കാലാവസ്ഥാ വ്യതിയാനത്തിനു കാരണമാകൂന്ന ഹൈഡ്രോ ഫ്ളൂറോ കാര്ബണുകളു(എച്ച്.എഫ്.സികള്)ടെ ഉപയോഗം നിയന്ത്രിക്കുക എന്ന ലക്ഷ്യത്തോടെ ഇന്ത്യ ഉള്പ്പെടെ 197 രാഷ്ട്രങ്ങള് റുവാണ്ടയിലെ കിഗലിയില് ഒപ്പുവെച്ച കിഗലി കരാറിനെ പ്രധാനമന്ത്രി ശ്രീ. നരേന്ദ്ര മോദി സ്വാഗതം ചെയ്തു.
‘മോണ്ട്രിയേല് പ്രോട്ടോക്കോളിന് അനുബന്ധമായി ഇന്നു രാവിലെ കിഗലി കരാര് ഒപ്പുവെക്കപ്പെട്ടത് ഒരു ചരിത്രപരമായ നിമിഷമാണ്. ഭൂമിയെ സംബന്ധിച്ച് നീണ്ടുനില്ക്കുന്ന ഫലം ഈ കരാര് പ്രദാനം ചെയ്യും.
ഈ നൂറ്റാണ്ട് അവസാനിക്കുമ്പോഴേക്കും ആഗോളതാപനില 0.5 ഡിഗ്രി താഴ്ത്തിക്കൊണ്ടുവരാനും പാരീസില് നാം നിശ്ചയിച്ച ലക്ഷ്യങ്ങള് നേടാനും കരാര് സഹായകമാകും. ഇന്ത്യയും മറ്റു രാഷ്ട്രങ്ങളും കൈക്കൊണ്ട വഴക്കവും സഹകരണവുമാണ് ഉചിതവും സന്തുലിതവും ഉയര്ന്ന ലക്ഷ്യത്തോടു കൂടിയതുമായ എച്ച്.എഫ്.സി. കരാര് യാഥാര്ഥ്യമാക്കിയത്.
പുറംതള്ളപ്പെടുന്ന കാര്ബണിന്റെ അളവ് പരമാവധി കുറച്ചുകൊണ്ടുവരാന് സഹായകമായ സാങ്കേതികവിദ്യ വികസിപ്പിച്ചെടുക്കാന് ഇന്ത്യ പോലുള്ള രാഷ്ട്രങ്ങള്ക്കു കരാര് സഹായകമാകും.
ഗുരുതരമായ ഒരു പ്രശ്നത്തെ നേരിടാനും ഹരിതാഭമായ ഭൂമി സൃഷ്ടിക്കാനുമായി ഒരുമിച്ച എല്ലാ രാഷ്ട്രങ്ങളെയും ഞാന് അഭിനന്ദിക്കുന്നു.’, പ്രധാനമന്ത്രി വ്യക്തമാക്കി.
