The Prime Minister, Shri Narendra Modi, today interacted with oil and gas CEOs and experts from across the world.

Top CEOs and officials from Rosneft, BP, Reliance, Saudi Aramco, Exxon Mobil, Royal Dutch Shell, Vedanta, Wood MacKenzie, IHS Markit, Schlumberger, Halliburton, Xcoal, ONGC, IndianOil, GAIL, Petronet LNG, Oil India, HPCL, Delonex Energy, NIPFP, International Gas Union, World Bank, and International Energy Agency were present at the meeting.

Union Ministers Shri Dharmendra Pradhan, and Shri R.K. Singh, and senior officials from NITI Aayog, PMO, Petroleum Ministry and Finance Ministry were also present.

The meeting was coordinated by the NITI Aayog. In their brief opening remarks, Minister for Petroleum and Natural Gas, Shri Dharmendra Pradhan, and Shri Rajiv Kumar, Vice Chairman NITI Aayog gave an overview of the work done in this sector. They also emphasized the expected growth in energy demand in India, and the significant progress made in electrification and LPG expansion.

In a short presentation, CEO, NITI Aayog, Shri Amitabh Kant outlined the recent developments and challenges in the oil and gas sector in India.

Various participants appreciated the progress and reforms made in India in the last three years. Participants appreciated the pace and drive with which Prime Minister Modi has brought about reform in the energy sector. Subjects such as the need for a unified energy policy, contract frameworks and arrangements, requirement of seismic data sets, encouragement for biofuels, improving gas supply, setting up of a gas hub, and regulatory issues came up for discussion. Many participants strongly recommended the inclusion of gas and electricity in the GST framework. The Revenue Secretary, Shri Hasmukh Adhia, highlighted the recent decisions of the GST Council regarding the oil and gas sector.

Thanking the participants for sharing their views, the Prime Minister said that many suggestions received in the last meeting in 2016 have helped policy making. He also said that scope for reform in many areas still exists. The Prime Minister appreciated the focussed suggestions made by the participants.

The Prime Minister thanked all participants for sharing holistic suggestions, keeping in mind India's unique potential and requirements in the oil and gas sector, instead of merely confining themselves to the concerns of their respective organisations.

The Prime Minister observed that the suggestions made today covered policy, administrative as well as regulatory issues.

The Prime Minister thanked the President of Russia, Vladimir Putin, and Rosneft, for their commitments and support to the energy sector in India. He appreciated the 2030 vision document of the Kingdom of Saudi Arabia. Warmly recalling his visit to Saudi Arabia, he said many progressive decisions are being taken there in the energy sector. He looked forward to various opportunities for cooperation between India and Saudi Arabia in the near future.

The Prime Minister said that the status of the energy sector in India is highly uneven. He welcomed the suggestion made for a comprehensive energy policy. He stressed on the need to develop energy infrastructure and access to energy in Eastern India. He flagged the potential of biomass energy and also invited participation and joint ventures in coal gasification. He welcomed all possibilities for innovation and research in the oil and gas sector.

The Prime Minister indicated that as India moves towards a cleaner and more fuel-efficient economy, he also wants its benefits to expand horizontally to all sections of the society, and in particular to the poorest.

The theme of the World Health Assembly this year is ‘One World for Health’. It resonates with India’s vision for global health. When I addressed this gathering in 2023, I had spoken about ‘One Earth, One Health’. The future of a healthy world depends on inclusion, integrated vision and collaboration.

Inclusion is at the core of India’s health reforms. We run Ayushman Bharat, the world’s largest health insurance scheme. It covers 580 million people and provides free treatment. This programme was recently extended to cover all Indians above the age of 70 years. We have a network of thousands of health and wellness centres. They screen and detect diseases such as cancer, diabetes and hypertension. Thousands of public pharmacies provide high-quality medicines at far less than the market price.

Technology is an important catalyst to improve health outcomes. We have a digital platform to track vaccination of pregnant women and children. Millions of people have a unique digital health identity. It is helping us integrate benefits, insurance, records and information. With telemedicine, nobody is too far from a doctor. Our free telemedicine service has enabled over 340 million consultations.

Due to our initiatives, there has been a heartening development. The Out-of-Pocket Expenditure as percentage of Total Health Expenditure has fallen significantly. At the same time, Government Health Expenditure has gone up considerably.

The health of the world depends on how well we care for the most vulnerable. The Global South is particularly impacted by health challenges. India’s approach offers replicable, scalable and sustainable models. We would be happy to share our learnings and best practices with the world, especially the Global South.

In June, the 11th International Day of Yoga is coming up. This year, the theme is ‘Yoga for One Earth, One Health’. Being from the nation which gave Yoga to the world, I invite all countries to participate.

I congratulate the WHO and all member states on the successful negotiations of the INB treaty. It is a shared commitment to fight future pandemics with greater cooperation. While building a healthy planet, let us ensure that no one is left behind. Let me close with a timeless prayer from the Vedas. सर्वे भवन्तु सुखिनः सर्वे सन्तु निरामयाः। सर्वे भद्राणि पश्यन्तु मा कश्चिद् दुःखभाग्भवेत्॥ Thousands of years ago, our sages prayed that everyone should be healthy, happy and free from disease. May this vision unite the world.
