ਬਜਟ 2024-25 ਬਾਰੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਦੇ ਵਿਚਾਰ

“ਵਿਕਸਿਤ ਭਾਰਤ (Viksit Bharat) ਦੇ ਲਈ ਬਜਟ ਸਮਾਵੇਸ਼ੀ ਵਿਕਾਸ ਸੁਨਿਸ਼ਚਿਤ ਕਰਦਾ ਹੈ, ਸਮਾਜ ਦੇ ਹਰ ਵਰਗ ਨੂੰ ਲਾਭ ਪਹੁੰਚਾਉਂਦਾ ਹੈ ਅਤੇ ਵਿਕਸਿਤ ਭਾਰਤ ਦਾ ਮਾਰਗ ਪੱਧਰਾ ਕਰਦਾ ਹੈ” ;
“ਸਰਕਾਰ ਨੇ ਇੰਪਲੌਇਮੈਂਟ ਲਿੰਕਡ ਇੰਸੈਂਟਿਵ ਸਕੀਮ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ। ਇਸ ਨਾਲ ਕਰੋੜਾਂ ਨਵੀਆਂ ਨੌਕਰੀਆਂ ਪੈਦਾ ਹੋਣਗੀਆਂ”
“ਇਸ ਬਜਟ ਨਾਲ ਸਿੱਖਿਆ ਅਤੇ ਕੌਸ਼ਲ ਵਿਕਾਸ (education and skill development) ਨੂੰ ਨਵਾਂ ਆਯਾਮ (new scale) ਮਿਲੇਗਾ”

“ਅੱਜ ਦਾ ਬਜਟ ਭਾਰਤ ਨੂੰ ਦੁਨੀਆ ਦੀ ਤੀਸਰੀ ਸਭ ਤੋਂ ਬੜੀ ਆਰਥਿਕ ਸ਼ਕਤੀ ਬਣਾਉਣ ਵਿੱਚ ਉਤਪ੍ਰੇਰਕ ਦੀ ਭੂਮਿਕਾ ਨਿਭਾਏਗਾ ਅਤੇ ਵਿਕਸਿਤ ਭਾਰਤ ਦੀ ਠੋਸ ਨੀਂਹ ਰੱਖੇਗਾ”
ਪ੍ਰਧਾਨ ਮੰਤਰੀ, ਸ਼੍ਰੀ ਨਰੇਂਦਰ ਮੋਦੀ ਨੇ ਕੇਂਦਰੀ ਵਿੱਤ ਮੰਤਰੀ, ਸ਼੍ਰੀਮਤੀ ਨਿਰਮਲਾ ਸੀਤਾਰਮਣ ਦੁਆਰਾ ਅੱਜ ਲੋਕ ਸਭਾ ਵਿੱਚ ਪ੍ਰਸਤੁਤ ਕੇਂਦਰੀ ਬਜਟ 2024-25 ਦੀ ਸ਼ਲਾਘਾ ਕੀਤੀ।

ਪ੍ਰਧਾਨ ਮੰਤਰੀ, ਸ਼੍ਰੀ ਨਰੇਂਦਰ ਮੋਦੀ ਨੇ ਕੇਂਦਰੀ ਵਿੱਤ ਮੰਤਰੀ, ਸ਼੍ਰੀਮਤੀ ਨਿਰਮਲਾ ਸੀਤਾਰਮਣ ਦੁਆਰਾ ਅੱਜ ਲੋਕ ਸਭਾ ਵਿੱਚ ਪ੍ਰਸਤੁਤ ਕੇਂਦਰੀ ਬਜਟ 2024-25 ਦੀ ਸ਼ਲਾਘਾ ਕੀਤੀ।

ਕੇਂਦਰੀ ਬਜਟ 2024-25 ਬਾਰੇ ਆਪਣੇ ਵਿਚਾਰ ਪ੍ਰਗਟ ਕਰਦੇ ਹੋਏ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਦੇਸ਼ ਨੂੰ ਵਿਕਾਸ ਦੀਆਂ ਨਵੀਆਂ ਉਚਾਈਆਂ ‘ਤੇ ਲਿਜਾਣ ਵਾਲੇ ਇਸ ਮਹੱਤਵਪੂਰਨ ਬਜਟ ਲਈ ਸਾਰੇ ਦੇਸ਼ਵਾਸੀਆਂ ਨੂੰ ਵਧਾਈਆਂ ਦਿੱਤੀਆਂ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕੇਂਦਰੀ ਵਿੱਤ ਮੰਤਰੀ ਸ਼੍ਰੀਮਤੀ ਨਿਰਮਲਾ ਸੀਤਾਰਮਣ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀ ਪੂਰੀ ਟੀਮ ਵਧਾਈ ਦੇ ਪਾਤਰ ਹਨ।

 ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਿਹਾ, ਕੇਂਦਰੀ ਬਜਟ 2024-25 ਸਮਾਜ ਦੇ ਹਰ ਵਰਗ ਨੂੰ ਸ਼ਕਤੀ ਦੇਵੇਗਾ“, “ਇਹ ਪਿੰਡਾਂ ਦੇ ਗ਼ਰੀਬ ਕਿਸਾਨਾਂ ਨੂੰ ਸਮ੍ਰਿੱਧੀ ਦੇ ਰਾਹ ‘ਤੇ ਲਿਜਾਏਗਾ।“ 25 ਕਰੋੜ ਲੋਕਾਂ ਦੇ ਗ਼ਰੀਬੀ ਦੇ ਚੁੰਗਲ਼ ਤੋਂ ਬਾਹਰ ਨਿਕਲਣ ਦੇ ਬਾਅਦ ਇੱਕ ਨਵੇਂ-ਮੱਧ ਵਰਗ (neo-middle class) ਦੇ ਉੱਭਰਨ ਦਾ ਉਲੇਖ ਕਰਦੇ ਹੋਏ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਬਜਟ ਉਨ੍ਹਾਂ ਦੇ ਸਸ਼ਕਤੀਕਰਣ ਵਿੱਚ ਨਿਰੰਤਰਤਾ ਜੋੜਦਾ ਹੈ ਅਤੇ ਰੋਜ਼ਗਾਰ ਦੇ ਅਣਗਿਣਤ ਅਵਸਰ ਪ੍ਰਦਾਨ ਕਰਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ, “ਇਸ ਬਜਟ ਨਾਲ ਸਿੱਖਿਆ ਅਤੇ ਕੌਸ਼ਲ ਵਿਕਾਸ ਨੂੰ ਨਵਾਂ ਆਯਾਮ ਮਿਲੇਗਾ।” “ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਸ਼੍ਰੀ ਮੋਦੀ ਨੇ ਇਸ ਬਾਤ ਨੂੰ ਰੇਖਾਂਕਿਤ ਕੀਤਾ ਕਿ ਇਹ ਬਜਟ ਮੱਧ ਵਰਗ, ਜਨਜਾਤੀਯ ਸਮਾਜ, ਦਲਿਤ ਅਤੇ ਪਿਛੜਿਆਂ ਨੂੰ ਸਸ਼ਕਤ ਕਰਨ ਦੀਆਂ ਮਜ਼ਬੂਤ ਯੋਜਨਾਵਾਂ ਦੇ ਨਾਲ ਆਇਆ ਹੈ। ਉਨ੍ਹਾਂ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਇਸ ਸਾਲ ਦਾ ਬਜਟ ਮਹਿਲਾਵਾਂ ਦੀ ਆਰਥਿਕ ਭਾਗੀਦਾਰੀ ਸੁਨਿਸ਼ਚਿਤ ਕਰੇਗਾ ਅਤੇ ਨਾਲ ਹੀ ਇਸ ਨਾਲ ਛੋਟੇ ਕਾਰੋਬਾਰਾਂ ਅਤੇ ਐੱਮਐੱਸਐੱਮਈਜ਼ (MSMEs) ਦੇ ਲਈ ਪ੍ਰਗਤੀ ਦਾ ਨਵਾਂ ਰਸਤਾ ਮਿਲੇਗਾ। ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਸ਼੍ਰੀ ਮੋਦੀ ਨੇ ਕਿਹਾ, “ਕੇਂਦਰੀ ਬਜਟ ਮੈਨੂਫੈਕਚਰਿੰਗ ‘ਤੇ ਭੀ ਬਲ ਦਿੰਦਾ ਹੈ, ਇਨਫ੍ਰਾਸਟ੍ਰਕਚਰ ‘ਤੇ ਭੀ ਬਲ ਦਿੰਦਾ ਹੈ।” ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਬਾਤ ਨੂੰ ਰੇਖਾਂਕਿਤ ਕੀਤਾ ਕਿ ਇਹ ਨਿਰੰਤਰਤਾ ਬਣਾਈ ਰੱਖਦੇ ਹੋਏ ਆਰਥਿਕ ਵਿਕਾਸ ਨੂੰ ਨਵੀਂ ਤਾਕਤ ਦੇਵੇਗਾ।

ਰੋਜ਼ਗਾਰ ਅਤੇ ਸਵੈ-ਰੋਜ਼ਗਾਰ ਦੇ ਪ੍ਰਤੀ ਸਰਕਾਰ ਦੀ ਪ੍ਰਤੀਬੱਧਤਾ ਦੁਹਰਾਉਂਦੇ ਹੋਏ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਪੀਐੱਲਆਈ ਸਕੀਮ (PLI scheme) ਦੀ ਸਫ਼ਲਤਾ ਦਾ ਉਲੇਖ ਕੀਤਾ ਅਤੇ ਇੰਪਲੌਇਮੈਂਟ ਲਿੰਕਡ ਇੰਸੈਂਟਿਵ ਸਕੀਮ(Employment Linked Incentive scheme) ਨੂੰ ਉਜਾਗਰ ਕੀਤਾ, ਜਿਸ ਨਾਲ ਰੋਜ਼ਗਾਰ ਦੇ ਕਰੋੜਾਂ ਨਵੇਂ ਅਵਸਰਾਂ ਦੀ ਸਿਰਜਣਾ ਹੋਵੇਗੀ। ਇਸ ਸਕੀਮ ਦੇ ਤਹਿਤ, ਜੀਵਨ ਵਿੱਚ ਪਹਿਲੀ ਨੌਕਰੀ ਪਾਉਣ(ਪ੍ਰਾਪਤ ਕਰਨ) ਵਾਲੇ ਯੁਵਾ ਦੇ ਪਹਿਲੇ ਵੇਤਨ ਦਾ ਖਰਚ ਸਰਕਾਰ ਦੁਆਰਾ ਉਠਾਇਆ ਜਾਵੇਗਾ। ਉਨ੍ਹਾਂ ਨੇ ਹਾਇਰ ਐਜੂਕੇਸ਼ਨ ਦੇ ਪ੍ਰਾਵਧਾਨਾਂ ਅਤੇ 1 ਕਰੋੜ ਨੌਜਵਾਨਾਂ ਲਈ ਇੰਟਰਨਸ਼ਿਪਸ ਦੀ ਸਕੀਮ ਦਾ ਭੀ ਉਲੇਖ ਕੀਤਾ। ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਿਹਾ, “ਸਕੀਮ ਦੇ ਤਹਿਤ ਦੇਸ਼ ਦੀਆਂ ਟੌਪ ਕੰਪਨੀਆਂ ਵਿੱਚ ਕੰਮ ਕਰਨ ਵਾਲੇ ਯੁਵਾ ਇੰਟਰਨਸ (young interns) ਦੇ ਸਾਹਮਣੇ ਸੰਭਾਵਨਾਵਾਂ ਦੇ ਨਵੇਂ ਦੁਆਰ (new avenues) ਖੁੱਲ੍ਹਣਗੇ।”

ਹਰ ਸ਼ਹਿਰ, ਹਰ ਪਿੰਡ ਅਤੇ ਹਰ ਘਰ (every city, every village and every household) ਵਿੱਚ ਉੱਦਮੀ (entrepreneurs) ਤਿਆਰ ਕਰਨ ਦੀ ਪ੍ਰਤੀਬੱਧਤਾ ‘ਤੇ ਜ਼ੋਰ ਦਿੰਦੇ ਹੋਏ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਮੁਦਰਾ ਲੋਨ (Mudra Loan) ਦੇ ਤਹਿਤ ਬਿਨਾ ਗਰੰਟੀ ਵਾਲੇ ਲੋਨ(collateral-free loans) ਦੀ ਸੀਮਾ 10 ਲੱਖ ਰੁਪਏ ਤੋਂ ਵਧਾ ਕੇ 20 ਲੱਖ ਰੁਪਏ ਕਰਨ ਦਾ ਉਲੇਖ ਕੀਤਾ, ਜਿਸ ਨਾਲ ਛੋਟੇ ਕਾਰੋਬਾਰੀਆਂ, ਮਹਿਲਾਵਾਂ, ਦਲਿਤਾਂ, ਪਿਛੜਿਆਂ ਅਤੇ ਵੰਚਿਤਾਂ (small businessmen, women, dalits, backwards and deprived) ਨੂੰ ਕਾਫੀ ਲਾਭ ਮਿਲੇਗਾ।

ਭਾਰਤ ਨੂੰ ਦੁਨੀਆ ਦੀ ਮੈਨੂਫੈਕਚਰਿੰਗ ਹੱਬ ਬਣਾਉਣ ਦੀ ਪ੍ਰਤੀਬੱਧਤਾ ਵਿਅਕਤ ਕਰਦੇ ਹੋਏ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਐੱਮਐੱਸਐੱਮਈ (MSME) ਦੇ ਦੇਸ਼ ਦੇ ਮੱਧ ਵਰਗ ਨਾਲ ਜੁੜੇ ਹੋਣ ਅਤੇ ਗ਼ਰੀਬ ਤਬਕੇ ਦੇ ਲਈ ਰੋਜ਼ਗਾਰ ਦੀਆਂ ਸੰਭਾਵਨਾਵਾਂ ‘ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ। ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਛੋਟੇ ਉਦਯੋਗਾਂ ਨੂੰ ਬੜੀ ਤਾਕਤ ਦੇਣ ਦੇ ਲਈ ਬਜਟ ਵਿੱਚ ਐਲਾਨੀ ਨਵੀਂ ਯੋਜਨਾ ਬਾਰੇ ਜਾਣਕਾਰੀ ਦਿੱਤੀ, ਜਿਸ ਨਾਲ ਐੱਮਐੱਸਐੱਮਈਜ਼ (MSMEs) ਲਈ ਰਿਣ ਦੀ ਸੁਗਮਤਾ (ease of credit) ਵਧੇਗੀ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ, “ਬਜਟ ਵਿੱਚ ਕੀਤੇ ਗਏ ਐਲਾਨ ਮੈਨੂਫੈਕਚਰਿੰਗ ਅਤੇ ਐਕਸਪੋਰਟ ਨੂੰ ਹਰ ਜ਼ਿਲ੍ਹੇ ਤੱਕ ਲੈ ਜਾਣਗੇ।” ਉਨ੍ਹਾਂ ਕਿਹਾ,“ਈ-ਕਮਰਸ, ਐਸਪੋਰਟ ਹੱਬਾਂ ਅਤੇ ਫੂਡ ਕੁਆਲਿਟੀ ਟੈਸਟਿੰਗ (e-Commerce, export hubs and food quality testing) ਇੱਕ ਜ਼ਿਲ੍ਹਾ-ਇੱਕ ਉਤਪਾਦ (One District-One Product) ਪ੍ਰੋਗਰਾਮ ਨੂੰ ਨਵੀਂ ਗਤੀ ਦੇਣਗੇ।”

ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਇਸ ਬਾਤ ‘ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ ਕਿ ਕੇਂਦਰੀ ਬਜਟ 2024-25 ਭਾਰਤ ਦੇ ਸਟਾਰਟਅੱਪ ਅਤੇ ਇਨੋਵੇਸ਼ਨ ਈਕੋਸਿਸਟਮ (India’s startup and innovation ecosystem) ਦੇ ਲਈ ਕਈ ਅਵਸਰ ਲੈ ਕੇ ਆਇਆ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਸਪੇਸ ਇਕੌਨਮੀ (space economy) ਨੂੰ ਪ੍ਰੋਤਸਾਹਨ ਦੇਣ ਲਈ ਇੱਕ ਹਜ਼ਾਰ ਕਰੋੜ ਰੁਪੇ ਦੇ ਫੰਡ ਅਤੇ ਏਂਜਲ ਟੈਕਸ (angel tax) ਨੂੰ ਖ਼ਤਮ ਕਰਨ ਦੀਆਂ ਉਦਾਹਰਣਾਂ ਦਿੱਤੀਆਂ।

 ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ 12 ਨਵੇਂ ਇੰਡਸਟ੍ਰੀਅਲ ਨੋਡਸ, ਨਵੇਂ ਸੈਟੇਲਾਇਟ ਟਾਊਨਸ (new satellite towns) ਅਤੇ 14 ਬੜੇ ਸ਼ਹਿਰਾਂ ਦੇ ਲਈ ਟ੍ਰਾਂਜ਼ਿਟ ਪਲਾਨਸ (transit plans) ਦਾ ਉਲੇਖ ਕਰਦੇ ਹੋਏ ਕਿਹਾ, “ਰਿਕਾਰਡ ਹਾਈ ਕੈਪੈਕਸ(Record high capex) ਅਰਥਵਿਵਸਥਾ ਦੀ ਪ੍ਰੇਰਕ ਸ਼ਕਤੀ (driving force) ਬਣੇਗਾ।” ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਸ ਨਾਲ ਦੇਸ਼ ਵਿੱਚ ਨਵੇਂ ਆਰਥਿਕ ਕੇਂਦਰਾਂ ਦਾ ਵਿਕਾਸ ਸੰਭਵ ਹੋਵੇਗਾ ਅਤੇ ਬਹੁਤ ਬੜੀ ਸੰਖਿਆ ਵਿੱਚ ਨਵੇਂ ਰੋਜ਼ਗਾਰ ਬਣਨਗੇ।

ਰਿਕਾਰਡ ਡਿਫੈਂਸ ਐਕਸਪੋਰਟ ‘ਤੇ ਬਲ ਦਿੰਦੇ ਹੋਏ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਇਸ ਵਰ੍ਹੇ ਦੇ ਬਜਟ ਵਿੱਚ ਡਿਫੈਂਸ ਸੈਕਟਰ ਨੂੰ ਆਤਮਨਿਰਭਰ (‘aatmanirbhar’) ਬਣਾਉਣ ਦੇ ਲਈ ਕਈ ਪ੍ਰਾਵਧਾਨ ਕੀਤੇ ਗਏ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਭਾਰਤ ਦੇ ਪ੍ਰਤੀ ਦੁਨੀਆ ਦਾ ਆਕਰਸ਼ਣ ਵਧ ਰਿਹਾ ਹੈ, ਜਿਸ ਨਾਲ ਟੂਰਿਜ਼ਮ ਇੰਡਸਟ੍ਰੀ ਦੇ ਲਈ ਨਵੀਆਂ ਸੰਭਾਵਨਾਵਾਂ ਬਣੀਆਂ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਵਰ੍ਹੇ ਦੇ ਬਜਟ ਵਿੱਚ ਟੂਰਿਜ਼ਮ ‘ਤੇ ਜ਼ੋਰ ਦਿੱਤੇ ਜਾਣ ਨੂੰ ਰੇਖਾਂਕਿਤ ਕਰਦੇ ਹੋਏ ਕਿਹਾ ਕਿ ਟੂਰਿਜ਼ਮ ਇੰਡਸਟ੍ਰੀ ਗ਼ਰੀਬਾਂ ਅਤੇ ਮੱਧ ਵਰਗ ਦੇ ਲਈ ਅਨੇਕ ਅਵਸਰ ਲੈ ਕੇ ਆਉਂਦਾ ਹੈ।

 ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਸ਼੍ਰੀ ਮੋਦੀ ਨੇ ਕਿਹਾ ਕਿ ਪਿਛਲੇ 10 ਵਰ੍ਹਿਆਂ ਵਿੱਚ ਸਰਕਾਰ ਨੇ ਇਹ ਸੁਨਿਸ਼ਚਿਤ ਕੀਤਾ ਹੈ ਕਿ ਗ਼ਰੀਬ ਅਤੇ ਮੱਧ ਵਰਗ ਨੂੰ ਲਗਾਤਾਰ ਟੈਕਸ ਵਿੱਚ ਰਾਹਤ ਮਿਲਦੀ ਰਹੇ, ਜਦਕਿ ਇਸ ਸਾਲ ਦੇ ਬਜਟ ਵਿੱਚ ਇਨਕਮ ਟੈਕਸ ਵਿੱਚ ਕਟੌਤੀ, ਸਟੈਂਡਰਡ ਡਿਡਕਸ਼ਨ (standard deduction) ਵਿੱਚ ਵਾਧੇ ਅਤੇ ਟੀਡੀਐੱਸ ਨਿਯਮਾਂ (TDS rules) ਨੂੰ ਸਰਲ ਬਣਾਉਣ ਦੇ ਫ਼ੈਸਲੇ ਲਏ ਗਏ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਨ੍ਹਾਂ ਸੁਧਾਰਾਂ ਨਾਲ ਟੈਕਸਪੇਅਰਸ ਨੂੰ ਅਧਿਕ ਪੈਸੇ ਬਚਾਉਣ ਵਿੱਚ ਮਦਦ ਮਿਲੇਗੀ।

 ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਿਹਾ, ‘ਪੂਰਵੋਦਯ’ (Purvodaya) ਵਿਜ਼ਨ ਦੇ ਜ਼ਰੀਏ ਭਾਰਤ ਦੇ ਪੂਰਬੀ ਖੇਤਰ ਦੇ ਸੰਪੂਰਨ ਵਿਕਾਸ ਨੂੰ ਨਵੀਂ ਗਤੀ ਅਤੇ ਊਰਜਾ ਮਿਲੇਗੀ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ, “ਪੂਰਬੀ ਭਾਰਤ ਵਿੱਚ ਕਈ ਮਹੱਤਵਪੂਰਨ ਇਨਫ੍ਰਾਸਟ੍ਰਕਚਰ ਜਿਵੇਂ  ਰਾਜਮਾਰਗ (ਹਾਈਵੇਜ਼), ਵਾਟਰ ਪ੍ਰੋਜੈਕਟਸ ਅਤੇ ਪਾਵਰ ਪ੍ਰੋਜੈਕਟਸ ਦਾ ਨਿਰਮਾਣ ਕਰਕੇ ਵਿਕਾਸ ਨੂੰ ਨਵੀਂ ਗਤੀ ਦਿੱਤੀ ਜਾਵੇਗੀ।”

ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਿਹਾ, “ਇਸ ਬਜਟ ਦਾ ਬਹੁਤ ਬੜਾ ਫੋਕਸ ਦੇਸ਼ ਦੇ ਕਿਸਾਨ ਹਨ।” ਅੰਨ ਭੰਡਾਰਣ ਦੇ ਲਈ ਦੁਨੀਆ ਦੀ ਸਭ ਤੋਂ ਬੜੀ ਯੋਜਨਾ ਦੇ ਬਾਅਦ ਹੁਣ ਸਬਜ਼ੀ ਉਤਪਾਦਨ ਕਲਸਟਰਸ (Vegetable Production Clusters) ਬਣਾਉਣ ਜਾ ਰਹੇ ਹਾਂ, ਜਿਸ ਨਾਲ ਕਿਸਾਨਾਂ ਅਤੇ ਮੱਧ ਵਰਗ ਦੋਨਾਂ ਨੂੰ ਮਦਦ ਮਿਲੇਗੀ। ਉਨ੍ਹਾਂ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ, “ਕ੍ਰਿਸ਼ੀ ਖੇਤਰ ਵਿੱਚ ਭਾਰਤ ਦਾ ਆਤਮਨਿਰਭਰ ਬਣਨਾ ਸਮੇਂ ਦੀ ਮੰਗ ਹੈ। ਇਸ ਲਈ, ਦਾਲ਼ਾਂ (ਦਲਹਨ-pulses), ਤੇਲ ਬੀਜ (ਤਿਲਹਨ-oilseeds) ਦੀ ਪੈਦਾਵਾਰ ਵਧਾਉਣ ਦੇ ਲਈ ਕਿਸਾਨਾਂ ਨੂੰ ਮਦਦ ਦਾ ਐਲਾਨ ਕੀਤਾ ਗਿਆ ਹੈ।”

ਗ਼ਰੀਬੀ ਦੇ ਖ਼ਾਤਮੇ ਅਤੇ ਗ਼ਰੀਬਾਂ ਦੇ ਸਸ਼ਕਤੀਕਰਣ ਨਾਲ ਜੁੜੀਆਂ ਪ੍ਰਮੁੱਖ ਯੋਜਨਾਵਾਂ ਦਾ ਉਲੇਖ ਕਰਦੇ ਹੋਏ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਗ਼ਰੀਬਾਂ ਦੇ  ਲਈ 3 ਕਰੋੜ ਘਰਾਂ ਅਤੇ ਜਨਜਾਤੀਯ ਉੱਨਤ ਗ੍ਰਾਮ ਅਭਿਯਾਨ (Janjatiya Unnat Gram Abhiyan) ਬਾਰੇ ਜਾਣਕਾਰੀ ਦਿੱਤੀ, ਸੰਤ੍ਰਿਪਤਾ ਪਹੁੰਚ (saturation approach) ਦੇ ਨਾਲ 5 ਕਰੋੜ ਜਨਜਾਤੀਯ ਪਰਿਵਾਰਾਂ ਨੂੰ ਬੁਨਿਆਦੀ ਸੁਵਿਧਾਵਾਂ ਨਾਲ ਜੋੜੇਗਾ। ਇਸ ਦੇ  ਇਲਾਵਾ, ਗ੍ਰਾਮ ਸੜਕ ਯੋਜਨਾ (Gram Sadak Yojna) 25 ਹਜ਼ਾਰ ਨਵੇਂ ਗ੍ਰਾਮੀਣ ਖੇਤਰਾਂ ਨੂੰ ਪੱਕੀਆਂ ਸੜਕਾਂ (ਹਰ-ਮੌਸਮ ਦੀਆਂ ਸੜਕਾਂ) ਨਾਲ ਜੋੜੇਗੀ, ਜਿਸ ਦਾ ਲਾਭ ਸਾਰੇ ਰਾਜਾਂ ਨੂੰ ਮਿਲੇਗਾ।

 ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ, “ਅੱਜ ਦਾ ਬਜਟ ਨਵੇਂ ਅਵਸਰ, ਨਵੀਂ ਊਰਜਾ, ਰੋਜ਼ਗਾਰ ਅਤੇ ਸਵੈ-ਰੋਜ਼ਗਾਰ ਦੇ ਨਵੇਂ ਅਵਸਰ ਲੈ ਕੇ ਆਇਆ ਹੈ। ਇਹ ਬਿਹਤਰ ਵਿਕਾਸ ਅਤੇ ਉੱਜਵਲ ਭਵਿੱਖ ਲਿਆਇਆ ਹੈ।” ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਭਾਰਤ ਨੂੰ ਦੁਨੀਆ ਦੀ ਤੀਸਰੀ ਸਭ ਤੋਂ ਬੜੀ ਆਰਥਿਕ ਸ਼ਕਤੀ ਬਣਾਉਣ ਵਿੱਚ ਉਤਪ੍ਰੇਰਕ ਦੀ ਭੂਮਿਕਾ ਨਿਭਾਉਣ ਅਤੇ ਵਿਕਸਿਤ ਭਾਰਤ (Viksit Bharat) ਦੀ ਠੋਸ ਨੀਂਹ ਰੱਖਣ ਦੀ ਬਜਟ ਦੀ ਸਮਰੱਥਾ ਨੂੰ ਰੇਖਾਂਕਿਤ ਕਰਦੇ ਹੋਏ ਆਪਣੀ ਬਾਤ ਸਮਾਪਤ ਕੀਤੀ।

Prime Minister Shri Narendra Modi chaired the 53rd meeting of PRAGATI, the ICT-enabled, multi-modal platform for Pro-Active Governance and Timely Implementation, at Seva Teerth earlier today.

During the meeting, Prime Minister reviewed six key infrastructure projects across the Railway, Road and Power sectors, spanning nine States with a cumulative cost of more than ₹30,000 crore. The projects, significant for strengthening connectivity, supporting industrial and economic activity and improving public services, were reviewed with particular emphasis on adherence to timelines, inter-agency coordination, resolution of pending issues and expeditious completion.

Prime Minister emphasised that delays in infrastructure projects have consequences beyond cost escalation, as they also postpone the benefits intended for citizens, businesses and the economy. He said that infrastructure projects should be viewed and monitored as an integrated whole, rather than as isolated sections, stretches or packages. He noted that progress in individual packages should ultimately translate into timely completion and operationalisation of the entire project. Ministries and States were therefore asked to adopt an end-to-end approach, and address critical gaps that could delay the overall commissioning and delivery of benefits. He called for fostering a proactive work culture across Ministries and State Governments, with greater ownership at every level of project implementation.

Prime Minister stressed the need to explore common utility corridors for infrastructure services, wherever feasible, particularly while planning major transport and infrastructure projects. He called upon Ministries and States to examine such integrated approaches at the planning stage itself, keeping in view their technical and economic feasibility.

Prime Minister said that speed of execution must be accompanied by uncompromising quality. He called upon Ministries, States and implementing agencies to adopt modern technologies and strengthen quality assurance and supervision at every stage.

While reviewing AgriStack under the Digital Agriculture Mission, Prime Minister emphasised the need to leverage the latest digital technologies, including Artificial Intelligence, to derive greater value from agricultural data. He stressed that the data ecosystem should be effectively utilised across the agricultural value chain, from input planning to processing, enabling more informed interventions, better targeting and data-driven decision-making. He appreciated the efforts of the States and the Central Government in building the AgriStack ecosystem and called for further strengthening its use for delivering better outcomes for farmers.

During the review of cyber fraud cases, including incidents of digital arrest, Prime Minister said that prevention must be strengthened through a sustained focus on training, awareness and education. He stressed the need for continuous and targeted public-awareness campaigns, particularly for senior citizens, youth and other vulnerable sections, to familiarise them with common fraud techniques, warning signs and safe digital practices. He also called for regular capacity-building of personnel involved so that emerging modes of cyber fraud are identified and acted upon swiftly.
