ಇಲ್ಲಿ ನೆರೆದಿರುವ ಮಹನೀಯರೆ,
ಮಾಧ್ಯಮ ಪ್ರತಿನಿಧಿಗಳೆ,
ಭಾರತಕ್ಕೆ ಮೊದಲ ಬಾರಿಗೆ ಭೇಟಿ ನೀಡುತ್ತಿರುವ ಅಧ್ಯಕ್ಷರಾದ ಅಲ್ಮಜ್ಬೆಕ್ ಅಟಾಂಬಾವ್ ಅವರನ್ನು ಸಂತಸದಿಂದ ಸ್ವಾಗತಿಸುತ್ತೇನೆ. ಮಾನ್ಯರೇ, ಕಳೆದ ವರ್ಷದ ಜುಲೈನಲ್ಲಿ ನಾನು ಕರ್ಗಿಝ್ ಗಣರಾಜ್ಯಕ್ಕೆ ಭೇಟಿ ನೀಡಿದ ಸಂದರ್ಭದಲ್ಲಿ ತಾವು ನನಗೆ ನೀಡಿದ ಆತಿಥ್ಯ ಮತ್ತು ಆದರಣೀಯ ಕ್ಷಣಗಳು ನನಗಿನ್ನೂ ನೆನಪಿವೆ. ನಿಮ್ಮ ಈ ಭೇಟಿ ನಮ್ಮ ಪರಸ್ಪರ ಸಹಕಾರ ಮತ್ತು ಉನ್ನತ ಮಟ್ಟದ ಸಂಬಂಧಗಳನ್ನು ಮುಂದಕ್ಕೆ ಕೊಂಡೊಯ್ಯಲು ಸಹಕಾರಿಯಾಗಿವೆ. ಭಾರತ ಮತ್ತು ಕರ್ಗಿಝ್ ಗಣರಾಜ್ಯ ಒಟ್ಟಾಗಿ ಹಂಚಿಕೊಂಡಿರುವ ಐತಿಹಾಸಿಕ ಕೊಂಡಿಗಳು ನಮ್ಮಗಳ ಸಂಬಂಧದ ಸೌಹಾರ್ದಕ್ಕೆ ಕಾರಣವಾಗಿವೆ. ಹಾಗಾಗಿಯೇ ಕರ್ಗಿಝ್ ಗಣರಾಜ್ಯ ಸೇರಿದಂತೆ ಮಧ್ಯ ಏಷ್ಯಾದೊಂದಿಗೆ ನಮ್ಮ ಸಮಾಜ ಎಂದಿಗೂ ಸದಾಶಯ ಹೊಂದಿದೆ. ನಮ್ಮ ನಡುವಿನ ಸಾಮ್ಯತೆಯಾದಂತಹ ಪ್ರಜಾಪ್ರಭುತ್ವ ಮೌಲ್ಯಗಳು ಮತ್ತು ಸಂಪ್ರದಾಯಗಳಿಗೆ ನಾವೂ ಕೂಡ ಕಟಿಬದ್ಧರಾಗಿದ್ದೇವೆ. ಕರ್ಗಿಝ್ ಗಣರಾಜ್ಯದ ಪ್ರಜಾತಂತ್ರದ ಅಡಿಗಲ್ಲಿನ ನಿರ್ಮಾಣಕ್ಕೆ ಮತ್ತು ಪೋಷಣೆಗೆ ಅಧ್ಯಕ್ಷರಾದ ಅಟಾಂಬಾವ್ ಅವರ ಕಾಣಿಕೆ ಗಣನೀಯವಾದದ್ದು.

ದ್ವಿಪಕ್ಷೀಯ ಪಾಲುದಾರಿಕೆ ಗಾಗಿ ಅಧ್ಯಕ್ಷರಾದ ಅಟಾಂಬಾವ್ ಮತ್ತು ನಾನು ಪೂರ್ಣಪ್ರಮಾಣದ ಮಾತುಕತೆ ನಡೆಸಿದ್ದೇವೆ. ದ್ವಿಪಕ್ಷೀಯ ಸಹಭಾಗಿತ್ವವನ್ನು ವೈವಿಧ್ಯಗೊಳಿಸುವ ಹಾಗೂ ಮತ್ತಷ್ಟು ಗಟ್ಟಿಗೊಳಿಸುವ ಸಾಮಾನ್ಯ ಹಿತಾಸಕ್ತಿಗಳಿಗೆ ನಾವು ಗಮನ ಕೇಂದ್ರೀಕರಿಸಿದ್ದೇವೆ. ಜೊತೆಗೆ ನಾವು, ನಮ್ಮ ಯುವಜನತೆಯನ್ನು ಭಯೋತ್ಪಾದನೆ, ತೀವ್ರಗಾಮಿತ್ವ ಹಾಗೂ ಮೂಲಭೂತವಾದದಿಂದ ರಕ್ಷಿಸುವ ಸವಾಲುಗಳ ಬಗೆಗೂ ಚರ್ಚೆ ನಡೆಸಿದ್ದೇವೆ.
ಪರಸ್ಪರ ಹಿತಾಸಕ್ತಿಗಾಗಿ ಈ ಸವಾಲುಗಳನ್ನು ಮೆಟ್ಟಿ ನಿಲ್ಲುವ ಬಗೆಗೆ ನಾವು ಒಟ್ಟಾಗಿ, ಸಹಕಾರದಿಂದ ಕಾರ್ಯನಿರ್ವಹಿಸುವ ಅವಶ್ಯಕತೆಗೆ ಒಪ್ಪಿದ್ದೇವೆ. ಮಧ್ಯ ಏಷ್ಯಾವನ್ನು ಸುಸ್ಥಿರ ಶಾಂತಿ, ಸ್ಥಿರತೆ ಮತ್ತು ಏಳಿಗೆಯ ಪ್ರದೇಶವಾಗಿ ನಿರ್ಮಿಸಲು ಕಿರ್ಜಿಝ್ ಗಣರಾಜ್ಯದ ಪಾತ್ರ ಮಹತ್ತರವಾದದ್ದು ಎಂದು ನಾವು ನಂಬಿದ್ದೇವೆ. ಈ ವಿಷಯಗಳ ಮೇಲೆ ಒಟ್ಟಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸಲು ಶಾಂಘೈ ಸಹಕಾರಿ ಸಂಸ್ಥೆ ನಮಗೆ ಪ್ರಮುಖವಾದ ಚೌಕಟ್ಟನ್ನು ನೀಡಲಿದೆ.
ಮಿತ್ರರೇ,
ಅಧ್ಯಕ್ಷರಾದ ಅಟೆಂಬಾವ್ ಮತ್ತು ನಾನು ರಕ್ಷಣಾ ಕ್ಷೇತ್ರದಲ್ಲಿನ ಸಹಕಾರವನ್ನು ಪರಿಶೀಲಿಸಿದ್ದೇವೆ. ಕಿರ್ಜಿಝ್-ಭಾರತ ಮೌಂಟೇನ್ ಬಯೋ-ಮೆಡಿಕಲ್ ರಿಸರ್ಚ್ ಸೆಂಟರ್ ಇದಕ್ಕೊಂದು ಉತ್ತಮ ನಿದರ್ಶನ. ಇದೊಂದು ಫಲಪ್ರದ ಸಂಶೋಧನಾ ಪ್ರಯತ್ನವಾಗಿದ್ದು, ಇದೇ ಹಾದಿಯಲ್ಲಿ ಸಾಗುವ ಅವಶ್ಯಕತೆಯಿದೆ. ಕಿರ್ಜಿಝ್ ಗಣರಾಜ್ಯದಲ್ಲಿ ಕಿರ್ಜಿಝ್-ಭಾರತೀಯ ಜಂಟೀ ಸೇನಾ ತರಬೇತಿ ಕೇಂದ್ರ ಸ್ಥಾಪಿಸಲು ನಾವು ಒಪ್ಪಿಕೊಂಡಿದ್ದೇವೆ. ಭಯೋತ್ಪಾದನೆ ಹತ್ತಿಕ್ಕಲು ನಮ್ಮ ಜಂಟೀ ಸೇನಾ ಸಮರಾಭ್ಯಾಸಗಳು ಇನ್ನು ಮುಂದೆ ವಾರ್ಷಿಕವಾಗಿ ಯೋಜಿತವಾಗಲಿವೆ. ನಮ್ಮ ಮುಂದಿನ ಆವೃತ್ತಿಯ ಯೋಜನೆ ಆ ವರ್ಷದ ಮೊದಲ ತ್ರೈಮಾಸಿಕದಲ್ಲಿ ರಚಿಸಲ್ಪಡುತ್ತವೆ.

ಎರಡೂ ದೇಶಗಳ ಆರ್ಥಿಕತೆಯನ್ನು ಮತ್ತಷ್ಟು ನಿಕಟಗೊಳಿಸಲು ಅಧ್ಯಕ್ಷರಾದ ಅಟೆಂಬಾವ್ ಮತ್ತು ನಾನು ನಿರ್ಧರಿಸಿದ್ದೇವೆ. ಪರಸ್ಪರ ವ್ಯಾಪಾರ ಹಾಗೂ ಆರ್ಥಿಕ ಸಂಬಂಧಗಳನ್ನು ಮತ್ತು ಜನರ ನಡುವಿನ ವಿನಿಮಯವನ್ನು ಮತ್ತಷ್ಟು ಹೆಚ್ಚಿಸಲು ನಾವು ಒಪ್ಪಿದ್ದೇವೆ. ಗಣಿಗಾರಿಕೆ ಮತ್ತು ಇಂಧನ, ಕೃಷಿ, ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ, ಪ್ರವಾಸೋದ್ಯಮ, ಆರೋಗ್ಯಕ್ಷೇತ್ರಗಳ ಅವಕಾಶಗಳನ್ನು ಅನ್ವೇಷಿಸಲು ಎರಡೂ ದೇಶಗಳಿಗೆ ಅನುವಾಗುವಂತೆ ನಮ್ಮ ವಾಣಿಜ್ಯ ಮತ್ತು ಕೈಗಾರಿಕೋದ್ಯಮವನ್ನು ಉತ್ತೇಜಿಸಲಿದ್ದೇವೆ. ಈ ಯೋಜನೆಗಳ ಗುರಿ ಜನತೆಗೆ ಸಂಬಂಧಿಸಿದ್ದಾಗಿದೆ. ಆರ್ಥಿಕ ಸಹಕಾರ ಮತ್ತು ತಾಂತ್ರಿಕ ಕಾರ್ಯಕ್ರಮಗಳಲ್ಲಿ ಯವಜನತೆಯ ವಿನಿಮಯಕ್ಕೆ ನಾವು ವಿಶೇಷ ಒತ್ತು ನೀಡುವ ನಿಟ್ಟಿನಲ್ಲಿ ಕಿರ್ಜಿಜ್ ಗಣರಾಜ್ಯದೊಂದಿಗೆ ಮಾತುಕತೆ ನಡೆಸಿದ್ದೇವೆ. ಇಂದಿನ ಎಲ್ಲಾ ಗ್ರಹಿಕೆಗಳು ಇದೇ ನಿಟ್ಟಿನಲ್ಲಿ ಸಹಕಾರಿಯಾಗಿರುತ್ತವೆ. ಕಳೆದ ವರ್ಷ, ಮಧ್ಯ ಏಷ್ಯಾದಲ್ಲೇ ಪ್ರಪ್ರಥಮ ಬಾರಿಗೆ ಕಿರ್ಜಿಝ್ ಗಣರಾಜ್ಯದೊಂದಿಗೆ ಟೆಲಿ-ಮೆಡಿಸನ್ ಕಾರ್ಯಕ್ರಮಕ್ಕೆ ಚಾಲನೆ ನೀಡಿದ್ದೇವೆ. ಈ ವ್ಯವಸ್ಥೆಯನ್ನು ಕಿರ್ಜಿಝ್ ಗಣರಾಜ್ಯದ ಇತರೆ ಭಾಗಗಳಿಗೂ ವಿಸ್ತರಿಸಲಿದ್ದೇವೆ.

ಮಾಚ್ 2017ರಲ್ಲಿ ಭಾರತ-ಕಿರ್ಗಿಝ್ ಗಣರಾಜ್ಯ ನಡುವಿನ ರಾಜತಾಂತ್ರಿಕ ಸಂಬಂಧದ 25ನೇ ವಾರ್ಷಿಕೋತ್ಸವವ ನ್ನು ಆಚರಿಸಲಿದ್ದೇವೆ. ಈ ಗುರಿ ತಲುಪುವ ಮುನ್ನವೇ, ಅಧ್ಯಕ್ಷರಾದ ಅಟೆಂಬಾವ್ ಅವರ ಭಾರತ ಭೇಟಿ ಹಲವು ಪ್ರಕ್ರಿಯೆಗಳನ್ನು ತ್ವರಿತಗೊಳಿಸಿದ್ದಲ್ಲದೆ, ನಮ್ಮ ಸಂಬಂಧಗಳನ್ನು ಗಟ್ಟಿಗೊಳಿಸುವ ಪ್ರಯತ್ನಗಳಿಗೆ ಸಹಕಾರಿಯಾಗಿದೆ. ಇತ್ತೀಚಿನ ಮತ್ತು ಮುಂಬರುವ ದಿನಗಳಲ್ಲಿ ನಮ್ಮ ಸಂಬಂಧಗಳು ಮತ್ತಷ್ಟು ಫಲಪ್ರದವಾಗಲಿವೆ. ಅಧ್ಯಕ್ಷರಾದ ಅಟೆಂಬಾವ್ ಅವರಿಗೆ ಈ ಭೇಟಿ ಸ್ಮರಣೀಯ ಮತ್ತು ಫಲದಾಯಕವಾಗಲಿ ಎಂದು ಆಶಿಸುತ್ತೇನೆ.
