প্রধানমন্ত্রী শ্রী নরেন্দ্র মোদী আজ উদীয়মান রাজস্থান বিশ্ব বিনিয়োগ শিখর সম্মেলন ২০২৪ – এর উদ্বোধন করেন। রাজস্থানের জয়পুরের প্রদর্শনী ও সম্মেলন কেন্দ্রে বিশ্ব বাণিজ্য এক্সপো-রও সূচনা করেন তিনি। ভাষণে প্রধানমন্ত্রী এই সমারোহের সফল আয়োজনের জন্য সেখানকার রাজ্য সরকারকে অভিনন্দন জানান।
ভারতে বাণিজ্য পরিমণ্ডল নিয়ে সারা বিশ্বের লগ্নিকারীরা উৎসাহিত হয়ে উঠেছেন বলে প্রধানমন্ত্রী মন্তব্য করেছেন। এই দেশের প্রতিটি ক্ষেত্রে বিকাশের মূল মন্ত্র হ’ল – সম্পাদন, পরিবর্তন ও সংস্কার। এই কথা পুনরায় উল্লেখ করে প্রধানমন্ত্রী বলেন, স্বাধীনতার সাত দশক পর ভারত বিশ্বের একাদশতম বৃহৎ অর্থনীতি হয়ে উঠেছিল। কিন্তু, বিগত এক দশকে এই দেশ বড় অর্থনীতিগুলির মধ্যে পঞ্চম স্থানে এসে গেছে। এই সময় ভারতের অর্থনৈতিক কর্মকাণ্ড ও রপ্তানি প্রায় দ্বিগুণ বেড়েছে বলে তিনি জানান। প্রধানমন্ত্রী আরও বলেন, বিগত দশকে ভারতে প্রত্যক্ষ বিদেশি বিনিয়োগ আগের তুলনায় দ্বিগুণেরও বেশি বেড়েছে। পরিকাঠামো খাতে লগ্নির পরিমাণ ২ ট্রিলিয়ন থেকে বেড়ে হয়েছে ১১ ট্রিলিয়ন টাকা।
ভারতের এই উন্নয়নের চালিকাশক্তি হ’ল – গণতন্ত্র, জনবিন্যাস, ডিজিটাল ডেটা এবং পরিষেবা প্রদানে দক্ষতা। এই দেশ মানবতার কল্যাণকে মূল দর্শন করে এগিয়ে চলেছে বলে প্রধানমন্ত্রী উল্লেখ করেন। কেন্দ্রে সুস্থায়ী সরকার গড়ে তোলার জন্য দেশের নাগরিকদের প্রশংসা করেন তিনি। প্রধানমন্ত্রী আরও বলেন, সনাতন ঐতিহ্যকে সঙ্গে নিয়ে ভারত যেভাবে অগ্রসর হয়ে চলেছে, তার কৃতিত্ব দেশের যুবশক্তির। দেশের জনবিন্যাসে তারুণ্যের অনুপাত বেশি হওয়া ভারতের কাছে অত্যন্ত ইতিবাচক একটি বিষয় এবং সরকার সেদিকে লক্ষ্য রেখে উপযুক্ত নানা পদক্ষেপ নিচ্ছে বলে প্রধানমন্ত্রী জানান।
শ্রী মোদী বলেন, বিগত দশকে ভারতের তরুণ প্রজন্ম প্রযুক্তি ও তথ্য ক্ষেত্রে নতুন মাত্রা যোগ করেছে। এই শতক প্রযুক্তি এবং তথ্যের দ্বারাই চালিত। বিগত দশকে এদেশে ইন্টারনেট ব্যবহারকারীর সংখ্যা প্রায় ৪ গুণ বেড়েছে এবং ডিজিটাল লেনদেনে নতুন নজির তৈরি হচ্ছে। ডিজিটাল প্রযুক্তির গণতন্ত্রীকরণ প্রতিটি ক্ষেত্র ও জনগোষ্টীকে কিভাবে উপকৃত করতে পারেন, বিশ্বের সামনে তা তুলে ধরেছে ভারত। এ প্রসঙ্গে তিনি ইউপিআই, সরাসরি সুবিধা হস্তান্তর, সরকারি বৈদ্যুতিন বিপণন কেন্দ্র, ডিজিটাল বাণিজ্যের মুক্ত মঞ্চ বা ওএনডিভিসি-র কথা তুলে ধরেন। প্রযুক্তিগত এইসব উদ্যোগ রাজস্থানকে বিশেষভাবে উপকৃত করেছে বলে প্রধানমন্ত্রী উল্লেখ করেছেন।
স্বাধীনতার পর দীর্ঘ সময় কেন্দ্রীয় সরকারের ভুল নীতির কারণে রাজস্থান ক্ষতিগ্রস্ত হয়েছে বলে প্রধানমন্ত্রী অভিযোগ করেছেন। কিন্তু, বর্তমান সরকারের দূরদর্শিতার সুবাদে এই রাজ্য শুধুমাত্র বিকাশশীলই নয়, বিনিয়োগে নির্ভরযোগ্য কেন্দ্র হয়ে উঠেছে বলে তিনি মনে করেন। উন্নয়নের কাজে ঐ রাজ্য সরকারের উদ্যোগের ভুয়সী প্রশংসা করেন প্রধানমন্ত্রী।
রাজস্থান তামা, দস্তা, চুনাপাথর, গ্রানাইটের মতো খনিজ সম্পদে সমৃদ্ধ এবং স্বনির্ভর ভারত গঠনের প্রশ্নে অত্যন্ত গুরুত্বপূর্ণ এক রাজ্য বলে প্রধানমন্ত্রী মনে করেন। ভারতের শক্তি নিরাপত্তার প্রশ্নে এই রাজ্যের ভূমিকার কথা উল্লেখ করে প্রধানমন্ত্রী বলেন, এই দশকের শেষ নাগাদ সারা দেশে পুনর্নবীকরণযোগ্য উৎস থেকে ৫০০ গিগাওয়াট বিদ্যুৎ উৎপাদনের লক্ষ্যমাত্রা নেওয়া হয়েছে।
রাজস্থান রাজ্যটি দিল্লি ও মুম্বাইয়ের মতো বড় বাণিজ্য কেন্দ্রের নিকটবর্তী এবং সেখানে সড়ক ও রেল যোগাযোগ আরও জোরদার করে তোলায় কেন্দ্রীয় সরকারের বিভিন্ন প্রকল্পের প্রসঙ্গ উঠে আসে প্রধানমন্ত্রীর বক্তব্যে।
পর্যটনের ক্ষেত্রে ভারতের সম্ভাবনাময় ভবিষ্যতের কথা উল্লেখ করে প্রধানমন্ত্রী দেশের পর্যটন মানচিত্রে রাজস্থানের গুরুত্বপূর্ণ অবস্থানের কথা মনে করিয়ে দেন।

Highlighting that Rising Rajasthan was a great strength, the Prime Minister said that Rajasthan was one of the top 5 states in India in terms of MSMEs. He added that a separate conclave was also going to be held on MSMEs in the ongoing summit. Shri Modi noted that there are more than 27 lakh small and micro industries in Rajasthan with more than 50 lakh people working in small industries. He added that this had the potential to change the fate of Rajasthan. Shri Modi was pleased that a new MSMEs policy was introduced by the Government within a short time. He added that the Government of India was also continuously strengthening MSMEs through its policies and decisions. “India's MSMEs are not only strengthening the Indian economy but are also playing a significant role in empowering the global supply and value chains”, said the Prime Minister. Recollecting the pharma-related supply chain crisis during the Covid pandemic, Shri Modi underscored that India's pharma sector helped the world due to its strong base. Similarly, he urged to make India a strong base for manufacturing of other products and said that our MSMEs would play a major role in this.
Underlining the Government’s efforts to change the definition of MSMEs so that they get more opportunities for growth, Shri Modi said the central government had linked about 5 crore MSMEs to the formal economy, which had eased their access to credit.
Adding that the Government had also started a Credit Linked Guarantee Scheme, the Prime Minister said small industries were given assistance of about Rs 7 lakh crore under the scheme. Stressing that in the last decade, the credit flow for MSMEs had more than doubled, Shri Modi said while it was about Rs 10 lakh crore in 2014, today it was more than Rs 22 lakh crore. He added that Rajasthan had also been a big beneficiary of this and this growing strength of MSMEs would propel Rajasthan's development to new heights.
“We have embarked on a new journey of self-reliant India”, said the Prime Minister. He added that the vision of the Atmanirbhar Bharat Abhiyan was global and the impact was also global. Shri Modi underscored that they were moving ahead with a whole of Government approach at the Governmental level. He added that the Government was promoting every sector and every factor for industrial and manufacturing growth. Shri Modi expressed confidence that this spirit of Sabka Prayas will create a developed Rajasthan and a developed India.
Concluding his address, Shri Modi urged all the investors to take up the resolution of Rising Rajasthan. He also urged the delegates from across the globe to explore Rajasthan and India, which would be an unforgettable experience for them.
The Governor of Rajasthan Shri Haribhau Kisanrao Bagde, Chief Minister of Rajasthan, Shri Bhajanlal Sharma, Ministers, MPs, MLAs, industry leaders and other dignitaries were present among other dignitaries at the event.
Background
The theme of the Investment Summit to be held from 9th to 11th December this year is ‘Replete, Responsible, Ready’. The Summit will host 12 sectoral thematic sessions on the themes of water security, sustainable mining, sustainable finance, inclusive tourism, agri-business innovations and women-led Startups among others. Eight Country sessions will also be held during the Summit with participating countries on the themes like ‘Water Management for Livable Cities’, ‘versatility of Industries- manufacturing and beyond’ and ‘Trade & Tourism.’
Pravasi Rajasthani Conclave and MSME Conclave will also be held in three days. The Rajasthan Global Business Expo will feature thematic pavilions such as the Rajasthan Pavilion, Country Pavilions, Startups Pavilion among others. Over 32 countries, including 16 partner countries and 20 international organizations will participate in the Summit.
