প্রধানমন্ত্রী শ্রী নরেন্দ্র মোদী আজ ভিডিও কনফারেন্সের মাধ্যমে ভার্চ্যুয়াল ইন্ডিয়া মোবাইল কংগ্রেস (আইএমসি) ২০২০-তে উদ্বোধনী ভাষণ দেন। এবারের ইন্ডিয়া মোবাইল কংগ্রেস ২০২০-র মূল ভাবনা হ’ল : সুসংবদ্ধ উদ্ভাবন – আধুনিক, নিরাপদ ও সুস্থায়ী। আত্মনির্ভর ভারত, ডিজিটাল অন্তর্ভুক্তি তথা সুস্থায়ী উন্নয়ন, শিল্পোদ্যোগ ও উদ্ভাবনের প্রসারে  প্রধানমন্ত্রীর দূরদৃষ্টির সঙ্গে সঙ্গতি রেখে এবারের মোবাইল কংগ্রেসের মূল ভাবনার সঙ্গতি রয়েছে। এছাড়াও, মোবাইল কংগ্রেসে ভারতে টেলিযোগাযোগ ক্ষেত্রে দেশী-বিদেশী বিনিয়োগ, গবেষণা ও উন্নয়নে উৎসাহদান এবং উদীয়মান প্রযুক্তি ক্ষেত্রের ওপর গুরুত্ব দেওয়া হচ্ছে।
 
সম্মেলনে প্রধানমন্ত্রী ভারতকে টেলি সরঞ্জাম, নক্‌শা নির্মাণ, উন্নয়ন ও উৎপাদনের ক্ষেত্রে গ্লোবাল হাব হিসাবে গড়ে তুলতে সকলকে একযোগে কাজ করার আহ্বান জানান। তিনি সতর্ক করে দিয়ে বলেন, প্রযুক্তি ক্ষেত্রে নিরন্তর অগ্রগতির দরুণ নিয়মিতভাবে মোবাইল হ্যান্ডসেট এবং অন্যান্য বৈদ্যুতিন গেজেট বা উপকরণ বারবার পাল্টে ফেলার প্রবণতা দেখা দিইয়েছে। এই প্রেক্ষিতে তিনি সম্মেলনে অংশগ্রহণকারী অতিথিদের, বৈদ্যুতিন বর্জ্যের সুষ্ঠু পরিচালনা এবং এ সম্পর্কিত একটি চক্রাকার অর্থ-ব্যবস্থা গড়ে তোলা যায় কিনা, তা খতিয়ে দেখতে বলেন। ভারতে যাতে শীঘ্রই ৫জি পরিষেবা চালু করা যায়, তার জন্য তিনি সংশ্লিষ্ট সকলকে লক্ষ লক্ষ ভারতীয়র ক্ষমতায়নে আরও উদ্যোগী হওয়ার আহ্বান জানান।
 
প্রধানমন্ত্রী আরও বলেন, কিভাবে জীবনযাপনের মানোন্নয়ন করা যায়, তথা আধুনিক প্রযুক্তিগত বিপ্লবের সঙ্গে সামঞ্জস্য বজায় রেখে কর্মপরিকল্পনা প্রণয়ন করা যায়, সে বিষয়ে চিন্তাভাবনা করা এখন অত্যন্ত গুরুত্বপূর্ণ হয়ে উঠেছে। তিনি বলেন, উন্নত স্বাস্থ্য পরিষেবা, আধুনিক শিক্ষা, বিশ্বাসযোগ্য তথ্য, কৃষকদের জন্য আরও সুযোগ-সুবিধা, ক্ষুদ্র ব্যবসায়ীদের জন্য আরও ভালো বিপণের সুবিধার মতো বিষয়গুলি নিয়ে চিন্তাভাবনা করা যেতে পারে।
টেলিযোগাযোগ ক্ষেত্রের প্রতিনিধিদের প্রচেষ্টার প্রশংসা করে প্রধানমন্ত্রী বলেন, কেবল তাঁদের উদ্ভাবন ও আন্তরিক প্রচেষ্টার ফলেই মহামারী সত্ত্বেও বিশ্বে টেলিযোগাযোগ ব্যবস্থায় স্বাভাবিক ছন্দ বজায় থেকেছে। কেবল আন্তরিক প্রচেষ্টার দরুণ একটি ছেলে তার মায়ের সঙ্গে অন্য শহরে যোগাযোগ রাখতে পেরেছে, একজন পড়ুয়া তার শিক্ষকের কাছ থেকে শ্রেণীকক্ষে উপস্থিত না হয়েই শিক্ষা পেয়েছে। একজন রোগী বাড়ি থেকেই চিকিৎসকের পরামর্শ পেয়েছেন। এমনকি, একজন ব্যবসায়ীও অন্য ভৌগোলিক অঞ্চলের ক্রেতাদের সঙ্গে যুক্ত হতে পেরেছেন।
 
প্রধানমন্ত্রী বলেন, নবীন প্রজন্মের টেকসেভিদের কাছে মূল বিষয়ই হ’ল – একটি পণ্য সামগ্রীকে বিশেষ বা আকর্ষণীয় করে তোলা, শিল্পোদ্যোগীদের কাছে পণ্য সম্পর্কে মূল ধারণা অনেক বেশি গুরুত্বপূর্ণ। তেমনই বিনিয়োগকারীদের কাছে একটি পণ্যের চেয়ে বেশি গুরুত্বপূর্ণ হ’ল মূলধন। তিনি জোর দিয়ে বলেন, অধিকাংশ সময়েই যে বিষয়টি সর্বাধিক গুরুত্বপূর্ণ হয়ে ওঠে, তা হ’ল একটি পণ্য সম্পর্কে নবীন প্রজন্মের বিশ্বাস।
 
প্রধানমন্ত্রী জোর দিয়ে বলেন, মোবাইল প্রযুক্তির কারণেই আমরা বিলিয়ন বিলিয়ন মার্কিন ডলারের সুবিধা লক্ষ লক্ষ ভারতীয়র কাছে পৌঁছে দিতে সক্ষম হয়েছি। মহামারীর সময় দরিদ্র ও সর্বাধিক অসুরক্ষিত মানুষের কাছে দ্রুত সাহায্য পৌঁছে দিতে পেরেছি। আমরা এখন বিলিয়ন বিলিয়ন ডলারের নগদহীন লেনদেন লক্ষ্য করছি। এর ফলে, পারস্পরিক আস্থা ও স্বচ্ছতা বাড়ছে। আমরা শীঘ্রই টোলবুথগুলিতেও স্পর্শহীন মাশুল প্রদান ব্যবস্থা শুরু করবো।
 
প্রধানমন্ত্রী ভারতে মোবাইল উৎপাদন ক্ষেত্রে অর্জিত সাফল্যে সন্তোষ প্রকাশ করেন। তিনি বলেন, ভারত মোবাইল উৎপাদনের ক্ষেত্রে অন্যতম একটি পছন্দের গন্তব্য হয়ে উঠছে। দেশে টেলিযোগাযোগ সরঞ্জাম উৎপাদনের প্রসারে উৎপাদন সংযুক্ত উৎসাহ ভাতা কর্মসূচি শুরু করা হয়েছে বলে জানিয়ে প্রধানমন্ত্রী বলেন, সরকারের উদ্দেশ্যই হ’ল – আগামী তিন বছরের মধ্যে দেশের প্রতিটি গ্রামে হাইস্পীড ফাইবার-অপ্টিক পরিষেবা পৌঁছে দেওয়া। তিনি আরও বলেন, এই পরিষেবা পৌঁছে দেওয়ার লক্ষ্যে উন্নয়নে আগ্রহী জেলা, উগ্র বামপন্থা প্রভাবিত জেলা, উত্তর-পূর্বাঞ্চলীয় রাজ্য, লাক্ষাদ্বীপ দ্বীপপুঞ্জ এলাকার ওপর অগ্রাধিকার দেওয়া হচ্ছে। পরিশেষে প্রধানমন্ত্রী বলেন, সুস্থায়ী ব্রডব্যান্ড যোগাযোগ ব্যবস্থা এবং পাবলিক ওয়াইফাই হটস্পট পরিষেবা আরও সম্প্রসারণের বিষয়টি সুনিশ্চিত করা হবে।

Prime Minister Shri Narendra Modi will disburse incentives worth around ₹2,400 crore under the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY) at a special programme to be held on 19 June 2026 at 5 PM at Vigyan Bhawan, New Delhi.

The disbursal marks a significant milestone in the implementation of PM-VBRY, the Government of India’s flagship employment-linked incentive scheme aimed at accelerating job creation, promoting formalisation of employment, enhancing employability, and expanding social security coverage across sectors. The scheme has already supported the creation of 15 lakh employment opportunities across the country.

PM-VBRY is designed to encourage both workers and employers to participate in the formal economy. Under the scheme, first-time employees are eligible for an incentive of up to ₹15,000, providing crucial support as they enter the workforce. Employers generating additional employment are eligible for incentives of up to ₹3,000 per month per additional employee, thereby encouraging sustained job creation. Recognising the strategic importance of manufacturing in driving economic growth, employers in the manufacturing sector are eligible to receive incentives for a period of four years, while employers in all other sectors can avail incentives for two years.

The scheme reflects the Government’s commitment to fostering an enabling ecosystem for employment-led growth and ensuring that the benefits of India’s economic progress translate into quality formal employment opportunities for its youth.

PM-VBRY came into effect on 1 August 2025. With a total outlay of ₹99,446 crore, the scheme aims to incentivise the creation of more than 3.5 crore jobs over a two-year period. Of these, approximately 1.92 crore beneficiaries are expected to be first-time entrants into the workforce. By supporting both employees and employers, the scheme is playing a transformative role in expanding formal employment, strengthening social security coverage, and advancing the vision of a Viksit Bharat.
