मीडिया के मित्रों,

राष्ट्रपति फॉर और उनके शिष्टमंडल का स्वागत करना मेरे लिए बड़े सौभाग्य की बात है। वर्ष 2015 में मेरी सेशेल्स की यात्रा, जो Indian Ocean region में मेरी पहली यात्रा थी, उसकी यादें मेरे मन में अभी भी हैं। उसी साल तत्कालीन राष्ट्रपति जेम्स मिशेल ने भी भारत का दौरा किया था।

ये यात्राएं हमारे घनिष्ठ strategic partnership के लिए हमारी प्रतिबद्धता दर्शाती हैं। जून 1976 में सेशेल्स के स्वतंत्र होने के बाद से ही, हम दोनों लोकतांत्रिक देशों के विशेष संबंध रहे हैं। आज भारत और सेशेल्स एक दूसरे के प्रमुख strategic partners हैं। हम दोनों देश लोकतंत्र की core values का समर्थन करते हैं और Indian Ocean में शांति, सुरक्षा और स्थिरता को बनाए रखने के geo-strategic vision को भी समान रूप से साझा करते हैं।

राष्ट्रपति फॉर और मेरे बीच आज की वार्ता बहुत ही सार्थक रही। सेशेल्स ने Africa में highest Human Development Index को प्राप्त किया है और Blue Economy के global leaders में से एक बन कर उभरा है। मैं, राष्ट्रपति फॉर को इन उपलब्धियों पर बहुत बहुत बधाई देता हूं।

भारत और सेशेल्स, Indian Ocean से जुड़े हुए हैं। हमारे नागरिकों की संपन्नता के लिए secure maritime environment में ocean economy का sustainable विकास बहुत ही महत्वपूर्ण है। परंपरागत और गैर-परंपरागत खतरों का सफलतापूर्वक सामना करके ही हम महासागर द्वारा प्रदत्त अवसरों का लाभ उठा सकते हैं। आज की हमारी वार्ता में, हमने ocean आधारित Blue Economy का पूरा लाभ उठाने की दिशा में संयुक्त रूप से कार्य करने की अपनी प्रतिबद्धता को दोहराया है। हमारे बीच Maritime चुनौतियों से निपटने के लिए सहयोग पर गहरी रणनीतिक convergence है।

घनिष्ठ भागीदारों के रूप में यह हमारी साझी ज़िम्मेदारी है कि हम अपने EEZ में तथा तटीय क्षेत्रों के आसपास सामूहिक maritime security सुनिश्चित करें। हमें पायरेसी, drugs और human trafficking तथा समुद्रीय संसाधनों का अवैध शोषण जैसे अंतर्राष्ट्रीय अपराधों से खतरा है। इनके विरूद्ध हमें अपनी चौकसी और सहयोग बढ़ाने होंगे। सेशेल्स को उसकी defence capabilities और maritime infrastructure को सुदृढ़ करने तथा defence personnel की क्षमता को बढ़ाने में सहायता करने के लिए भारत प्रतिबद्ध हैं। इससे सेशेल्स पारंपरिक और गैर पारंपरिक दोनों प्रकार की maritime चुनौतियों से प्रभावी रूप से निपट सकेगा तथा अपने समुद्रीय संसाधनों की रक्षा कर सकेगा। इस संदर्भ में मुझे सेशेल्स के defence के लिए 100 मिलियन अमेरिकी डालर credit के रूप में देने की घोषणा करने में प्रसन्नता हो रही है। इस credit से सेशेल्स अपनी maritime capacity को निर्मित करने के लिए भारत से रक्षा उपकरण खरीद सकेगा। मार्च, 2015 सेशेल्स की अपनी यात्रा के दौरान मैंने जिस दूसरे Dornier Aircraft का वायदा किया था वह कल सौंपे जाने के लिए तैयार है। इसका model अभी आप सब ने हमारे सामने देखा है। यह 29 जून को सेशेल्स के राष्ट्रीय दिवस के समारोह में भाग लेने के लिए समय पर वहां पर पहुंच जाएगा।

एज़ाम्पशन द्वीप प्रोजेक्ट के संबंध में एक-दूसरे के हितों के आधार पर मिलकर काम करने पर हम सहमत हैं। Navigation charts की उपलब्धता को सुधारने के लिए हाइड्रोग्राफी surveys करने के लिए हम व्यापक रूप से सहयोग कर रहे हैं। इस प्रयास के हिस्से के रूप में हमने आज White Shipping Data के आदान-प्रदान के लिए एक MOU साइन किया है। आज की हमारी बातचीत के दौरान, मैंने सेशेल्स की राष्ट्रीय प्राथमिकता की परियोजनाओं के लिए प्रभावी योगदान को जारी रखने की भारत की प्रतिबद्धता दोहराई है। इन परियोजनाओं से न केवल सेशेल्स की अर्थव्यवस्था बेहतर होगी बल्कि इस से हमारे आपसी संबंध कई गुना प्रगाढ़ होंगे।

Special grantके अंतर्गत सेशेल्स में तीन civilian infrastructure projects को finance करने के लिए भारत तैयार है। इनमें Government House, new Police Headquarters तथा Attorney General’s Office शामिल हैं।

आज हमने एक MoU पर भी हस्ताक्षर किए हैं, जिसके तहत सेशेल्स में कुछ high quality, high visibility तथा people-centric Small Development Projects को शुरू करने के लिए हमारी ओर से वित्तीय सहायता दी जाएगी। मैंने राष्ट्रपति फॉर को आश्वासन दिया है कि भारत सेशेल्स के आम नागरिकों समेत रक्षा कार्मिकों के लिए ITEC एवं अन्य कार्यक्रमों के अंतर्गत प्रशिक्षण प्रदान कर सेशेल्स की क्षमता विकास को बढाने के लिए हमेशा प्रतिबद्ध रहेगा। सेशेल्स द्वारा निर्धारित क्षेत्रों में भारतीय विशेषज्ञ सेशेल्स में deputation पर भेजे जाएंगे। सेशेल्स की अर्थव्यवस्था में भारतीय समुदाय का योगदान हमारे लिए गर्व का विषय है।* हमारे दोनों देशों एवं यहां के लोगों के बीच हमारी साझा संस्कृति हमारे लिए गर्व का विषय है और यह हमारे संबंधो को गाढ़ा बनाने के लिए कई संभावनाएं प्रदान करता है। मैं राष्ट्रपति फॉर को हमें दो बड़े अल्दाब्रा कछुए भेंट में दिए जाने के लिए धन्यवाद करता हूँ। सेशेल्स से, पहले भी, ऐसे दीर्घायु कछुए भारत ने प्राप्त किये थे। वे तीन शताब्दियों के साक्षी रहे। भारत में इस जीव को, और प्रकृति के अन्य अनेक जीव-जंतुओं, पशुओं-पौधों को बहुत श्रद्धा और प्रेम से देखा जाता है। ये दीर्घायु कछुए आगे भी हमारी चिरंतन मित्रता और उसके शुभ प्रभावों के प्रतीक रहेंगे।

मैं एक बार फिर से राष्ट्रपति फॉर तथा उनके प्रतिनिधिमंडल का हार्दिक स्वागत करता हूँ तथा कामना करता हूँ कि उनकी भारत यात्रा आनंददायक रहे। मैं राष्ट्रपति फॉर तथा सेशेल्स के लोगों को उन के राष्ट्रीय दिवस 29 जून के लिए भी अपनी ओर से और सवा सौ करोड़ भारतीयों की ओर से शुभकामनाएं भी देता हूँ।

Prime Minister Shri Narendra Modi chaired the 52nd meeting of PRAGATI, the ICT-enabled, multi-modal platform aimed at fostering Pro-Active Governance and Timely Implementation, by seamlessly integrating efforts of the Central and State Governments, earlier today at Seva Teerth.

During the meeting, the Prime Minister reviewed four critical infrastructure projects across the Road, Power, Industrial Corridor and Metro Rail sectors, covering four States and costing around ₹30,000 crore. These projects, important for economic growth, regional connectivity, industrial development and public welfare, were reviewed with focus on timelines, inter-agency coordination, issue resolution and timely completion.

Prime Minister underlined that delays in infrastructure projects not only lead to cost escalation, but also deprive people and industries of timely benefits. He asked the concerned Ministries and State Governments to resolve pending issues in a mission-mode manner and ensure close monitoring at the highest level.

Prime Minister emphasised the use of PM GatiShakti National Master Plan for efficient planning and timely implementation of infrastructure projects. He also underlined the need for regular and timely updation of project details, utilities, infrastructure layers, clearances and other field-level information on the portal. He further emphasised that the platform must reflect the latest ground situation so that bottlenecks can be identified in advance, inter-agency coordination can be improved and decisions can be taken on the basis of reliable, real-time data.

Prime Minister reviewed TB Mukt Bharat Abhiyan and emphasised the need to leverage latest digital technologies including Artificial Intelligence. He suggested a team of NCC cadets and MY Bharat volunteers, for awareness, patient follow-up and community mobilisation.

Prime Minister also reviewed grievances related to Cyber Crime and Digital Arrest. He expressed concern over the rising misuse of digital platforms to defraud citizens and stressed that such matters require coordinated, sensitive and time-bound handling by all concerned agencies. He noted that citizens should not be made to run from one department or agency to another. He also emphasized the need for clear ownership, faster response, better coordination among law enforcement agencies, banks and digital platforms, and stronger public awareness campaigns.

Prime Minister observed that in cases involving cyber fraud, timely action is crucial to prevent financial loss and restore public confidence. He asked all stakeholders to work in close coordination to strengthen prevention, reporting, investigation and grievance redressal mechanisms. He also emphasised that States should work towards enabling e-Zero FIR mechanisms for faster registration and response in cyber fraud cases.
