It is a true pleasure to welcome Her Excellency Prime Minister Sheikh Hasina to India.

Excellency,

Your visit to India comes at an auspicious time, just before the advent of पोयला बोइशाख. I take this opportunity to wish you and the people of Bangladesh शुवो नबा बर्षो Your visit marks another शोनाली अध्याय (golden era) in the friendship between our people and our nations. The extraordinary transformation in our relationship and achievements of our partnership are a clear recognition of your strong and decisive leadership. Your decision to honour Indian soldiers who laid down their lives in the Liberation War of 1971 has deeply touched the people of India. Every Indian takes pride in the knowledge that Indian soldiers and बीर मुक्तिजोधा fought together to liberate Bangladesh from the reign of terror.

Today, Excellency Sheikh Hasina and I held productive and comprehnsive discussions on the full range of our partnership. We agreed that the agenda of our cooperation has to remain focused on purposeful action. We specifically looked at charting new avenues and tapping fresh opportunities in advancing our relationship. We want to build cooperation in new areas, especially some high-technology areas, that have a deeper connect with the youth in both our societies. These would include working in the fields of Electronics, Information Technology, Cyber Security, Space exploration, Civil Nuclear Energy, and others areas.

India has always stood for the prosperity of Bangladesh and its people. We are a long-standing and trusted development partner of Bangladesh. India and Bangladesh are also determined that the fruits of our cooperation must benefit our people. In this context, I am happy to announce a new concessional Line of Credit of 4.5 billion dollars for the implemntation of projects in priority sectors for Bangladesh. This brings our resource allocation for Bangladesh to more than 8 billion dollars over the past six years. Energy Security is an important dimension of our development partnership. And, our energy partnerhship continues to grow. Today, we added an additional 60 Mega Watt of power to the 600 Mega Watt of power already flowing from India to Bangladesh. The supply of another 500 Mega Watt has already been committed from the existing inter-connection. We have also agreed to finance the diesel oil pipeline from Numaligarh to Parbatipur. Our companies are entering into a long-term agreement for the supply of high speed diesel to Bangladesh. We have also agreed on a time table for regular supply till the pipeline is constructed. We are encouraging private sectors in both our countries to enter this space. Several agreements for investments in the energy sector in Bangladesh are expected to be signed by the Indian companies in the coming days. India will continue to be a willing partner in meeting the energy needs of Bangladesh, and its goal of achieving ‘Power for all by 2021’.

Connectivity is crucial for the success of bilateral development partnership, sub-regional economic projects and for the larger regional economic prosperity. Today, together with the Honourable Chief Minister of West Bengal , we have added several new links to our growing connectivity. Bus and train links between Kolkata and Khulna, and राधिकापुर-बीरोल have been restored today. In-land water-ways routes are being optimized. And, steps are being taken to put into operation the Coastal Shipping Agreement. We are also happy to see the progress being made in two-way trans-shipment of goods. We look forward to early implemntation of the B.B.I.N. Motor Vehicles Agreement. This would usher in a new era of sub-regional integration.

Prime Minister Sheikh Hasina and I recognize the need to diversify our commercial engagement. Not just to forge wide-ranging business partnerships between our two economies. But also for greater regional benefit. In this, a major part of the effort has to be from the business and industry of the two countries. We are happy to receive the high powered business delegation accompanying the Prime Minister. Our agreement to open new Border Haats will empower border communities through trade and contribute to their livelihoods.

Prime Minister Sheikh Hasina and I have noted the success of our capacity building and training initiatives. The training of 1500 Bangladesh civil servants in India has almost concluded. We would undertake training along similar lines for 1500 Judicial Officers of Bangladesh in our judicial academies.

While our partnership brings prosperity to our people, it also works to protect them from forces of radicaliztion and extremism. Their spread poses a grave threat, not just to India and Bangladesh but to the entire region. We have the greatest admiration for Prime Minister Sheikh Hasina’s firm resolve in dealing with terrorism. Her Government’s ‘zero-tolerance’ policy towards terrorism is an inspiration for all of us. We agreed that peace, security and development for our people and for the region will remain central to our engagement. Today, we have also taken a long overdue step by signing an agreement on close cooperation between our armed forces. I am also happy to announce a Line of Credit of US dollars 500 million to support Bangladesh’s defence related procurement. In implementing this line of credit, we will be guided by Bangladesh’s needs and priorities.

Our two countries share one of the longest land boundaries. During my visit to Dhaka in June 2015, we had concluded the Land Boundary Agreement. Its implemntation is now underway. Along with our shared land boundaries are our shared rivers. They sustain our peoples and their livelihoods. And, the one that has attracted the greatest attention is the Teesta. This is important for India, for Bangladesh and for India-Bangladesh relationship. I am very happy that the Chief Minister of West Bengal is my honoured guest today . I know that her feelings for Bangladesh are as warm as my own. I assure you and the people of Bangladesh of our commitment and continuing efforts. I firmly believe that it is only my government and Excellency Sheikh Hasina,your government, that can and will find an early solution to Teesta Water Sharing.

Bangabandu Sheikh Mujibur Rahman was a dear friend of India and a towering leader. As a mark of our respect and deep admiration for the father of Bangladesh, a prominent road in our capital city has been named after him. We have also agreed to jointly produce a film on the life and works of Bangabandhuwhich will be released on his birth centenary year in 2020. Along with Prime Minister Sheikh Hasina ji, I am also honoured to release the Hindi translation of Bangbandhu’s ‘Unfinished Memoirs’. His life, struggle and contribution to the creation of Bangladesh will continue to inspire future generations. To mark the Golden Jubilee Year of Bangladesh’s independence in 2021, we have agreed to jointly produce a documentary film on the Liberation War of Bangladesh.

You have successfully carried forward the vision and legacy of Bangabandhu Today, under your leadership, Bangladesh is marching on a trajectory of high growth and development. We in India rejoice in our ties with Bangladesh. Ties that have been forged in blood and generations of kin-ship. Ties that seek a better and secure future for our people. With these words, Excellency, I once again welcome you and your delegation to India.

बजट वेबिनार सीरीज के तीसरे वेबिनार में, मैं आप सभी का अभिनंदन करता हूं। इससे पहले, टेक्नोलॉजी, रिफॉर्म्स और इकोनॉमिक ग्रोथ जैसे अहम विषयों पर दो वेबिनार हो चुके हैं। आज, Rural Economy और Agriculture जैसे अहम सेक्टर पर चर्चा हो रही है। आप सभी ने बजट निर्माण में अपने मूल्यवान सुझावों से बहुत सहयोग दिया, और आपने देखा होगा बजट में आप सबके सुझाव रिफ्लेक्ट हो रहे हैं, बहुत काम आए हैं। लेकिन अब बजट आ चुका है, अब बजट के बाद उसके full potential का लाभ देश को मिले, इस दिशा में भी आपका अनुभव, आपके सुझाव और सरल तरीके से बजट का सर्वाधिक लोगों को लाभ हो। बजट का पाई-पाई पैसा जिस हेतु से दिया गया है, उसको परिपूर्ण कैसे करें? जल्द से जल्द कैसे करें? आपके सुझाव ये वेबिनार के लिए बहुत अहम है।

साथियों,

आप सभी जानते हैं, कृषि, एग्रीकल्चर, विश्वकर्मा, ये सब हमारी अर्थव्यवस्था का मुख्य आधार है। एग्रीकल्चर, भारत की लॉन्ग टर्म डेवलपमेंट जर्नी का Strategic Pillar भी है, और इसी सोच के साथ हमारी सरकार ने कृषि सेक्टर को लगातार मजबूत किया है। करीब 10 करोड़ किसानों को 4 लाख करोड़ रुपए से अधिक की पीएम किसान सम्मान निधि मिली है। MSP में हुए Reforms से अब किसानों को डेढ़ गुना तक रिटर्न मिल रहा है। इंस्टिट्यूशनल क्रेडिट कवरेज 75 प्रतिशत से अधिक हो चुका है। पीएम फसल बीमा योजना के तहत लगभग 2 लाख करोड़ रुपए के क्लेम सेटल किए गए हैं। ऐसे अनेक प्रयासों से किसानों का रिस्क बहुत कम हुआ है, और उन्हें एक बेसिक इकोनॉमिक सिक्योरिटी मिली है। इससे कृषि क्षेत्र का आत्मविश्वास भी बढ़ा है। आज खाद्यान्न और दालों से लेकर तिलहन तक देश रिकॉर्ड उत्पादन कर रहा है। लेकिन अब, जब 21वीं सदी का दूसरा क्वार्टर शुरू हो चुका है, 25 साल बीत चुके हैं, तब कृषि क्षेत्र को नई ऊर्जा से भरना भी उतना ही आवश्यक है। इस साल के बजट में इस दिशा में नए प्रयास हुए हैं। मुझे विश्वास है, इस वेबिनार में आप सभी के बीच हुई चर्चा, इससे निकले सुझाव, बजट प्रावधानों को जल्द से जल्द जमीन पर उतारने में मदद करेंगे।

साथियों,

आज दुनिया के बाजार खुल रहे हैं, ग्लोबल डिमांड बदल रही है। इस वेबिनार में अपनी खेती को एक्सपोर्ट ओरिएंटेड बनाने पर भी ज्यादा से ज्यादा चर्चा आवश्य़क है। हमारे पास Diverse Climate है, हमें इसका पूरा फायदा उठाना है। एग्रो क्लाइमेटिक जोन, उस विषय में हम बहुत समृद्ध है। इस साल का बजट इन सब बातों के लिए अनगिनत नए अवसर देने वाला बजट है। प्रोडक्टिविटी बढ़ाने की दिशा तय करता है, और एक्सपोर्ट स्ट्रेंथ को बढ़ावा देता है। बजट में हमने high value agriculture पर फोकस किया है। नारियल, काजू, कोको, चंदन, ऐसे उत्पादों के regional-specific promotion की बात कही है, और आपको मालूम है, दक्षिण के हमारे जो राज्य हैं खासकर केरल है, तमिलनाडु है, नारियल की पैदावार बहुत करते हैं। लेकिन अब वो क्रॉप, वो सारे पेड़ इतने पुराने हो चुके हैं कि उसकी वो क्षमता नहीं रही है। केरल के किसानों को अतिरिक्त लाभ हो, तमिलनाडु के किसानों को अतिरिक्त लाभ हो। इसलिए इस बार कोकोनट पर एक विशेष बल दिया गया है, जिसका फायदा आने वाले दिनों में हमारे इन किसानों को मिलेगा।

साथियों,

नॉर्थ ईस्ट की तरफ देखें, अगरवुड बहुत कम लोगों को मालूम है, जो ये अगरबत्ती शब्द है ना, वो अगरवुड से आया हुआ है। अब हिमालयन राज्यों में टेम्परेट नट क्रॉप्स, और इन्हें बढ़ावा देने का प्रस्ताव बजट में रखा गया है। जब एक्सपोर्ट ओरिएंटेड प्रोडक्शन बढ़ेगा, तो ग्रामीण क्षेत्रों में प्रोसेसिंग और वैल्यू एडिशन के जरिए रोजगार सृजन होगा। इस दिशा में एक coordinated action कैसे हो, आप सभी स्टेकहोल्डर्स मिलकर जरूर मंथन करें। अगर हम मिलकर High Value Agriculture को स्केल करते हैं, तो ये एग्रीकल्चर को ग्लोबली कंपेटिटिव सेक्टर में बदल सकता है। एग्री experts, इंडस्ट्री और किसान एक साथ कैसे आएं, किसानों को ग्लोबल मार्केट से जोड़ने के लिए किस तरह से गोल्स सेट किए जाएं, क्वालिटी, ब्रांडिंग और स्टैंडर्ड्स, ऐसे हर पहलू, इन सबको कैसे प्रमोट किया जाए, इन सारे विषयों पर चर्चा, इस वेबिनार को, इसके महत्व को बढ़ाएंगे। मैं एक और बात आपसे कहना चाहूंगा। आज दुनिया हेल्थ के संबंध में ज्यादा कॉनशियस है। होलिस्टिक हेल्थ केयर और उसमें ऑर्गेनिक डाइट, ऑर्गेनिक फूड, इस पर बहुत रुचि है। भारत में हमें केमिकल फ्री खेती पर बल देना ही होगा, हमें नेचुरल फार्मिंग पर बल देना होगा। नेचुरल फार्मिंग से, केमिकल फ्री प्रोडक्ट से दुनिया के बाजार तक पहुंचने में हमारे लिए एक राजमार्ग बन जाता है। उसके लिए सर्टिफिकेशन, लेबोरेटरी ये सारी व्यवस्थाएं सरकार सोच रही है। लेकिन आप लोग इसमें भी जरूर अपने विचार रखिए।

साथियों,

एक्सपोर्ट बढ़ाने में एक बहुत बड़ा फैक्टर फिशरीज सेक्टर का पोटेंशियल भी है। भारत दुनिया का दूसरा सबसे बड़ा मछली उत्पादक देश भी है। आज हमारे अलग-अलग तरह के जलाशय, तालाब, ये सब मिलाकर लगभग 4 लाख टन मछली उत्पादन होता है। जबकि इसमें 20 लाख टन अतिरिक्त उत्पादन की संभावना मौजूद है। अब विचार कीजिए आप, 4 लाख टन से हम अतिरिक्त 20 लाख टन जोड़ दें, तो हमारे गरीब मछुआरे भाई-बहन हैं, उनकी जिंदगी कैसी बदल जाएगी। हमारे पास Rural Income को डायवर्सिफाई करने का अवसर है। फिशरीज एक्सपोर्ट ग्रोथ का बड़ा प्लेटफॉर्म बन सकता है, दुनिया में इसकी मांग है। इस वेबिनार से अगर बहुत ही प्रैक्टिकल सुझाव निकलते हैं, तो कैसे रिज़रवॉयर, उसकी पोटेंशियल की सटीक मैपिंग की जाए, कैसे क्लस्टर प्लानिंग की जाए, कैसे फिशरीज डिपार्टमेंट और लोकल कम्युनिटी के बीच मजबूत कोऑर्डिनेशन हो, तो बहुत ही उत्तम होगा। हैचरी, फीड, प्रोसेसिंग, ब्रांडिंग, एक्सपोर्ट, उसके लिए आवश्यक लॉजिस्टिक्स, हर स्तर पर हमें नए बिजनेस मॉडल विकसित करने ही होंगे। ये Rural Prosperity, ग्रामीण समृद्धि के लिए, वहां की हाई वैल्यू, हाई इम्पैक्ट सेक्टर के रूप में परिवर्तित करने का एक अवसर है हमारे लिए, और इस दिशा में भी हम सबको मिलकर काम करना है, और आप आज जो मंथन करेंगे, उसके लिए, उस कार्य के लिए रास्ता बनेगा।

साथियों,

पशुपालन सेक्टर, ग्रामीण इकोनॉमी का हाई ग्रोथ पिलर है। भारत आज दुनिया का सबसे बड़ा मिल्क प्रोड्यूसर है, Egg प्रोडक्शन में हम दूसरे स्थान पर है। हमें इसे और आगे ले जाने के लिए ब्रीडिंग क्वालिटी, डिजीज प्रिवेंशन और साइंटिफिक मैनेजमेंट पर फोकस करना होगा। एक और अहम विषय पशुधन के स्वास्थ्य का भी है। मैं जब One Earth One Health की बात करता हूं, तो उसमें पौधा हो या पशु, सबके स्वास्थ्य की बात शामिल है। भारत अब वैक्सीन उत्पादन में आत्मनिर्भर है। फुट एंड माउथ डिजीज, उससे पशुओं को बचाने के लिए सवा सौ करोड़ से अधिक डोज पशुओं को लगाई जा चुकी है। राष्ट्रीय गोकुल मिशन के तहत टेक्नोलॉजी का विस्तार किया जा रहा है। हमारी सरकार में अब पशुपालन क्षेत्र के किसानों को किसान क्रेडिट कार्ड का भी लाभ मिल रहा है। निजी निवेश को प्रोत्साहित करने के लिए एनिमल हसबेंड्री इंफ्रास्ट्रक्चर डेवलपमेंट फंड की शुरुआत भी की गई है, और आपको ये पता है हम लोगों ने गोबरधन योजना लागू की है। गांव के पशुओं के निकलने वाला मलमूत्र है, गांव का जो वेस्ट है, कूड़ा-कचरा है। हम गोबरधन योजना में इसका उपयोग करके गांव भी स्वच्छ रख सकते हैं, दूध से आय होती है, तो गोबर से भी आय हो सकती है, और एनर्जी सिक्योरिटी की दिशा में गैस सप्लाई में भी ये गोबरधन बहुत बड़ा योगदान दे सकता है। ये मल्टीपर्पज बेनिफिट वाला काम है, और गांव के लिए बहुत उपयोगी है। मैं चाहूंगा कि सभी राज्य सरकारें इसको प्राथमिकता दें, इसको आगे बढ़ाएं।

साथियों,

हमने पिछले अनुभवों से समझा है कि केवल एक ही फसल पर टिके रहना किसान के लिए जोखिम भरा है। इससे आय के विकल्प भी सीमित हो जाते हैं। इसलिए, हम crop diversification पर फोकस कर रहे हैं। इसके अलावा, National Mission on Edible Oils And Pulses, National Mission on Natural Farming, ये सभी एग्रीकल्चर सेक्टर की ताकत बढ़ा रहे हैं।

साथियों,

आप भी जानते हैं एग्रीकल्चर स्टेट सब्जेक्ट है, राज्यों का भी एक बड़ा एग्रीकल्चर बजट होता है, हमें राज्यों को भी निरंतर प्रेरित करना है कि वो अपना दायित्व निभाने में, हम उनको कैसे मदद दें, हमारे सुझाव उनको कैसे काम आएं। राज्य का भी एक-एक पैसा जो गांव के लिए, किसान के लिए तय हुआ है, वो सही उपयोग हो। हमें बजट प्रावधानों को जिला स्तर तक मजबूत करना होगा। तभी नई पॉलिसीज का ज्यादा से ज्यादा फायदा उठाया जा सकता है।

साथियों,

ये टेक्नोलॉजी की सदी है और सरकार का बहुत जोर एग्रीकल्चर में टेक्नोलॉजी कल्चर लाने पर भी है। आज e-NAM के माध्यम से मार्केट एक्सेस का डेमोक्रेटाइजेशन हुआ है। सरकार एग्रीस्टैक के जरिए, एग्रीकल्चर के लिए डिजिटल पब्लिक इंफ्रास्ट्रक्चर विकसित कर रही है। इसके तहत डिजिटल पहचान, यानी किसान आईडी बनाई जा रही है। अब तक लगभग 9 करोड़ किसानों की किसान आईडी बन चुकी है, और लगभग 30 करोड़ भूमि पार्सलों का डिजिटल सर्वे किया गया है। भारत-विस्तार जैसे AI आधारित प्लेटफॉर्म, रिसर्च इंस्टीट्यूशंस और किसानों के बीच की दूरी कम कर रहे हैं।

लेकिन साथियों,

टेक्नोलॉजी तभी परिणाम देती है, जब सिस्टम उसे अपनाएं, संस्थाएं उसे इंटीग्रेट करें और एंटरप्रेन्योर्स उस पर इनोवेशन खड़ा करें। इस वेबिनार में आपको इससे जुड़े सुझावों को मजबूती से सामने लाना होगा। हम टेक्नोलॉजी को कैसे सही तरीके से इंटीग्रेट करें, इस दिशा में इस वेबिनार से निकले सुझावों की बहुत बड़ी भूमिका होगी।

साथियों,

हमारी सरकार ग्रामीण समृद्धि के निर्माण के लिए प्रतिबद्ध है। प्रधानमंत्री आवास योजना, स्वामित्व योजना, पीएम ग्रामीण सड़क योजना, स्वयं सहायता समूहों को आर्थिक मदद, इसने रूरल इकोनॉमी को निरंतर मजबूत किया है। लखपति दीदी अभियान की सफलता को भी हमें नई ऊंचाई देनी है। अभी तक गांव की 3 करोड़ महिलाओं को लखपति दीदी बनाने में हम सफल हो चुके हैं। अब 2029 तक, 2029 तक 3 करोड़ में और 3 करोड़ जोड़ना है, और 3 करोड़ और लखपति दीदियां बनाने का लक्ष्य तय किया गया है। ये लक्ष्य और तेजी से कैसे प्राप्त किया जाए, इसे लेकर भी आपके सुझाव महत्वपूर्ण होंगे।

साथियों,

देश में स्टोरेज का बहुत बड़ा अभियान चल रहा है। लाखों गोदाम बनाए जा रहे हैं। स्टोरेज के अलावा एग्री एंटरप्रेन्योर्स प्रोसेसिंग, सप्लाई चैन, एग्री-टेक, एग्री-फिनटेक, एक्सपोर्ट, इन सब में इनोवेशन और निवेश बढ़ाना आज समय की मांग है। मुझे विश्वास है आज जो आप मंथन करेंगे, उससे निकले अमृत से ग्रामीण अर्थव्यवस्था को नई ऊर्जा मिलेगी। आप सबको इस वेबिनार के लिए मेरी बहुत-बहुत शुभकामनाएं हैं, और मुझे पूरा विश्वास है कि जमीन से जुड़े हुए विचार, जड़ों से जुड़े हुए विचार, इस बजट को सफल बनाने के लिए, गांव-गांव तक पहुंचाने के लिए बहुत काम आएंगे। आपको बहुत-बहुत शुभकामनाएं।
