প্রধানমন্ত্রী শ্রী নরেন্দ্র মোদী আজ তামিলনাড়ুর মাদুরাইতে ‘ভবিষ্যতের নির্মাণ-গাড়ি শিল্পের সঙ্গে যুক্ত ক্ষুদ্র ও মাঝারি উদ্যোগপতিদের ডিজিটাল সচলতা’ শীর্ষক সমারোহে যোগ দিলেন। গাড়ি শিল্পের সঙ্গে যুক্ত হাজার হাজার ক্ষুদ্র ও মাঝারি উদ্যোগপতির উদ্দেশে ভাষণ দেন তিনি। কথা বলেন গান্ধীগ্রামে প্রশিক্ষিত মহিলা উদ্যোগপতি এবং স্কুল পড়ুয়াদের সঙ্গে। 

 

প্রধানমন্ত্রী বলেন, প্রযুক্তি এবং উদ্ভাবনার সঙ্গে যুক্ত মানুষের সঙ্গে আলাপচারিতায় অংশ নেওয়া খুবই আনন্দের একটি বিষয়। তামিলনাড়ু বিশ্বের আঙিনায় প্রযুক্তি, বিশেষত গাড়ি উৎপাদন ক্ষেত্রে নিজের দক্ষতার প্রমাণ রেখেছে বলে মন্তব্য করেন তিনি। এই সমারোহের আয়োজনের জন্য টিভিএস সংস্থাকে তিনি অভিনন্দন জানান। বিকশিত ভারতের স্বপ্ন পূরণে গাড়ি নির্মাণ শিল্প বিশেষ ভূমিকা নেবে বলে প্রধানমন্ত্রী আশাবাদী। 

গাড়ি নির্মাণ শিল্প দেশে জিডিপি-তে ৭ শতাংশ অবদান রাখে- একথা উল্লেখ করেন প্রধানমন্ত্রী। আবার গাড়ি নির্মাণ শিল্পে ক্ষুদ্র ও মাঝারি সংস্থাগুলির গুরুত্বপূর্ণ ভূমিকা রয়েছে বলেও তিনি মন্তব্য করেন। পরিসংখ্যান তুলে ধরে প্রধানমন্ত্রী জানান, ভারতে প্রতি বছর ৪৫ লক্ষের বেশি গাড়ি, ২ কোটি দু-চাকার গাড়ি, ১০ লক্ষ বাণিজ্যিক যান এবং ৮.৫ লক্ষ তিন চাকার গাড়ি তৈরি হয়। যাত্রীবাহি প্রতিটি গাড়িতে ৩০০০-৪০০০ যন্ত্রাংশ লাগে। এইসব যন্ত্রাংশ তৈরি হয় ছোট ও মাঝারি সংস্থায়- যেগুলি রয়েছে টিয়ার ওয়ান এবং টু শহরগুলিতে। সেদিক থেকে ক্ষুদ্র ও মাঝারি সংস্থাগুলির সামনে বিশ্ব সরবরাহ শৃঙ্খলের গুরুত্বপূর্ণ অংশ হয়ে ওঠার বিরাট সম্ভাবনা রয়েছে বলে প্রধানমন্ত্রী মনে করেন। 

 

অতিমারীর সময় ক্ষুদ্র ও মাঝারি সংস্থাগুলির স্বার্থে এবং কর্মসংস্থানের প্রশ্নে সরকারের গৃহীত বিভিন্ন পদক্ষেপের উল্লেখ করেন প্রধানমন্ত্রী। এ প্রসঙ্গে তিনি মুদ্রা যোজনা, বিশ্বকর্মা যোজনা কিংবা ঋণ নিশ্চয়তা প্রকল্পের কার্যকারিতা তুলে ধরেন। 

প্রধানমন্ত্রী বলেন, কম সুদে ঋণের ব্যবস্থা এবং মূলধনী সহায়তা প্রতিটি ক্ষেত্রেই ক্ষুদ্র ও মাঝারি সংস্থাগুলির পক্ষে অত্যন্ত সহায়ক হয়েছে। এইসব সংস্থাগুলির প্রযুক্তি ও দক্ষতাগত চাহিদা পূরণে সরকার উদ্যোগী বলে তিনি আবারও জানান। কর্মী ও শ্রমিকদের দক্ষতা বিকাশের লক্ষ্যে তাঁর সরকারের আমলে নতুন একটি মন্ত্রক গড়ে তোলা হয়েছে বলে তিনি উল্লেখ করেন। 

 

বৈদ্যুতিক যানের ক্রমবর্ধান চাহিদার বিষয়টি তিনি উদ্যোগপতিদের মাথায় রাখতে বলেন। সম্প্রতি চালু হওয়া পিএম সূর্যঘর যোজনা উপভোক্তাদের বিনামূল্যে বিদ্যুতের পাশাপাশি বাড়তি উপার্জনের দরজাও খুলে দেবে বলে তিনি আশাবাদী। প্রধানমন্ত্রী আরও বলেন, এক্ষেত্রে প্রাথমিকভাবে ১ কোটি পরিবারকে অন্তর্ভুক্ত করার কথা ভাবা হয়েছে। বিদ্যুৎচালিত যানগুলি এইসব বাড়ি থেকে চার্জিং-এর সুযোগ নিতে পারবে। এক্ষেত্রে পরিবেশ বান্ধব উন্নয়নের বিষয়টিও প্রধানমন্ত্রীর বক্তব্যে স্থান পায়।

গাড়ি এবং গাড়ির যন্ত্রাংশ নির্মাণ ক্ষেত্রে ২৬,০০০ কোটি টাকার পিএলআই প্রকল্পের কথা উঠে আসে প্রধানমন্ত্রীর বক্তব্যে। এর সুবাদে গাড়ি নির্মাণের ক্ষেত্রে ১০০-রও বেশি উন্নত প্রকৌশল তৈরি হয়ে উঠছে বলে তিনি জানান। সুযোগ ও সমস্যার সহাবস্থানের উল্লেখ করে প্রধানমন্ত্রী বলেন, ডিজিটালাইজেশন, বৈদ্যুতিকীকরণ, পরিবর্ত জ্বালানি চালিত যান এবং বাজারে চাহিদা অত্যন্ত গুরুত্বপূর্ণ বিষয়। এইসব সুযোগ কাজে লাগাতে চাই সঠিক নীতি। 

 

ক্ষুদ্র ও মাঝারি ক্ষেত্রে সংগঠিত করে তুলতে সরকারের বিভিন্ন উদ্যোগের প্রসঙ্গে প্রধানমন্ত্রী ক্ষুদ্র ও মাঝারি সংস্থার সংজ্ঞা পরিবর্তনে সরকারের উদ্যোগের কথা বলেন। ৪০,০০০-এরও বেশি অপ্রয়োজনীয় বাধ্যবাধকতা দূর করা এবং ছোটখাটো বিচ্যুতিকে অপরাধের তকমা মুক্ত করা হয়েছে বলে তিনি জানান। লজিস্টিক্স নীতি, জিএসটি, পরিকাঠামো উন্নয়নে প্রধানমন্ত্রী গতিশক্তি জাতীয় মহা পরিকল্পনা- সবকিছুই শিল্পক্ষেত্র, বিশেষত ক্ষুদ্র ও মাঝারি উদ্যোগের বিকাশে কার্যকর ভূমিকা নিচ্ছে বলে প্রধানমন্ত্রী মন্তব্য করেন। 

 

 

পুরনো যানবাহন বাতিল করে নতুন আধুনিক যান ব্যবহারের সংস্কৃতি গড়ে তোলায় প্রধানমন্ত্রী জোর দেন। এক্ষেত্রে উদ্ভাবনী বিভিন্ন উদ্যোগের যথেষ্ঠ গুরুত্ব রয়েছে বলে তিনি মনে করেন।

Prime Minister highlights 12 years of transformative initiatives centered on Garib Kalyan and human empowerment

Prime Minister Shri Narendra Modi today highlighted that over the last 12 years, India has witnessed many transformations, stating that at the core of these changes is the welfare of the poor and downtrodden. The Prime Minister noted that the government has always been inspired by Antyodaya and its effort has always been to ensure that the benefits of development reach those who were left behind for decades.

Shri Modi observed that from Jan Dhan accounts and Direct Benefit Transfer to Swachh Bharat, PM Awas Yojana, Jal Jeevan Mission, Ayushman Bharat and more, every initiative has been driven by a simple objective of ensuring people have dignity and opportunity.

The Prime Minister expressed gladness that technology has played a vital role in ensuring a better quality of life for the poor. Shri Modi pointed out that through Direct Benefit Transfer and digital platforms, support is reaching people directly and transparently. The Prime Minister affirmed that this has reduced leakages, improved efficiency, and strengthened trust in governance, adding that this is how the journey of furthering Garib Kalyan has become a collective movement towards human empowerment and realising the dream of a Viksit Bharat.
