وزیراعظم جناب نریندر مودی کی صدارت میں مرکزی کابینہ نے مارکیٹنگ سیزن 2024-25 کے لیے خریف کی تمام لازمی فصلوں کے لیے کم از کم امدادی قیمت (ایم ایس پی) میں اضافے کو منظوری دے دی ہے۔

حکومت نے مارکیٹنگ سیزن 2024-25 کے لیے خریف فصلوں کی ایم ایس پی میں اضافہ کیا ہے، تاکہ کاشتکاروں کو ان کی پیداوار کے لیے منافع بخش قیمت کو یقینی بنایا جاسکے۔ پچھلے سال کے مقابلے میں ایم ایس پی میں سب سے زیادہ اضافہ تلہن اجناس اور دلہن یعنی نائجر سیڈ (983 روپے فی کوئنٹل) کے لیے کیا گیا ہے، اس کے بعد سیسمی(632 روپے فی کوئنٹل) اور تور/ ارہر (550 روپے فی کوئنٹل) کا نمبر ہے۔

*اس سے مراد وہ تمام اخراجات ہیں جن میں کرائے کی انسانی مزدوری، بیل لیبر/ مشین لیبر، زمین پر لیز پر دیے گئے کرایہ، بیج، کھاد، کھادوں، کھادوں جیسے مادی سامان کے استعمال پر ہونے والے اخراجات، آبپاشی کے اخراجات، آلات اور زرعی عمارتوں کی قدر میں کمی، ورکنگ کیپیٹل پر سود، پمپ سیٹ چلانے کے لیے ڈیزل/ بجلی وغیرہ شامل ہیں۔ متفرق اخراجات اور خاندانی مزدوری کی فرضی قیمت۔

دھان (گریڈ اے)، جوار (مالدنڈی) اور کپاس (لانگ اسٹیپل) کے لیے لاگت کے اعداد و شمار الگ سے مرتب نہیں کیے گئے ہیں۔

مارکیٹنگ سیزن 2024-25 کے لیے خریف فصلوں کے لیے ایم ایس پی میں اضافہ مرکزی بجٹ 2018-19 کے اعلان کے مطابق ہے جس میں ایم ایس پی کو آل انڈیا ویٹڈ اوسط پیداواری لاگت کے کم از کم 1.5 گنا کی سطح پر مقرر کیا گیا ہے۔ کسانوں کو ان کی پیداواری لاگت پر متوقع مارجن باجرا (77 فیصد) اور ارہر (59 فیصد) کے معاملے میں زیادہ سے زیادہ ہونے کا تخمینہ ہے۔ مکئی (54 فیصد) اور اڑد (52 فیصد)،  باقی فصلوں کے لیے، کسانوں کو ان کی پیداواری لاگت پر مارجن کا تخمینہ 50 فیصد لگایا گیا ہے۔

حالیہ برسوں میں حکومت اناج کے علاوہ دالوں اور تیل دار اجناس اور نیوٹری اناج/ شری انا جیسی فصلوں کی کاشت کو فروغ دے رہی ہے اور ان فصلوں کے لیے زیادہ ایم ایس پی کی پیش کش کر رہی ہے۔

2003-04 سے 2013-14 کی مدت کے دوران خریف مارکیٹنگ سیزن کے تحت شامل 14 فصلوں کے لیے ایم ایس پی میں کم از کم مطلق اضافہ باجرا کے لیے 745/- روپے فی کوئنٹل تھا اور مونگ کے لیے زیادہ سے زیادہ مطلق اضافہ 3،130/- روپے فی کوئنٹل تھا جبکہ 2013-14 سے 2023-24 کی مدت کے دوران، مکئی کے لیے ایم ایس پی میں کم از کم مطلق اضافہ 780/- روپے فی کوئنٹل تھا اور زیادہ سے زیادہ اضافہ 4 روپے تھا۔ نائجر کسیڈ کے لیے 234/- روپے فی کوئنٹل۔ تفصیلات ضمیمہ اول میں موجود ہیں۔

2004-05 سے 2013-14 کی مدت کے دوران خریف مارکیٹنگ سیزن کے تحت شامل 14 فصلوں کی خریداری 4675.98 لاکھ میٹرک ٹن (ایل ایم ٹی) تھی جبکہ 2014-15 سے 2023-24 کی مدت کے دوران ان فصلوں کی خریداری 7108.65 لاکھ میٹرک ٹن تھی۔ سال وار تفصیلات ضمیمہ دوم میں ہیں۔

سال 2023-24 کے لیے پیداوار کے تیسرے پیشگی تخمینے کے مطابق ، ملک میں اناج کی کل پیداوار کا تخمینہ 3288.6 لاکھ میٹرک ٹن (ایل ایم ٹی) ہے ، اور تیل دار اجناس کی پیداوار 395.9 لاکھ میٹرک ٹن کو چھو رہی ہے۔ سال 2023-24 کے دوران چاول، دالیں، تیل دار اجناس اور غذائی اناج/ شری انا اور کپاس کی خریف کی پیداوار بالترتیب 1143.7 لاکھ میٹرک ٹن، 68.6 لاکھ میٹرک ٹن، 241.2 لاکھ میٹرک ٹن، 130.3 لاکھ میٹرک ٹن اور 325.2 لاکھ گانٹھ رہنے کا تخمینہ ہے۔

Prime Minister Shri Narendra Modi chaired the second high-level meeting with Secretaries to the Government of India at his residence at 7, Lok Kalyan Marg earlier today. He reviewed the future action agenda of Ministries and Departments dealing with Finance and Economy, Commerce and Industry, and Technology sectors. The meeting focused on accelerating progress towards the goals of Viksit Bharat.

Prime Minister called for a strong focus on team building across Ministries and Departments, urging officers to work with a shared sense of purpose. He emphasised the need to break both horizontal and vertical silos within the Government so that departments function in close coordination and deliver integrated outcomes.

Highlighting the importance of citizen-centric governance, Prime Minister said that the people of India must remain at the centre of governance. He reminded that every decision and policy should be guided by the interests and aspirations of the common citizen.

Prime Minister stressed that while India is making significant investments in infrastructure, equal priority must be given to developing indigenous technologies. He underscored the importance of technological self-reliance and building domestic capabilities in critical sectors.

Prime Minister underlined that energy security is closely linked with national security, economic stability and citizens’ welfare. Prime Minister said India must achieve self-reliance in the energy sector through innovation, diversification and accelerated capacity creation.

Emphasising that reforms are not merely a fashionable term but a continuous necessity for effective governance, Prime Minister stressed the need to reform processes, improve work culture and strengthen institutional efficiency.

Prime Minister said that growing use of technology must be accompanied by a strong focus on cybersecurity to safeguard digital systems and infrastructure. He stressed the need for constant vigilance against emerging cyber threats. He called for encouraging greater participation of young innovators and entrepreneurs in the cybersecurity ecosystem and emphasised that it should evolve into a nationwide movement.

Prime Minister also emphasised the importance of proactive communication on strategic sectors where the country is undertaking major initiatives, to counter misinformation and unfounded fears surrounding such efforts.

Prime Minister says that new academic courses should be planned in partnership with industry to equip the workforce with skills required by emerging and future industries. He also observed that a government must always remain youthful, dynamic and forward-looking, continuously adapting to new challenges and opportunities with agility and innovation.

The meeting featured detailed discussions by Secretaries on the progress, priorities and implementation issues across their respective domains. The meeting was attended by the Cabinet Secretary, Secretaries of key Ministries and Departments, and senior officials from the Prime Minister’s Office.
