In Katihar, PM Modi highlighted how NDA transformed Bihar from the hopelessness of Jungle Raj to the progress of good governance

Amid the ongoing election campaign in Bihar, PM Modi continued his rally spree, addressing large public meetings in Saharsa and Katihar. He reminded people that only two days remain for the first phase of voting, noting that many young voters will be casting their vote for the first time. Urging them not to waste their first vote, he said, “The NDA is forming the government in Bihar. Your vote should go to the alliance that is actually winning - your vote should be for a Viksit Bihar.”

Showering praise on women empowerment, PM Modi said that from this inspiring land of Nari Shakti, he congratulates the entire nation on the historic victory in the Women’s Cricket World Cup. Yesterday in Mumbai, India’s daughters created history. “For the first time ever, India has won the Women’s Cricket World Cup. After 25 years, the world has a new champion and this pride has been brought to the nation by our daughters,” he added.

Talking about how daughters are receiving equal opportunities and achieving great heights, PM Modi said, “In the last 10-11 years, the NDA government has expanded opportunities for women, from fighter jets, armed forces and space missions to start-ups, drone technology, and digital services. Schemes like Sainik School admissions for girls, Ujjwala gas, Jal Jeevan Mission, PM Awas, Ayushman Bharat, maternity support and Mudra loans have strengthened women’s dignity and economic independence.”

Criticising the RJD-Congress era, PM Modi said that while NDA stands for development, RJD–Congress are known for neglect and destruction. He cited the Kosi Mahasetu rail bridge, whose foundation was laid in 2003 by Vajpayee ji, but the project was stalled when Congress formed government with RJD’s support and funds for Bihar were blocked out of political spite. After 2014, the NDA revived the project and finally delivered the bridge to the people in 2020.

PM Modi highlighted that the NDA government has prioritized the welfare of fishermen by creating a separate ministry and dedicated budget for the fisheries sector, along with launching the Matsya Sampada Scheme. He noted that Bihar, which once imported fish, now supplies it to other states. The NDA has also announced a new scheme for fishermen in the name of Jubba Sahni.

PM Modi hit out at the Congress and RJD leadership for spreading lies about Nalanda University, saying they are out of touch with the ground reality and sell dreams like ‘Mungerilal ke sapne.’ He recalled that when Congress and RJD were in power at the Centre for ten years, they kept promising a new Nalanda University but did nothing beyond allocating just ₹20 crore. In contrast, after 2014, the Government worked with full commitment to revive Nalanda’s legacy, investing over ₹2,000 crore, creating a world-class campus and today students from more than 21 countries are studying there. He said those who once locked up Bihar’s schools and universities are now giving sermons about education.

Addressing the second rally of the day, PM Modi began with the clarion call, “Phir ek baar - NDA Sarkar, Phir ek baar - Susashan Sarkar.” He targeted the RJD, saying those who ruled Bihar for years and ushered in jungle raj are now hiding their own faces, their pictures on posters are either missing or so tiny that one would need a telescope to find them. He questioned what they are trying to conceal from the youth of Bihar.

PM Modi added that even the Congress has been sidelined, with RJD forcing them to accept their CM face and now showing them their “real worth.” The Congress leaders who were boasting a few weeks ago have now been reduced on posters and in the manifesto. PM Modi said even Congress leaders don’t trust the promises being made by RJD, when asked about them, they simply say, “Go ask the yuvraj of jungle raj.”

Highlighting how Congress and RJD stand to defend infiltrators, PM Modi said that Seemanchal has long been a guardian of India’s culture and civilization, but a dangerous conspiracy of infiltration has been underway in the region for years, aimed at changing the demographic balance in districts like Araria, Kishanganj, Purnia and Katihar.

He accused the RJD and Congress of risking Bihar’s security for votes and questioned whether benefits meant for the poor, Dalits, Mahadalits and backward communities such as free ration, free healthcare, jobs and development should be taken away by infiltrators.

Unveiling the bitter truths, PM Modi exposed how the opposition parties kept Bihar crippled for decades. The lantern-walas, panja-walas, and lal-jhanda-walas never had development in their agenda. Under Nitish Ji’s leadership, NDA brought governance and growth - replacing the despair of jungle raj with new hopes and aspirations. “In those days, when people asked for roads, they claimed accidents would increase; when people asked for electricity, they said someone might get electrocuted; and when floods entered homes, they said it was normal,” the PM added.

As the voting day approaches, PM Modi urged those who have returned home from other states for Diwali and Chhath to ensure they cast their vote before going back. He emphasized that every single vote will play a role in building a Viksit Bihar. “Remember, he said, ‘Pehle Matdan, Phir Jalpan’.”

MoU on Food Safety and Technical requirements between Agricultural and Processed Food Products Export Development Authority (APEDA), Ministry of Commerce and Industry of India, and the Ministry of Climate Change and Environment of the United Arab Emirates.

The MoU provides for sanitary and quality parameters to facilitate the trade, exchange, promotion of cooperation in the food sector, and to encourage rice, food products and other agricultural products exports from India to UAE. It will benefit the farmers from India and contribute to food security of the UAE.

Establishment of a supercomputing cluster in India.

It has been agreed in principle that C-DAC India and G-42 company of the UAE will collaborate to set up a supercomputing cluster in India. The initiative will be part of the AI India Mission and once established the facility be available to private and public sector for research, application development and commercial use.

Double bilateral Trade to US$ 200 billion by 2032

The two sides agreed to double bilateral trade to over US$ 200 billion by 2032. The focus will also be on linking MSME industries on both sides and promote new markets through initiatives like Bharat Mart, Virtual Trade Corridor and Bharat-Africa Setu.

Promote bilateral Civil Nuclear Cooperation

To capitalise on the new opportunities created by the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Act 2025, it was agreed to develop a partnership in advance nuclear technologies, including development and deployment of large nuclear reactors and Small Modular Reactors (SMRs) and cooperation in advance reactor systems, nuclear power plant operations and maintenance, and Nuclear Safety.

Setting up of offices and operations of UAE companies –First Abu Dhabi Bank (FAB) and DP World in the GIFT City in Gujarat

The First Abu Dhabi Bank will have a branch in GIFT that will promote trade and investment ties. DP World will have operations from the GIFT City, including for leasing of ships for its global operations.

Explore Establishment of ‘Digital/ Data Embassies’

It has been agreed that both sides would explore the possibility of setting up Digital Embassies under mutually recognised sovereignty arrangements.

It has been agreed in Principle that India and UAE will cooperate on a flagship project to establish a cultural space consisting of, among others, a museum of Indian art, heritage and archaeology in Abu Dhabi.

It has been agreed in principle to work towards arranging visits of a group of youth delegates from either country to foster deeper understanding, academic and research collaboration, and cultural bonds between the future generations.
