​In this year's first Budget Webinar, I welcome you all. In the past few years, the Budget Webinar has become a strong tradition. Often, the assessment of the budget is done on different parameters; sometimes there is talk on the movement of the Stock Market, sometimes the discussion remains centered on Income Tax proposals. The truth is that a national budget is not a short-term trading document; it is a policy roadmap. Therefore, the assessment of the budget's effectiveness should also be done on solid parameters. Such policies that expand infrastructure, that make the flow of credit easy, that increase Ease of Doing Business, that increase transparency in governance, that make the lives of the public easy, and create new opportunities for them. Decisions related to this in the budget give permanent strength to the economy, and the most important thing is that any Budget should not be seen in isolation or as a stand-alone.

Nation Building is a continuous process. Every Budget is a stage towards moving to a bigger goal, and before us, that big goal is the year 2047, the building of a developed India by 2047. Every Reform, every allocation, every change should be seen only as a part of this long journey. And therefore, these webinars held after the budget every year are very important. It is my expectation that these webinars do not remain limited only to the exchange of Ideas, but rather become an effective brainstorming exercise. Suggestions based on your experience and practical challenges will certainly help in making economic strategies even better and in finding solutions. When Industry, Academia, Analysts, and Policymakers think together, then the implementation of schemes becomes better, and results become more accurate. This is the sentiment behind this series of webinars.

​One-fourth of the 21st century has passed. If you think about yourself, then a very good and important period of your life has passed. Now we are in an important time of the country's development journey. This is the time when our economy is moving forward at a fast pace, and along with this, in the last one decade, India has shown extraordinary Resilience, and this has not come by chance; our Resilience is the result of Conviction-Driven Reforms. We have simplified Processes, improved Ease of Doing Business, expanded Technology-Led Governance, strengthened Institutions, and even today this country is riding the Reform Express. To maintain this Momentum, we have to focus not only on policy intent but also on delivery excellence. Reforms should be evaluated not by announcement but by their impact on the ground level. We must increase Transparency, Speed, and Accountability by making extensive use of AI, Blockchain, and Data Analytics, and along with this, we must also do continuous Monitoring of Impact through Grievance Redressal Systems.

​In the last one decade, our focus has been very much on infrastructure. We took a well-thought-out decision that India's development will happen only by preparing solid Assets like Highways, Railways, Ports, Digital Network, Power Systems, many such, many such. These will continue to generate Productivity for many decades to come. Because of this, and for this reason, Public Capital Expenditure is being continuously increased. 11 years ago, there was a provision of about 2 lakh crore rupees in the budget for Public Capex; in the current budget, it has increased to more than about 12 lakh crore rupees. Such a large-scale government investment is also a clear message for the Private Sector.

​Now is the time that Industry and Financial Institutions also come forward with new energy. We want more participation in Infrastructure, more Innovation in Financing Models, and more robust Collaboration in Emerging Sectors. In this direction, I have one more suggestion: we have to further strengthen Project Sanction Methodology and Appraisal Quality. Keeping Cost-Benefit Analysis and Lifecycle Costing paramount, we must stop Waste and Delays.

​We are further simplifying the Foreign Investment Framework. Our effort is to make the system more Predictable and Investor-Friendly. To improve Long-Term Finance, we are also taking steps in the direction of making Bond Markets more active. The process of buying and selling bonds is being made easy.

​We have to see Bond Market Reforms as Enablers of Long-Term Growth; we have to ensure Predictability, deepen Liquidity, bring new Instruments, and manage Risks effectively. Only then will we be able to attract Sustained Foreign Capital. I expect that you will give clear and solid suggestions to strengthen the Foreign Investment Framework and Bond Markets by learning from Global Best Practices.

​Anyone can prepare a Policy Framework, but its success depends on all of you. The industry world will have to come forward with Fresh Investment and Innovation. Financial Institutions and Analysts will have to help in preparing Practical Solutions, Practical Solutions, and strengthen Market Confidence. When Government, Industry, and Knowledge Partners move forward together, then Reforms turn into Results. Only then do Announcements become Achievements on the ground. My suggestion is that we develop a clear Reform Partnership Charter. This should be the shared resolve of Government, Industry, Financial Institutions, and Academia. This charter will become a very important document for the journey of developed India.

But now the budget has been made; now this is not a program for the discussion of the budget; now, how to bring what is in the budget to the ground as quickly as possible, through the simplest route, and for everyone's benefit, for the participation of all stakeholders - if you discuss and think keeping this matter in mind, then these webinars will truly open the door to a vibrant economy.

Prime Minister Shri Narendra Modi will visit Tamil Nadu and Puducherry on 1st March 2026. After his visit to Rajasthan and Gujarat, Prime Minister will reach Chennai on 28th February night at around 9 PM.

On 1st March, at around 11:45 AM, Prime Minister will inaugurate, dedicate to the Nation and lay the foundation stone of various development projects worth over Rs. 2,700 crore in Puducherry. He will also address the gathering on the occasion.

Thereafter, he will travel to Madurai where, at around 3 PM, he will inaugurate, dedicate to the nation and lay the foundation stone of infrastructure projects worth over Rs. 4,400 crore. He will also address the gathering on the occasion. At around 4 PM, Prime Minister will perform darshan and pooja at Arulmigu Subramaniyaswamy Temple, Tirupparankundram in Madurai.

PM in Puducherry

Prime Minister will inaugurate, dedicate to the Nation and lay the foundation stone of multiple projects aimed at strengthening infrastructure, urban services, industrial development, education, healthcare and sustainable growth in Puducherry.

Prime Minister will inaugurate several key initiatives including the launch of e-Buses under the PM e-Bus Seva Initiative, the Integrated Command and Control Centre under the Smart City Mission, tenements for Economically Weaker Sections under City Investments to Innovate, Integrate and Sustain (CITIIS) initiative, and important sewerage and water supply sector projects of the Government of Puducherry. He will also inaugurate the Composite Engineering Block- Dr. APJ Abdul Kalam Block and Ganga Hostel of National Institute of Technology, Karaikal; the modernization of the Regional Cancer Centre at JIPMER; and new annexe buildings, lecture halls and hostels of Pondicherry University, further strengthening higher education and healthcare infrastructure in the region.

Prime Minister will dedicate to the nation the 750-acre Karasur-Sedarapet Industrial Estate, which will house a Pharma Park, Textile Park, IT Park, state-of-the-art research and development centre of IIT Madras and advanced healthcare facilities of JIPMER, thereby providing a major boost to industrial growth and employment generation in the region.

Prime Minister will lay the foundation stone of water supply projects to improve drinking water systems and ensure clean and safe water for residents of Puducherry region. He will also lay the foundation stone for construction of 41 rural roads under the Pradhan Mantri Gram Sadak Yojana (PMGSY), development of Heritage Town in Puducherry, mangrove restoration under the MISHTI (Mangrove Initiative for Shoreline Habitats & Tangible Incomes) scheme, projects in water supply and sanitation sectors, and power sector projects under the Revamped Distribution Sector Scheme (RDSS), among others.

Prime Minister will also lay the foundation stone of various projects covering major sectors like urban roads, drainage networks, public buildings, student hostels and sport facilities under the Special Assistance to States for Capital Investment (SASCI) scheme. The Government of India has approved inclusion of the Puducherry under SASCI scheme which was originally limited to States alone, allowing for capital asset creation works to be taken up for improving infrastructure and common utilities meant for people’s use.

PM in Madurai

Prime Minister will inaugurate, dedicate to the nation and lay the foundation stone and inaugurate infrastructure projects worth over Rs. 4,400 crore in Madurai, aimed at enhancing connectivity, improving mobility and accelerating regional economic development. He will also address the gathering on the occasion.

Prime Minister will lay the foundation stone for four-laning of Marakkanam–Puducherry Section of NH-332A and the Paramakudi–Ramanathapuram Section of NH-87. The four-laning of the Marakkanam–Puducherry section will help reduce traffic congestion in urban areas of Puducherry, reduce travel time by nearly 50%, from one hour to about 30 minutes. The project will provide seamless connectivity among key National Highways and State Highways, enhance access to prominent destinations such as Mamallapuram (Mahabalipuram), Kalpakkam Atomic Power Station and Auroville, strengthen connectivity between coastal villages and Viluppuram district headquarters, and boost tourism and economic activity in the region.

The four-laning of the Paramakudi–Ramanathapuram Section of NH-87 will provide faster access to major religious destinations including Madurai, Rameswaram and Dhanushkodi. The project will reduce travel time by around 40%, from one hour to approximately 35 minutes. It will strengthen multi-modal connectivity by linking major railway stations at Madurai and Rameswaram, airports at Madurai and INS Parundu, and non-major ports at Pamban and Rameswaram. Aligned with the principles of PM Gati Shakti, the corridor will integrate key economic nodes including fishing clusters, a Special Economic Zone, a Mega Food Park and a textile cluster, thereby catalysing trade, industry and socio-economic development across the region.

Prime Minister will inaugurate and dedicate to the Nation rail infrastructure projects aimed at enhancing passenger convenience, improving operational efficiency and strengthening rail-based connectivity in the State.

Prime Minister will inaugurate 8 redeveloped railway stations under the Amrit Bharat Station Scheme. These redeveloped railway stations are Morappur, Bommidi, Srivilliputtur, Sholavandan, Manaparai, Pollachi Junction, Karaikkudi Junction, Thiruvarur Junction in Tamil Nadu. These stations have been upgraded with modern passenger-centric amenities while incorporating local architectural elements and cultural aesthetics, including improved accessibility, enhanced station buildings, modern waiting halls, lifts and escalators, upgraded platforms and Divyangjan-friendly facilities.

Prime Minister will also dedicate to the Nation the Chennai Beach-Chennai Egmore 4th Line, a rail line that will significantly enhance operational efficiency in the Chennai suburban rail network by facilitating additional passenger and freight train services and benefiting lakhs of daily commuters including office-goers, IT professionals, students and traders.

To further strengthen broadcasting services in Tamil Nadu, Prime Minister will inaugurate three new Akashvani FM relay transmitters at Kumbakonam, Yercaud and Vellore. These transmitters will expand regional coverage, ensure uninterrupted FM broadcasting and enhance access to public broadcasting services across multiple districts of the State.
