புதுதில்லியில் உள்ள பாரத மண்டபத்தில் உலகப் பாரம்பரியக் குழுவின் 46-வது அமர்வை பிரதமர் திரு. நரேந்திர மோடி தொடங்கி வைத்தார். ஆண்டுதோறும் கூடும் உலகப் பாரம்பரியக் குழு, உலகப் பாரம்பரியம் குறித்த அனைத்து விஷயங்களை நிர்வகிப்பதற்கும், உலகப் பாரம்பரிய பட்டியலில் பொறிக்கப்பட வேண்டிய தளங்களைத் தீர்மானிப்பதற்கும் பொறுப்பேற்கும். இந்தியா முதல் முறையாக உலகப் பாரம்பரிய குழு கூட்டத்தை நடத்துகிறது. இந்த நிகழ்ச்சியையொட்டி காட்சிப்படுத்தப்பட்ட பல்வேறு கண்காட்சிகளையும் பிரதமர் பார்வையிட்டார்.

 

நிகழ்ச்சியில் உரையாற்றிய பிரதமர், குரு பூர்ணிமாவின் புனித தருணத்தைக் குறிப்பிட்டு, அனைத்து குடிமக்களுக்கும் தனது நல்வாழ்த்துகளைத் தெரிவித்தார். உலகப் பாரம்பரியக் குழுக் கூட்டம் இத்தகைய புனித நாளில் தொடங்குவது குறித்தும், இந்தியா முதல் முறையாக இந்த நிகழ்வை நடத்துவது குறித்தும் அவர் மகிழ்ச்சி தெரிவித்தார். உலகெங்கிலும் இருந்து வந்துள்ள அனைத்துப் பிரமுகர்கள் மற்றும் விருந்தினர்களுக்கு, குறிப்பாக யுனெஸ்கோவின் தலைமை இயக்குநர் திருமதி ஆட்ரி அசௌலேவை அன்புடன் வரவேற்ற பிரதமர், இந்தியாவில் நடைபெறும் மற்ற உலகளாவிய சந்திப்புகளைப் போன்று  உலகப் பாரம்பரியக் குழுக் கூட்டமும் வரலாற்றில் புதிய சாதனைகளைப் படைக்கும் என்று நம்பிக்கை தெரிவித்தார்.

 

 

வெளிநாடுகளிலிருந்து திருப்பி அனுப்பப்பட்ட கலைப்பொருட்கள் பற்றிக் குறிப்பிட்ட பிரதமர், அண்மைக் காலங்களில் 350-க்கும் மேற்பட்ட பாரம்பரிய பொருட்கள் நாட்டிற்குத் திரும்பக் கொண்டு வரப்பட்டுள்ளன என்றார். "பண்டைய பாரம்பரிய கலைப்பொருட்கள் திருப்பி அளிக்கப்பட்டிருப்பது, உலகளாவிய தாராள மனப்பான்மை மற்றும் வரலாற்றின் மீதான மரியாதையின் வெளிப்பாடாகும்" என்று பிரதமர் கூறினார். தொழில்நுட்பம் முன்னேறும்போது இந்தத் துறையில் வளர்ந்து வரும் ஆராய்ச்சி மற்றும் சுற்றுலா வாய்ப்புகளையும் அவர் சுட்டிக்காட்டினார்.

 

உலகப் பாரம்பரியக் குழுவைப் பாராட்டிய பிரதமர், இந்த நிகழ்ச்சியை நடத்துவது இந்தியாவுக்கு பெருமை அளிக்கும் விஷயம் என்று கூறினார். வடகிழக்கு இந்தியாவின் வரலாற்றுச் சிறப்புமிக்க மைதாம் யுனெஸ்கோவின் உலகப் பாரம்பரிய பட்டியலில் சேர்க்கப்பட்டுள்ளது என்பதை அவர் எடுத்துரைத்தார். "இது இந்தியாவின் 43-வது உலகப் பாரம்பரிய தளம் என்பதுடன், உலகப் பாரம்பரிய அந்தஸ்தைப் பெற்ற வடகிழக்கு இந்தியாவின் முதல் பாரம்பரிய தளம்" என்று திரு மோடி கூறினார். 3500 மீட்டர் உயரத்தில் அமைந்துள்ள 8-ஆம் நூற்றாண்டைச் சேர்ந்த கேதார்நாத் கோயில், குளிர்காலத்தில் இடைவிடாத பனிப்பொழிவு காரணமாக உள்கட்டமைப்பு மேம்பாட்டுக்கு இன்று சவாலான இடமாக உள்ளது என்று கூறிய அவர், இந்தியாவின் பாரம்பரியம், உயர்மட்ட பொறியியல் பயணத்திற்கு சாட்சியாக உள்ளது என்றும் குறிப்பிட்டார். ராஜராஜ சோழனால் கட்டப்பட்ட தஞ்சை பிரகதீஸ்வரர் கோயில், அதன் அற்புதமான கட்டிடக்கலை அமைப்பு, அதில் இடம் பெற்றுள்ள சிலைகள் ஆகியவற்றையும் பிரதமர் சுட்டிக்காட்டினார்.

 

வளர்ச்சியை நோக்கமாகக் கொண்டு பாரம்பரியம் புறக்கணிக்கப்பட்டதை நினைவுகூர்ந்த அவர், இந்தியாவின் தொலைநோக்குப் பார்வை வளர்ச்சி மற்றும் பாரம்பரியம் சார்ந்தது என்று கூறினார். காசி விஸ்வநாதர் வழித்தடம், ஸ்ரீ ராமர் ஆலயம், பண்டைய நாளந்தா பல்கலைக்கழகத்தின் நவீன வளாகம் போன்று  கடந்த 10 ஆண்டுகளில் மேற்கொள்ளப்பட்ட குறிப்பிடத்தக்க முன்முயற்சிகளை  அவர் எடுத்துரைத்தார். "பாரம்பரியம் தொடர்பான இந்தியாவின் இந்தத் தீர்மானம் முழு மனிதகுலத்திற்கும் சேவை செய்யும் உணர்வுடன் இணைக்கப்பட்டுள்ளது. இந்திய கலாச்சாரம் நம்மைப் பற்றி பேசுகிறது, சுயத்தைப் பற்றி அல்ல" என்று அவர் மேலும் கூறினார்.

 

வெளியுறவுத் துறை அமைச்சர் டாக்டர் எஸ்.ஜெய்சங்கர், மத்திய கலாச்சாரம் மற்றும் சுற்றுலாத் துறை அமைச்சர் திரு கஜேந்திர சிங் ஷெகாவத், யுனெஸ்கோ தலைமை இயக்குநர் திருமதி ஆட்ரி அசௌலே, உலகப் பாரம்பரியக் குழுவின் தலைவர் திரு விஷால் சர்மா ஆகியோர் இந்நிகழ்ச்சியில் கலந்து கொண்டனர்.

Cabinet approves Continuation of Pradhan Mantri Gram Sadak Yojana-III till March 2028

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today has given its approval for the continuation of Pradhan Mantri Gram Sadak Yojana-III (PMGSY-III) beyond March 2025 upto March 2028. It involves consolidation of Through Routes and Major Rural Links connecting habitations to Gramin Agricultural Markets (GrAMs), Higher Secondary Schools and Hospitals. The revised outlay of the scheme will be Rs.83,977 crore.

The Cabinet further, amongst other things, approved the following:

  • Extension of timeline till March 2028 for completion of roads and bridges in plain areas and roads in hilly areas.
  • Extension of timeline till March 2029 for completion of bridges in hilly areas.
  • Works sanctioned before 31.03.2025 but un-awarded till now may be taken up for tender/award.
  • Long Span Bridges (LSBs) (161 Nos. with estimated cost of Rs.961 crore) pending for sanction but lying on the alignment of already sanctioned roads may be sanctioned and tendered/awarded.
  • Revision of outlay to Rs. 83,977 crore from original outlay of Rs.80,250 crore.

Benefits:

The extension of the timeline of PMGSY-III will enable the full realization of its intended socio-economic benefits by ensuring completion of targeted upgradation of rural roads. It will significantly boost the rural economy and trade by enhancing market access for agricultural and non-farm products, reducing transportation time and costs, and thereby improving rural incomes. Improved connectivity will facilitate better access to education and healthcare institutions, ensuring timely delivery of essential services, particularly in remote and underserved areas.

The continued implementation will also generate substantial employment opportunities, both directly through construction activities and indirectly by promoting rural enterprises and services. Overall, the extension will contribute to inclusive and sustainable development by bridging the rural-urban divide and advancing the vision of Viksit Bharat 2047.
