विशाल संख्या में पधारे हुए उपस्थित महानुभावों!
मां दन्तेश्वरी का जहां आर्शीवाद है, जिस क्षेत्र के आदिवासियों ने दुनिया को जीने का रास्ता सिखाया है, ऐसी ये बस्तर की धरती है। आज मेरा ये सौभाग्य है कि आपके बीच आने का मुझे अवसर मिला, आपके दर्शन करने का सौभाग्य मिला। आज एक कार्यक्रम रायपुर में भी होने वाला था, लेकिन कल हवा के तूफान ने वहां सब तहस-नहस कर दिया। कई हमारे साथियों को चोट आई। मैं परमात्मा से प्रार्थना करता हूं कि ड्यूटी पर तैनात ये सभी बंधु-भगिनी बहुत ही जल्द स्वस्थ हों। डॉ. रमन ने कल ही मुझे फोन करके बताया था.. और उनके स्वास्थ्य की पूरी चिंता राज्य सरकार कर रही है और बहुत ही जल्द ये सभी स्वस्थ हो जाएंगे।
आज अनेक विध-कामों के निर्णय हुए हैं। शायद बस्तर के इतिहास में पहली बार हुआ होगा कि एक घंटे के इस समारोह में 24 हजार करोड़ रुपयों के निवेश के साथ विकास की नई ऊंचाईयों को प्राप्त करने का निर्णय.. एक राज्य, पूरे राज्य के लिए भी अगर 5 हजार करोड़ का प्रोजेक्ट है, तो राज्य के लिए बहुत बड़ी गौरवशाली घटना होती है। जबकि आज एक जिले में 24 हजार करोड़ रुपया..। आने वाले दिनों में इस बस्तर की जिंदगी में कैसा बदलाव आएगा इसका मैं भली-भांति अनुमान कर सकता हूं।
आज आप किसी भी आदिवासी को जाकर पूछें, किसी भी गांव के गरीब व्यक्ति को जा करके पूछें, आप कोई भी खेत मज़दूर को पूछें, आप किसी भी किसान को पूछें कि आपका क्या सुझाव है, कि क्या करना चाहिए? आपकी क्या अपेक्षा है क्या इच्छा है? मैं विश्वास से कहता हूं, अनुभव से कहता हूं, सब के सब.. किसी भी राज्य में क्यों न रहते हों, किसी भी भू-भाग पर क्यों न रहते हों.. एक ही जवाब निकलता है कि साहब कुछ भी करो, बच्चों को रोजगार मिले ऐसा कुछ करो। किसान भी चाहता है कि बच्चों को रोजगार मिले क्योंकि उसे पता है कि उनको जीवन में आगे बढ़ने के लिए अगर रोजगार मिल जाएगा तो बाकी तो अपना संसार वो खुद मेहनत करके बना लेगा, बच्चों को पढ़ाना है तो वो भी कर लेगा, एक बार रोजगार मिल जाए। भारत के लिए सबसे पहली प्राथमिकता है हमारे देश के नौजवान को रोजगार मिले, उसे अवसर मिले, वो देश को आगे बढ़ाने के काम में भागीदार बनना चाहता है। ..और कोई मां-बाप नहीं चाहता है कि बेटा-बेटी रोजगार के लिए सैकड़ों हजार किला मीटर दूर जा करके शहरों की झुग्गी-झोपड़ी में जिंदगी बिताए, कोई मां-बाप नहीं चाहता है। हर मां-बाप चाहता है कि बेटा पास रहे और कुछ उसे काम मिल जाए। बेटा भी चाहता है, बेटी भी चाहती है कि बूढ़े-बूढ़े मां-बाप को असहाय छोड़ करके शहर में झुग्गी-झोपड़ी की जिंदगी जीने के लिए नहीं जाना है। इसलिए सरकार का यह दायित्व बनता है, शासन की जिम्मेवारी बनती है कि हम विकास को उस रूप में आगे बढ़ाएं ताकि हिन्दुस्तान के सभी भू-भाग में विकास पहुंचे, दूर-सुदूर जंगलों में भी विकास पहुंचे और गरीब की झोपड़ी तक विकास के फल पहुंचें। गरीब की झोपड़ी तक विकास का फल पहुंचने का मतलब है कि गरीब से गरीब परिवार की संतान को भी रोजगार का अवसर उपलब्ध हो। इसलिए हमने जो विकास का रास्ता चुना है उसके केंद्र में हमारा एक ही संकल्प है कि देश के नौजवान को अवसर मिले, रोजगार मिले, आगे बढ़ने के लिए उसको मौका मिले।
आज बस्तर जिले में.. कोयला पहले भी था, iron ore पहले भी था, सरकारें भी पहले थीं, लोग भी पहले थे, बेरोजगारी भी थी लेकिन फिर भी समस्या का समाधान खोजने के लिए ऐसी धीमी गति से चला जाता था कि लोग निराशा के गर्त में डूब जाते थे। आज हमारी कोशिश है कि हिन्दुस्तान के चारों तरफ रेलवे connectivity मिले, दूर-सुदूर इलाकों में भी रेल की पटरी बिछे, लोगों को आने-जाने की सुविधा बने। पटरी जब लग जाती है, ट्रेन आती है तो सिर्फ यात्रा के लिए काम आती है ऐसा नहीं है, वो एक जीवन को भी गति देता है, अर्थ-जीवन को भी गति देता है। जगदलपुर तक रेल की पटरी हिन्दुस्तान की मुख्यधारा से आपको जोड़ेगी। जब हम प्रधानमंत्री जन-धन योजना लाते हैं तो गरीब से गरीब को आर्थिक मुख्यधारा से जोड़ते हैं और बस्तर में जगदलपुर तक की ट्रेन की बात करते हैं तो यहां के नागरिक को हिन्दुस्तान की मुख्यधारा के साथ छोड़ने का हमारा प्रयास होता है।
अभी मुख्यमंत्री जी विस्तार से बता रहे थे कि हम कच्चा माल विदेशों में बेच-बेच कर कब तक अपनी रोजी-रोटी कमाएंगे। ..और हम कैसे लोग है कि iron ore तो हम बाहर भेजें और steel बाहर से लाएं! अब वो कारोबार हमें बंद करना है। अगर iron ore हमारा होगा तो steel भी हमारा होगा और दुनिया को चाहिए तो हम steel देगें, हम iron ore में हमारे नौजवान के पसीने को जोड़ेंगे और उसी iron ore में से steel बनाएंगे और उसी iron ore में से steel बनाते समय मेरे नौजवानों की जिंदगी भी बन जाएंगी ताकि वो दुनिया के हर संकटों से टक्कर लें। ऐसा जीवन उसका ऊंचा बन जाए, उस दिशा में हम काम कर रहे हैं। हमारी कोशिश है विकास की नई ऊंचाइयों पर देश को ले जाने की।
आज मैं यहां डॉ. रमन सिंह जी के सपने को धरती पर उतरा हुआ देख करके आया। रमन सिंह जी के प्रति मेरे मन में मित्र होने के बावजूद भी हमेशा एक सम्मान का भाव रहा है और सबसे ज्यादा मुझे आदर तब हुआ, जब यहां के लोग महंगी.. चिरौंजी हो, काजू हो ये बेच करके नमक खरीदते थे, बदले में नमक! और समाज का शोषण करने का भाव रखने वाले लोग उन महंगे उत्पादों को ले करके बदले में नमक देते थे और बस्तर जिले के नागरिक नमक पाने के लिए पता नहीं क्या कुछ देने के लिए तैयार हो जाते थे। रमन सिंह जी ने सरकार बनाते ही प्रारंभ में तय कर लिया कि मैं नमक लोगों को पहुंचाऊंगा। उस दिन से एक मित्र होने के बावजूद भी एक विशेष आदर की मेरे मन में अनुभूति हुई कि मेरा एक साथी है जो हर पल गरीबों के लिए सोचता है, आदिवासियों के लिए सोचता है।
आज जब मैं knowledge(Education) city में जा करके आया, उसमें जो कल्पना है.. हिन्दुस्तान में जो लोग कहते हैं कि हिंसा के रास्ते पर गए हुए लोगों को वापस मुख्यधारा में लाने का रास्ता क्या है, मैं समझता हूं कि रमन सिंह जी ने रास्ता बना दिया है। कंधे पर हल! वही समस्याओं का हल ला सकता है। कंधे पर gun, ये समस्याओं का समाधान नहीं है। जिस धरती पर नक्सलवाद का जन्म हुआ था और जिसके कारण देश में नक्सलवाद की चर्चा हुई थी, वहां पर भी जा करके देखिए, अनुभव के बाद वो सीखे.. और उन्होंने भी वो रास्ता छोड़ दिया। आज वो नक्सलबाड़ी, जहां से हिंसा का मार्ग शुरू हुआ था, बम, बंदुक और गोलियां चलती थी, रक्त की धारा बहती थी, आज वहां वो बंद हो गया। जिन लोगों को लगता है कि क्या.. आए दिन ये मौत का खेल बंद होगा कि नहीं होगा। मैं देशवासियों! आपको विश्वास दिलाना चाहता हूं कि निराश होने की जरूरत नहीं है। यह भी बंद होगा। जब पंजाब में खूनी खेल खेला जा रहा था, क्या कभी किसी ने सोचा था कि पंजाब में वो खूनी खेल खत्म होगा और लोग सुख-चैन की जिंदगी जिएंगे? आज जी रहे हैं। नक्सलबाड़ी में सोचा था? आज लोग वहां भी जी रहे हैं। मुझे विश्वास है इस भू-भाग में भी, इस गलत रास्ते पर चल पड़े लोग भी.. उनके भीतर भी कभी न कभी मानवता जगेगी।
आज मैं उस ज्ञान नगरी में जा करके आया। 800 से अधिक उन बच्चों को मिला जिनको.. कोई गुनाह नहीं था, मां-बाप से बिछुड़ना पड़ा। हिंसा के रास्ते पर पागल बने हुए युवकों ने किसी के बाप को मार दिया, किसी की मां को मार दिया, किसी मां-बाप को वहां से दूर जाने के लिए मजबूर कर दिया। उन 800 बच्चों से मैं मिला जिन्होंने अपने परिवार-जनों को खोया है। माओवाद की हिंसा के कारण उनकी जिदगी में मुसीबत आई है। लेकिन आज डॉ. रमन सिंह जी को बधाई देता हूं कि उन्होंने.. जिनका सब कुछ खत्म करने के लिए माओवादी तुले हुए थे, जो बच्चों को तलवार, बम, बंदूक के रास्ते पर ले जाना चाहते थे उनको रमन सिंह जी ने हाथ में कलम पकड़ा दी, कम्प्यूटर पकड़ा दिया है और मैंने उनकी आंखों में जो चेतना देखी.. वो विश्वास देखा है, उन 800 बच्चों को देख करके मैं कहता हूं हिंसा का कोई भविष्य नहीं है। अगर भविष्य है तो वो शांतिमय मार्गों का है, वो मैं आज देख करके आया हूं, अनुभव करके आया हूं। मैं हिंसा के रास्ते पर चले हुए नौजवानों को कहना चाहता हूं कि कम से कम एक प्रयोग कीजिए, कम से कम दो-पांच दिन के लिए कंधे पर से बंदूक नीचे रख दीजिए। सादे-सीधे आदिवासी पहनते हैं, ऐसे कपड़े पहन लीजिए और आपके कारण जिस परिवार को कोई स्वजन खोना पड़ा है, किसी के बाप की मृत्यु हुई, है किसी की मां की मृत्यु हुई है.. उस घर में बचा हुआ जो बच्चा है, पांच दिन सिर्फ उसके साथ ऐसे ही बिता करके आ जाइए, उससे बातें कीजिए और उसको ये मत बताइए कि आप कौन हैं, ऐसे ही बातें कीजिए। मैं विश्वास से कहता हूं, वो बालक अपनी बातों से, अपने अनुभव से आपको पुनर्विचार करने के लिए मजबूर कर देगा, आपका हृदय परिवर्तन करके रख देगा। आप भी हिल जाएगे कि हिंसा के नशे में आपने कितना बड़ा पाप कर दिया है। एक बार मानवता को अंगीकार करके, राक्षसी वृत्ति से मुक्ति पा करके.. ज्यादा नहीं, कुछ पल इन पीडि़त परिवारों से जरा मिल लीजिए। आपको फिर कभी उस रास्ते पर जाने कि नौबत नहीं आएगी। आपको भी लगेगा कि आपने कुछ गलत किया है। कोई सरकार आपको बदले, कोई कानून आपको बदले, कोई लोभ-लालच आपको बदले उससे ज्यादा आप ही की गोलियों से पीड़ा पाने वाला एक बालक आपकी जिंदगी बदल सकता है। शर्त यही है कि मानवता का अंगीकार करके कुछ पल उसके साथ बिता करके देख लीजिए। मैंने देखा उन बच्चों को आज.. हिंसा से कभी समस्याओं का समाधान नहीं हुआ है। मिल-बैठ करके रास्ते निकल सकते हैं। छत्तीसगढ़ अगर इस संकट से मुक्त हो जाए तो मैं विश्वास से कहता हूं हिन्दुस्तान में आर्थिक ऊंचाइयों पर नम्बर एक पर छत्तीसगढ़ आकर खड़ा हो सकता है। यहां के नौजवानों का भविष्य बदल सकता है और छत्तीसगढ़ के पास वो ताकत है, वो हिन्दुस्तान का भविष्य भी बदल सकता है। इसलिए मेरे भाईयो-बहनों! विकास एक ही मार्ग है जो हमारी समस्याओं का समाधान करेगा।
मुझे आज रमन सिंह जी के livelihood college को भी देखने का अवसर मिला। उन्होंने पूरे राज्य में उसका जाल बिछाया है। दुनिया के समृद्ध से समृद्ध देश हो तो भी.. एक बात आज उसका प्रमुख काम बन गया है। दुनिया का सुखी देश भी skill development को महत्व दे रहे हैं। हुनर सिखाने के लिए दुनिया में, हर देश में priority हो गई है। छत्तीसगढ़ के अंदर हुनर से शिखर तक पहुंचने का जो अभियान चलाया गया है, वो काबिले दाद है। मैं देख कर आया हूं। मैंने उन बालक-बालिकाओं को देखा, हाथ में हुनर तो है लेकिन आंख में ओझ है, तेज है और बातों में एक अपरम्पार विश्वास है। बड़े-बड़े अफसर भी.. सीएम या पीएम से बात करनी है तो कुछ पल तो set होने में time लगता है। मैंने देखा कि बच्चे फटाफट बातें करते थे। कोई झिझक नहीं थी, उनकी बातों में कोई झिझक नहीं थी। ये जो confidence level है ये जीवन में आगे बढ़ने के लिए बहुत बड़ी अमानत होता है। वो मैं आज देख कर आया हूं।
Skill Development का मिशन ले करके हम पूरे देश में चल रहे हैं क्योंकि हमारे देश के नौजवानों को रोजगार देना है ..और रोजगार देना है तो Skill Development सर्वाधिक सरल मार्ग होता है। जीवन के हर क्षेत्र में, हर नौजवान के हाथ में हुनर हो। जिसके हाथ में हुनर होता है उसको कभी जीवन जीने के लिए हाथ फैलाने की नौबत नहीं आती है, वो अपने बलबूते पर, अपनी शर्तों पर जिंदगी जी सकता है। उसे कभी मजबूर नहीं होना पड़ता है और उस काम को livelihood colleges के माध्यम से रमन सिंह जी ने चरितार्थ किया है। देश के अन्य राज्यों के लिए भी यह अपने आप में एक मिसाल बन सकती है। मैं चाहूंगा, मैं भी प्रयास करूंगा कि देश के और राज्य भी आ करके इसको देखें, इस मॉडल को समझें और इसको कैसे लागू किया जा सकता है उस पर चर्चा करें।
भाईयों-बहनों! आपने हमें भारी बहुमत के साथ आपकी सेवा करने का मौका दिया है। छत्तीसगढ़ पूरी ताकत के साथ हमारे पीछे खड़ा है और मैं आपको विश्वास दिलाता हूं कि जितना आपने दिया है, हम ब्याज समेत विकास करके लौटाएंगे।
आज तेंदू पत्ता वाले हमारे किसान भाइयों-बहनों को बोनस देने का भी मुझे सौभाग्य मिला और उनको भी मैंने पूछा कि क्या करोगे, हरेक से मैंने पूछा। हरेक को पता है कि इन पैसों का उपयोग अपने बच्चों की जिंदगी संवारने के लिए कैसे करना है, इसका खाका उनके दिमाग में तैयार है। यही तो है हरेक का aspiration । उसको पूर्ण करने का हमारा प्रयास है।
एक समय था.. हिन्दुस्तान की तरफ दुनिया कैसे देखती थी? ज्यादातर तो देखने के लिए तैयार ही नहीं थी और जो देखते थे वो भी बड़े उपेक्षा के भाव से देखते थे या तो हंसी-मजाक के रूप में देखते थे। देखते ही देखते माहौल बदला कि नहीं बदला? दुनिया हिन्दुस्तान को पूछने लगी कि नहीं लगी? विश्व के समृद्ध देशों को भी हिन्दुस्तान की अहमियत को मानना पड़ा कि नहीं मानना पड़ा। सवा सौ करोड़ का देश! इसको सर झुका करके जीने की जरूरत नहीं है। वो वक्त चला गया। सवा सौ करोड़ देशवासियों का संकल्प है कि हमारा देश माथा ऊंचा करके आंख से आंख मिला करके, सीना तान करके जीने के लिए पैदा हुआ है, झुकने के लिए पैदा नहीं हुआ है। वो शक्ति हमारे भीतर पड़ी है, सवा सौ करोड़ देशवासियों के भीतर पड़ी है। उस शक्ति को मैं भली-भांति पहचानता हूं। विश्व में जब किसी से बात करता हूं तो अकेला मोदी बात नहीं करता है, सवा सौ करोड़ देशवासी एक साथ आंख मिला करके बात करते हैं और विश्व आज हिन्दुस्तान का लोहा मानने लगा है। पूरे विश्व मानने लगा है कि आज दुनिया में तेज गति से आर्थिक विकास करने वाला कोई देश अगर है.. सारे संसार में, तो उस देश का नाम है- हिन्दुस्तान।
कितनी तेजी से परिवर्तन आ रहा है, लेकिन कुछ लोग होते हैं, जिनको जीवनभर लोगों को गरीब रखने में ही आनंद आया, दु:खी रखने में ही आनंद आया। अगर उसमें कुछ बदलाव आता है, तो वो अब दु:खी हो रहे हैं। उनकी परेशानी मैं समझ सकता हूं। जो लोग विजय पचा नहीं पाए 60 साल तक, वो पराजय भी नहीं पचा पा रहे हैं। भाईयों-बहनों, जिनको जनता ने नकार दिया है, उनके पास झूठ फैलाने के सिवाए, जनता को भ्रमित करने के सिवाए, जनता को गुमराह करने के सिवाए कोई रास्ता नहीं बचा है।
मैं देशवासियों को विश्वास दिलाता हूं, इन्हीं दिनों को याद कर लीजिए, इसी कालखंड में मैं छत्तीसगढ़ भी आया था, पिछले साल। अखबारों में क्या आता था? टीवी में क्या समाचार आते थे एक साल पहले? .. आज इतने का भ्रष्टाचार हुआ, आज ये घोटाला हुआ, वो घोटाला हुआ, इसने इतना मार लिया, उसने उतना लूट लिया, यही खबरें आती थीं कि नहीं आती थीं। कोयले की चोरी की चर्चा होती थी कि नहीं होती थी? एक साल हुआ है मेरे भाईयों-बहनों! एक भी खबर आई है क्या? क्या ईमानदारी से देश नहीं चलाया जा सकता क्या? चलाया जा सकता है। एक साल के अनुभव से मैं कह सकता हूं कि ये देश ईमानदारी से चलाया जा सकता है।
चिठ्ठी–पर्ची से कोयले की खदानें दे दी थीं। आज हमने सार्वजनिक रूप से auction किया और वो खज़ाना राज्य की तिजोरी में दे दिया। कोयले के auction का पैसा राज्य के खज़ाने में आ गया। इतना ही नहीं, जहां पर खनिज़ निकलता है, उस इलाके के जो जिले हैं.. और ज्यादातर पूरे देश में आदिवासी क्षेत्र है जहां पर खनिज़ सम्पदा है। वहां हमने special संगठन की रचना की है। वहां से कुछ हिस्सा लोगों के कल्याण के लिए खर्च कर दिया जाएगा। पहली बार गरीबों के लिए रुपए तिजोरी से निकालने का काम हो रहा है।
मुझे विश्वास है कि जिस विकास के रास्ते पर हम चल पड़े हैं, उस रास्ते से देश की समस्याओं का समाधान भी करेंगे, आपकी आशाओ-आकांक्षाओं को परिपूर्ण भी करेंगे और आपके साथ कंधे से कंधा मिला करके देश को नई ऊंचाइयों पर ले जाने में हम सफल होंगे।
इसी एक विश्वास के साथ मैं फिर एक बस्तर को, छत्तीसगढ़ को हृदयपूर्वक बहुत-बहुत शुभकामनाएं देता हूं।

This development program in Kanpur was originally scheduled for April 24, but I had to cancel my visit to Kanpur due to the Pahalgam attack. In that cowardly terrorist attack in Pahalgam, our son from Kanpur, Shubham Dwivedi, also became a victim of this brutality. We can all feel the pain, the suffering, and the inner anger of his daughter Aishanya. That very anger of our daughters and sisters was seen by the whole world in the form of Operation Sindoor. We entered deep inside Pakistan, hundreds of miles in, and destroyed the terrorist bases. And our armed forces showed such valour, such unparalleled courage, that the Pakistani army was forced to plead for a ceasefire. From this land of the freedom struggle, I salute the bravery of our soldiers again and again. I want to reiterate: the enemy who was pleading during Operation Sindoor should not remain under any illusion — Operation Sindoor is not over yet. Bharat has made three things very clear in its fight against terrorism: First, Bharat will give a strong response to every terrorist attack. The timing, the manner, and the terms of that response will be decided by our armed forces. Second, Bharat will no longer be afraid of nuclear threats, nor will it take any decisions based on such bluffs. Third, Bharat will view both the masterminds of terror and the governments that shelter them as one and the same. Pakistan's “State” and “Non-State” actors — this game is over now. And if I may say it in typical Kanpur style: wherever the enemy hides, they will be hunted down.

The world has also seen the strength of Bharat’s indigenous weapons and the Make in India initiative during Operation Sindoor. Our Indian-made weapons, especially the BrahMos missile, created destruction right inside enemy territory. Wherever targets were identified, explosions were executed. This strength has come to us from our commitment to ‘AatmaNirbhar Bharat’ (a self-reliant India). There was a time when Bharat depended on other countries to meet its military and defence needs. We began to change those circumstances. Making Bharat self-reliant in defence is not only important for our economy — it is equally crucial for our national pride. That’s why we launched the ‘AatmaNirbhar Bharat’ campaign, to free the nation from this dependence. And it’s a matter of pride for all of Uttar Pradesh that it is playing a major role in this journey toward self-reliance in the defence sector. Just as there is an old ordnance factory in Kanpur, we have transformed 7 such ordnance factories into large modern companies. Today, a major defence corridor is being built in UP. There was a time when traditional industries were leaving this region, but now major companies from the defence sector are coming in. Nearby, in Amethi, the production of AK-203 rifles has already begun. The BrahMos missile, which kept enemies awake during Operation Sindoor, now also has a new home — Uttar Pradesh. In the future, Kanpur and UP will be at the forefront of making Bharat a major exporter in the defence sector. New factories will be set up here. Large-scale investments will come in. Thousands of youth from this region will get excellent employment opportunities.

Taking UP and Kanpur to new heights of development is the top priority of the double-engine government. This will only happen when industries here are promoted, when the old glory of Kanpur is restored. But, brothers and sisters, previous governments ignored the needs of modern industries. Industries kept migrating away from Kanpur. Family-run governments sat with their eyes closed. As a result, not only Kanpur but the entire UP was left behind.
Brothers and sisters,
There are two most essential conditions for the industrial progress of a state: first, self-reliance in the energy sector — that is, uninterrupted electricity supply; and second, infrastructure and connectivity. Today, we have inaugurated several power plants: the 660 MW Panki Power Plant, 660 MW Neyveli Power Plant, 1320 MW Jawaharpur Power Plant, 660 MW Obra C Power Plant, and 660 MW Khurja Power Plant. This is a major step toward fulfilling Uttar Pradesh’s energy needs. With these power plants, electricity availability in UP will increase significantly, giving a boost to industries here. Today, development projects worth over 47,000 crore rupees have also been inaugurated or had their foundation stones laid. Senior citizens have been given Ayushman Vay Vandana cards for free medical treatment. Beneficiaries of other schemes have also been provided support. These schemes and development works reflect our strong commitment to the progress of Kanpur and Uttar Pradesh.

Today, both the central and state governments are working toward building a modern and ‘Viksit UP’ (Developed Uttar Pradesh). As a result, infrastructure, facilities, and resources — the kind typically seen only in big metro cities — are now becoming visible in Kanpur too. A few years ago, our government gifted Kanpur its first metro. Today, the Orange Line of the Kanpur Metro has reached Kanpur Central. From elevated tracks to underground tunnels, all types of metro connectivity are now linking important areas of Kanpur. This expansion of the Kanpur Metro is no ordinary project. It stands as proof that with the right intentions, strong willpower, and honest governance, real efforts can be made for the development of the state and the country. Remember what people used to say about Kanpur? Areas like Chunniganj, Bada Chauraha, Nayaganj, Kanpur Central — these were extremely crowded, with narrow roads and a lack of modern infrastructure and planning. People used to say, “How could a metro ever be possible here? How could major change happen here?” In a way, Kanpur and other key cities in UP were left out of the development race. This only worsened traffic problems, slowed down urban progress, and cities with the most potential in UP started lagging behind. But today, that very Kanpur, that very UP, is setting new benchmarks in development. Just look at how much the metro services will benefit the people of Kanpur. As a major trade hub, Kanpur’s businesspeople and customers will now find it easier to reach Naveen Market and Bada Chauraha. People travelling to and from Kanpur — IIT students, ordinary citizens — will save significant time in reaching the Central Railway Station. We know that the pace of a city is what drives its progress. These facilities, this connectivity, and modern transportation infrastructure are now becoming the new face of UP’s development.

Today, our Uttar Pradesh is making great strides in terms of modern infrastructure and connectivity. A state once known for broken roads and potholes is now recognized for its network of expressways. In the same UP where people used to avoid going out after dark, today highways are active with traffic 24 hours a day. And who better than the people of Kanpur to understand how much UP has changed? In just a few days, the journey from Kanpur to Lucknow will take only 40 to 45 minutes via the Kanpur-Lucknow Expressway. From Lucknow, there will also be direct connectivity to the Purvanchal Expressway. The Kanpur-Lucknow Expressway will be connected to the Ganga Expressway as well. This will reduce both the distance and travel time for journeys toward both eastern and western UP.

People in Kanpur have long faced difficulties on the Farrukhabad–Anwarganj section due to the single railway line. Not just one or two, but 18 railway crossings had to be dealt with. Sometimes this gate would be closed, sometimes that one — you’ve all been demanding relief from this problem for a long time. Now, an elevated rail corridor is going to be built here at a cost of 1,000 crore rupees. This will improve traffic, increase speed, reduce pollution, and most importantly, save the valuable time of the people of Kanpur.

Kanpur Central Railway Station is also being upgraded and given a world-class appearance. Very soon, Kanpur Central will look as modern as an airport. Our government is developing more than 150 railway stations in UP as part of the Amrit Bharat Railway Station scheme. UP has already become the state with the highest number of international airports in the country. That means — in highways, railways, and airways — UP is now rapidly progressing in every field.

We are transforming Uttar Pradesh into a state of industrial opportunities. In this year’s Budget, we announced the 'Mission Manufacturing' initiative under 'Make in India'. Through this, local industries and production will be promoted. Cities like Kanpur will greatly benefit from it. As you all know, the biggest contribution to Kanpur’s industrial strength has come from its MSMEs — the micro and small-scale industries. Today, we are working to meet the expectations of these small industries here.

Until recently, our MSMEs were defined in a way that they feared expansion. We changed those outdated definitions. We increased the limits for turnover and scale for small industries. In this year’s Budget, the government has further expanded the scope of MSMEs and given them additional exemptions. In the past, one of the biggest challenges MSMEs faced was access to credit. Over the past 10 years, we have taken several major steps to address this issue. Now, if young entrepreneurs want to start their own businesses, they can easily get capital through the Mudra Yojana. To strengthen small and medium industries financially, we introduced a Credit Guarantee Scheme. In this year’s Budget, the guarantee limit on MSME loans has been increased to 20 crore rupees. MSMEs are also being issued credit cards with a limit of up to 5 lakh rupees. We are creating a supportive environment for new industries — especially MSMEs — by simplifying procedures. Kanpur’s traditional leather and hosiery industries are being empowered through schemes like 'One District, One Product'. These efforts will benefit not just Kanpur, but every district of Uttar Pradesh.

Today, an unprecedented and secure environment for investment has been established in Uttar Pradesh. Welfare schemes for the poor are being implemented on the ground with full transparency. The government is also standing firmly with the middle class to help fulfil their dreams. In this year’s Budget, we have made income up to 12 lakh rupees completely tax-free. This has instilled new confidence in crores of middle-class families and given them new strength. With our commitment to ‘seva’ (service) and ‘vikas’ (development), we will continue to move forward rapidly.
