“ਵਿਕਸਿਤ ਭਾਰਤ ਸਾਡੇ ਨੌਜਵਾਨਾਂ ਦੇ ਸੁਪਨਿਆਂ ਨੂੰ ਪੂਰਾ ਕਰੇਗਾ”

 ਪ੍ਰਧਾਨ ਮੰਤਰੀ, ਸ਼੍ਰੀ ਨਰੇਂਦਰ ਮੋਦੀ ਨੇ ਅੱਜ ਦਿੱਲੀ ਦੇ ਕਰਿਅੱਪਾ ਪਰੇਡ ਮੈਦਾਨ ਵਿੱਚ ਸਲਾਨਾ ਐੱਨਸੀਸੀ ਪੀਐੱਮ ਰੈਲੀ (annual NCC PM rally) ਨੂੰ ਸੰਬੋਧਨ ਕੀਤਾ। ਸ਼੍ਰੀ ਮੋਦੀ ਨੇ ਇੱਕ ਸੱਭਿਆਚਾਰਕ ਪ੍ਰੋਗਰਾਮ ਦੇਖਿਆ ਅਤੇ ਬਿਹਤਰੀਨ ਕੈਡਿਟ ਪੁਰਸਕਾਰ ਪ੍ਰਦਾਨ ਕੀਤੇ। ਉਨ੍ਹਾਂ ਨੇ ਐੱਨਸੀਸੀ ਗਰਲਸ ਅਤੇ ਨਾਰੀ ਸ਼ਕਤੀ ਵੰਦਨ ਰਨ (ਐੱਨਐੱਸਆਰਵੀ-NSRV) ਦਾ ਭੀ ਸੁਆਗਤ ਕੀਤਾ। ਇਹ ਮੈਗਾ ਸਾਈਕਲੋਥੌਨ (Mega Cyclothon) ਝਾਂਸੀ ਤੋਂ ਦਿੱਲੀ ਤੱਕ ਸੀ।

 ਇਕੱਠ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦੇ ਹੋਏ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਇੱਕ ਸਾਬਕਾ ਐੱਨਸੀਸੀ ਕੈਡਿਟ ਹੋਣ ਦੇ ਨਾਤੇ, ਜਦੋਂ ਉਹ ਐੱਨਸੀਸੀ ਕੈਡਿਟਾਂ (NCC cadets) ਦੇ ਦਰਮਿਆਨ ਮੌਜੂਦ ਹੁੰਦੇ ਹਨ, ਤਾਂ ਯਾਦਾਂ ਤਾਜ਼ਾ ਹੋਣਾ ਸੁਭਾਵਿਕ ਹੈ। ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਦੇਸ਼ ਦੇ ਵਿਭਿੰਨ ਹਿੱਸਿਆਂ ਤੋਂ ਆਏ ਕੈਡਿਟਾਂ ਦੀ ਉਪਸਥਿਤੀ ਨੂੰ ਦੇਖਦੇ ਹੋਏ ਕਿਹਾ, “ਐੱਨਸੀਸੀ ਕੈਡਿਟਾਂ ਦੇ ਦਰਮਿਆਨ ਉਪਸਥਿਤ ਹੋਣ ‘ਤੇ ਏਕ ਭਾਰਤ, ਸ਼੍ਰੇਸ਼ਠ ਭਾਰਤ (Ek Bharat Shreshtha Bharat) ਦੇ ਵਿਚਾਰ ਦੇ ਦਰਸ਼ਨ ਹੁੰਦੇ ਹਨ।” ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਬਾਤ ‘ਤੇ ਪ੍ਰਸੰਨਤਾ ਵਿਅਕਤ ਕੀਤੀ ਕਿ ਐੱਨਸੀਸੀ ਦਾ ਦਾਇਰਾ (sphere of NCC) ਲਗਾਤਾਰ ਵਧ ਰਿਹਾ ਹੈ ਅਤੇ ਕਿਹਾ ਕਿ ਅੱਜ ਦਾ ਅਵਸਰ ਇੱਕ ਨਵੀਂ ਸ਼ੁਰੂਆਤ ਦਾ ਪ੍ਰਤੀਕ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਸੀਮਾਵਰਤੀ ਖੇਤਰਾਂ ਦੇ ਪਿੰਡਾਂ ਦੇ 400 ਤੋਂ ਅਧਿਕ ਸਰਪੰਚਾਂ (sarpanches) ਅਤੇ ਦੇਸ਼ ਭਰ ਦੇ ਸੈਲਫ-ਹੈਲਪ ਗਰੁੱਪਸ (self-help groups) ਦੀਆਂ 100 ਤੋਂ ਅਧਿਕ ਮਹਿਲਾਵਾਂ ਦੀ ਉਪਸਥਿਤੀ ਦਾ ਭੀ ਉਲੇਖ ਕੀਤਾ, ਜਿਨ੍ਹਾਂ ਨੂੰ ਸਰਕਾਰ ਵਾਇਬ੍ਰੈਂਟ ਵਿਲੇਜ ਯੋਜਨਾ (Vibrant Villages scheme) ਦੇ ਤਹਿਤ ਵਿਕਸਿਤ ਕਰ ਰਹੀ ਹੈ।

 ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਦੱਸਿਆ ਕਿ ਰੈਲੀ 'ਇੱਕ ਦੁਨੀਆ, ਇੱਕ ਪਰਿਵਾਰ, ਇੱਕ ਭਵਿੱਖ' (‘one world, one family, one future’)ਦੀ ਭਾਵਨਾ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਦੱਸਿਆ ਕਿ 2014 ਵਿੱਚ ਇਸ ਰੈਲੀ ਵਿੱਚ 10 ਦੇਸ਼ਾਂ ਦੇ ਕੈਡਿਟ ਸਨ, ਅੱਜ ਇਹ ਸੰਖਿਆ 24 ਹੋ ਗਈ ਹੈ।

 

ਇਹ ਦੇਖਦੇ ਹੋਏ ਕਿ ਇਤਿਹਾਸਿਕ 75ਵਾਂ ਗਣਤੰਤਰ ਦਿਵਸ ਨਾਰੀ ਸ਼ਕਤੀ ਨੂੰ ਸਮਰਪਿਤ(dedicated to Nari Shakti) ਸੀ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ ਕਿਹਾ ਕਿ ਦੇਸ਼ ਨੇ ਜੀਵਨ ਦੇ ਹਰ ਖੇਤਰ ਵਿੱਚ ਭਾਰਤ ਦੀਆਂ ਬੇਟੀਆਂ ਦੁਆਰਾ ਕੀਤੀ ਗਈ ਪ੍ਰਗਤੀ ਨੂੰ ਪ੍ਰਦਰਸ਼ਿਤ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਅਵਸਰ ‘ਤੇ ਸਨਮਾਨਿਤ ਕੀਤੇ ਗਏ ਕੈਡਿਟਾਂ ਦੀ ਸ਼ਲਾਘਾ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਨੇ ਵਡੋਦਰਾ ਅਤੇ ਕਾਸ਼ੀ ਦੇ ਸਾਈਕਲ ਸਮੂਹਾਂ (Cycle groups from Vadodara and Kashi) ਦੀ ਸ਼ਲਾਘਾ ਕੀਤੀ ਅਤੇ ਦੋਨਾਂ ਸਥਾਨਾਂ ਤੋਂ ਉਨ੍ਹਾਂ ਦੇ ਆਪਣੇ ਸਾਂਸਦ (MP) ਚੁਣੇ ਜਾਣ ਦਾ ਉਲੇਖ ਕੀਤਾ।

ਉਸ ਸਮੇਂ ਨੂੰ ਯਾਦ ਕਰਦੇ ਹੋਏ ਜਦੋਂ ਸਮਾਜ ਵਿੱਚ ਮਹਿਲਾਵਾਂ ਦੀ ਭੂਮਿਕਾ ਸੱਭਿਆਚਾਰਕ ਵਿਵਸਥਾਵਾਂ ਅਤੇ ਸੰਗਠਨਾਂ ਤੱਕ ਹੀ ਸੀਮਿਤ ਸੀ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਦੁਨੀਆ ਅੱਜ ਭਾਰਤ ਦੀਆਂ ਬੇਟੀਆਂ ਨੂੰ ਹਰ ਖੇਤਰ ਵਿੱਚ ਆਪਣੀ ਯੋਗਤਾ ਸਾਬਤ ਕਰਦੇ ਹੋਏ ਦੇਖ ਰਹੀ ਹੈ, ਚਾਹੇ ਉਹ ਭੂਮੀ, ਸਮੁੰਦਰ, ਵਾਯੂ ਜਾਂ ਪੁਲਾੜ ਹੋਵੇ। ਉਨ੍ਹਾਂ ਨੇ ਗਣਤੰਤਰ ਦਿਵਸ ਪਰੇਡ ਵਿੱਚ ਹਿੱਸਾ ਲੈਣ ਵਾਲੀਆਂ ਮਹਿਲਾ ਪ੍ਰਤੀਭਾਗੀਆਂ ਦੇ ਦ੍ਰਿੜ੍ਹ ਸੰਕਲਪ ‘ਤੇ ਪ੍ਰਕਾਸ਼ ਪਾਇਆ ਹੈ ਅਤੇ ਕਿਹਾ ਕਿ ਰਾਤੋਂਰਾਤ ਮਿਲੀ ਸਫ਼ਲਤਾ ਨਹੀਂ ਹੈ ਬਲਕਿ ਪਿਛਲੇ 10 ਵਰ੍ਹਿਆਂ ਦੇ ਸਮਰਪਿਤ ਪ੍ਰਯਾਸਾਂ ਦਾ ਪਰਿਣਾਮ ਹੈ। ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ ਰਾਣੀ ਲਕਸ਼ਮੀ ਬਾਈ, ਰਾਣੀ ਚੇਨੱਮਾ ਅਤੇ ਰਾਣੀ ਵੇਲੁ ਨਾਚਿਯਾਰ ਜਿਹੀਆਂ ਬਹਾਦਰ ਇਸਤਰੀਆਂ (valiant warriors like Rani Lakshmi Bai, Rani Chennamma and Queen Velu Nachiyar) ਜਿਨ੍ਹਾਂ ਨੇ ਅੰਗ੍ਰੇਜ਼ਾਂ ਨੂੰ ਕੁਚਲ ਦਿੱਤਾ ਸੀ, ਦਾ ਉਲੇਖ ਕਰਦੇ ਹੋਏ ਕਿਹਾ, “ਭਾਰਤੀ ਪਰੰਪਰਾਵਾਂ ਵਿੱਚ ਨਾਰੀ ਨੂੰ ਹਮੇਸ਼ਾ ਸ਼ਕਤੀ ਦੇ ਰੂਪ ਵਿੱਚ ਮੰਨਿਆ ਗਿਆ ਹੈ।” (“Nari has always been considered as Shakti in Indian traditions”)

 

ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਪਿਛਲੇ 10 ਵਰ੍ਹਿਆਂ ਵਿੱਚ ਸਰਕਾਰ ਨੇ ਦੇਸ਼ ਵਿੱਚ ਨਾਰੀ ਸ਼ਕਤੀ (Nari Shakti) ਦੀ ਇਸ ਊਰਜਾ ਨੂੰ ਲਗਾਤਾਰ ਮਜ਼ਬੂਤ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਉਨ੍ਹਾਂ ਖੇਤਰਾਂ ਵਿੱਚ ਮਹਿਲਾਵਾਂ ਦੇ ਪ੍ਰਵੇਸ਼ ਵਿੱਚ ਸਾਰੀਆਂ ਰੁਕਾਵਟਾਂ ਨੂੰ ਦੂਰ ਕਰਨ ਦਾ ਉਲੇਖ ਕੀਤਾ ਜੋ ਕਦੇ ਵਰਜਿਤ ਜਾਂ ਸੀਮਿਤ ਸਨ ਅਤੇ ਤਿੰਨਾਂ ਰੱਖਿਆ ਬਲਾਂ ਦੀ ਅਗ੍ਰਿਮ ਪੰਕਤੀ ਨੂੰ ਖੋਲ੍ਹਣ, ਰੱਖਿਆ ਵਿੱਚ ਮਹਿਲਾਵਾਂ ਦੇ ਲਈ ਸਥਾਈ ਕਮਿਸ਼ਨ, ਅਤੇ ਕਮਾਂਡ ਭੂਮਿਕਾਵਾਂ ਅਤੇ ਕੰਬੈਟ ਪੁਜ਼ਿਸ਼ਨ ਨੂੰ ਖੋਲ੍ਹਣ ਦੀਆਂ ਉਦਾਹਰਣਾਂ ਦਿੱਤੀਆਂ। ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਿਹਾ, “ਚਾਹੇ ਅਗਨੀਵੀਰ (Agniveer) ਹੋਣ ਜਾਂ ਫਾਇਟਰ ਪਾਇਲਟ, ਮਹਿਲਾਵਾਂ ਦੀ ਭਾਗੀਦਾਰੀ ਵਧ ਰਹੀ ਹੈ।” ਉਨ੍ਹਾਂ ਨੇ ਸੈਨਿਕ ਸਕੂਲਾਂ (Sainik Schools) ਵਿੱਚ ਵਿਦਿਆਰਥਣਾਂ (girl students) ਦੇ ਲਈ ਪ੍ਰਵੇਸ਼ ਖੋਲ੍ਹਣ ਦਾ ਭੀ ਜ਼ਿਕਰ ਕੀਤਾ। ਸ਼੍ਰੀ ਮੋਦੀ ਨੇ ਦੱਸਿਆ ਕਿ ਪਿਛਲੇ 10 ਵਰ੍ਹਿਆਂ ਵਿੱਚ ਕੇਂਦਰੀ ਹਥਿਆਰਬੰਦ ਬਲਾਂ (Central Armed Forces) ਵਿੱਚ ਮਹਿਲਾਵਾਂ ਦੀ ਸੰਖਿਆ ਦੁੱਗਣੀ ਤੋਂ ਅਧਿਕ ਹੋ ਗਈ ਹੈ, ਜਦਕਿ ਰਾਜਾਂ ਨੂੰ ਰਾਜ ਪੁਲਿਸ ਬਲ ਵਿੱਚ ਅਧਿਕ ਮਹਿਲਾਵਾਂ ਦੀ ਭਰਤੀ ਦੇ ਲਈ ਪ੍ਰੋਤਸਾਹਿਤ ਕੀਤਾ ਜਾ ਰਿਹਾ ਹੈ।

 ਇਨ੍ਹਾਂ ਕਦਮਾਂ ਨਾਲ ਸਮਾਜ ਦੀ ਸੋਚ ‘ਤੇ ਪੈਣ ਵਾਲੇ ਅਸਰ ਦਾ ਜ਼ਿਕਰ ਕਰਦੇ ਹੋਏ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਕਿਹਾ ਕਿ ਹੋਰ ਖੇਤਰਾਂ ਵਿੱਚ ਭੀ ਮਹਿਲਾਵਾਂ ਦੀ ਭਾਗੀਦਾਰੀ ਵਧ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਗ੍ਰਾਮੀਣ ਖੇਤਰਾਂ ਵਿੱਚ ਬੈਂਕਿੰਗ ਅਤੇ ਬੀਮਾ ਸੁਨਿਸ਼ਚਿਤ ਕਰਨ ਵਿੱਚ ਮਹਿਲਾਵਾਂ ਦੀ ਬੜੀ ਸੰਖਿਆ ਵੱਲ ਧਿਆਨ ਦਿਵਾਇਆ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ, “ਸਟਾਰਟਅੱਪਸ ਜਾਂ ਸੈਲਫ-ਹੈਲਪ ਗਰੁੱਪਸ (startups or self-help groups) ਜਿਹੇ ਸੈਕਟਰਾਂ ਵਿੱਚ ਭੀ ਇਹੀ ਕਹਾਣੀ ਹੈ।”

 ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਮਹਿਲਾਵਾਂ ਦੀ ਭਾਗੀਦਾਰੀ ਦੇ ਕਾਰਨ ਪ੍ਰਤਿਭਾ ਪੂਲ (talent pool) ਵਿੱਚ ਵਾਧਾ ਇੱਕ ਵਿਕਸਿਤ ਭਾਰਤ (Viksit Bharat) ਦੇ ਨਿਰਮਾਣ ਦਾ ਪ੍ਰਤੀਕ ਹੈ। ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਭਾਰਤ ਦੇ ਪਾਸਪੋਰਟ ਦੀ ਵਧਦੀ ਤਾਕਤ ਦੀ ਤਰਫ਼ ਇਸ਼ਾਰਾ ਕਰਦੇ ਹੋਏ ਕਿਹਾ, “ਪੂਰੀ ਦੁਨੀਆ ਭਾਰਤ ਨੂੰ ‘ਵਿਸ਼ਵ ਮਿੱਤਰ’ (“Vishwa Mitra”) ਦੇ ਰੂਪ ਵਿੱਚ ਦੇਖ ਰਹੀ ਹੈ।” ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ, “ਕਈ ਦੇਸ਼ ਭਾਰਤ ਦੇ ਨੌਜਵਾਨਾਂ ਦੀ ਪ੍ਰਤਿਭਾ ਅਤੇ ਕੌਸ਼ਲ ਵਿੱਚ ਅਵਸਰ ਦੇਖ ਰਹੇ ਹਨ।”

 

ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰੇਂਦਰ ਮੋਦੀ ਨੇ ਭਾਰਤ ਦੇ ਨੌਜਵਾਨਾਂ ਦੇ ਲਈ ਆਪਣੇ ਦ੍ਰਿਸ਼ਟੀਕੋਣ ਨੂੰ ਰੇਖਾਂਕਿਤ ਕੀਤਾ, ਅਤੇ ਅਗਲੇ 25 ਵਰ੍ਹਿਆਂ ਵਿੱਚ ਦੇਸ਼ ਦੇ ਭਵਿੱਖ ਨੂੰ ਆਕਾਰ ਦੇਣ ਵਿੱਚ ਉਨ੍ਹਾਂ ਦੀ ਮਹੱਤਵਪੂਰਨ ਭੂਮਿਕਾ ‘ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ। ਦਿਲੋਂ ਆਪਣੀ ਗੱਲ ਬਾਤ ਰੱਖਦੇ ਹੋਏ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ ਐਲਾਨ ਕੀਤਾ, “ਇਹ ਪਰਿਵਰਤਨਕਾਰੀ ਯੁਗ (transformative era), ਆਉਣ ਵਾਲੇ 25 ਵਰ੍ਹੇ, ਨਾ ਕੇਵਲ ਇੱਕ ਵਿਕਸਿਤ ਭਾਰਤ ਦੇ ਨਿਰਮਾਣ ਦਾ ਗਵਾਹ ਬਣਨਗੇ, ਬਲਕਿ ਮੁੱਖ ਰੂਪ ਵਿੱਚ ਨੌਜਵਾਨਾਂ ਨੂੰ ਲਾਭ ਪਹੁੰਚਾਉਣਗੇ, ਨਾ ਕਿ ਮੋਦੀ ਨੂੰ।” ਭਾਰਤ  ਦੀ ਵਿਕਾਸ ਯਾਤਰਾ ਦੇ ਮੁੱਢਲੇ ਲਾਭਾਰਥੀਆਂ (primary beneficiaries) ਦੇ ਰੂਪ ਵਿੱਚ ਨੌਜਵਾਨਾਂ ਨੂੰ ਰੇਖਾਂਕਿਤ ਕਰਦੇ ਹੋਏ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ ਕਿਹਾ, “ਇਸ ਯੁਗ ਦੇ ਸਭ ਤੋਂ ਬੜੇ ਲਾਭਾਰਥੀ ਤੁਹਾਡੇ ਜਿਹੇ ਯੁਵਾ ਵਿਅਕਤੀ ਹਨ।” ਉਨ੍ਹਾਂ ਨੇ ਨਿਰੰਤਰ ਸਖ਼ਤ ਮਿਹਨਤ ਦੇ ਮਹੱਤਵ ਬਾਰੇ ਦੱਸਦੇ ਹੋਏ ਕਿਹਾ, “ਉਤਕ੍ਰਿਸ਼ਟਤਾ ਦੇ ਲਈ ਲਗਾਤਾਰ ਪ੍ਰਯਾਸ ਕਰਨਾ (consistently strive for excellence) ਆਪ ਸਭ ਦੇ  ਲਈ ਜ਼ਰੂਰੀ ਹੋਵੇਗਾ।”

ਪਿਛਲੇ ਦਹਾਕੇ ਵਿੱਚ ਵਿਭਿੰਨ ਖੇਤਰਾਂ ਵਿੱਚ ਹੋਈ ਪ੍ਰਗਤੀ ‘ਤੇ ਵਿਚਾਰ ਕਰਦੇ ਹੋਏ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ ਕਿਹਾ, “ਪਿਛਲੇ 10 ਵਰ੍ਹਿਆਂ ਵਿੱਚ, ਬੜੇ ਪੈਮਾਨੇ ‘ਤੇ ਕੌਸ਼ਲ ਵਿਕਾਸ, ਰੋਜ਼ਗਾਰ ਅਤੇ ਉੱਦਮਤਾ ਦੀ ਦਿਸ਼ਾ ਵਿੱਚ ਹਰ ਖੇਤਰ ਵਿੱਚ ਮਹੱਤਵਪੂਰਨ ਪ੍ਰਯਾਸ ਕੀਤੇ ਗਏ ਹਨ।” ਉਨ੍ਹਾਂ ਨੇ ਭਾਰਤ ਦੀ ਪ੍ਰਗਤੀ ਨੂੰ ਅੱਗੇ ਵਧਾਉਣ ਵਿੱਚ ਅਧਿਕਤਮ ਪ੍ਰਭਾਵ ਦੇ ਲਈ ਨੌਜਵਾਨਾਂ ਦੀ ਪ੍ਰਤਿਭਾ ਅਤੇ ਕੌਸ਼ਲ ਦਾ ਉਪਯੋਗ ਕਰਨ ‘ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ।

ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ ਨਵੀਂ ਰਾਸ਼ਟਰੀ ਸਿੱਖਿਆ ਨੀਤੀ (National Education Policy) ਅਤੇ ਪੀਐੱਮ ਸ਼੍ਰੀ ਦੇ  ਤਹਿਤ ਸਮਾਰਟ ਸਕੂਲ ਮੁਹਿੰਮ (Smart School Campaign under PM SHRI) ਜਿਹੀਆਂ ਪਹਿਲਾਂ ਦੇ ਜ਼ਰੀਏ ਨੌਜਵਾਨਾਂ ਨੂੰ ਸਸ਼ਕਤ ਬਣਾਉਣ ਦੀ ਸਰਕਾਰ ਦੀ ਪ੍ਰਤੀਬੱਧਤਾ ‘ਤੇ ਪ੍ਰਕਾਸ਼ ਪਾਇਆ, ਜਿਸ ਦਾ ਉਦੇਸ਼ ਦੇਸ਼ ਭਰ ਵਿੱਚ ਹਜ਼ਾਰਾਂ ਸਕੂਲਾਂ ਨੂੰ ਆਧੁਨਿਕ ਬਣਾਉਣਾ ਹੈ। ਉਨ੍ਹਾਂ ਨੇ ਪਿਛਲੇ ਇੱਕ ਦਹਾਕੇ ਵਿੱਚ ਕਾਲਜਾਂ, ਯੂਨੀਵਰਸਿਟੀਆਂ ਅਤੇ ਪ੍ਰੋਫੈਸ਼ਨਲ ਐਜੂਕੇਸ਼ਨ ਨਾਲ ਸਬੰਧਿਤ ਸੰਸਥਾਵਾਂ ਵਿੱਚ ਅਭੂਤਪੂਰਵ ਵਾਧੇ  ਦਾ ਭੀ ਉਲੇਖ ਕੀਤਾ।

 

ਭਾਰਤ ਦੇ ਵਿੱਦਿਅਕ ਪਰਿਦ੍ਰਿਸ਼ ਵਿੱਚ ਪ੍ਰਗਤੀ ਨੂੰ ਰੇਖਾਂਕਿਤ ਕਰਦੇ ਹੋਏ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ ਕਿਹਾ, “ਪਿਛਲੇ 10 ਵਰ੍ਹਿਆਂ ਵਿੱਚ, ਭਾਰਤੀ ਯੂਨੀਵਰਸਿਟੀਆਂ ਦੀਆਂ ਗਲੋਬਲ ਰੈਂਕਿੰਗਸ ਵਿੱਚ ਮਹੱਤਵਪੂਰਨ ਸੁਧਾਰ ਹੋਇਆ ਹੈ।׏ ਉਨ੍ਹਾਂ ਨੇ ਕਈ ਰਾਜਾਂ ਵਿੱਚ ਨਵੇਂ ਆਈਆਈਟੀ (new IITs) ਅਤੇ ਏਮਸ (AIIMS) ਦੀ ਸਥਾਪਨਾ ਦੇ ਨਾਲ-ਨਾਲ ਮੈਡੀਕਲ ਕਾਲਜਾਂ ਅਤੇ ਸੀਟਾਂ ਦੀ ਸੰਖਿਆ ਵਿੱਚ ਰਿਕਾਰਡ ਵਾਧੇ ਦਾ ਭੀ ਉਤਸਵ ਮਨਾਇਆ।

ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ ਖੋਜ ਪ੍ਰਯਾਸਾਂ ਨੂੰ ਹੁਲਾਰਾ ਦੇਣ ਦੇ ਲਈ ਨਵਾਂ ਕਾਨੂੰਨ ਪੇਸ਼ ਕਰਦੇ ਹੋਏ ਰੱਖਿਆ ਅਤੇ ਸਪੇਸ (ਪੁਲਾੜ) ਜਿਹੇ ਖੇਤਰਾਂ ਨੂੰ ਖੋਲ੍ਹਣ ਅਤੇ ਯੁਵਾ ਪ੍ਰਤਿਭਾਵਾਂ ਦੀ ਖੋਜ ਦੇ ਲਈ ਸਰਕਾਰ ਦੇ ਸਮਰਪਣ ਦੀ ਪੁਸ਼ਟੀ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਨੇ ਦੁਹਰਾਇਆ, “ਇਹ ਸਾਰੀਆਂ ਪਹਿਲਾਂ ਤੁਹਾਡੇ ਲਾਭ ਦੇ ਲਈ, ਭਾਰਤ ਦੇ ਨੌਜਵਾਨਾਂ ਦੇ ਲਈ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ।”

ਆਰਥਿਕ ਸਸ਼ਕਤੀਕਰਣ ਦੀ ਤਰਫ਼ ਕਦਮ ਵਧਾਉਂਦੇ ਹੋਏ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ "ਮੇਕ ਇਨ ਇੰਡੀਆ" ਅਤੇ "ਆਤਮਨਿਰਭਰ ਭਾਰਤ" ਮੁਹਿੰਮਾਂ ("Make in India" and "Aatmanirbhar Bharat" campaigns) ਦਾ ਉਲੇਖ ਕੀਤਾ, ਅਤੇ ਭਾਰਤ ਦੇ ਨੌਜਵਾਨਾਂ ਦੀਆਂ ਆਕਾਂਖਿਆਵਾਂ ਦੇ ਨਾਲ ਉਨ੍ਹਾਂ ਦੇ ਤਾਲਮੇਲ ‘ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ। ਉਨ੍ਹਾਂ ਨੇ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ, “ਇਹ ਮੁਹਿੰਮਾਂ ਤੁਹਾਡੇ ਜਿਹੇ ਨੌਜਵਾਨਾਂ ਦੇ ਲਈ ਭੀ ਹਨ, ਜੋ ਰੋਜ਼ਗਾਰ ਦੇ ਨਵੇਂ ਅਵਸਰ ਪ੍ਰਦਾਨ ਕਰ ਰਹੀਆਂ ਹਨ।”

 

ਭਾਰਤ  ਦੀ ਡਿਜੀਟਲ ਕ੍ਰਾਂਤੀ ਦੇ ਪ੍ਰਮਾਣ ਵਿੱਚ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ ਡਿਜੀਟਲ ਅਰਥਵਿਵਸਥਾ ਦੇ ਤੇਜ਼ੀ ਨਾਲ ਵਾਧੇ ਅਤੇ ਨੌਜਵਾਨਾਂ ‘ਤੇ ਇਸ ਦੇ ਗਹਿਰੇ ਪ੍ਰਭਾਵ ‘ਤੇ ਪ੍ਰਕਾਸ਼ ਪਾਇਆ। ਉਨ੍ਹਾਂ ਨੇ ਟਿੱਪਣੀ ਕੀਤੀ, “ਪਿਛਲੇ 10 ਵਰ੍ਹਿਆਂ ਵਿੱਚ, ਭਾਰਤ ਦੀ ਡਿਜੀਟਲ ਅਰਥਵਿਵਸਥਾ ਸਾਡੇ ਨੌਜਵਾਨਾਂ ਦੇ ਲਈ ਤਾਕਤ ਦਾ ਇੱਕ ਨਵਾਂ ਸਰੋਤ ਬਣ ਗਈ ਹੈ।”

ਆਲਮੀ ਪੱਧਰ ‘ਤੇ ਤੀਸਰੇ ਸਭ ਤੋਂ ਬੜੇ ਸਟਾਰਟਅੱਪ ਈਕੋਸਿਸਟਮ (the third-largest startup ecosystem globally) ਦੇ ਰੂਪ ਵਿੱਚ ਭਾਰਤ ਦੇ ਉਭਾਰ  ਨੂੰ ਸਵੀਕਾਰ ਕਰਦੇ ਹੋਏ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਨੌਜਵਾਨਾਂ ਦੇ ਦਰਮਿਆਨ ਉੱਦਮਸ਼ੀਲਤਾ ਦੀ ਭਾਵਨਾ (entrepreneurial spirit) ਦੀ ਪ੍ਰਸ਼ੰਸਾ ਕਰਦੇ ਹੋਏ ਕਿਹਾ, “ਅੱਜ ਭਾਰਤ 1.25 ਲੱਖ ਤੋਂ ਅਧਿਕ ਰਜਿਸਟਰਡ ਸਟਾਰਟਅੱਪਸ ਅਤੇ ਸੌ ਤੋਂ ਅਧਿਕ ਯੂਨੀਕੌਰਨਸ ਦਾ ਘਰ ਹੈ।” ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਭਾਰਤ ਵਿੱਚ ਮੋਬਾਈਲ ਮੈਨੂਫੈਕਚਰਿੰਗ ਵਿੱਚ ਵਾਧੇ, ਕਿਫਾਇਤੀ ਡੇਟਾ ਅਤੇ ਹਰ ਪਿੰਡ ਤੱਕ ਔਪਟੀਕਲ ਫਾਇਬਰ ਕਨੈਕਟੀਵਿਟੀ (optical fiber connectivity) ਦਾ ਭੀ ਜ਼ਿਕਰ ਕੀਤਾ।

ਈ-ਕਮਰਸ, ਈ-ਸ਼ਾਪਿੰਗ, ਹੋਮ ਡਿਲਿਵਰੀ, ਔਨਲਾਇਨ ਸਿੱਖਿਆ ਅਤੇ ਰਿਮੋਟ ਹੈਲਥਕੇਅਰ ਦੇ ਵਿਸਤਾਰ (expansion of e-commerce, e-shopping, home delivery, online education and remote healthcare) ਦਾ ਜ਼ਿਕਰ ਕਰਦੇ ਹੋਏ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ ਡਿਜੀਟਲ ਕੰਟੈਂਟ ਨਿਰਮਾਣ ਦੇ ਪ੍ਰਸਾਰ ਅਤੇ ਗ੍ਰਾਮੀਣ ਖੇਤਰਾਂ ਵਿੱਚ ਪੰਜ ਲੱਖ ਤੋਂ ਅਧਿਕ ਕੌਮਨ ਸਰਵਿਸ ਸੈਂਟਰਾਂ (Common Service Centers) ਦੀ ਸਥਾਪਨਾ ਬਾਰੇ ਦੱਸਦੇ ਹੋਏ ਨੌਜਵਾਨਾਂ ਨੂੰ ਡਿਜੀਟਲ ਇੰਡੀਆ ਦੁਆਰਾ ਪ੍ਰਸਤੁਤ ਅਵਸਰਾਂ ਦਾ ਲਾਭ ਉਠਾਉਣ ਦੀ ਤਾਕੀਦ ਕੀਤੀ।

 

ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਭਵਿੱਖ-ਮੁਖੀ ਨੀਤੀ ਨਿਰਮਾਣ ਅਤੇ ਸਪਸ਼ਟ ਪ੍ਰਾਥਮਿਕਤਾਵਾਂ (future-looking policy making and clear priorities) ਨੂੰ ਰੇਖਾਂਕਿਤ ਕੀਤਾ। ਉਨ੍ਹਾਂ ਨੇ ਸੀਮਾਵਰਤੀ ਪਿੰਡਾਂ ਨੂੰ ਅੰਤਿਮ ਪਿੰਡ ਕਹਿਣ ਦੀ ਸੋਚ ਵਿੱਚ ਬਦਲਾਅ ਦੀ ਬਾਤ ਕਹੀ। ਹੁਣ ਇਹ ‘ਪਹਿਲੇ ਪਿੰਡ’ (‘first villages’) ਯਾਨੀ ਵਾਇਬ੍ਰੈਂਟ ਵਿਲੇਜਜ (‘Vibrant Villages’) ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਇਹ ਪਿੰਡ ਆਉਣ ਵਾਲੇ ਦਿਨਾਂ ਵਿੱਚ ਬੜੇ ਟੂਰਿਸਟ ਸੈਂਟਰਸ ਬਣਨ ਵਾਲੇ ਹਨ। 

ਨੌਜਵਾਨਾਂ ਨੂੰ ਸਿੱਧੇ ਸੰਬੋਧਨ ਕਰਦੇ ਹੋਏ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ ਰਾਸ਼ਟਰ-ਨਿਰਮਾਣ ਪ੍ਰਯਾਸਾਂ ਵਿੱਚ ਸਰਗਰਮ ਭਾਗੀਦਾਰੀ ਦਾ ਸੱਦਾ ਦਿੰਦੇ ਹੋਏ, ਭਾਰਤ ਦੇ ਭਵਿੱਖ ਨੂੰ ਆਕਾਰ ਦੇਣ ਦੀ ਉਨ੍ਹਾਂ ਦੀ ਸਮਰੱਥਾ ‘ਤੇ ਭਰੋਸਾ ਵਿਅਕਤ ਕੀਤਾ। ਉਨ੍ਹਾਂ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ “ਮਾਈ ਭਾਰਤ ਆਰਗੇਨਾਇਜੇਸ਼ਨ” ("MY Bharat Organization") ਦੇ ਨਾਲ ਰਜਿਸਟਰ ਹੋਣ ਅਤੇ ਸਮ੍ਰਿੱਧ ਭਾਰਤ ਦੇ ਵਿਕਾਸ ਦੇ ਲਈ ਯੋਗਦਾਨ ਦੇਣ ਦੀ ਤਾਕੀਦ ਕੀਤੀ।

ਅੰਤ ਵਿੱਚ, ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ ਸਾਰੇ ਪ੍ਰਤੀਭਾਗੀਆਂ ਨੂੰ ਵਧਾਈਆਂ ਦਿੱਤੀਆਂ ਅਤੇ ਭਵਿੱਖ ਦੇ  ਲਈ ਉਨ੍ਹਾਂ  ਦੀ ਸਫ਼ਲਤਾ ਦੀ ਕਾਮਨਾ ਕੀਤੀ। ਉਨ੍ਹਾਂ ਨੇ ਨੌਜਵਾਨਾਂ ਵਿੱਚ ਆਪਣੇ ਵਿਸ਼ਵਾਸ ਨੂੰ ਦੁਹਰਾਉਂਦੇ ਹੋਏ ਐਲਾਨ ਕੀਤਾ, “ਆਪ (ਤੁਸੀਂ) ਇੱਕ ਵਿਕਸਿਤ ਭਾਰਤ ਦੇ ਨਿਰਮਾਤਾ ਹੋ।”("You are the architect of a Viksit Bharat.")

ਪਿਛੋਕੜ 

ਇਸ ਸਮਾਗਮ ਵਿੱਚ ਅੰਮ੍ਰਿਤ ਪੀੜ੍ਹੀ (Amrit Peedhi) ਦੇ ਯੋਗਦਾਨ ਅਤੇ ਸਸ਼ਕਤੀਕਰਣ ਨੂੰ ਪ੍ਰਦਰਸ਼ਿਤ ਕਰਨ ਵਾਲੇ ‘ਅੰਮ੍ਰਿਤ ਕਾਲ ਕੀ ਐੱਨਸੀਸੀ’ (‘Amrit Kaal Ki NCC’) ‘ਤੇ ਇੱਕ ਸੱਭਿਆਚਾਰਕ ਪ੍ਰੋਗਰਾਮ ਸ਼ਾਮਲ ਸੀ। ਵਸੁਧੈਵ ਕੁਟੁੰਬਕਮ (Vasudhaiva Kutumbakam) ਦੀ ਸੱਚੀ ਭਾਰਤੀ ਭਾਵਨਾ ਵਿੱਚ, 24 ਵਿਦੇਸ਼ੀ ਦੇਸ਼ਾਂ 2,200 ਤੋਂ ਅਧਿਕ ਐੱਨਸੀਸੀ ਕੈਡਿਟਸ  ਇਸ ਵਰ੍ਹੇ ਦੀ ਰੈਲੀ ਦਾ ਹਿੱਸਾ ਸਨ।

Theme of meeting : Inclusive Human Development for Viksit Bharat@2047

Prime Minister Shri Narendra Modi chaired the 11th Governing Council Meeting of NITI Aayog at Rashtrapati Bhavan Cultural Centre, New Delhi, earlier today. This year’s theme was Inclusive Human Development for Viksit Bharat@2047. It was attended by Chief Ministers, Lt. Governors and Administrators representing 28 States and 5 UTs. This was the first time when Chief Ministers of all 28 States participated in the Governing Council Meeting of NITI Aayog.

Prime Minister noted that at a time when many major economies are facing uncertainty and economic challenges, India’s growth story continues to inspire the world. He emphasized the need to further strengthen the nation’s resolve towards self-reliance and highlighted the importance of adopting and implementing global best practices, particularly in the renewable energy sector.

Underscoring the importance of cooperative federalism, Prime Minister stated that the Centre and the States must work together to achieve the goal of a Viksit Bharat. He stressed that the vision of Viksit Bharat should become the collective resolve of every State, district, block and village.

Highlighting the strength of India’s demographic profile, Prime Minister observed that the country’s youth constitute its greatest asset, with nearly 70 crore Indians below the age of 25 years. Calling this a demographic dividend, he urged States to focus on transforming it into a development dividend through education, skilling and capacity-building initiatives that prepare young people for future opportunities and challenges.

Referring to India’s recently concluded trade agreements with several countries, Prime Minister encouraged States to create opportunities for youth and MSMEs and to equip stakeholders to effectively leverage the benefits arising from these agreements. He also urged States to actively attract investments from partner countries.

Emphasizing women-led development, Prime Minister called upon States to work towards increasing the number of Lakhpati Didis from 3 crore to 6 crore and stressed the importance of ensuring a safe and secure environment for Nari Shakti.

Prime Minister urged States to focus on One District One Product (ODOP) initiatives and develop export-oriented strategies around it. He also identified defence manufacturing as an emerging sector where India is establishing a distinct identity and encouraged States to formulate policies to leverage the opportunities arising from its growth.

Prime Minister highlighted the need for coordinated efforts to address emerging social challenges such as drug abuse and cyber fraud through preventive measures, awareness campaigns and effective governance.

Prime Minister also drew attention to concerns arising from El Niño conditions and appealed to States to promote water conservation and encourage natural and organic farming practices. He noted that the purchase of 11 lakh tonnes of organic manure by farmers during the current Kharif season reflected growing confidence in sustainable agriculture.

Prime Minister emphasized the need to evaluate progress at the district level, particularly through aspirational district parameters. Prime Minister suggested that on similar lines, 100 districts should be identified in the field of agriculture to bring positive results. He urged the States to take lead in this pursuit so that a phenomenal change can be achieved through the aspirational approach.

Prime Minister emphasised the need for a monitoring framework and targeted 100-day and five-year goals towards achieving the vision of Viksit Bharat@2047.

Highlighting the importance of good governance, transparency, and infrastructure for attracting investment, he urged States to focus on branding, ease of doing business, and emerging opportunities in sectors such as data centres and artificial intelligence. He emphasized that AI should be viewed as an opportunity and called for greater efforts to equip people with the skills required for the future economy.

The Chief Ministers/Lt. Governors/Administrators congratulated Prime Minister Modi on completing 12 years in his office. They also expressed solidarity with the Centre to withstand the global geo-political crisis and to strengthen India’s resilience with respect to energy requirements, and sustain its growth trajectory.

Prime Minister noted that the discussions were constructive and reflected the aspirations, hopes, experiences, best practices, and challenges of the States. Prime Minister expressed his gratitude to all the CMs, LGs and Administrators for participating in the meeting and expressed confidence that Together, through cooperation, innovation, and a shared commitment to development, India can accelerate its journey towards a Viksit Bharat by 2047.
