उपस्थित सभी वरिष्‍ठ महानुभाव, और उज्‍बेकिस्‍तान में भारत की महान परम्‍परा, संस्‍कृति और उज्‍बेकिस्‍तान की महान संस्‍कृति और परम्‍परा के बीच आदान-प्रदान करना, एक सेतु बनाना इसका जो अविरल प्रयास चल रहा है उसके साथ जुड़े हुए आप सभी महानुभावों का मुझे आज दर्शन करने का अवसर मिला है।

यहां पर जो सांस्‍कृतिक कार्यक्रम प्रस्‍तुत किया गया है उज्‍बेक की बेटियों ने, और मैं देख रहा था कि उन्‍होंने सिर्फ practice नहीं की है, एक प्रकार से साधना की है और उत्‍तम प्रदर्शन सिर्फ उनके हाथ-पैर नहीं हिल रहे थे उनका मन-मंदिर भी जुड़ रहा था, ऐसा मैं अनुभव कर रहा था।

कल मेरी प्रधानमंत्रीजी और राष्‍ट्रपतिजी के साथ बहुत विस्‍तार से बातचीत हुई है। कल जब हम रात को खाना खा रहे थे, वहां संगीत की योजना की गई थी instrumental तो सारे western थे लेकिन बहुत अच्‍छी प्रयत्‍न करके भारतीय गीतों को प्रस्‍तुत करने का बहुत ही सफल प्रयास किया। मैंने राष्‍ट्रपति जी को बधाई दी और मुझे आश्‍चर्य हुआ कि राष्‍ट्रपति जी को राजधानी के विषय में मालूम था, कौन सा गीत बजाया जाएगा वो पहले से बताते थे, फिर उन्‍होंने मुझे गर्व से कहा - और प्रधानमंत्री जी ने भी कहा - कि हम हमारे यहां सभी गांवों में संगीत स्‍कूल का आग्रह करते हैं। कुछ मात्रा में हमने पिछले पांच साल में संगीत स्‍कूल खोले हैं और आगे भी इन स्‍कूलों को बढ़ाना चाहते हैं और यह भी बताया कि भारतीय संगीत के प्रति सभी की रूचि बहुत बढ़ रही है, और संगीत के माध्‍यम से संस्‍कार करने का हम एक प्रयास कर रहे हैं। अगर युद्ध से मुक्ति चाहिए तो संगीत व्‍यक्ति को कभी भी हिंसा की ओर जाने नहीं देता है। ये बातें कल मुझे राष्‍ट्रपति जी ने सुनकर के बहुत ही आनन्‍द आया।

व्यक्तित्‍व के विकास के लिए अनेक पहलुओं की चर्चा हुई। Personality development में इन बातों को सिखाया जाता है। लेकिन मैं मानता हूं कि Personality के development में भाषा की बहुत बड़ी ताकत है। आपको किसी और देश का व्‍यक्ति मिल जाए, और आपकी भाषा में पहला शब्‍द अगर वह बोल दें तो आप देखेगें बिना कोई पहचान, बिना कोई जानकारी आप एकदम स्‍तब्‍ध हो जाते हैं, खुल जाते हैं - ये ताकत होती है भाषा में। अगर कोई विदेशी व्‍यक्ति हम भारतीयों को मिले तो नमस्‍ते बोल देंगे ऐसा लगता है कि हमें कोई अपना मिल गया।

भाषा को जो बचाता है, भाषा को संभालता है, भाषा का जो संबोधन करता है, वह देश अपने भविष्‍य को तो ताकतवर बनाता ही है, लेकिन वह अपने भव्‍य भाल से उसका essence लगातार लेता रहता है। भाषा ऐसी खिड़की है कि उस भाषा को अगर जानें तो फिर उस भाषा में उपलब्‍ध ज्ञान के सागर में डुबकी लगाने का अवसर मिलता है, आनन्‍द मिलता है।

हमारे यहां कहते हैं “पानी रे पानी, तेरा रंग कैसा?” पानी को जिसके साथ मिलाओ उसका रंग वैसा ही हो जाता है। भाषा को भी हर पल एक नया संगी-साथी मिल जाता है। भाषा को मित्र बना कर देखिए। भाषा उस हवा के झोंके जैसा होता है जो जिस बगीचे से गुजरे जिन फूलों को स्पर्श करके वो हवा चले, तो हमें उसी की महक आती है।

भाषा जहां-जहां से गुजरती है वहां की महक अपने साथ ले चलती है। जिस युग से गुजरती है, उस युग की महक लेकर जाती है, जिस इलाके से गुजरती है उस इलाके की महक साथ ले जाती है। जिस परपंरा से गुजरती है परंपरा की महक साथ ले जाती है और हर महक एक प्रकार से जीवन के ऐसे बगीचे को सुंगधित कर देती है यह भाषा, जहां पर हर प्रकार की महक हम महसूस करते हैं।

भाषा का आर्थिक स्थिति के साथ सीधा-सीधा नाता है। जिनकी आर्थिक समृद्धि होती है, उनकी भाषा के पंख बड़े तेज उड़ते हैं। दुनिया के सारे लोग उस भाषा को जानना चाहते हैं, समझना चाहते हैं क्‍योंकि आर्थिक व्यापार के लिए सुविधा होती है। आर्थिक अनुष्‍ठान बन जाती है भाषा, और मैं देखता हूं कि आने वाले दिनों में हिन्दुस्तान की भाषाओं का महत्‍व बढ़ने वाला है क्‍योंकि भारत आर्थिक उन्‍नति पर जैसे-जैसे जाएगा दुनिया उससे जुड़ना चाहेगी।

भाषा अगर एक वस्तु होती, एक इकाई होती - और अगर मानो उसको डीएनए test किया जाता तो मैं यह मानता हूं कि ये सबसे बड़ी चीज हाथ लगती, कि भाषा का हृदय बड़ा विशाल होता है, उसके DNA से पता चलता। क्‍योंकि भाषा सबको अपने में समाहित कर लेती है। उसे कोई बंधन नहीं होता। न रंग का बंधन होता है, न काल का बंधन होता है, न क्षेत्र विशेष का बंधन होता है। इतना विशाल हृदय होता है भाषा का जो हर किसी को अपने में समाहित कर लेता है। Inclusive.

मैं एक बार रशिया के एक इलाके में गया था - अगर मैं “Tea” बोलूं तो उनको समझ में नहीं आता था, “चाय” बोलूं तो समझ आता था। “Door” बोलूं तो समझ नहीं आता था, “द्वार” बोलूं तो समझ आता था। इतने सारे... जैसे हमारे यहां तरबूज बोलते है, watermelon. वो भी तरबूज बोलते हैं। यानी की किस प्रकार से भाषा अपने आप में सबको समाविष्ट कर लेती है। आपके यहां भी अगर कोई “दुतार” बजाता है, तो हमारे यहाँ “सितार” बजाता है। आपके यहां कोई “तम्‍बूर” बजाता है, तो हमारे यहां “तानपूरा” बजाता है, आपके यहां कोई “नगारे” बजाता है तो हमारे यहां “नगाड़े” बजाता है। इतनी समानता है इसका कारण है कि भाषा का हृदय विशाल है, वो हर चीज को अपने में समाहित कर लेती है।

आप कितने ही बड़े विद्वान हो, कितने ही बड़े भाषा शास्त्री हों, लेकिन ईश्‍वर हमसे एक कदम आगे है। हम हर भाषा का post-mortem कर सकते हैं। उसकी रचना कैसी होती है, ग्रामर कैसा होता है, कौन-सा शब्‍द क्‍यों ऐसा दिखता है - सब कर सकते है। लेकिन मानव की मूल संपदा को प्रकट करने वाली दो चीजें हैं, जो ईश्‍वर ने दी है। दुनिया की किसी भी भूभाग, किसी भी रंग के व्‍यक्ति, किसी भी युग के व्‍यक्ति में, दो भाषाओं में समानता है। एक है “रोना”, दूसरा है “हँसना” - हर किसी की रोने की एक भाषा है, और हंसने की भी एक ही भाषा है। कोई फर्क नहीं है और अभी तक कोई पंडित उनका व्‍याकरण नहीं खोल पाया है।

आज के युग में दो राष्‍ट्रों के संबंध सिर्फ सरकारी व्‍यवस्‍थाओं के तहत सीमित नहीं है। दो राष्‍ट्रों के संबंधों की मजबूती के आधार people-to-people contact होता है। और people-to-people contact का आधार सांस्‍कृतिक आदान-प्रदान, एक-दूसरे की परम्‍पराओं को, इतिहास को, संस्‍कृति को जानना, जीना ये बहुत बड़ी ताकत होता है। आपका ये प्रयास भारत और उज्‍बेकिस्‍तान के साथ people-to-people contact बढ़ाने का एक बहुत बड़ा platform है, बहुत बड़ा प्रयास है। ये संबंध बड़े गहरे होते है और बड़े लम्‍बे अरसे तक रहते है। सरकारें बदलें व्‍यवस्‍थाएं बदलें, नेता बदले लेकिन ये नाता कभी बदलता नहीं है। जो नाता आप जोड़ रहे है, आपके प्रयासों से इसको मैं हृदय से अभिनंदन करता हूं।

Central Asia की पाँचों देशों की एक साथ यात्रा करने का सौभाग्‍य शायद ही... एक साथ यात्रा करने का सौभाग्‍य बहुत कम लोगों को मिलता होगा। मुझे वो सौभाग्‍य मिला है और Central Asia की करीब 5 देशों की यात्रा, पहली उज्‍बेकिस्‍तान की यात्रा से प्रारम्‍भ हुआ। ये मेरा सार्वजनिक रूप से इस यात्रा का अंतिम कार्यक्रम है। मैं बड़े संतोष और गर्व के साथ कहता हूं कि यह यात्रा बहुत ही सफल रही है। लंबे अर्से तक सुफल देने वाली यात्रा रही है, और आने वाले दिनों में भारत और उज्‍बेकिस्‍तान के आर्थिक-सामूहिक संबंध और गहरे होते जाएंगे, जो दोनों देशों को ताकत देंगे, इस region को ताकत देंगे, और इस region के साथ भारत मिल करके मानवजात के कल्‍याण के लिए सामान्‍य मानव के उद्देश्‍यों की पूर्ति के लिए उत्‍तम से उत्‍तम काम करते रहेंगे। इस विश्‍वास के साथ मैं फिर एक बार उजबेक्सितान के राष्‍ट्रपति जी का, प्रधानमंत्री जी का, यहां की जनता-जनार्दन का और इस समारोह में इतना उत्‍तम कार्यक्रम बनाने के लिए मैं आप सबका अभिनंदन करता हूं और जो शब्दकोष का निर्माण हुआ है वो शब्‍दकोष आने वाले दिनों में नई पीढि़यों को काम आएगा।

आज technology का युग है। Internet के द्वारा online हम language सीख सकते है। हम सुन करके भी language सीख करते है, audio से भी सीख सकते है। एक प्रकार से आज अपनी हथेली में विश्‍व को जानने, समझने, पहचानने का आधार बन गया है। मुझे विश्‍वास है कि आने वाले दिनों में हमारे ये जो सारे प्रयास चल रहे है इसमें technology भी जुड़ेगी और technology के माध्‍यम से हम खुद audio system से भी अपनी भाषाओं को कैसे सीखें - Audio हो, Visual हो, written text हो एक साथ सभी चीजें हो गई तो pick up करने में बड़ी सुविधा रहती है। उसकी दिशा में भी आवश्‍यक जो भी मदद भारत को करनी होगी, भारत अवश्‍य मदद करेगा।

फिर एक बार मैं आप सबका बहुत-बहुत अभिनंदन करता हूं, बहुत धन्‍यवाद करता हूं।

Our Odisha is these days immersed in the joy of celebrations. The Raja festival was celebrated with great enthusiasm just last week. Preparations for the Rath Yatra of Mahaprabhu Jagannath Ji are also progressing with full fervour. There is great excitement regarding the Baripada Rath Yatra in Mayurbhanj as well.

And amidst all this, the festival of democracy and development is also being celebrated. The BJP Government in Odisha has completed two years in office. On this occasion, the opportunity to come among all of you, the privilege of visiting Mayurbhanj, and your presence here in such large numbers make this occasion very special for me.

Your affection draws me back here again and again. I heartily congratulate all of you. I also extend my greetings and best wishes to the people of Odisha on the development journey under the double-engine government.

On this occasion, I also pay tribute to eminent personalities such as Pandit Raghunath Murmu Ji, Dr. Damayanti Besra Ji, and Shri Charan Hembrom Ji. Raghunath Murmu Ji created the Ol Chiki script for the Santali language. Our Government has presented the Constitution of India in the Santali language. Sons and daughters of Odisha have been honoured with Padma Awards. Over the past two years, the Odisha Government has also been working day and night to fulfil the dreams of all these great personalities.

Today's occasion is special for another reason as well, because the Honourable President, the daughter of Odisha who was raised on the soil of Mayurbhanj, is present among us today. Today is also her birthday.

I extend my heartfelt birthday greetings and best wishes to President Droupadi Murmu Ji. I pray for her long life and good health. I offer prayers at the feet of Lord Jagannath. It is a matter of immense pride for all of us that Odisha's daughter has reached such a high office in the country and is guiding us.

The President's personality, her generous and compassionate nature, and her unwavering dedication to serving the nation and society have enhanced the identity not only of Mayurbhanj but of the whole of Odisha. On this occasion, I especially congratulate her.

When this programme was planned, the original reason was logistical. Discussions about my visit here had been going on for a long time, but schedules never matched. When International Yoga Day was scheduled in Kolkata on 21 June, I thought that since it was also Bengal Day, I could visit Mayurbhanj in the morning and attend the Kolkata programme in the evening. That is how 20 June was decided.

But some things are governed by divine blessings. And so a fortunate coincidence occurred today—that it is also the President's birthday, and I got the opportunity to visit her village and convey my greetings personally.

Today I also visited Pahadpur along with the President. I visited the school built by her for the children of this region. I had the opportunity to spend some memorable moments with the children.

I was observing the brightness on the faces of the children and the warmth and affection of the President. There, I did not feel that any child thought that the President had come. Every child felt that their mother had come.

Those children are truly fortunate. The poor, deprived and tribal children of this region are receiving inspiration and gaining the confidence to do something great for the country.

I am grateful to the President for giving me the opportunity to go through these experiences today. In a way, this day became a day of learning for me, a day of education.

I would also like to inform you of a decision of the Government. Pahadpur village will now be rapidly developed as a Surya Gram, a Solar Village.

That means every household here will generate solar power. We can proudly say that this is the same Odisha where Konark is known for its Sun Temple, and similarly Pahadpur will become known as a Surya Gram. My effort will be to ensure that work in this direction begins immediately so that the entire village is recognised as a Solar Village. Through this initiative, the people of Pahadpur will receive free solar electricity, and any surplus power generated will also increase their income.

The two years of the double-engine government in Odisha have been historic in many ways. Under the leadership of Chief Minister Shri Mohan Charan Majhi Ji, Odisha is today moving rapidly on the path of development. Here, the lives of ordinary people are changing through welfare schemes for the poor. Odisha today is demonstrating the capacity to attract investment and industries through growing economic activity. Rapid efforts are being made to create new employment opportunities.

The vision of the Central Government is: India's development through the development of Eastern India. That is why we are working on the policy of Purvodaya. The Eastern India that was turned into a symbol of backwardness during the Congress era is today becoming the gateway to progress. Odisha itself is witnessing this transformation.

Odisha has the sea, mineral wealth, agricultural strength, and above all, talented youth. We are working together to fully utilize this potential. That is why Odisha is witnessing record investment in railway infrastructure today. New roads and economic corridors are being built. Ports are being expanded. Investments are coming into energy, semiconductors, green energy, and modern industries.

Even today, many important projects related to Odisha's development have been inaugurated and foundation stones laid. Approximately ₹47,000 crore will be spent on these projects. These projects related to power, roads, railways, health, and education will greatly benefit all of you. I heartily congratulate the people of Odisha on these projects.

Our Government is transforming Odisha's resources into Odisha's opportunities. Campaigns such as Utkarsh Odisha are being undertaken to attract major investments and establish new industries in the state. Under this initiative, investment proposals worth nearly ₹20 lakh crore have already been received. Work is also underway on several mega projects worth more than ₹3.5 lakh crore.

To create a favourable environment for industries, attention is being given to the overall development of Odisha. More than ₹6,000 crore is being invested in the power sector. Urban development is being accelerated under the Samruddha Shahara Yojana. In the coming years, we will see the results of these efforts.

A major characteristic of the double-engine government is that it reaches the people itself. Our effort is to ensure that ordinary citizens do not have to make unnecessary rounds to resolve their problems. As a result of these efforts, the aspirations of youth, women, farmers, and common citizens are being fulfilled today. Consider this: a decision has been taken to provide farmers ₹3,100 per quintal for paddy procurement. Through the Subhadra Yojana, financial assistance has reached more than one crore mothers and sisters.

By implementing Ayushman Bharat, the path has been opened for Odisha's families to receive treatment in hospitals across the country. To ensure that tribal students do not have to discontinue their education, the Madho Singh Haat Kharcha Yojana has been launched.

Respecting the sentiments of the devotees of Mahaprabhu Shri Jagannath Ji, all four gates of the Shrimandir have been opened for devotees. With the strength of the double-engine government, development is now being ensured in all directions.

I have also received information about the special cleanliness campaign that was carried out here in recent days. I saw on social media that the cleanliness campaign had become a major topic of discussion—"Swachhta Se Swagat". I highly appreciate this initiative of Odisha, and I express my satisfaction and appreciation to the citizens, the Government, and the Chief Minister for this commendable effort.

Cleanliness should be a part of our lifestyle; it should become a daily habit. I heartily congratulate everyone associated with the cleanliness campaign.

I have spent an important period of my life working as a volunteer in tribal regions. The Honourable President herself has spent many years facing challenges in such areas. You and I both know that basic facilities did not easily reach tribal regions. Therefore, our Government has given very high priority to tribal development. To connect such areas with essential facilities, we launched the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan. Under this initiative, departments related to health, education, roads, and housing are working together for comprehensive development so that the difficulties faced by people living there can be removed.

Similarly, the PM Janman Abhiyan is the result of discussions with and guidance from the Honourable President. It is specifically meant for those tribal groups that have remained the most backward even within the tribal community. The Government is now itself reaching these tribal communities, going directly to their villages and doorsteps.

For the upliftment of the tribal community, we are connecting tribal youth with educational and employment opportunities. To provide better educational facilities to these children, nearly 500 Eklavya Model Schools have been opened across the country. Around 750 Eklavya schools have been approved. At the pre-matric and post-matric levels, scholarships worth hundreds of crores of rupees have been provided to more than 1.5 crore tribal children. I am also pleased to inform you that approval has been granted for the establishment of another Navodaya Vidyalaya here in Mayurbhanj.

Due to living in remote areas, tribal communities have also suffered from health-related challenges. Diseases such as sickle cell anaemia have been a major challenge. We launched a nationwide campaign against these diseases, distributed more than four crore health cards, and provided Ayushman cards to crores of tribal beneficiaries for free treatment.

Under the Jal Jeevan Mission, clean drinking water is being delivered to every household. Today, we can see the results of these efforts.

The tribal community is emerging from difficulties that persisted for decades and is becoming a part of the mainstream of development.

In the coming years, two important milestones lie before us. In 2036, Odisha will complete 100 years of its formation. In 2047, India will complete 100 years of independence. That means Odisha and the nation share the same direction and the same goal. If Odisha's economy becomes stronger, India will become stronger. I have full confidence in Odisha's potential. Together, we must take Odisha to new heights of development.

Tomorrow, 21 June, International Yoga Day will also be celebrated. Odisha, the land of knowledge and yoga, has long had yoga as a part of its cultural ethos. From the soil of Odisha, I call upon the entire nation and people across the world to participate in Yoga Day in the largest possible numbers. Once again, I congratulate all of you on today's occasion and on these development projects. I especially express my gratitude to the Honourable President for allowing me to visit the land of her work and service along with her.
