Describing himself as a 'Sevak' of Devbhoomi, Prime Minister Narendra Modi said that the mountains, especially Uttarakhand, were neglected for decades. "Congress governments never had anything to do with the interests of Devbhoomi. For them Uttarakhand was just a place for photo-ops," he said.

सुंदर व अकूत प्राकृतिक संपदा वाले उत्तराखंड में गांव खाली हो रहे हैं। नई पीढ़ी पहाड़ में रहना नहीं चाहती। पलायन नहीं रुक रहा है। उनके सुरक्षित भविष्य के लिए केंद्र की ओर से क्या योजना है।

जवाब : मैंने अध्यात्म के एक जिज्ञासु के रूप में और बाद में भाजपा कार्यकर्ता के रूप में काफी समय उत्तराखंड में बिताया है। यहां के लोगों के साथ पहाड़ की समस्याओं को जिया है। इसलिए, उत्तराखंड को लेकर मेरा दृष्टिकोण बहुत संवेदनशील है। जहां तक पहाड़ की परेशानियों का प्रश्न है, ये एक दिन में पैदा हुईं समस्याएं नहीं हैं। दशकों तक पहाड़ों की उपेक्षा हुई है। कांग्रेस सरकारों के लिए उत्तराखंड सिर्फ फोटो खिंचवाने की जगह रह गई थी, इसलिए यहां के लोगों को अलग राज्य की मांग करनी पड़ी थी। अटलजी के समय भाजपा सरकार ने इस सोच के साथ अलग उत्तराखंड राज्य बनाया था कि यहां विकास पर फोकस होगा। लेकिन, उसके बाद केंद्र में काफी समय कांग्रेस की सरकार रही, राज्य में भी कांग्रेस बीच-बीच में आती रही। कांग्रेस के पास यहां के लोगों के विकास का विजन ही नहीं है। हमारी सरकार देवभूमि के विकास के एक बड़े विजन को लेकर आगे चल रही है। पहाड़, प्रकृति, पर्यावरण, पानी, पर्यटन हम हर विषय के लिए बहुत गंभीर रहे हैं। हम यहां पर कनेक्टिविटी बढ़ाने, निवेश और उच्च शिक्षा के संस्थान बढ़ाने और रोजगार के अवसर बढ़ाने पर फोकस कर रहे हैं। दिसंबर, 2023 में उत्तराखंड इन्वेस्टर्स समिट कराए जाने के पीछे भी यही उद्देश्य था।

उत्तराखंड के पहाड़ी क्षेत्रों से युवाओं के पलायन का मुख्य कारण अवसरों की कमी थी। हम यहां नए-नए अवसर बना रहे हैं। नए शिक्षा संस्थान स्थापित कर रहे हैं, ताकि उन्हें दूर न जाना पड़े। ऊधम सिंह नगर में एम्स का सैटेलाइट सेंटर, पिथौरागढ़, अल्मोड़ा, हरिद्वार के मेडिकल कॉलेज, देवप्रयाग का संस्कृत महाविद्यालय, विभिन्न जिलों में पीएमश्री स्कूल... सभी संस्थान पहाड़ में ही शिक्षा के अवसर उपलब्ध कराएंगे। मानसखंड मंदिरमाला मिशन से पर्यटन के साथ रोजगार के लाखों अवसर पैदा होंगे। इन्फ्रास्ट्रक्चर के प्रोजेक्ट और होम स्टे भी रोजगार पैदा कर रहे हैं।

कुछ सालों में सुदूर पहाड़ों तक एयर कनेक्टिविटी मजबूत हुई है। चारधाम यात्रियों और श्रद्धालुओं को हेली सुविधा उपलब्ध कराई गई है, लेकिन सड़क मार्ग की राह अभी कठिन है। पहाड़ों तक रेललाइन व योजनाएं कब तक मूर्त रूप ले पाएंगी।

10 वर्षों में हमारी सरकार के प्रयासों से उत्तराखंड ही नहीं, देशभर में कनेक्टिविटी का विस्तार हुआ है। अब तो मानस खंड के तीर्थ स्थानों जैसे आदि कैलाश, ओम पर्वत दर्शन के लिए भी सरकार ने हेलिकॉप्टर सेवाएं शुरू कर दी हैं। पिथौरागढ़ के लिए हवाई सेवाएं शुरू हो चुकी हैं। बेहतर कनेक्टिविटी और डिजिटल सुविधाओं की वजह से लोगों का पर्यटन के साथ तीर्थाटन में भी रुझान बढ़ा है। यह बात भी सही है कि उत्तराखंड के लिए विकास कार्यों को भारी प्राकृतिक चुनौतियों से जूझना पड़ता है। इसलिए, भाजपा सरकार उत्तराखंड के विकास को केवल सड़क और हाईवे बनाने के सीमित नजरिये से नहीं देख रही है। हम विकास के साथ ट्रांसपोर्ट के वैकल्पिक माध्यमों पर भी काम कर रहे हैं। हम हेली सुविधाओं के साथ-साथ संवेदनशील क्षेत्रों में रोपवे जैसे वैकल्पिक माध्यमों का विकास भी कर रहे हैं। यमुनोत्री, केदारनाथ और हेमकुंड साहिब में रोप-वे बनने से बहुत सुविधा हो जाएगी। कर्णप्रयाग-ऋषिकेश सेक्शन पर रेलवे लाइन का काम पूरा होने के बाद बद्रीनाथ और केदारनाथ धाम तक पहुंचना और आसान हो जाएगा। 700 करोड़ की लागत से देहरादून में झाझड़ा-आशारोड़ी लिंक रोड का निर्माण किया जा रहा है। ऐसा नहीं है कि पहले देश के पास संसाधनों की कमी थी, ऐसा नहीं है कि पहले देश के पास सामर्थ्य नहीं था। कमी थी तो सत्ता में बैठे लोगों के विजन में, इच्छाशक्ति में।

कनेक्टिविटी का विस्तार होने से अब न कुमाऊं के लिए दिल्ली दूर है, न गढ़वाल के लिए। पर्यटन और सुविधा के लिए केदारनाथ, हेमकुंड साहिब समेत कई तीर्थ स्थानों के लिए हेलिकॉप्टर सेवा भी बेहतर हुई है। आवागमन के वैकल्पिक माध्यमों पर भी काम हो रहा है। चारधाम परियोजना के तहत केदारनाथ, बद्रीनाथ, गंगोत्री और यमुनोत्री को 900 किमी लंबे हाईवे से जोड़ा जा रहा है। वंदे भारत ट्रेन की सुविधा शुरू होने से देहरादून से दिल्ली का सफर पांच घंटे से कम समय में पूरा हो रहा है।

उत्तराखंड को लगातार प्राकृतिक आपदाओं की मार झेलनी पड़ती है। उत्तराखंड खासकर पहाड़ी राज्यों के लिए कोई दीर्घकालिक योजना, जो सुरक्षा प्रदान करे।

भारत ने पिछली सरकारों की तुलना में आपदा प्रबंधन में अपनी क्षमताओं का अभूतपूर्व विस्तार किया है। हमारी ट्रेनिंग, तैयारी, तरीके अंतरराष्ट्रीय स्तर के हैं। हम प्राकृतिक आपदाओं से होने वाले नुकसान को कम से कम करने की दिशा में लगातार प्रयास कर रहे हैं। इन्फ्रास्ट्रक्चर के क्षेत्र में हाईवे जैसे मेगा प्रोजेक्ट्स हों या पीएम आवास योजना के तहत बन रहे घर हों, दोनों में ही आपदा प्रतिरोध का, आपदा लचीलापन का ध्यान रखा जा रहा है।

गुजरात का सीएम रहते हुए मुझे कई प्राकृतिक आपदाओं से निपटने का अनुभव है। मैं जानता हूं कि अगर बचाव और पुनर्वास के काम में राजनीतिक दखलअंदाजी न हो, तो काम बहुत तेज गति से होता है। 2013 में केदारनाथ में आपदा आई थी, तब पीड़ितों तक राहत सामग्री पहुंचने में देरी हो रही थी। इसकी वजह यह थी कि कांग्रेस के शाही परिवार के लोग राहत सामग्री के साथ अपना नाम, अपनी तस्वीर चाहते थे। कुछ महीने पहले उत्तराखंड में कुछ श्रमिक भाई टनल में फंस गए थे। तब केंद्र, राज्य और स्थानीय प्रशासन ने एक यूनिट की तरह काम किया। सीएम पुष्कर धामी खुद टनल में श्रमिकों का हौसला बढ़ा रहे थे। इसी सामंजस्य से चुनौतीपूर्ण रेस्क्यू ऑपरेशन सफल रहा।

आपको उत्तराखंड की धार्मिक और सांस्कृतिक विरासत के ब्रांड एंबेसडर के तौर पर देखा जाता है। पर्यटकों की सुविधाओं के लिए भविष्य की क्या कार्ययोजना है।

उत्तराखंड के ब्रांड एंबेसडर तो यहां के लोग ही हैं। मैं सिर्फ इस देवभूमि का सेवक हूं। यह दशक उत्तराखंड का दशक है। मेरे इस विश्वास के पीछे ठोस आधार है। यहां की प्राकृतिक सुंदरता, प्राचीन संस्कृति, यहां के लोगों की मेहनत उत्तराखंड को नई ऊंचाइयों पर पहुंचाएगी। मेरी कोशिश है कि देश-विदेश के पर्यटकों के लिए उत्तराखंड पहुंचना आसान बनाया जाए और यहां से वे अच्छे अनुभव लेकर लौटें। नई रेल लाइन, हाईवे, पावर प्लांट, पेयजल योजना, शहरी विकास, वेस्ट मैनेजमेंट से जुड़ी कई योजनाएं चलाई जा रही हैं। 2017 तक केदारनाथ में एक साल में पांच लाख श्रद्धालु पहुंचने का रिकॉर्ड था। सुविधाएं बढ़ने के बाद पिछले वर्ष करीब 20 लाख श्रद्धालु आए।

उत्तराखंड की पहचान नारी शक्ति के तौर पर भी है। राज्य की आर्थिकी और महिलाओं की मजबूती के लिए और क्या किया जाना है, ताकि पहाड़ आबाद हों।

मैं उत्तराखंड की महिलाओं को मां नंदा के रूप में देखता हूं। उत्तराखंड के पहाड़ी क्षेत्रों में महिलाएं परिवार की रीढ़ हैं। इनसे मुझे समर्पण भाव से अपने काम में लगे रहने की प्रेरणा मिलती है। 10 वर्षों में हमने ये सुनिश्चित किया है कि महिलाएं भी भारत की विकास गाथा का हिस्सा बनें। हमारी योजनाओं ने महिलाओं के जीवन में सुविधाओं को बढ़ाया है। हमारी सरकार ने 12 करोड़ शौचालय बनाए हैं। उत्तराखंड में भी पांच लाख से ज्यादा परिवारों में महिलाओं के लिए इज्जत घर बनाए गए हैं। उज्ज्वला योजना के तहत उत्तराखंड में भी करीब साढ़े पांच लाख माताओं-बहनों को धुआंमुक्त रसोई की सुविधा मिली है। जल जीवन मिशन की वजह से 13 लाख से ज्यादा परिवारों को आसानी से पीने का साफ पानी मिलने लगा है। उत्तराखंड के लोगों की आवाज उठाने के लिए, यहां की आकांक्षाओं को संसद में रखने के लिए मजबूत उम्मीदवार उतारे हैं। ये अनुभवी और जमीन से जुड़े नेता हैं। भाजपा के विजन को आगे बढ़ाएंगे और उत्तराखंड को विकसित राज्य बनाने के लिए समर्पित रहेंगे।

Prime Minister Shri Narendra Modi laid the foundation stone, inaugurated various development works worth more than Rs.18,000 crore in Kolkata, West Bengal, today. Addressing the gathering the Prime Minister remarked, "Today, from the land of Kolkata, a new chapter of development is being written for West Bengal and Eastern India."

The Prime Minister highlighted that the foundation stones and dedications of projects worth more than ₹18,000 crore related to roads, railways, and port infrastructure have been carried out at this event. He emphasized that these projects will give new momentum to West Bengal and Eastern India, boost trade and industry, and make life easier for lakhs of people by providing them new opportunities. Referring to some of the key projects, the Prime Minister noted that the completion of the Kharagpur–Moregram Expressway will accelerate economic activities across many parts of West Bengal. He also mentioned the Dubrajpur Bypass and the major bridges being constructed over the Kangsabati and Shilabati rivers, which will further improve connectivity. "I congratulate the people of West Bengal and the entire Eastern India for these transformative projects," remarked Shri Modi.

The Prime Minister stated that a vigorous campaign is underway across the country to modernize the Indian Railways, and it is the firm resolve of the government that West Bengal does not lag behind in this mission. He pointed out that the Central Government is rapidly expanding the railway infrastructure in West Bengal. On this occasion, the Automatic Block Signalling System on the Kalaikunda–Kanimahuli section has been dedicated to the nation. "These initiatives will enhance the capacity of busy rail routes, make journeys safer, and also increase speed and convenience for passengers", asserted Shri Modi.

The Prime Minister announced the inauguration of six stations, Kamakhyaguri, Anara, Tamluk, Haldia, Barabhum, and Siuri,as Amrit Bharat Stations. He noted that the great culture of Bengal is now shining even more brightly at these stations, and several more stations are undergoing redevelopment. A new express train service between Purulia and Anand Vihar Terminal has also been flagged off. "This train service will benefit not only the people of West Bengal but also those in Jharkhand, Bihar, Uttar Pradesh, and Delhi" , affirmed Shri Modi.

The Prime Minister emphasized that ports and water transport play an equally important role as road and rail connectivity in driving economic progress. He observed that for decades, this immense potential of Eastern India was largely neglected, but today, waterways are opening new avenues for trade and industrial advancement. In this direction, foundation stones and dedications of key port infrastructure projects have been carried out. The Prime Minister highlighted that Kolkata and Haldia ports have long been major centres of trade in Eastern India, and the mechanization of the Haldia Dock Complex will accelerate cargo operations, enhance port capacity, and provide new facilities for trade. Additionally, the renovation of the Bascule Bridge in the Kolkata Dock System and the augmentation of cargo handling capacity at Kidderpore Dock are also being undertaken. "All these projects will further strengthen the logistics system of Eastern India", asserted Shri Modi.

In his concluding remarks, the Prime Minister underscored that the new projects related to roads, railways, and ports are paving the way for a modern future for West Bengal. He noted that the benefits of these projects will reach farmers, traders, entrepreneurs, students, and every section of society. New opportunities will emerge in sectors like tourism, and local industries and services will gain fresh momentum. The Prime Minister recalled Bengal's historic role in showing the way to India and expressed his conviction that strong connectivity and modern infrastructure will form the foundation of a developed Bengal. "It is our resolve that Bengal, which has always shown the way to India, should once again achieve that glory by becoming a 'Viksit Bengal' ", emphasized Shri Modi.
