ప్రియమైన సోదర సోదరీమణులారా,
కావేరి నది జలాల పంపకం అంశానికి సంబంధించి కర్ణాటక, తమిళ నాడు లలో తలెత్తిన పరిస్థితి ఎంతో దు:ఖదాయకంగా ఉంది.
ఈ పరిణామాలు నన్ను వ్యక్తిగతంగా బాధకు లోను చేస్తున్నాయి. ఏ సమస్యకైనా హింస ఒక పరిష్కారాన్ని అందించజాలదు. ప్రజాస్వామ్యంలో నిగ్రహం పాటించడం, పరస్పర సంభాషణల ద్వారా పరిష్కారాలను కనుగొనే వీలు ఉంది.
ఈ వివాదాన్ని చట్టం పరిధిలో మాత్రమే పరిష్కరించడం సాధ్యపడుతుంది. చట్టాన్ని ఉల్లంఘించడం ఆచరణీయ ప్రత్యామ్నాయం కాదు. గత రెండు రోజులుగా చోటు చేసుకొన్న హింస, ఆస్తుల దహనాల వల్ల పేదలకు, ఇంకా చెప్పాలంటే మన దేశ సంపత్తికి నష్టం వాటిల్లుతోంది.
దేశం ప్రతికూల పరిస్థితులను ఎదుర్కొన్నప్పుడల్లా, దేశవ్యాప్త ప్రజానీకానికి మల్లేనే కర్ణాటక మరియు తమిళ నాడు ప్రజలు ఆ స్థితిగతులను సంయమనశీలత్వంతో వ్యవహరించారు. ఈ రెండు రాష్ట్రాల ప్రజలకు నేను చేస్తున్న విజ్ఞప్తి ఏమిటంటే, మీరు సంయమనశీలత్వాన్ని విడనాడవద్దని, ఇంకా.. మీ మీ నాగరిక కర్తవ్యాలను దృష్టిలో పెట్టుకోవాలనీనూ.
మీరు జాతి విశాల హితాన్ని మరియు దేశ నిర్మాణాన్ని మిగిలిన అన్నింటి కన్నా మిన్నగా నిలబెడతారని, నిగ్రహానికి, సామరస్యానికి ప్రాధాన్యం ఇస్తారని, అంతే కాక హింస, విధ్వంసం, గృహ /ఆస్తి దహనాల జోలికి వెళ్లకుండా, ఒక పరిష్కారాన్ని కనుగొనేందుకు కూడా సహకరిస్తారని నేను నమ్ముతున్నాను.
