 பெரியோர்களே, அன்பர்களே,

 சர்தார் படேலின் பிறந்த தினத்துடன் ஊழல் தடுப்பு கண்காணிப்பு வாரம் தொடங்கியது. சர்தார் படேல் தமது வாழ்க்கையை நேர்மையுடனும், வெளிப்படைத் தன்மையுடனும் அர்ப்பணித்தார். இதன் மூலமே பொதுச்சேவை முறை கட்டமைக்கப்படுகிறது. விழிப்புணர்வு மற்றும் விழிப்புணர்வு தொடர்பான இயக்கம் இந்தக் கொள்கைகளை அடிப்படையாகக் கொண்டது. ஊழல் இல்லாத இந்தியாவின் எதிர்ப்பார்ப்புகளையும், கனவுகளையும் உணரும் வகையில், ஊழல் தடுப்பு கண்காணிப்பு வார இயக்கம் கடைப்பிடிக்கப்படுகிறது.

நண்பர்களே,

வளர்ச்சியடைந்த இந்தியாவாக இருப்பதற்கு உண்மை மற்றும் நம்பகத்தன்மை முக்கியம். அரசு மீதான நம்பகத்தன்மை குறித்த மக்களின் தன்னம்பிக்கையை இது ஏற்படுத்துகிறது. முந்தைய அரசுகள் மக்களின் நம்பிக்கையை இழந்ததோடு மக்களை நம்பவும் தவறினார்கள்.

ஊழல், சுரண்டல் மற்றும் வளங்களின் மீதான கட்டுப்பாடு ஆகியவற்றின் நீண்ட கால அடிமை பாரம்பரியம், எதிர்பாராத வகையில், சுதந்திரத்திற்குப் பிறகு அதிக வலிமை அடைந்ததாக கூறினார். இது இந்த நாட்டின் குறைந்தது நான்கு தலைமுறையினரைக் கடுமையாகப் பாதித்துள்ளது. விடுதலை பெருவிழா அமிர்த காலத்தில் பல ஆண்டுகளாக நிலவும் இந்த சூழ்நிலையை நாம் முழுமையாக மாற்ற வேண்டும்.

நண்பர்களே!

"ஏழை மற்றும் நடுத்தர வர்க்கத்தினர் அடிப்படை வசதிகளுக்காக தங்கள் சக்தியைச் செலவிட்டால், நாடு எப்படி முன்னேறும்?". அதனால்தான், கடந்த 8 ஆண்டுகளாக நிலவி வரும் பற்றாக்குறை அழுத்ததை மாற்ற முயற்சித்து வருகிறோம். விநியோகம் மற்றும் தேவைக்கு இடையே உள்ள இடைவெளியை நிரப்ப அரசு முயற்சித்து வருகிறது. தொழில்நுட்பத்தில் முன்னேற்றம், அடிப்படை சேவைகளை செறிவூட்டும் நிலைக்கு எடுத்துச் செல்லல், இறுதியாக தற்சார்பு இந்தியாவை நோக்கிச் செல்வது ஆகிய மூன்று வழிகள் மூலம் இதனை அடையலாம்.

 பொது விநியோக திட்டத்தை தொழில்நுட்பத்துடன் இணைத்து, கோடிக்கணக்கான போலி பயனாளிகளை நீக்கி, நேரடி வங்கி பண பரிமாற்றத்தை கடைப்பிடிப்பதன் மூலம் தவறானவர்களுக்கு செல்வதில் இருந்து 2 லட்சம் கோடி ரூபாய்க்கு மேல் சேமிக்கப்பட்டு வருகிறது. அதேபோல், வெளிப்படையான மின்னணு பரிவர்த்தனைகள், அரசு மின்னணு சந்தை மூலம் வெளிப்படையான அரசு கொள்முதல் ஆகியவை மிகப்பெரிய மாற்றத்தை ஏற்படுத்துகிறது. எந்தவொரு அரசு திட்டமும் தகுதியுடையபயனாளியை சென்றடைவதும், நிறைவான இலக்குகளை அடைவதும், ஊழலின் நோக்கத்தை களைவதன் மூலம் சமூக பாகுபாடுகளுக்கு முடிவு கட்டுகிறது.

வெளிநாட்டு பொருட்களை அதிகம் சார்ந்திருப்பது ஊழலுக்கு பெரிய
காரணம். துப்பாக்கிகள் முதல் போர் விமானங்கள் மற்றும் பயண விமானங்கள் வரை இந்தியா தமது சொந்த பாதுகாப்பு தளவாட உபகரணங் களைத் தயாரிக்கும் என்பதால், ஊழல் வாய்ப்புகள் முடிவுக்கு வருகிறது.

நண்பர்களே!

மத்திய ஊழல் தடுப்பு கண்காணிப்பு ஆணையம்  வெளிப்படைத் தன்மையை உறுதி செய்வதற்கான அனைவரின் முயற்சிகளையும் ஊக்குவிக்கிறது.
தணிக்கை மற்றும் ஆய்வுகளை நவீனமயமாக்குவது குறித்து ஊழல் தடுப்பு கண்காணிப்பு அமைப்பினர் சிந்திக்க வேண்டும். ஊழலுக்கு எதிரான அரசின் நடவடிக்கை அனைத்து துறைகளிலும் காண வேண்டியது அவசியம். வளர்ச்சியடைந்த இந்தியாவிற்காக, ஊழல் இல்லா நிர்வாகச் சூழலை நாம் உருவாக்க வேண்டும் என்று அவர் தெரிவித்தார்.

 ஊழல் தொடர்புடைய ஒழுங்கு நடவடிக்கைகள் உரிய காலக்கெடுவுக்குள் முடிப்பதற்கான அமைப்பை ஏற்படுத்த வேண்டும். குற்றவியல் வழக்குகளை தொடர்ந்து கண்காணிக்கவும், நிலுவையில் உள்ள ஊழல் வழக்குகளின் அடிப்படையில் துறைகளை தரவரிசைப்படுத்தவும், அது தொடர்பான அறிக்கைகளை மாதந்தோறும் அல்லது காலாண்டு அடிப்படையில் வெளியிட வேண்டும். தொழில் நுட்பத்தின் உதவியுடன் ஊழல் தடுப்பு கண்காணிப்பு செயல்முறையை சீரமைக்க வேண்டும். பொதுமக்களின் குறைகளின் தரவுகளைத் தணிக்கை செய்ய வேண்டிய அவசியம். சம்பந்தப்பட்ட துறையின் ஊழலுக்கான அடிப்படைக் காரணங்களை தெரிந்துகொள்ள முடியும். “ஊழல்வாதிகள் எவ்வளவு சக்தி வாய்ந்தவர்களாக இருந்தாலும், அவர்கள் எந்த சூழ்நிலையிலும் காப்பாற்றப்படக்கூடாது, அது உங்களைப் போன்ற அமைப்புகளின் பொறுப்பு . ஊழல்வாதிகள் எவருக்கும் அரசியல்-சமூக ஆதரவு கிடைக்கக்கூடாது. ஒவ்வொரு ஊழல்வாதியையும் சமூகம் சிறையில் அடைக்க வேண்டும். ஊழலில் ஈடுபட்டவர்கள் என்று நிரூபிக்கப்பட்ட பிறகும் கூட, பலமுறை அவர்கள் புகழப்படுவதைப் பார்த்திருக்கிறோம். இந்த நிலை இந்திய சமுதாயத்திற்கு நல்லதல்ல. இன்றும் சிலர் குற்றவாளிகள் என்று நிரூபிக்கப்பட்ட ஊழல்வாதிகளுக்கு ஆதரவான வாதங்களை முன்வைக்கின்றனர். அவர்களுடைய கடமை குறித்து சமூகம் விழிப்புணர்வு ஏற்படுத்துவது அவசியம். இதில் உங்களுடைய துறைசார்பில் எடுக்கப்பட்ட உறுதியான நடவடிக்கைக்கு பெரிய பங்களிப்பு இருக்கிறது. மத்திய ஊழல் தடுப்பு கண்காணிப்புஆணையம் போன்ற ஊழலுக்கு எதிராக செயல்படும் நிறுவனங்கள் எந்த வகையிலும் தற்காத்துக் கொள்ள வேண்டிய அவசியம் இல்லை.எந்தவொரு அரசியல் சார்பாகவும் பணி செய்ய வேண்டிய அவசியம் இல்லை. ஆனால் சாதாரண குடிமக்களின் வாழ்க்கையை எளிமையாக்குவதற்கு பணியாற்ற வேண்டும். இதற்குஎதிரானவர்கள் இந்த நிறுவனங்களுடன் தொடர்புடைய நடவடிக்கைகளைத் தடுக்கவும், தனிநபர்களை

அவதூறு செய்யவும் முயற்சிப்பார்கள். ஒவ்வொருவரும் தங்கள் கடமைகளை அர்ப்பணிப்புடன் நிறைவேற்ற
சத்தியத்தின் பாதையில் நடக்க வேண்டும்.."நீங்கள் உறுதியுடன்
செயல்படும் போது, நாடே ​​ உங்களுடன் நிற்கும்.

 கடமை மிகப்பெரியது. சவால்களும் மாறிக்கொண்டே இருக்கிறது. விடுதலைபெருவிழாஅமிர்த காலத்தில் ஒரு வெளிப்படையான மற்றும் போட்டித்தன்மை வாய்ந்த சூழலை உருவாக்குவதில் நீங்கள் தொடர்ந்து முக்கிய பங்கு வகிப்பீர்கள் என்று நான் உறுதியாக நம்புகிறேன்.            சட்டத்திற்கு புறம்பான நடவடிக்கையில் ஈடுபடுபவர்களை கண்காணிக்க தொழில்நுட்பத்தை பயன்படுத்தும் போது அவர்களை வரிசைப்படுத்தி காட்டிவிடும். ஊழலுக்கு எதிரான இந்தப் போராட்டத்தில் முடிந்தவரை தொழில்நுட்பத்தைப் பயன்படுத்த வேண்டியது அவசியம,

Prime Minister Shri Narendra Modi chaired the 52nd meeting of PRAGATI, the ICT-enabled, multi-modal platform aimed at fostering Pro-Active Governance and Timely Implementation, by seamlessly integrating efforts of the Central and State Governments, earlier today at Seva Teerth.

During the meeting, the Prime Minister reviewed four critical infrastructure projects across the Road, Power, Industrial Corridor and Metro Rail sectors, covering four States and costing around ₹30,000 crore. These projects, important for economic growth, regional connectivity, industrial development and public welfare, were reviewed with focus on timelines, inter-agency coordination, issue resolution and timely completion.

Prime Minister underlined that delays in infrastructure projects not only lead to cost escalation, but also deprive people and industries of timely benefits. He asked the concerned Ministries and State Governments to resolve pending issues in a mission-mode manner and ensure close monitoring at the highest level.

Prime Minister emphasised the use of PM GatiShakti National Master Plan for efficient planning and timely implementation of infrastructure projects. He also underlined the need for regular and timely updation of project details, utilities, infrastructure layers, clearances and other field-level information on the portal. He further emphasised that the platform must reflect the latest ground situation so that bottlenecks can be identified in advance, inter-agency coordination can be improved and decisions can be taken on the basis of reliable, real-time data.

Prime Minister reviewed TB Mukt Bharat Abhiyan and emphasised the need to leverage latest digital technologies including Artificial Intelligence. He suggested a team of NCC cadets and MY Bharat volunteers, for awareness, patient follow-up and community mobilisation.

Prime Minister also reviewed grievances related to Cyber Crime and Digital Arrest. He expressed concern over the rising misuse of digital platforms to defraud citizens and stressed that such matters require coordinated, sensitive and time-bound handling by all concerned agencies. He noted that citizens should not be made to run from one department or agency to another. He also emphasized the need for clear ownership, faster response, better coordination among law enforcement agencies, banks and digital platforms, and stronger public awareness campaigns.

Prime Minister observed that in cases involving cyber fraud, timely action is crucial to prevent financial loss and restore public confidence. He asked all stakeholders to work in close coordination to strengthen prevention, reporting, investigation and grievance redressal mechanisms. He also emphasised that States should work towards enabling e-Zero FIR mechanisms for faster registration and response in cyber fraud cases.
