وزیر اعظم جناب نریندر مودی نے آج وگیان بھون میں ایک پروگرام میں ہندوستان میں نئے بین الاقوامی ٹیلی کمیونی کیشن یونین (آئی ٹی یو) ایریا آفس اور انوویشن سنٹر کا افتتاح کیا۔ وزیر اعظم نے بھارت 6 جی وژن دستاویز کی بھی نقاب کشائی کی اور 6 جی آر اینڈ ڈی ٹیسٹ بیڈ کا افتتاح کیا۔ انہوں نے ’کال بیفور یو ڈِگ‘ ایپ بھی لانچ کیا۔ آئی ٹی یو اقوام متحدہ کی انفارمیشن اینڈ کمیونی کیشن ٹیکنالوجیز (آئی سی ٹی) کے لیے خصوصی ایجنسی ہے۔ ہندوستان نے ایریا آفس کے قیام کے لیے آئی ٹی یو کے ساتھ مارچ 2022 میں میزبان ملک کے معاہدے پر دستخط کیے تھے۔ یہ ہندوستان، نیپال، بھوٹان، بنگلہ دیش، سری لنکا، مالدیپ، افغانستان اور ایران کی خدمت کرے گا، اقوام کے درمیان ہم آہنگی کو بڑھانے اور خطے میں باہمی طور پر فائدہ مند اقتصادی تعاون کو فروغ دے گا۔

بین الاقوامی ٹیلی کمیونی کیشن یونین کی سکریٹری جنرل محترمہ ڈورین بوگڈان مارٹن نے ہندوستان میں نئے آئی ٹی یو آفس اور انوویشن سنٹر کو تیار کرنے میں مدد کرنے پر وزیر اعظم کا شکریہ ادا کیا، جو ہندوستان اور آئی ٹی یو کی طویل تاریخ میں ایک نئے باب کی نشاندہی کرتا ہے۔ انہوں نے اس اعتماد کا اظہار کیا کہ خطے میں آئی ٹی یو کی موجودگی جدید ٹیکنالوجیز کو متعارف کرانے، صلاحیت سازی کو بہتر کرنے، اور صنعت کاری اور شراکت داری کو فروغ دینے کے ساتھ ساتھ ڈیجیٹل خدمات، مہارتوں، سائبر سیکورٹی اور ڈیجیٹل شمولیت سے حاصل ہونے والی پیش رفت کا جواب دینے میں بھی مدد کرے گی۔ انہوں نے کہا، ’’ہندوستان ان ممالک کے لیے ایک رول ماڈل ہے جو اپنی معیشتوں کو بڑھانے، اپنی سرکاری خدمات پر نظر ثانی کرنے، سرمایہ کاری کو راغب کرنے، دوبارہ کامرس بنانے اور اپنے لوگوں کو بااختیار بنانے کے لیے ڈیجیٹل تبدیلی کے خواہاں ہیں۔‘‘ انہوں نے مزید کہا کہ ہندوستان دنیا کے سب سے بڑے اسٹارٹ اپ ایکو سسٹم، ڈیجیٹل ادائیگیوں کی مارکیٹ اور ٹیکنالوجی پر مبنی افرادی قوت کی آماجگاہ ہے اور وزیر اعظم کی قیادت نے ہندوستان کو ٹیک ایجادات اور گیم بدلنے کے ساتھ اسے اپنانے کے ڈیجیٹل محاذ پر ایک رہنما کے طور پر کھڑا کیا ہے۔ آدھار، یو پی آئی جیسے اقدامات نے ہندوستان کو علم پر مبنی معیشت میں بدل دیا ہے۔

مجمع سے خطاب کرتے ہوئے، وزیر اعظم نے کہا کہ آج ایک خاص دن ہے جب ہندو کیلنڈر کا نیا سال شروع ہوتا ہے اور وکرم سموت 2080 کے موقع پر اپنی طرف سے مبارکباد پیش کی۔ ہندوستان کے تنوع اور صدیوں سے چلے آ رہے مختلف کیلنڈروں کی موجودگی کا ذکر کرتے ہوئے، وزیر اعظم نے ملیالم کیلنڈر اور تمل کیلنڈر کی مثالیں دیتے ہوئے کہا کہ وکرم سموت کیلنڈر 2080 سال سے جاری ہے۔ انہوں نے کہا کہ گریگورین کیلنڈر کے حساب سے ابھی 2023 چل رہا ہے لیکن وکرم سموت اس سے 57 سال پہلے شروع ہوا تھا۔ انہوں نے اس بات پر خوشی کا اظہار کیا کہ ہندوستان کے ٹیلی کام سیکٹر میں اس مبارک دن پر ایک نئی شروعات ہو رہی ہے جہاں آئی ٹی یو کے ایریا آفس اور انوویشن سنٹر کا افتتاح کیا جا رہا ہے۔ انہوں نے یہ بھی کہا  کہ 6 جی ٹیسٹ بیڈ اور اس ٹیکنالوجی سے متعلق وژن دستاویز کی نقاب کشائی کی گئی ہے جو نہ صرف ڈیجیٹل انڈیا میں نئی توانائی کا آغاز کرے گی بلکہ گلوبل ساؤتھ کے لیے حل اور اختراعات بھی فراہم کرے گی۔ وزیر اعظم نے اس بات پر زور دیا کہ یہ ہندوستان کے اختراع کاروں، صنعتوں اور اسٹارٹ اپس کے لیے نئے مواقع پیدا کرے گا۔ انہوں نے یہ بھی نوٹ کیا کہ اس اقدام سے جنوبی ایشیائی ممالک کے آئی ٹی کے شعبے میں تعاون اور اشتراک کو تقویت ملے گی۔

وزیر اعظم نے کہا کہ ہندوستان جی 20 صدارت کے طور پر اپنی ذمہ داریوں کو پورا کر رہا ہے، جس کے تحت علاقائی تقسیم کو کم کرنا اس کی اہم ترجیحات میں سے ایک ہے۔ وزیر اعظم نے حالیہ گلوبل ساؤتھ سمٹ کا حوالہ دیا اور گلوبل ساؤتھ کی ضروریات کے مطابق ٹیکنالوجی، ڈیزائن اور معیارات کی اہمیت پر زور دیا کیونکہ گلوبل ساؤتھ تیزی سے تکنیکی تقسیم کو توڑنے کی کوشش کر رہا ہے۔ انہوں نے کہا، ’’آئی ٹی یو ایریا آفس اور انوویشن سنٹر اس سمت میں ایک بہت بڑا قدم ہے اور یہ گلوبل ساؤتھ میں عالمگیر رابطہ فراہم کرنے کی ہندوستان کی کوششوں کو بھی رفتار دے گا۔‘‘

وزیر اعظم نے کہا کہ عالمی تقسیم کو ختم کرنے کے تناظر میں ہندوستان سے توقعات کا ہونا فطری ہے۔ انہوں نے کہا کہ ہندوستان کی صلاحیتیں، اختراعی ثقافت، بنیادی ڈھانچہ، ہنر مند اور اختراعی افرادی قوت اور اس کا سازگار پالیسی ماحول ان توقعات کی بنیاد ہے۔ انہوں نے کہا، ’’ہندوستان کے پاس دو اہم طاقتیں ہیں – اعتماد اور پیمانہ– ہم اعتماد اور پیمانے کے بغیر ٹیکنالوجی کو ہر کونے تک نہیں لے جا سکتے۔ پوری دنیا اس سمت میں ہندوستان کی کوششوں کے بارے میں بات کر رہی ہے۔‘‘

وزیر اعظم نے کہا  کہ اس سمت میں ہندوستان کی کوششیں پوری دنیا میں بحث کا موضوع بن گئی ہیں۔ کامیابیوں پر روشنی ڈالتے ہوئے وزیر اعظم نے بتایا کہ ہندوستان اب دنیا کی سب سے زیادہ جڑی ہوئی جمہوریت ہے جس میں سو کروڑ سے زیادہ موبائل کنکشن ہیں اور اس تبدیلی کا سہرا انہوں نے سستے اسمارٹ فونز اور ڈیٹا کی دستیابی کو دیا۔ انہوں نے کہا کہ ہندوستان میں ہر ماہ یو پی آئی کے ذریعے 800 کروڑ سے زیادہ ڈیجیٹل ادائیگیاں کی جاتی ہیں۔ انہوں نے مزید کہا کہ ہندوستان میں روزانہ 7 کروڑ سے زیادہ ای-توثیق ہوتی ہے۔ انہوں نے یہ بھی بتایا کہ ہندوستان میں کو-وِن پلیٹ فارم کے ذریعے 220 کروڑ سے زیادہ ویکسین کی خوراکیں دی گئیں۔ گزشتہ چند سالوں میں، وزیر اعظم نے کہا، ہندوستان نے اپنے شہریوں کے بینک کھاتوں میں 28 لاکھ کروڑ روپے سے زیادہ کی رقم براہ راست بینیفٹ ٹرانسفر کے ذریعے منتقل کی ہے۔ انہوں نے بتایا کہ جن دھن یوجنا کے ذریعہ ہندوستان نے کامیابی کے ساتھ امریکہ کی پوری آبادی سے زیادہ بینک اکاؤنٹس کھولنے میں کامیابی حاصل کی ہے جن کی بعد میں منفرد ڈیجیٹل شناخت یا آدھار کے ذریعہ تصدیق کی گئی اور موبائل فون کے ذریعہ سو کروڑ سے زیادہ لوگوں کو جوڑنے میں مدد کی۔

وزیر اعظم نے کہا، ’’ہندوستان کے لئے ٹیلی کام ٹیکنالوجی طاقت کا ایک طریقہ نہیں ہے، بلکہ بااختیار بنانے کا ایک مشن ہے۔‘‘ انہوں نے کہا کہ ڈیجیٹل ٹیکنالوجی ہندوستان میں عالمگیر ہے اور ہر کسی کے لیے قابل رسائی ہے۔ اس بات کی نشاندہی کرتے ہوئے کہ پچھلے کچھ سالوں میں ہندوستان میں ڈیجیٹل شمولیت بڑے پیمانے پر ہوئی ہے، وزیر اعظم نے کہا کہ 2014 سے پہلے ہندوستان میں براڈ بینڈ کنکٹیویٹی کے 60 ملین صارفین تھے لیکن آج یہ تعداد 800 ملین سے زیادہ ہو گئی ہے۔ انہوں نے مزید کہا کہ ہندوستان میں انٹرنیٹ کنکشن کی تعداد 2014 سے پہلے 25 کروڑ کے مقابلے میں 85 کروڑ سے زیادہ ہے۔

ہندوستان میں انٹرنیٹ کے دیہی استعمال میں اضافے کا ذکر کرتے ہوئے، وزیر اعظم نے بتایا کہ دیہاتوں میں انٹرنیٹ استعمال کرنے والوں کی تعداد شہری علاقوں سے بڑھ گئی ہے جس سے یہ ظاہر ہوتا ہے کہ ڈیجیٹل پاور ملک کے کونے کونے تک پہنچ چکی ہے۔ انہوں نے بتایا کہ گزشتہ 9 سالوں میں حکومت اور نجی شعبے کے ذریعے ہندوستان میں 25 لاکھ کلومیٹر آپٹیکل فائبر بچھایا گیا ہے۔ جناب مودی نے کہا، ’’2 لاکھ گرام پنچایتوں کو آپٹیکل فائبر سے جوڑا گیا ہے اور 5 لاکھ کامن سروس سنٹرز ڈیجیٹل خدمات دے رہے ہیں جس کی وجہ سے ایسی صورتحال پیدا ہو رہی ہے جہاں ڈیجیٹل معیشت باقی معیشت کے مقابلے ڈھائی گنا زیادہ تیزی سے پھیل رہی ہے۔‘‘

وزیر اعظم نے کہا کہ ڈیجیٹل انڈیا غیر ڈیجیٹل شعبوں کی حمایت کر رہا ہے، اور انہوں نے پی ایم گتی شکتی ماسٹر پلان کی مثال سے اس کی وضاحت کی۔ انہوں نے کہا کہ ’کال بیفور یو ڈِگ‘ ایپ اسی سوچ کی عکاسی کرتا ہے۔ اس سے غیر ضروری کھدائی اور نقصان کے واقعات میں کمی آئے گی۔

اس بات کا ذکر کرتے ہوئے  کہ ’’آج کا ہندوستان تیزی سے ڈیجیٹل انقلاب کے اگلے قدم کی طرف بڑھ رہا ہے‘‘، وزیر اعظم نے کہا کہ دنیا میں ہندوستان 5 جی کو سب سے تیزی سے شروع کرنے والا ملک ہے کیونکہ 5 جی خدمات صرف 120 دنوں میں 125 سے زیادہ شہروں میں شروع کی جا چکی  ہیں اور 5 جی خدمات ملک کے تقریباً 350 اضلاع تک پہنچ چکی ہیں۔ ہندوستان کے اعتماد پر روشنی ڈالتے ہوئے، وزیر اعظم نے کہا کہ ہندوستان 5 جی شروع کرنے کے صرف 6 ماہ بعد ہی 5 جی پر بات کر رہا ہے۔ انہوں نے مزید کہا کہ ’’آج پیش کی گئی وژن دستاویز اگلے چند سالوں میں 6 جی کے رول آؤٹ کے لیے ایک اہم بنیاد بنے گی۔‘‘

اس بات کا ذکر کرتے ہوئے کہ ہندوستان میں کامیابی سے تیار کی گئی ٹیلی کام ٹیکنالوجی دنیا کے بہت سے ممالک کی توجہ اپنی طرف مبذول کر رہی ہے، وزیر اعظم نے اس بات پر زور دیا کہ 4 جی سے پہلے ہندوستان صرف ٹیلی کام ٹیکنالوجی کا استعمال کنندہ تھا، لیکن آج وہ دنیا میں ٹیلی کام ٹیکنالوجی کا سب سے بڑا برآمد کنندہ بننے کی طرف بڑھ رہا ہے۔  انہوں نے کہا، ’’ہندوستان 5 جی کی طاقت سے پوری دنیا کے ورک کلچر کو تبدیل کرنے کے لیے بہت سے ممالک کے ساتھ مل کر کام کر رہا ہے‘‘، اور اس بات پر زور دیا کہ یہ 5 جی سے وابستہ مواقع، کاروباری ماڈلز اور روزگار کے امکانات کو سمجھنے میں بہت آگے جائے گا۔ وزیر اعظم نے کہا، ’’یہ 100 نئی لیبز ہندوستان کی منفرد ضروریات کے مطابق 5 جی ایپلی کیشنز تیار کرنے میں مدد کریں گی۔ 5 جی اسمارٹ کلاس رومز ہوں، کھیتی باڑی، شاندار ٹرانسپورٹ سسٹم یا صحت کی دیکھ بھال کی ایپلی کیشنز، ہندوستان ہر سمت میں تیزی سے کام کر رہا ہے۔‘‘ اس بات کا ذکر کرتے ہوئے کہ ہندوستان کے 5 جی معیارات عالمی 5 جی سسٹمز کا حصہ ہیں، وزیر اعظم نے کہا کہ ہندوستان مستقبل کی ٹکنالوجیوں کو معیاری بنانے کے لیے آئی ٹی یو کے ساتھ مل کر کام کرے گا۔ جناب مودی نے اس بات پر زور دیا کہ نیا انڈین آئی ٹی یو ایریا آفس 6 جی کے لیے صحیح ماحول پیدا کرنے میں بھی مدد کرے گا۔ وزیر اعظم نے یہ اعلان کرتے ہوئے خوشی کا اظہار کیا کہ آئی ٹی یو کی عالمی ٹیلی کمیونی کیشن اسٹینڈرڈائزیشن اسمبلی اگلے سال اکتوبر میں دہلی میں منعقد ہوگی جس میں دنیا بھر کے نمائندے ہندوستان کا دورہ کریں گے۔

خطاب کے اختتام پر وزیر اعظم نے ہندوستان کی ترقی کی رفتار پر روشنی ڈالی اور اس یقین کا اظہار کیا کہ آئی ٹی یو کا یہ مرکز ایک اہم رول ادا کرے گا۔  وزیر اعظم نے کہا، ’’یہ دہائی ہندوستان کی ٹیک ایڈ (ٹیکنالوجی کی دہائی) ہے۔ ہندوستان کا ٹیلی کام اور ڈیجیٹل ماڈل ہموار، محفوظ اور شفاف ہے اور جنوبی ایشیا کے تمام دوست ممالک اس سے فائدہ اٹھا سکتے ہیں۔‘‘

اس موقع پر مرکزی وزیر مواصلات جناب اشونی وشنو، مرکزی وزیر برائے امور خارجہ ڈاکٹر سبرامنیم جے شنکر، مواصلات کے مرکزی وزیر مملکت جناب دیوو سنگھ چوہان اور بین الاقوامی ٹیلی کمیونی کیشن یونین کی سکریٹری جنرل محترمہ ڈورین بوگڈان مارٹن و دیگر موجود تھے۔

پس منظر

آئی ٹی یو اقوام متحدہ کی انفارمیشن اور  کمیونی کیشن ٹیکنالوجیز آئی سی ٹی) کے لیے خصوصی ایجنسی ہے۔ اس کا ہیڈکوارٹر جنیوا میں ہے، اور فیلڈ آفس، علاقائی دفاتر اور ایریا آفس  کا ایک نیٹ ورک ہے۔ ہندوستان نے ایریا آفس کے قیام کے لیے آئی ٹی یو کے ساتھ مارچ 2022 میں میزبان ملک کے معاہدے پر دستخط کیے تھے۔ ہندوستان کے ایریا آفس نے ایک انوویشن سنٹر قائم کرنے کا بھی  تصور کیا، جو اسے آئی ٹی یو کے دیگر ایریا دفاتر میں منفرد بناتا ہے۔ ایریا آفس، جس کی فنڈنگ مکمل طور پر ہندوستان کے ذریعے کی جاتی ہے، نئی دہلی کے مہرولی میں سنٹر فار ڈیولپمنٹ آف ٹیلی میٹکس (سی-ڈاٹ) کی عمارت کی دوسری منزل پر واقع ہے۔ یہ ہندوستان، نیپال، بھوٹان، بنگلہ دیش، سری لنکا، مالدیپ، افغانستان اور ایران کو اپنی خدمات فراہم کرے گا، اور اقوام کے درمیان ہم آہنگی کو بڑھانے اور خطے میں باہمی طور پر فائدہ مند اقتصادی تعاون کو فروغ دے گا۔

بھارت 6 جی وژن دستاویز کو 6 جی کے ٹیکنالوجی انوویشن گروپ (ٹی آئی جی-6جی) نے تیار کیا ہے، جسے نومبر 2021 میں مختلف وزارتوں/محکموں، تحقیق و ترقی کے اداروں، ماہرین تعلیم، معیار طے کرنے والے اداروں، ٹیلی کام سروس فراہم کرنے والوں اور صنعت کے اراکین کے ساتھ تشکیل دیا گیا تھا تاکہ ہندوستان میں 6 جی کے لیے روڈ میپ اور ایکشن پلان تیار کیا جا سکے۔ 6 جی ٹیسٹ بیڈ تعلیمی اداروں، صنعت، اسٹارٹ اپس، ایم ایس ایم ای، صنعت وغیرہ کو ترقی پذیر آئی سی ٹی ٹیکنالوجیز کو جانچنے اور ان کی توثیق کرنے کا ایک پلیٹ فارم فراہم کرے گا۔ بھارت 6 جی وژن دستاویز اور 6 جی ٹیسٹ بیڈ ملک میں اختراعات، صلاحیت سازی اور ٹیکنالوجی کو تیزی سے اپنانے کے لیے ایک سازگار ماحول فراہم کرے گا۔

مربوط منصوبہ بندی اور پی ایم گتی شکتی کے تحت انفراسٹرکچر کنیکٹویٹی پروجیکٹوں کے مربوط نفاذ کے وزیر اعظم کے وژن کو پورا کرتے  ہوئے، ’کال بیفور یو ڈِگ‘ (سی بڈ) ایپ ایک ایسا ٹول ہے جس کا تصور آپٹیکل فائبر کیبل جیسے بنیادی اثاثوں کو پہنچنے والے نقصان کو روکنے کے لیے کیا گیا ہے، جو کہ غیر مربوط کھدائی کی وجہ سے ہوتا ہے، اور کھدائی سے ملک کو ہر سال تقریباً 3000 کروڑ روپے کا نقصان ہوتا ہے۔ موبائل ایپ سی بڈ کھدائی کرنے والوں اور اثاثہ جات کے مالکان کو ایس ایم ایس/ای میل نوٹیفکیشن اور کال کرنے کے لیے کلک کے ذریعے جوڑ ے گا، تاکہ زیر زمین اثاثوں کی حفاظت کو یقینی بناتے ہوئے ملک میں منصوبہ بند کھدائی ہو سکے۔

سی بڈ، جو ملک کی حکمرانی میں ’پوری حکومت کے نقطہ نظر‘ کو اپنانے کا خاکہ پیش کرتا ہے، کاروبار کرنے میں آسانی کو بہتر بنا کر تمام متعلقین کو فائدہ پہنچائے گا۔ یہ ممکنہ کاروباری نقصان کو بچائے گا اور سڑک، ٹیلی کام، پانی، گیس اور بجلی جیسی ضروری خدمات میں کم خلل کی وجہ سے شہریوں کو ہونے والی تکلیف کو کم کرے گا۔

Today every citizen of India is watching how the flight of women power has been stopped. Their dreams have been ruthlessly crushed. Despite our utmost efforts, we could not succeed, the amendment to the Nari Shakti Vandan Act could not be passed! And for this, I seek forgiveness from all the mothers and sisters.

For us, national interest is paramount, but when for some people party interest becomes everything, when party interest becomes bigger than national interest, then women power and national interest have to bear the consequences. This time too, the same has happened. The selfish politics of parties like Congress, DMK, TMC, and Samajwadi Party has harmed the women power of the country.

Yesterday, the eyes of crores of women in the country were on Parliament, the women power of the nation was watching. I too felt very sad to see that when this proposal in favor of women fell, parties like Congress, DMK, TMC, and SP, family-oriented parties, were clapping with joy. By snatching away the rights of women, they were thumping the tables. What they did was not just thumping on the tables, it was a blow to the self-respect and dignity of women. And women forget everything, but they never forget their insult. Therefore, the pain of the behavior of Congress and its allies in Parliament will always remain in the hearts of women. Whenever the women of the country see these leaders in their areas, they will remember that it was these very people who celebrated in Parliament when women’s reservation was stopped, they rejoiced. To those parties who opposed the Nari Shakti Vandan amendment in Parliament yesterday, I will say clearly: these people are taking women power for granted. They are forgetting that the women of the 21st century are watching every event in the country, they are sensing their intentions, and they have fully understood the truth. Therefore, for opposing women’s reservation, the sin committed by the opposition will surely bring punishment to them. These parties have also insulted the sentiments of the framers of the Constitution, and they will not escape the punishment from the people either.

The Nari Shakti Vandan amendment was not about taking anything away from anyone. The Nari Shakti Vandan amendment was about giving something to everyone, it was an amendment to give. It was about giving women the right that has been pending for 40 years, from the 2029 Lok Sabha elections onwards.

The Nari Shakti Vandan amendment was a great effort to give new opportunities, new flight, and to remove obstacles from the path of the women of 21st century India. It was a sacred effort made with clear intent and honesty to give rights to 50% of the country’s population. It was an effort to make women co-travelers in India’s journey of development and to include everyone. The Nari Shakti Vandan amendment is the demand of the time. The Nari Shakti Vandan amendment was an effort to equally increase the strength of every state, North, South, East, West. It was an effort to give more strength to the voice of every state in Parliament. Whether the state is small or big, whether the population is less or more, it was an effort to increase everyone’s strength in equal proportion. But this honest effort has been subjected to foeticide in Parliament by Congress and its allies, foeticide. Congress, TMC, Samajwadi Party, DMK—these parties are guilty of this foeticide. They are criminals against the Constitution of the country, they are criminals against the women power of the country.

Congress hates the subject of women’s reservation, it has always conspired to stop women’s reservation. Every time efforts were made in this direction, Congress obstructed them. This time too, Congress and its allies relied on one falsehood after another to stop women’s reservation. Sometimes about numbers, sometimes in other ways, Congress and its allies tried to mislead the country. By doing so, these parties have revealed their true face before the women power of India. They have removed their mask.

Personally, I had hoped that Congress would correct its decades-old mistake. Congress would repent for its sins. But Congress lost the opportunity to create history, to stand in favor of women. Congress has already lost its existence in most parts of the country. Congress is surviving like a parasite, riding on the back of regional parties. But Congress does not even want regional parties to grow stronger, so Congress conspired politically to push the future of many regional parties into darkness by making them oppose this amendment.

Congress, Samajwadi Party, DMK, TMC, and other parties have, for so many years, every time created the same excuses, the same false arguments, always inserting some technical snag, and they have looted the rights of women. The country has understood this ugly pattern of politics, and it has also understood the reason behind it.

Brothers and sisters,

One big reason for the opposition to the Nari Shakti Vandan Act is the fear of these family-oriented parties. They fear that if women become empowered, then the leadership of these family-oriented parties will be in danger. They will never want women outside their families to move forward. Today, in Panchayats and local bodies, thousands and millions of women have proven their capability. When they want to move forward into Lok Sabha and Legislative Assemblies, when they want to serve the country, these family-oriented parties feel insecure. After delimitation, there will be many more seats for women, women’s stature will increase, and that is why these people opposed the Nari Shakti Vandan amendment. The women power of the country will never forgive Congress and its allies for this sin.

My dear countrymen,

Congress and its allied parties are continuously, continuously lying about delimitation. They want to ignite the fire of division under this pretext. Because “divide and rule” politics is something Congress inherited from the British. And Congress is still running on that same path today. Congress has always fueled sentiments that create rifts in the country. Therefore, this lie was spread that delimitation would harm some states! Whereas the government has made it clear from the very first day that neither the proportion of participation of any state will change, nor will anyone’s representation be reduced. In fact, the seats of all states will increase in equal proportion. Yet Congress, DMK, TMC, and Samajwadi Party were not ready to accept this.

This amendment bill was an opportunity for all parties and all states. If this bill had passed, Tamil Nadu, Bengal, Uttar Pradesh, Kerala, every state’s seats would have increased. But because of their selfish politics, these parties betrayed even the people of their own states. For example, DMK had the chance to make more Tamil people MPs and MLAs, to strengthen Tamil Nadu’s voice! But it lost that chance. TMC also had the chance to advance the people of Bengal. But TMC too lost that chance. Samajwadi Party had the chance to reduce the stain of its anti-women image. But SP missed it too. SP has already forgotten Lohia ji. By opposing the Nari Shakti Vandan amendment, SP trampled all of Lohia ji’s dreams underfoot. SP is anti-women reservation, and the women of UP and the country will never forget this.

By opposing women’s reservation, Congress has once again proved one thing. Congress is an anti-reform party. For a developed India in the 21st century, whatever decisions, whatever reforms are necessary, whatever decisions the country takes, Congress opposes them, rejects them, obstructs them. This is the history of Congress and this is Congress’s negative politics.

This is the same Congress that opposed the trinity of Jan Dhan–Aadhaar–Mobile. Congress opposed digital payments. Congress opposed GST. Congress opposed reservation for the poor in the general category. Congress opposed the law against triple talaq. Congress opposed the removal of Article 370. Our Constitution, our courts, have said that the Uniform Civil Code, UCC, is necessary, but Congress opposes that too. At the very mention of reform, Congress runs with placards of protest. Any work that strengthens the country, Congress puts all its strength into creating obstacles in it. Congress opposes One Nation One Election. Congress opposes driving out infiltrators from the country. Congress opposes purification of the voter list, SIR. Congress opposes reforms in the Waqf Board.

Congress even opposed the CAA law that gave security to refugees. By lying and spreading rumors, it created a storm in the country. Congress obstructs the country’s efforts to end Maoist–Naxalite violence. Congress has had only one pattern: whenever a reform comes, lie, spread confusion. History is witness, Congress has always chosen this negative path.

Whatever decision is necessary for the country, Congress sweeps it under the carpet. Because of this attitude of Congress, India has not reached the heights of development it deserves. At the time of independence, many other countries were freed along with us. Most of those countries went far ahead of us, and the reason was that Congress kept blocking every reform. Delay, diversion, obstruction—this was Congress’s principle, this was Congress’s work culture. Congress delayed border disputes with neighboring countries. Congress delayed water-sharing disputes with Pakistan. Congress delayed the decision on OBC reservation for 40 years. Congress delayed One Rank One Pension for soldiers for 40 years.

This attitude of Congress has always caused great harm to the country. The nation has suffered from every opposition, every indecision, every deceit of Congress. Generations of the country have suffered. Today, all the major challenges before the country have arisen from this attitude of Congress. Therefore, this fight is not just about one law, this fight is against Congress’s anti-reform mentality, which is filled only with negativity. And I have no doubt that the women and daughters of the country will give a strong reply to this mentality of Congress.

Some people are calling the breaking of the dreams of the women of the country a failure of the government. But this subject was never about success or failure, never about credit. I had said in Parliament too: let half the population get their rights, I will give the credit to the opposition by publishing advertisements with all their photos. But those who look at women with outdated thinking still stuck to their lies, remained firm!

The fight to give women power participation has been going on for decades. For years, I too have been among those making efforts for it. So many women have raised this subject before me. So many sisters have written letters to me explaining everything. My country’s mothers, sisters, daughters—I know you are all sad today. I too share in your sorrow. Today, even though we did not get the required 66 percent votes to pass the bill, I know that 100 percent of the women power of the country has blessed us. I assure every woman of the country: we will remove every obstacle in the path of women’s reservation. Our courage is high, our determination unbreakable, and our resolve unwavering. The parties opposing women’s reservation will never be able to stop the women power of this country from increasing their participation in Parliament and Legislative Assemblies. It is only a matter of time. The BJP–NDA’s resolve for the empowerment of women power is intact. Yesterday we did not have the numbers, but that does not mean we lost. Our inner strength is invincible. Our effort will not stop, our effort will not pause. We will have more opportunities ahead. For the dreams of half the population, for the future of the country, we must fulfill this resolve. Thank you all very much.
