Union Cabinet approves BIND Scheme for infrastructure development of Prasar Bharati

The Cabinet Committee on Economic Affairs approved the proposal of the Ministry of Information and Broadcasting regarding Central Sector Scheme “Broadcasting Infrastructure and Network Development” (BIND) at a cost of ₹2,539.61 crore for infrastructure development of Prasar Bharati i.e. All India Radio (AIR) and Doordarshan (DD). The “Broadcasting Infrastructure and Network Development” scheme of the Ministry is the vehicle for providing financial support to Prasar Bharati for expenses related to expansion and upgradation of its broadcasting infrastructure, content development and civil work related to the organization.

Prasar Bharati, as the public broadcaster of the country, is the most important vehicle of information, education, entertainment and engagement for the people especially in the remote areas of the country through Doordarshan and All India Radio. Prasar Bharati played a stellar role in communicating public health messages and awareness to the public during the covid pandemic.

The BIND scheme will enable the public broadcaster to undertake a major upgradation of its facilities with better infrastructure which will widen its reach, including in the LWE, border and strategic areas and provide high quality content to the viewers. Another major priority area of the scheme is the development of high-quality content for both domestic and international audience and ensuring availability of diverse content to the viewers by upgradation of capacity of DTH platform to accommodate more channels. Purchase of OB vans and digital upgradation of DD and AIR Studios to make them HD ready will be also be done as part of the project.

At present, Doordarshan operates 36 TV channels including 28 regional channels and All India Radio operates more than 500 broadcasting centres. The Scheme will increase coverage of AIR FM transmitters in the country to 66% by geographical area and 80% by population up from 59% and 68% respectively. The Scheme also envisages free distribution of over 8 lakh DD Free Dish STBs to people living in remote, tribal, LWE and border areas.

In addition to enhancing the scope of public broadcasting, the Project for modernization and augmentation of broadcast infrastructure also has the potential to generate indirect employment by way of manufacturing and services related to supply and installation of broadcast equipment. Content generation and content innovation for AIR & DD has the potential of indirect employment of persons with varied experience of different media fields in the content production sector including TV/Radio production, transmission and associated media related services. Further, the project for expansion of the reach of DD Free Dish is expected to generate employment opportunities in the manufacturing of the DD Free Dish DTH Boxes.

Government of India reiterates its commitment to the development, modernization and strengthening of Doordarshan and Akashvani (Prasar Bharati) infrastructure and services, which is a continuous process.

    Double Spirals Cone Economy (द्वि चक्रीय शंकु अर्थव्यवस्था) वर्तमान समय में भारतीय अर्थव्यवस्था को नई आकृति प्रदान करने की जरूरत है। अभी भारतीय अर्थव्यवस्था वृत्ताकार हो गया है, भारतीय किसान और मजदूर प्राथमिक वस्तु का उत्पादन करता है, जिसका कीमत बहुत कम मिलता है। फिर उसे विश्व से महंगी वस्तु खरीदना पड़ता है, जिसका कीमत अधिक होता है। इस चक्रीय अर्थव्यवस्था में प्राथमिक सस्ता उत्पाद विदेश जाता है और महंगा तृतीयक उत्पाद विदेश से भारत आता है। यह व्यापार घाटा को जन्म देता है। विदेशी मुद्रा को कमी पैदा करता है। अब थोड़ा अर्थव्यवस्था को आकृति बदलकर देखिए, क्योंकि अर्थव्यवस्था का आकृति बदलना आसान है। लेकिन भारत सरकार अर्थव्यवस्था का आकार बढ़ाने के प्रयास में लगा है, वह भी विदेशी निवेश से, यह दूरदर्शिता नहीं है। भारतीय अर्थव्यवस्था में दो तरह की मुद्रा का प्रचलन शुरू करना चाहिए, 80% मुद्रा डिजिटल करेंसी के रूप में और 20% मुद्रा वास्तविक मुद्रा के रूप में। 1. इसके लिए, भारत सरकार अपने कर्मचारियों को वेतन के रूप में 80% वेतन डिजिटल करेंसी में और 20% वेतन भारतीय रुपए में दिया जाए। 2. अनुदान तथा ऋण भी 80% डिजिटल करेंसी के रूप में और 20% भारतीय रुपए के रूप में दिया जाए। 3. इसका फायदा यह होगा कि भारतीय मुद्रा दो भागों में बंट जायेगा। 80% डिजिटल करेंसी से केवल भारत में निर्मित स्वदेशी सामान ही खरीदा और बेचा जा सकेगा। 4. इससे स्वदेशी वस्तुओं का उपभोग बढ़ेगा, व्यापार घाटा कम होगा। 5. महंगे विदेशी सामान को डिजिटल करेंसी से नहीं खरीदा जा सकेगा। 6. वर्तमान समय में सरकारी कर्मचारी अपने धन का 70 से 80% का उपयोग केवल विदेशी ब्रांडेड सामान खरीदने में खर्च होता है। इससे घरेलू अर्थव्यवस्था पर नकारात्मक प्रभाव पड़ता है और सरकार का अधिकतम धन विदेशी अर्थव्यवस्था को गति प्रदान करता है। इसीलिए भारत सरकार को चाहिए की जो वेतन सरकारी कर्मचारियों को दिया जा रहा है उसका उपयोग घरेलू अर्थव्यवस्था को गति देने में किया जाना चाहिए। 7. भारत के उद्योगपति और अत्यधिक संपन्न व्यक्ति अपने धन का उपयोग स्वदेशी वस्तुओं को खरीदने में करे। व्यर्थ का सम्मान पाने के लिए विदेशी ब्रांड पर पैसा खर्च न करे। इसके लिए भी, यह अनिवार्य कर दिया जाए कि यदि किसी व्यक्ति को 20% से अधिक का लाभ प्राप्त होता है तो उसके लाभ का धन दो भागों में बदल दिया जायेगा, 80% भाग डिजिटल करेंसी में और 20% भाग वास्तविक रुपए में। 8. वर्तमान समय में जब वैश्विक मंदी दस्तक देने वाला है, ऐसी समय में भारतीयों को ब्रांडेड वस्तुओं को तरफ आकर्षित होने के बजाय, घरेलू अर्थव्यवस्था को गति देने के लिए, स्वदेशी वस्तुओं का खरीद करना चाहिए। इससे रोजगार सृजन होगा। अब थोड़ा समझते हैं, द्वि चक्रीय शंकु अर्थव्यवस्था को। 1. इसमें दो शंकु है, एक शंकु विदेशी अर्थव्यवस्था को दर्शाता है, और दूसरा शंकु घरेलू अर्थव्यवस्था को दर्शाता है। 2. दोनों शंकु के मध्य में भारत सरकार है, जिसे दोनों अर्थव्यवस्था को नियंत्रित करना चाहिए। यदि आप नाव को नियंत्रित नहीं करेंगे, तब वह नाव दिशाहीन होकर समुद्र में खो जायेगा, इसका फायदा समुद्री डाकू उठायेगा। 3. भारत सरकार को चाहिए की वह दोनों शंकु को इस तरह संतुलित करे की , धन का प्रवाह विदेश अर्थव्यवस्था की तरफ नकारात्मक और घरेलू अर्थव्यवस्था की तरफ सकारात्मक हो। 4. इसके लिए, भारत सरकार को चाहिए की वह अपना बजट का 80% हिस्सा डिजिटल करेंसी के रूप में घरेलू अर्थव्यवस्था को दे, जबकि 20% छपाई के रुपए के रूप में विदेशी अर्थव्यवस्था हेतु उपलब्ध कराए। 5. घरेलू अर्थव्यवस्था को विदेशी अर्थव्यवस्था से अलग किया जाए। विदेशी वस्तुओं की बिक्री हेतु भारत में अलग स्टोर बनाने के लिए बाध्य किया जाए। विदेशी वस्तुओं को खरीदने के लिए अलग मुद्रा (छपाई के रुपए) का इस्तेमाल को ही स्वीकृति दिया जाए। 6. जब दूसरा देश दबाव डाले की हमें भारत में व्यापार करने में बढ़ा उत्पन्न किया जा रहा है, तब उन्हें स्पष्ट कहा जाना चाहिए की हम अपने देश में रोजगार सृजन करने , भुखमरी को खत्म करने का प्रयास कर रहे हैं। 7. दूसरे देशों के राष्ट्रध्यक्ष को धोखा देने के लिए, उन्हें कहा जाए की अभिभ्रात में लोकसभा चुनाव है। लोकसभा चुनाव खत्म होते ही भारतीय अर्थव्यवस्था आप सभी के लिए खोल देंगे, ताकि विदेशियों को भारत में व्यापार करना सुगम हो जाए। 8. अभी भारतीय श्रमिक और मजदूर स्पाइरल शंकु के सबसे नीचे है और एक बार हाथ से पैसा बाजार में खर्च हो गया तो अगले कई दिनों बाद अथवा अगले वर्ष ही पैसा हाथ में आता है। क्योंकि कृषि उत्पाद वर्ष में 2 बार हो बेचने का मौका मिलता है किसानों को। 9. spiral cone में पैसा जितनी तेजी से निम्न वर्ग से उच्च वर्ग को तरफ बढ़ता है, उतनी ही तेजी से निम्न वर्ग का गरीबी बढ़ता है, परिणाम स्वरूप स्वदेशी अर्थव्यवस्था का शंकु का शीर्ष छोटा होता जाता है और निम्न वर्ग का व्यास बढ़ता जाता है। 10. भारत सरकार को अब अनुदान देने के बजाय, निवेश कार्य में धन लगाना चाहिए। ताकि घरेलू अर्थव्यवस्था में वृद्धि हो। 11. अभी भारत सरकार का पैसे जैसे ही भारतीय श्रमिक, भारतीय नौकरशाह को मिलता है। वैसे ही विदेशी कंपनियां, ब्रांडेड सामान का चमक दिखाकर( विज्ञापन द्वारा भ्रमित कर), उस धन को भारतीय घरेलू अर्थव्यवस्था से चूस लेता है और विदेश भेज देता है। 12. ऐसा होने से रोकने के लिए, भारतीयों को दो प्रकार से धन मुहैया कराया जाए। ताकि विदेशी ब्रांडेड सामान खरीद ही न पाए। जो भारतीय फिर भी अपने धन का बड़ा हिस्सा विदेशी सामान खरीदने का प्रयास करे उन्हें अलग अलग तरीके से हतोत्साहित करने का उपाय खोजा जाए। 13. भारत में किसी भी वस्तु के उत्पादन लागत का 30% से अधिक लाभ अर्जित करना, अपराध घोषित किया जाए। इससे भारतीय निम्न वर्ग कम धन में अधिक आवश्यक सामग्री खरीद सकेगा। 14. विदेश में कच्चा कृषि उत्पाद की जगह पैकेट बंद तृतियक उत्कृष्ट उत्पाद भेजा जाए। डोमिनोज पिज्जा की जगह देल्ही पिज्जा को ब्रांड बनाया जाए। 15. कच्चा धात्विक खनिज विदेश भेजने के बजाय, घरेलू उद्योग से उत्कृष्ट धात्वीक सामग्री बनाकर निर्यात किया जाए। 16. उद्योग में अकुशल मजदूर को बुलाकर ट्रेनिंग देकर कुशल श्रमिक बनाया जाए। 17. विदेशी अर्थव्यवस्था वाले से शंकु से धन चूसकर, घरेलू अर्थव्यवस्था वाले शंकु की तरफ प्रवाहित किया जाए। यह कार्य दोनों शंकु के मध्य बैठे भारत सरकार को करना ही होगा। 18. यदि भारत सरकार चीन को सरकार की तरह सक्रियता दिखाए तो भारतीय अर्थव्यवस्था का स्वर्णिम दौर शुरू हो सकता है। 19. अभी तो भारतीय अर्थव्यवस्था से धन तेजी से विदेश को ओर जा रहा है, और निवेश एक तरह का हवा है जो मोटर से पानी निकालने के लिए भेजा जाता है। 20. बीजेपी को वोट भारतीय बेरोजगारों, श्रमिकों और किसानों से ही मांगना है तो एक वर्ष इन्हें ही क्यों न तृप्त किया जाए। फिर चुनाव जीतकर आएंगे, तब उद्योगपतियों और पूंजीपतियों के लिए चार वर्ष तक जी भरकर काम कीजिएगा।

In a powerful address to a massive crowd in Alipurduar, West Bengal, PM Modi ignited the spirit of the people, especially the youth, urging them to take charge of shaping a prosperous future for Bengal and India. With a clear vision for a Viksit Bengal and a Viksit Bharat, PM Modi exposed the failures of the TMC government and called upon the people to defeat divisive and appeasement-driven politics ahead of the 2026 West Bengal Assembly elections.

Addressing the youth, PM Modi asserted, “This is a decisive moment for West Bengal’s young generation. You hold the key to transforming the future of Bengal.” He outlined five critical issues afflicting the state: “Rampant violence and lawlessness, growing insecurity among women, rising youth unemployment, deep-rooted corruption eroding public trust, and TMC’s self-serving politics that deny the poor their rightful benefits.”

Citing incidents in Murshidabad and Malda, he strongly condemned the TMC’s selective inaction and favouritism. He declared, “The people of Bengal have lost faith in the TMC’s governance. Courts are forced to intervene in every matter because the state government has failed to uphold justice. The voice of Bengal is loud and clear: Banglar chitkar, lagbe na nirmam shorkar! (Bengal’s cry: We reject a ruthless government!).”

PM Modi also lambasted the TMC for shielding corrupt leaders, particularly in the teacher recruitment scam, and demanded accountability.

Focusing on the plight of tea garden workers in Alipurduar, he said, “TMC’s misgovernance has led to the closure of tea estates, robbing thousands of their livelihoods. The disgraceful mishandling of workers’ provident funds reflects their disregard for the hardworking people. The BJP is committed to ensuring justice for every tea garden worker.”

He further criticized the TMC for blocking key central welfare schemes such as Ayushman Bharat, Vishwakarma Yojana, and PM JANMAN Yojana. “While the rest of the nation benefits from free healthcare, housing, and skill development, TMC deliberately deny these benefits to Bengal’s poor, SC/ST/OBC communities, and tribal populations,” he said.

On infrastructure development, PM Modi highlighted how the TMC has stalled projects worth over ₹90,000 crore, including railways, metro, highways, and hospitals. “This is nothing short of betrayal. While other states participate in NITI Aayog’s Governing Council meeting to plan for progress, TMC skips crucial meetings, choosing politics over development,” he said.

Touching upon national security and cultural pride, PM Modi invoked Bengal’s spirit. “From the land of Sindoor Khela, India showcased its strength through Operation Sindoor. After the barbaric terror attack in Pahalgam, our forces destroyed terrorist hideouts in Pakistan, sending a clear message—any attack on India will face a decisive response. The roar of Bengal’s tiger echoes: Operation Sindoor is not over.”

In his concluding remarks, PM Modi appealed to the people of Alipurduar and across Bengal to reject the TMC’s oppressive governance. He assured that a BJP-NDA government would bring development, security, and justice to every citizen. He urged the youth to take this message door-to-door and work towards a decisive victory for the state’s future.
