Prime Minister Shri Narendra Modi inaugurated the Navi Mumbai International Airport and also launched and dedicated various developmental projects in Mumbai, Maharashtra today. Welcoming all the dignitaries, Shri Modi extended warm greetings to all attendees. He noted the recent celebration of Vijayadashami and Kojagari Purnima, and conveyed his best wishes for the upcoming Diwali festival

Underscoring that Mumbai’s long wait has ended with the city now receiving its second international airport, the Prime Minister highlighted that this airport will play a major role in establishing the region as one of Asia’s largest connectivity hubs. He also remarked that Mumbai has now received a fully underground metro, which will make travel easier and save time for commuters. Shri Modi described the underground metro as a living symbol of a developing India and noted that in a bustling city like Mumbai, this remarkable metro has been constructed underground while preserving historic buildings. He extended his congratulations to the workers and engineers involved in the project.

Underlining that India offers countless opportunities for its youth, the Prime Minister highlighted the recent launch of the ₹60,000 crore PM Setu scheme aimed at linking numerous ITIs across the country with industry. He noted that starting today, the Maharashtra government has introduced new programs in hundreds of ITIs and technical schools. Through these initiatives, Shri Modi said, students will receive training in emerging technologies such as drones, robotics, electric vehicles, solar energy, and green hydrogen. He extended his best wishes to the youth of Maharashtra.

Shri Modi paid tribute to Maharashtra’s son, Lokneta Shri D. B. Patil, recalling his dedicated service to society and farmers. He remarked that Shri Patil’s spirit of service is an inspiration to all, and his life will continue to motivate those working in public life.

“Today, the entire nation is committed to fulfilling the resolve of a Viksit Bharat—an India defined by both speed and progress, where public welfare is paramount and government schemes simplify citizens’ lives”, emphasised Shri Modi remarking that over the past eleven years, this spirit has guided development efforts across every corner of the country. The Prime Minister highlighted that when Vande Bharat semi high-speed trains run on the tracks, when bullet train projects gain momentum, when wide highways and expressways connect new cities, when long tunnels are carved through mountains, and when tall sea bridges link distant shores, India’s speed and progress become visible. He affirmed that such advancements give new wings to the aspirations of India’s youth.

Shri Modi stated that today’s event continues the momentum of India’s development journey. He highlighted that the Navi Mumbai International Airport is a project that reflects the vision of a developed India. Built on the land of Chhatrapati Shivaji Maharaj, the airport is shaped like a lotus flower, symbolizing culture and prosperity. The Prime Minister remarked that this new airport will connect Maharashtra’s farmers to supermarkets in Europe and the Middle East, enabling fresh produce, fruits, vegetables, and fishery products to reach global markets swiftly. He noted that the airport will reduce export costs for nearby small and medium industries, boost investment, and lead to the establishment of new enterprises. He extended his heartfelt congratulations to the people of Maharashtra and Mumbai for the new airport.

Underlining that when there is a resolve to fulfill dreams and a strong will to deliver rapid development to citizens, results are inevitable, the Prime Minister highlighted that India’s aviation sector stands as a major testament to this progress. Recalling his 2014 address upon assuming office, Shri Modi reiterated his vision that even those wearing hawaii chappals should be able to travel by air. To realize this dream, it was essential to build new airports across the country. He affirmed that the government took this mission seriously and, over the past eleven years, new airports have been constructed one after another. In 2014, India had only 74 airports; today, the number has crossed 160.

Prime Minister stated that the construction of airports in smaller cities has provided residents with new options for air travel. To address financial constraints, the government launched the UDAN scheme, aimed at making air tickets affordable for the common citizen. He highlighted that over the past decade, millions of people have flown for the first time under this scheme, fulfilling their long-held dreams.

Emphasising that the construction of new airports and the UDAN scheme have provided convenience to citizens, Shri Modi highlighted that India has now become the world’s third-largest domestic aviation market. He remarked that Indian airlines are continuously expanding and placing orders for hundreds of new aircraft. This growth is creating new opportunities for pilots, cabin crew, engineers, and ground workers.

Pointing out that as the number of aircraft increases, the demand for maintenance and repair operations also rises, the PM highlighted that India is developing new facilities domestically to meet this need. He affirmed that the goal is to establish India as a major MRO (Maintenance, Repair, and Overhaul) hub by the end of this decade. He noted that this initiative is also creating numerous new employment opportunities for India’s youth.

“India is the youngest country in the world, and its strength lies in its youth”, exclaimed the Prime Minister, emphasising that every government policy is focused on creating maximum employment opportunities for young people. He remarked that increased investment in infrastructure leads to job creation, citing the ₹76,000 crore Vadhavan Port project as an example. He added that when trade expands and the logistics sector gains momentum, employment is generated.

Shri Modi affirmed that India is nurtured in values where national policy forms the basis of politics. For the government, every rupee spent on infrastructure is a means to enhance citizens’ convenience and capability. He contrasted this with a political stream in the country that prioritizes power over public welfare. He stated that such individuals obstruct development work and derail projects through scams and corruption, and that the nation has witnessed such misgovernance for decades.

Noting that the metro line inaugurated today serves as a reminder of the actions of certain previous administrations, Shri Modi recalled participating in its foundation stone ceremony, which had raised hopes among lakhs of Mumbai families for reduced hardships. However, he remarked that a subsequent government halted the project, causing the nation a loss of thousands of crores and prolonged inconvenience for several years. The Prime Minister highlighted that with the completion of this metro line, a journey of two to two-and-a-half hours will now take only 30 to 40 minutes. In a city like Mumbai, where every minute counts, he noted that citizens were deprived of this facility for three to four years, calling it nothing short of a grave injustice.

“For the past eleven years, the government has placed strong emphasis on improving ease of living for citizens”, said the Prime Minister, underscoring that unprecedented investment is being made in facilities such as railways, roads, airports, metros, and electric buses. He cited projects like Atal Setu and the Coastal Road as examples of this development.

Shri Modi further remarked that efforts are underway to integrate all modes of transport to ensure seamless travel, eliminating the need for commuters to switch modes with difficulty. He affirmed that India is progressing towards the vision of One Nation, One Mobility. He noted that the Mumbai One App is another step in this direction, enabling citizens to avoid long queues for tickets. With this app, a single ticket can be used across local trains, buses, metros, and taxis.

Prime Minister stated that Mumbai, being India’s financial capital and one of its most vibrant cities, was targeted by terrorists in the 2008 attacks. He remarked that the government in power at the time sent a message of weakness and appeared to surrender before terrorism. Shri Modi referred to a recent revelation by a senior opposition party leader and former Home Minister, who claimed that after the Mumbai attacks, India’s armed forces were ready to strike Pakistan. He noted that the entire nation supported such action. However, according to the opposition leader, the government halted the military response due to pressure from a foreign country. The Prime Minister demanded that the opposition party clarify who influenced this decision, which he said undermined the sentiments of Mumbai and the nation. He asserted that the opposition party’s weakness emboldened terrorists and compromised national security, a cost the country paid with innocent lives.

“For our government, nothing is more important than the security of the nation and its citizens”, affirmed the Prime Minister, stating that today’s India responds with strength and strikes back within enemy territory, as witnessed and acknowledged globally during Operation Sindoor.

Shri Modi emphasized that empowering the poor, neo-middle class, and middle class is a national priority. He remarked that when these families receive access to facilities and respect, their capabilities grow, and the collective strength of citizens makes the nation stronger. He highlighted that recent next-generation reforms in GST have made several goods more affordable, further enhancing the purchasing power of the people. Citing market data, he noted that this Navratri season broke multi-year sales records, with record numbers of people purchasing scooters, bikes, televisions, refrigerators, and washing machines.

Affirming that the government will continue to take steps that improve citizens’ lives and strengthen the nation, Shri Modi urged everyone to embrace swadeshi and proudly say, “This is swadeshi”—a mantra that should resonate in every home and marketplace. He emphasized that when every citizen buys swadeshi clothes and shoes, brings home swadeshi products, and gives swadeshi gifts, the nation’s wealth remains within the country. This, he said, will generate employment for Indian workers and create jobs for the youth. The Prime Minister encouraged people to imagine the immense strength India will gain when the entire nation adopts swadeshi.

The Prime Minister concluded by stating that Maharashtra has always been at the forefront of accelerating India’s development. He affirmed that their governments at Union and State will continue working tirelessly to enhance the capabilities of every town and village in Maharashtra and extended his congratulations and best wishes to all for the development initiatives.

Governor of Maharashtra, Shri Acharya Devvrat, Chief Minister of Maharashtra, Shri Devendra Fadnavis, Union Ministers, Shri Ramdas Athawale, Shri Rammohan Naidu Kinjarapu, Shri Murlidhar Mohol, Japan’s Ambassador to India, Mr. Keiichi Ono were present among other dignitaries at the event.

Background

In line with his vision of transforming India into a global aviation hub, Prime Minister inaugurated the Phase 1 of Navi Mumbai International Airport (NMIA) built at a cost of around Rs. 19,650 crores.

The Navi Mumbai International Airport is India’s largest Greenfield airport project, developed under a Public–Private Partnership (PPP). As the second international airport for the Mumbai Metropolitan Region, NMIA will work in tandem with Chhatrapati Shivaji Maharaj International Airport (CSMIA) to ease congestion and elevate Mumbai into the league of global multi-airport systems. The airport, designed to be among the most efficient in the world with 1160 Ha area, will eventually handle 90 million passengers annually (MPPA) and 3.25 million metric tonnes of cargo.

Among its unique offerings is an Automated People Mover (APM), a transit system planned to connect all four passenger terminals for smooth inter-terminal transfers, as well as a landside APM linking the city-side infrastructure. In line with sustainable practices, the airport will feature dedicated storage for Sustainable Aviation Fuel (SAF), solar power generation of approximately 47 MW, and EV bus services for public connectivity across the city. NMIA will also be the first airport in the country to be connected by Water Taxi.

Prime Minister inaugurated Phase 2B of the Mumbai Metro Line-3, stretching from Acharya Atre Chowk to Cuffe Parade, constructed at an estimated cost of around Rs. 12,200 crore. With this, he will dedicate the entire Mumbai Metro Line 3 (Aqua Line) — to the nation with a total cost of over Rs. 37,270 crore, marking a major milestone in the city’s urban transport transformation.

As Mumbai’s first and only fully underground metro line, this project is set to redefine commuting across the Mumbai Metropolitan Region (MMR), offering a faster, more efficient, and modern transit solution for millions of residents.

The Mumbai Metro Line–3, spanning 33.5 km from Cuffe Parade to Aarey JVLR with 27 stations, will cater to 13 lakh passengers daily. The final Phase 2B of the project will provide seamless connectivity to South Mumbai’s heritage and cultural districts such as Fort, Kala Ghoda, and Marine Drive, along with direct access to key administrative and financial hubs including the Bombay High Court, Mantralaya, Reserve Bank of India (RBI), Bombay Stock Exchange (BSE), and Nariman Point.

The Metro Line-3 has been designed to ensure efficient integration with other modes of transport, including railways, airports, other metro lines, and monorail services, thereby enhancing last-mile connectivity and reducing congestion across the metropolitan region.

Prime Minister also launched “Mumbai One” – Integrated Common Mobility App for 11 Public transport Operators (PTO) across Metro, Monorail, Suburban railways and Bus PTOs. These include Mumbai Metro Line 2A & 7, Mumbai Metro Line 3, Mumbai Metro Line 1, Mumbai Monorail, Navi Mumbai Metro, Mumbai Suburban Railway, Brihanmumbai Electric Supply and Transport (BEST), Thane Municipal Transport, Mira Bhayander Municipal Transport, Kalyan Dombivali Municipal Transport and Navi Mumbai Municipal Transport .

Mumbai One App offers commuters a range of benefits, including integrated mobile ticketing across multiple Public Transport Operators, elimination of queueing by promoting digital transactions, and seamless multimodal connectivity through a single dynamic ticket for trips involving multiple transport modes. It also provides real-time journey updates on delays, alternative routes, and estimated arrival times, along with map-based information on nearby stations, attractions, and points of interest, and an SOS feature to ensure commuter safety. Together, these features enhance convenience, efficiency, and security, transforming the public transportation experience across Mumbai.

Prime Minister also inaugurated the Short-Term Employability Program (STEP), a pioneering initiative by the Department of Skill, Employment, Entrepreneurship, and Innovation in Maharashtra. The program will be rolled out across 400 Government ITIs and 150 Government Technical High Schools, marking a major step in aligning skill development with industry requirements to enhance employability. STEP will establish 2,500 new training batches, including 364 exclusive batches for women and 408 batches in emerging technology courses such as Artificial Intelligence (AI), Internet of Things (IoT), Electric Vehicles (EV), Solar, and Additive Manufacturing etc.

India-Italy Joint Declaration

At the invitation of the President of the Council of Ministers of the Italian Republic, Giorgia Meloni, the Prime Minister of India, Shri Narendra Modi, paid an official visit to Italy on 19-20 May 2026. The visit, following Prime Minister Modi’s visit to Italy in June 2024 for the G7 Summit and Prime Minister Meloni’s visit to India for the G20 Summit in 2023, provided renewed momentum to the bilateral ties. The two leaders decided to elevate India-Italy relations to the level of a Special Strategic Partnership.

Political Dialogue

The two Prime Ministers welcomed the strong momentum of high-level exchanges and agreed to hold annual meetings of leaders including on the sidelines of multilateral events, as well as regular Ministerial and institutional-level meetings.

They appreciated the concrete progress achieved across the diverse pillars of the Joint Strategic Action Plan 2025-2029 adopted by the two leaders in their meeting during the G20 Summit held in Rio de Janeiro in November 2024. They agreed to establish Foreign Ministers-led mechanism to review the India-Italy Joint Strategic Action Plan 2025-29 and provide strategic guidance to India-Italy Special Strategic Partnership.

Economic Cooperation and Investments

Both leaders expressed satisfaction at the growing dynamism of bilateral economic and industrial cooperation, with three high level business fora held since the last year. Building on the opportunities arising from India’s rapid and consistent economic growth and the successful conclusion of the negotiations for the EU–India Free Trade Agreement, they reaffirmed the shared objective of expanding bilateral trade in both direction with aim to reach to € 20 billion by 2029.

They welcomed the increase of bilateral investments in key sectors and encouraged the respective industries to forge industrial and technology partnerships in order to build resilient supply chains. They welcomed the prospect of greater investments, particularly in textiles, clean technologies, semiconductors, automotive, energy, tourism, pharmaceuticals and medical technologies, digital technologies, critical raw materials, steel, ports and infrastructure. They encouraged industries to utilize the policy incentives and schemes in place in both countries which seek to enhance business linkages and production facilities.

Both Prime Ministers agreed to encourage dialogue and cooperation among stock exchanges, investment funds, venture capital, banks, insurance companies and financial institutions.

They agreed to facilitate industrial partnerships, including between SMEs, to foster deeper integration of supply chains. They encouraged new sectoral missions in the coming months in priority areas of mutual interest.

The two Prime Ministers welcomed the signing of the Memorandum of Understanding for cooperation in Critical Minerals. They agreed to further strengthen and expand bilateral cooperation in field of critical minerals by establishing a structured framework for collaboration, with particular emphasis on sustainability and resilient supply chains. They underscored the importance of promoting joint efforts in recovery of critical minerals from unconventional sources, including electronic waste and mine tailings, as an integral component of circular economy initiatives. They also expressed satisfaction on signing of the Memorandum of Understanding for cooperation in the field of agriculture and agricultural research between respective ministries and institutions.

Connectivity

The two Prime Ministers reaffirmed their commitment to cooperate on the India-Middle East-Europe Economic Corridor (IMEC), recognising its transformational potential in reshaping and promoting global trade, connectivity and prosperity. Appreciating the preliminary discussions around the project, they encouraged the first IMEC Ministerial meeting to take concrete steps for advancing this initiative in 2026.

They welcomed the signing of an MoU on maritime transport and ports and directed their respective ministries/departments to establish a joint working group to implement the MoU at the earliest.

Science, Technology, Innovation, Start-ups and Artificial Intelligence

The two Prime Ministers reaffirmed that innovation, science and technology are core drivers of the India-Italy partnership.

They announced the creation of INNOVIT India, an innovation hub located in India aimed at strengthening cooperation between the respective innovation ecosystems, support startup acceleration programs, market access and business matching, joint research, university collaboration, and talent mobility in sectors including fintech, healthcare, semiconductors, logistics and supply chains, agritech, energy, quantum computing, and artificial intelligence. Both leaders welcomed the inaugural Science and Innovation Dialogue between Indian and Italian universities and research centres held in Delhi in April 2025 and look forward to holding its next edition in Italy later this year.

Both leaders underlined the importance of an open, free, secure, stable, accessible and peaceful ICT environment, which is an enabler for innovation and economic growth. PM Modi thanked PM Meloni for Italy’s constructive participation in the AI Impact Summit that took place on 19th February 2026 in New Delhi. Both leaders reaffirmed their commitment to a human-centric, secure, trustworthy and robust Artificial Intelligence. They agreed to collaborate in this domain including in third countries.

The two Prime Ministers placed particular emphasis on opportunities for cooperation in the field of supercomputing.

Building on the 2025–2027 Executive Program for Scientific Cooperation, they supported the implementation of joint projects and the facilitation of mobility of researchers in area of quantum technologies, renewable energy, green hydrogen and sustainable blue economy. They also welcomed the ongoing implementation of the Memorandum of Understanding for cooperation in the field of scientific research and the launching of a joint call for proposals to fund research projects.

The two Prime Ministers acknowledged the longstanding scientific collaboration between the Indian Academia and the International Centre for Theoretical Physics (ICTP) in Trieste and welcomed the signing of a Letter of Intent between the Indian Department of Science and Technology and the Elettra Sincrotrone center in Trieste, Italy in support of activities related to the access of synchrotron radiation facility at Elettra for Indian researchers.

Space

While appreciating the ongoing collaboration between Italian Space Agency and the Indian Space Research Organisation, the two leaders agreed to strengthen the partnership on Earth observation, heliophysics and space exploration, with focused thematic engagement and to explore cooperation on access to space and protection of space infrastructures. They expressed satisfaction with the recent reciprocal visits of their respective space industry delegations and looked forward to further promote commercial collaboration through exchanges of experts and joint initiatives also in third countries.

Defence

Both Prime Ministers expressed satisfaction with the deepening of defence cooperation including through Ministerial exchanges, service-to-service ties, port visits, and welcomed the adoption of a Joint Declaration of Intent and a Defence Industrial Roadmap which will promote partnerships for technological cooperation, co-production and co-development projects, including helicopters, naval platforms, marine armament and electronic warfare. They also recognized the importance of protecting critical infrastructures and their related supply chains through the strengthening of industrial resilience.

The two sides agreed to examine the feasibility of establishing an annual high level military structured dialogue, complementing the work of the Joint Defence Committee and the Military Cooperation Group, and to promote joint exercises and inter-force courses.

Both leaders agreed to launch a Dialogue on Maritime Security, with the aim of increasing maritime security cooperation, coordination, and the exchange of information and best practices in the maritime domain.

Security

The two leaders strongly condemned terrorism and violent extremism in all its forms and manifestations, including cross border terrorism. The two leaders strongly condemned the April 2025 Pahalgam terror attack and reiterated their commitment to cooperate in the fight against terrorists and terrorist groups and their affiliates including those listed in the UN Security Council 1267 Sanctions regime. They called upon all countries to continue to work towards eliminating terrorist safe havens and infrastructure, disrupting terrorist networks and combating the financing of terrorism, consistent with the Financial Action Task Force’s guidelines. Both leaders reiterated their commitment to work together at the UN, FATF and other multilateral platforms.

Both leaders welcomed the first meeting of the Permanent Task Force between India and Italy on countering the financing of terrorism and the upcoming meeting of the Joint Working Group on Counter Terrorism.

Both leaders welcomed the conclusion of an MoU between the Italian Guardia di Finanza and the Directorate of Enforcement of India and looked forward to early conclusion of the Agreement on Exchange and Mutual Protection of Classified Information and the Agreement on strengthening of Police Cooperation. They also welcomed the ongoing discussions on other agreements including Extradition Treaty and Mutual Legal Assistance Treaty.

Migration and Mobility

The two leaders agreed to enhance mobility of students, researchers and skilled workers, particularly in STEM sectors, and to expand cooperation on skills development, in line with the needs of the labour market, including through a specific Joint Declaration of Intent on the facilitation of mobility of nurses from India to Italy. In this context, they welcomed the ongoing discussions between relevant agencies on Social Security Agreement (SSA).

They welcomed the launch of "ICI - Italy Calls India: a University-Enterprise talent bridge” aimed at enhancing the talent of Indian students enrolled in Italian universities by offering concrete pathways for guidance, matching, and qualified integration into Italian enterprises.

They also discussed the possibility of strengthening the cooperation to fight against irregular migration, labour exploitation and human trafficking to ensure safe and legal migration.

Culture and Educational Exchanges

The two leaders highlighted culture as a key pillar of bilateral dialogue and welcomed the signing of an MoU regarding Italy’s participation in the development of the National Maritime Heritage Complex in Lothal. They acknowledged the Indian National Pavilion at the Venice Art Biennale in 2026. They expressed their intention to celebrate 2027 as the "Year of Culture and Tourism between Italy and India”, which will feature a broad calendar of initiatives, and pave the way to a major exhibition on ancient cultural relations between Italy and India to be co-organized by the two Ministries of Culture.

The two leaders encouraged the organization of an Italy–India Cultural Forum, bringing together institutions, experts, and representatives of the creative industries. The two leaders appreciated the launching of the twinning program between Indian and Italian sites inscribed on the UNESCO World Heritage List, aimed at strengthening cooperation in the protection, enhancement and management of cultural heritage.

The two leaders agreed to further develop the film and audio-visual cooperation between the two Nations, building on the strength and innovative capacities of their industries and on the legal framework provided by the bilateral co-production agreement.

The two Prime Ministers reaffirmed their intention to strengthening cooperation in higher education and welcomed the adoption of the Indo-Italian Roadmap on Higher Education and Research. Prime Minister Modi invited Italian universities and institutions of excellence to open campuses in India under India’s New Education Policy.

India-EU Relations

The Leaders welcomed the new Joint India–EU Comprehensive Strategic Agenda agreed at the India–EU Summit on 27 January 2026 and the conclusion of negotiations of the India–EU Free Trade Agreement which would elevate ties to a new level by enhancing market access, reducing trade barriers, and strengthening economic security and resilience through diversified value chains and new market opportunities.

They also reaffirmed their support for strengthening the India–EU Trade and Technology Council as a key platform for cooperation in trade, critical technologies, and economic security. The leaders welcomed the India–EU Security and Defence Partnership and appreciated progress in mobility cooperation, including the MoU on a Comprehensive Framework for Mobility.

Multilateral Cooperation

Both Leaders stressed the urgent need to reform the United Nations to make it more representative and suited to present-day realities.

Both Leaders emphasized the importance of working together in the United Nations and other global platforms including G20 to protect multilateralism and uphold a rules-based international order.

Recognizing the strategic priority both countries attach to Africa, the two Prime Ministers agreed to work together in trilateral initiatives with African partners in areas such as Digital Public Infrastructure (DPI), agriculture, education, healthcare, artificial intelligence, connectivity and infrastructure and renewable energy in line with India’s development partnership in Africa and Italy’s Mattei Plan.

The Leaders reaffirmed their shared commitment to a free, open, peaceful and prosperous Indo-Pacific, in line with international law, including UNCLOS. They look forward to their continued partnership in Science and Technology and Academic cooperation pillar of Indo-Pacific Ocean Initiatives.

Both leaders expressed deep concern over the situation in the West Asia/the Middle East and its effects in the region as well as the rest of the world. The leaders welcomed the ceasefire announced on 8 April 2026 and underlined the importance of de-escalation, dialogue and diplomacy for a lasting peace in the West Asia/the Middle East. They also called for freedom of navigation and the resumption of global flows through Strait of Hormuz.

Both leaders expressed concern over the ongoing war in Ukraine, which continues to cause immense human suffering and negative global consequences. They agreed to continue to support efforts towards the achievement of a comprehensive, just and lasting peace in Ukraine through dialogue and diplomacy, in accordance with the international law and the principles of the UN Charter.

Conclusion

Noting the impressive growth and deepening of India-Italy Special Strategic Partnership, the two leaders reaffirmed their commitment to further expand cooperation across all sectors and continue close high-level consultations on key global and regional developments.
