169 شہروں میں پی پی پی نمونے پر 10000 ای بسیں خدمت میں لگائی جائیں گی؛
بنیادی ڈھانچے کو 181 شہروں میں سبز شہری موبیلٹی پہل قدمیوں کے تحت بہتر بنایا جائے گا
اسکیم کی مجموعی تخمینہ لاگت 57613 کروڑ روپئے کے بقدر

وزیر اعظم نریندر مودی کی قیادت میں کابینہ نے پی پی پی ماڈل کے طرز پر 10000 بسوں کے توسط سے سٹی بس آپریشن کو منظم بنانے کے لیے ’’پی  ایم۔ ای بس سیوا‘‘ نام کی ایک اسکیم کو منظوری دی ہے۔ یہ اسکیم 57613 کروڑ روپئے کی تخمینہ لاگت کی حامل ہے جس میں سے 20000 کروڑ روپئے کے بقدر کی رقم مرکزی حکومت کی جانب سے فراہم کی جائے گی۔  یہ اسکیم 10 برسوں کے لیے بس آپریشنوں کو امداد بہم پہنچائے گی۔

اب تک جہاں رسائی نہیں تھی وہاں رسائی فراہم کرنا

یہ اسکیم  مرکز کے زیر انتظام علاقوں، شمال مشرقی خطے اور پہاڑی ریاستوں سمیت 2011 کی مردم شماری کے مطابق 3 لاکھ اور اس سے زائد کی آبادی والے شہروں پر احاطہ کرے گی۔  اسکیم کے تحت ان شہروں کو ترجیح دی جائے گی جہاں ابھی منظم بس خدمت دستیاب نہیں ہے۔

براہِ راست روزگار بہم رسانی

اسکیم سٹی بس آپریشن میں تقریباً 10000 کے بقدر بسوں کی شمولیت کے ذریعہ 45000 سے لے کر 55000 کے بقدر براہِ راست روزگار بہم پہنچائے گی۔

اس اسکیم کے دو عناصر ہیں:

عنصر اے- سٹی بس خدمات کو منظم بنانا : (169 شہر)

منظور شدہ بس اسکیم سرکاری نجی شراکت داری (پی پی پی) ماڈل پر 10000 ای بسوں کے ساتھ شہری بس آپریشنوں کو منظم بنائے گی۔

متعلقہ بنیادی ڈھانچہ  ڈیپو  کے لیے درکار بنیادی ڈھانچے کی ترقی اور اسے بہتر بنانے کے لیے امداد فراہم کرے گا؛ اور ای بسوں کے لیے بیہائنڈ دی میٹر پاور انفراسٹرکچر (ذیلی اسٹیشن، وغیرہ) فراہم کرے گا۔

عنصر بی- سبز شہری موبیلٹی پہل قدمیاں (جی یو ایم آئی) : (181 شہر)

اس اسکیم کے تحت سبز پہل قدمیاں مثلاً بس ترجیح، بنیادی ڈھانچہ، کثیرالنوع باہم لائق تبادلہ سہولتیں، این سی ایم سی پر مبنی خودکار کرایہ وصولی نظام، چارجنگ کے لیے درکار بنیادی ڈھانچہ ، وغیرہ فراہم کرایا جائے گا۔

آپریشن کے لیے فراہم کی جانے والی امداد: اسکیم کے تحت ریاستیں/ شہر اس بات کے ذمہ دار ہوں گے کہ وہ بسوں کی خدمات چلائیں اور بس آپریٹروں کو ادائیگیاں کریں۔ مرکزی حکومت مجوزہ اسکیم میں متذکرہ حد تک سبسڈی فراہم کرکے ان بسوں کے آپریشن میں امداد فراہم کرے گی۔

ای ۔ موبیلٹی کو تقویت:

  • یہ اسکیم ای۔موبیلٹی کو فروغ دے گی اور بیہائنڈ دی میٹر پاور انفراسٹرکچر کو کلی امداد فراہم کرے گی۔
  • شہروں کو چارجنگ کے لیے درکار بنیادی ڈھانچہ فراہم کرنے کے معاملے میں سبز شہری موبیلٹی پہل قدمیوں کے تحت وضع کیے جانے کے معاملے میں امداد فراہم کی جائے گی۔
  • بس ترجیحاتی بنیادی ڈھانچہ کو فراہم کی جانے والی امداد نہ صرف یہ کہ جدید ترین، توانائی کے لحاظ سے مؤثر برقی بسوں کو تقویت فراہم کرے گی بلکہ ای۔موبیلٹی کے شعبے میں اختراع کو بھی پروان چڑھائے گی۔ ساتھ ہی ساتھ برقی موٹر گاڑیوں کے لیے لچک دار سپلائی چین بھی وضع کرے گی۔
  • یہ اسکیم ای۔ بسوں کے لیے درکار ضرورت کے توسط سے برقی بسوں کی حصولیابی کے لیے معاشی تقاضوں کی تکمیل بھی کرے گی۔
  • برقی موبیلٹی کو اختیار کرنے کے نتیجے میں صوتی اور فضائی آلودگی کم ہوگی اور کاربن اخراج میں بھی تخفیف واقع ہوگی۔
  • بس پر مبنی عوامی نقل و حمل کے افزوں حصص کی وجہ سے ایک نمایاں تبدیلی رونما ہوگی اور اس کے نتیجے میں جی ایچ جی تخفیف بھی عمل میں آئے گی۔

Prime Minister Shri Narendra Modi today chaired the valedictory session of the two-day National Departmental Summit on Water, organised by the Ministry of Jal Shakti. The Summit is the first in a series of Departmental Summits envisioned by Prime Minister to strengthen the spirit of Team India, deepen cooperative federalism and foster collective ownership of national priorities through closer collaboration between the Centre and the States. It brought together Ministers and senior officials from States and Union Territories for focused deliberations on various dimensions of India’s water security.

Prime Minister appreciated the intensive two-day deliberations and emphasised that the actionable and time-bound action points emerging from the Summit should be pursued through a continuous process of review and learning. He suggested that the Summit should not remain a one-time exercise and called for a continuous process of review and follow-up.

Prime Minister called for sensitising Urban Local Bodies to the challenges arising from urbanisation, including population growth and future water requirements, and suggested organising similar Chintan Shivirs for Urban Local Bodies. He called for greater adoption of water-saving technologies. He also suggested dedicated exhibitions and workshops, including exposure to global best practices, to enable Indian manufacturers and stakeholders to develop and scale efficient solutions.

Emphasising Jan Bhagidari, Prime Minister suggested promoting “Jal Utsav” to create greater awareness among people. Prime Minister called for making de-silting a regular programme and developing clear criteria and SOPs for de-silting. On dam safety, he stressed rigorous preparedness before every monsoon, adherence to prescribed precautions and creating awareness among school students, including through suitable incorporation in educational curricula.

Prime Minister further called for strengthening knowledge and capacity on water management and governance in universities and higher educational institutions. He suggested structured inter-State study-visits involving public representatives, officials and farmers to facilitate practical learning and replication of successful interventions.

Prime Minister called for robust water data governance, with water-sector data brought together, systematically managed, analysed and effectively utilised. He recommended the use of AI for data collection and analysis through a uniform format. He also stressed anticipatory and integrated planning to address water scarcity through suitable utilisation of treated water for agriculture and industrial purposes.

Drawing upon his experience as Chief Minister of Gujarat, Prime Minister noted that instances of water scarcity could be transformed into opportunities through systematic planning, commitment and deployment of adequate resources and capable officers.

Union Minister for Jal Shakti Shri C. R. Patil highlighted four key outcomes of the summit: accelerated completion of water infrastructure projects; strengthening water conservation as a sustained people’s movement; ensuring long-term sustainability of drinking-water sources; and institutionalising effective operation and maintenance of rural drinking-water schemes.
