

Thank you all for joining this important discussion on Maritime Security. I appreciate the positive message by Secretary General and I would like to thank the Executive Director of U.N.O.D.C. for the briefing. The President of the Democratic Republic of the Congo delivered his message in capacity of the President of the African Union. I am especially grateful to him. I also express my heartfelt gratitude for the presence of the President of Russia, the President of Kenya, and the Prime Minister of Vietnam.

Excellencies,

The ocean is our joint heritage. Our sea routes are the lifeline of international trade. And, the biggest thing is that these oceans are very important for the future of our planet. But today our shared maritime heritage is facing many challenges. Sea routes are being misused for piracy and terrorism. There are maritime disputes between many countries. And climate change and natural disasters are also maritime domain related issues. In this broad context, we must make a framework of mutual understanding and cooperation for the preservation and use of our common maritime heritage. No country can make such a framework alone. It can only be realized through a common effort. It is with this thought that we have brought this important issue before the Security Council. I am confident that today's High Level discussion will guide the world on the issue of maritime security.

Excellencies,

I would like to place before you five basic principles to structure this brainstorming.

First principle: we must remove barriers from legitimate maritime trade. The prosperity of all of us depends on the active flow of maritime trade. The hurdles could be a challenge for the entire global economy. Free maritime trade has been associated with the civilization of India since time immemorial. Thousands of years ago, Lothal port of Indus valley civilization was linked to maritime trade. It was in the independent maritime environment of ancient times that the message of peace of Lord Buddha spread to the world. In today's context, India has defined the vision of SAGAR – (Security and Growth for All in the Region) – based on this open and inclusive ethos. Through this vision, we want to create an inclusive structure of maritime security in our region. This vision is of a Safe, a Secure and a Stable maritime domain. Free maritime trade also requires that we fully respect the rights of each other's sailors.

Second principle: The settlement of maritime disputes must be peaceful and on the basis of international law only. This is very important for mutual trust and confidence. It is only through this that we can ensure global peace and stability. With this understanding and maturity, India has resolved its maritime boundary with its neighboring country Bangladesh.

Third principle: We must face natural disasters and maritime threats created by Non-state actors together.India has initiated several steps to enhance regional cooperation on this subject. We have been the first responder in maritime disasters related to cyclone, tsunami and pollution. The Indian Navy has been patrolling in the Indian Ocean since 2008 to prevent piracy.India's White Shipping Information Fusion Center is increasing shared maritime domain awareness in our region. We have provided training in Hydrographic Survey Support and Maritime Security to many countries.India's role in the Indian Ocean has been as a Net Security Provider.

Fourth principle: We have to preserve the maritime environment and maritime resources. As we know, the oceans have a direct impact on the climate. And therefore, we have to keep our maritime environment free from pollution like plastics and oil spills. And take joint steps against over-fishing and marine poaching. At the same time, we must also increase cooperation in ocean science.India has launched an ambitious "Deep Ocean Mission". We have also taken several initiatives to encourage sustainable fishing.

Fifth Principle: We must encourage responsible maritime connectivity. It is clear that infrastructure creation is necessary to increase maritime trade. But, the physical sustainability and absorption capacity of the countries have to be kept in mind in the development of such infrastructure projects. For this we must make proper global norms and standards.

Excellencies,

I am sure, on the basis of these five principles, a global roadmap of maritime security cooperation can be formed. The high and active participation of today's open debate shows that the subject is important for all members of the Security Council.

With this, I once again express my gratitude to you for your presence.

Thank you!

PM Modi sets tone for Assam polls with high-energy Gogamukh rally
April 01, 2026
Assam is world famous for its tea, but soon people will talk about its 'Chip' as well – ‘Chai bhi, Chip bhi’: PM Modi in Assam
Our double engine government understood people's pain, and in just 11 years we built five bridges on the Brahmaputra: PM Modi
The Assam election is about building a Viksit Bharat with a Viksit Assam. The hattrick of the BJP-NDA government is certain: PM Modi
You form the BJP government again and Assam will progress at an even faster pace. This is Modi’s guarantee: PM Modi in Gogamukh

Campaigning for the upcoming Assembly elections, Prime Minister Narendra Modi addressed a massive public gathering in Gogamukh, marking his first rally in Assam after the announcement of polls. The event witnessed an overwhelming turnout, with enthusiastic participation from youth, women and local communities, signaling strong momentum for the BJP-led NDA.

Opening his address with high energy, the Prime Minister said, “This is my first public meeting after the announcement of elections in Assam. The sea of people in front of me, the enthusiasm of the youth and the blessings of our mothers and sisters clearly show this time, a hat-trick is certain.” Echoing popular sentiment, he added, “Everyone is saying- ‘Aakou Ebaar… NDA Shorkar!’”

Invoking the spiritual and cultural heritage of Assam, PM Modi remarked, “I am fortunate to begin this campaign with the blessings of Lord Shiva at Ghughuli Dol and Donyi-Polo. I bow to Srimanta Sankardev and pay tribute to great sons of Assam like Lachit Borphukan and Bharat Ratna Bhupen Hazarika.”

Highlighting the development trajectory under BJP governments, PM Modi said, “Under the leadership of Sarbananda Sonowal and now Himanta Biswa Sarma, Assam has witnessed a new era of service and good governance over the past decade.” He emphasized that the election is not just about forming a government but about building a ‘Viksit Assam for a Viksit Bharat.’

Referring to the BJP’s recently released manifesto, he noted, “This ‘Sankalp Patra’ is truly a ‘Mangal Patra’- it brings prosperity for Assam. It lays out a clear roadmap for jobs, self-employment and ₹5 lakh crore investment in infrastructure.”

On women empowerment, he said, “Through the Lakhpati Didi initiative, nearly 3 lakh women in Assam have already become financially independent. Now, we aim to empower 40 lakh women.”

Emphasizing farmers’ welfare, PM Modi said that over ₹7,500 crore has been transferred to 20 lakh farmers under PM-KISAN. He added, “Small farmers will now receive an additional ₹11,000 annually. Our government is also committed to permanent solutions for Assam’s flood problem.”

Contrasting past and present, the PM reiterated, “The youth of today have only seen BJP’s governance. They have not witnessed the dark days of Congress rule when Assam was known for violence, curfews and unrest.”

He added that Assam is now defined by development, citing examples such as refinery expansion, bamboo-based bio-refinery projects, and upcoming semiconductor manufacturing. “Soon, Assam will be known not just for tea, but also for chips. ‘Chai bhi, Chip bhi’-this is our roadmap for a Viksit Assam.”

Targeting the opposition, PM Modi said, “For Congress, power and family come first. They ignored Assam’s development for decades.” He also warned against divisive politics, alleging that Congress is attempting to revive policies of appeasement.

Coming down heavily on Congress, PM Modi said, “The people of Assam have freed the state from Congress’s misgovernance, but must remain vigilant as the party is now attempting to push a ‘dangerous agenda’ for political gain.” He recalled that before 2014, the Congress-led government had tried to introduce a divisive communal violence law aimed at appeasement, which was stopped by the BJP-NDA. He alleged that Congress is once again proposing a similar approach in Assam, exposing its intent to divide society for votes.

The Prime Minister further accused Congress of supporting infiltration and previously allowing illegal encroachments on farmers’ and tribal lands. He asserted that while the BJP-NDA government is taking strict action against such encroachments, Congress is opposing these efforts. Warning that Congress seeks to alter Assam’s demographic balance, he assured that the BJP-NDA government will continue to protect the land, rights and identity of Assam’s people, calling it ‘Modi’s guarantee.’

Highlighting infrastructure growth, the PM pointed out that while only three bridges were built over the Brahmaputra in decades of Congress rule, the BJP government has completed five major bridges in just over a decade, with more underway.

Reaffirming commitment to tribal welfare, PM Modi said, “Our mantra is ‘Sabka Saath, Sabka Vikas’. Those left behind will be brought forward.” He highlighted initiatives for the Missing community, including education in native language and youth employment programs.

Concluding his address, PM Modi urged voters to ensure a record turnout. “On April 9, all voting records must be broken. Every BJP-NDA candidate is a soldier of Assam’s development. Make them victorious.” He ended with a strong assurance: “You form the BJP government again and Assam will progress at an even faster pace. This is Modi’s guarantee.”
