 India, Kyrgyzstan ink key pacts to strengthen defence, trade & cultural ties

Agreement on Defence Cooperation

To deepen cooperation between India and Kyrgyzstan in matters relating to defence, security, military education and training, conduct of joint military exercises, exchange of experience and information, exchange of military instructors and observers etc.

Memorandum of Mutual Understanding and Cooperation in the field of Elections

To deepen cooperation in matters relating to legislation on elections and referendums, modern systems and technologies, rights of elections process stakeholders as well as other issues of election administration. Signing of this MoU would build technical assistance and capacity support for the election commissions in electoral management and administration leading to a further strengthening of bilateral ties between India and Kyrgyzstan.

MoU between Ministry of Economy of Kyrgyzstan and Bureau of Indian Standards (BIS) on cooperation in the sphere of Standards.

The purpose of this MoU is to strengthen and enhance technical cooperation in the fields of standardization, conformity assessment and sharing of expertise on mutual trade with the aim of exchanging necessary information and expertise between the two parties, which would be mutually beneficial and also lead to a strengthening of bilateral ties between India and Kyrgyz Republic.

Agreement on Cooperation in Culture

To deepen cultural cooperation between India and Kyrgyzstan in areas such as preservation of cultural heritage, organisation of folk arts, theatre, youth festivals and cooperation in of publishing and translation of literature, sports and physical culture, exchange of archival materials, history, geography etc.

பிரிவினையின் கொடுமைகளை நினைவுகூரும் இந்தத் தினத்தை அனுசரிக்கும் இந்த வேளையில், பிரிவினையால் பாதிக்கப்பட்ட அனைவரது துணிச்சலான நடவடிக்கைளையும் நினைவுகூர்வதாகப் பிரதமர் திரு நரேந்திர மோடி தெரிவித்துள்ளார். இது வரலாற்றில் பலரது வாழ்க்கையில் பாதிப்பை ஏற்படுத்திய தருணம் என்றும், இதன் காரணமாக குடும்பங்கள் இடம்பெயர்ந்ததுடன் அன்புக்குரியவர்களை இழந்து எண்ணற்ற துன்பங்களை அனுபவிக்க நேர்ந்தது என்றும் அவர் குறிப்பிட்டுள்ளார்.

இந்தச் சூழலைக் கடந்து மக்கள் தங்களது வாழ்க்கையை மீண்டும் கட்டமைத்துத் துன்பங்களைச் சாதனைகளாக மாற்றி நாட்டின் முன்னேற்றத்திற்கு அளப்பரிய பங்களிப்பை வழங்கியுள்ளதாக பிரதமர் எடுத்துரைத்துள்ளார். அவர்களின் வாழ்க்கை அனுபவங்கள் மனித ஆன்மாவின் வலிமையை நம் அனைவருக்கும் நினைவூட்டும் வகையில் அமைந்துள்ளது என்று பிரதமர் தெரிவித்துள்ளார். நாட்டில் நல்லிணக்கம், சகோதரத்துவத்தைப் பேணுவதற்கும், வளர்ச்சியடைந்த இந்தியாவை உருவாக்குவதற்கும், நாம் அனைவரும் ஒன்றிணைந்து பணியாற்ற வேண்டும் என்று பிரதமர் கேட்டுக்கொண்டுள்ளார்.

இத்தகைய கொடுமைகள் நிறைந்த காலத்திலிருந்து மீண்டெழுந்து நாட்டின் முன்னேற்றத்திற்காக ஈடுஇணையற்ற பங்களிப்பை வழங்கிய அனைத்து நாட்டு மக்களுக்கும் மனமார்ந்த நன்றியைத் தெரிவித்துக்கொள்வதாகப் பிரதமர் கூறியுள்ளார்.

இக்கட்டான தருணங்களில் தீர்மானங்கள் எவ்வாறு நிறைவேற்றப்படுகின்றன என்பதைத் தங்களது துணிச்சல், திறமையின் மூலம் அவர்கள் எடுத்துக்காட்டியுள்ளதாக அவர் குறிப்பிட்டுள்ளார். நல்லெண்ணம், ஒற்றுமையின் உணர்வைத் தேசிய அளவில் வலுப்படுத்துவதற்கு அனைவரும் முன்வரவேண்டும் என்று திரு நரேந்திர மோடி அழைப்பு விடுத்துள்ளார்.

இது தொடர்பான சமஸ்கிருத நீதிமொழியைப் பகிர்ந்து கொண்டுள்ள பிரதமர், கடின உழைப்பு, அர்ப்பணிப்பு உணர்வுடன் கூடிய முயற்சி மூலம் பல்வேறு கலைகள், அறிவியல், தொழில்நுட்பத் திறன், கைவினைத்திறன், புதுமைக் கண்டுபிடிப்புகள் செழித்து வளர்வதற்கு வழிவகுக்கின்றன என்பதைப் பிரதமர் சுட்டிக்காட்டியுள்ளார். எனவே விதியைச் சார்ந்திடாமல் துணிச்சல், விடாமுயற்சி, தொடர் செயல்பாடுகள் மூலம் இலக்குகளை அடைவதற்கு மன உறுதியுடன் முன்னேற்றப் பாதையில் செல்ல வேண்டும் என்று வலியுறுத்தியுள்ளார்.

சமூக ஊடக எக்ஸ் தளத்தில் பிரதமர் வெளியிட்டுள்ள தொடர் பதிவுகளில் கூறியிருப்பதாவது;

“இன்றைய தினத்தை பிரிவினைவாதத்தின் கொடுமைகளை நினைவுகூரும் தினமாக அனுசரித்து வருகிறோம். பிரிவினையால் பாதிக்கப்பட்ட அனைவரின் துணிச்சலையும் இந்தத் தினத்தில் நினைவுகூர்கிறோம். இது வரலாற்றில் பலரது வாழ்க்கையில் பெரும் பாதிப்பை ஏற்படுத்திய தருணம். குடும்பங்கள் இடம்பெயர்ந்து, அன்புக்குரிய குடும்ப உறுப்பினர்களைப் பறிகொடுத்து அளவற்ற துன்பங்களை அனுபவித்தனர். இத்தகைய இக்கட்டான தருணங்களைக் கடந்து மக்கள் தங்கள் வாழ்க்கையை மீண்டும் கட்டமைத்து சோதனைகளைச் சாதனைகளாக மாற்றி நாட்டின் முன்னேற்றத்திற்கு அளப்பரிய பங்களிப்பை அளித்துள்ளனர். அவர்களது வாழ்க்கை அனுபவங்கள் மனிதகுல ஆன்மாவின் வலிமையை நமக்கு நினைவூட்டுகின்றன. இந்தத் தினம் நம் நாட்டில் நல்லிணக்கத்தையும், சகோதரத்துவத்தையும், பாதுகாப்பதற்கும் வளர்ச்சியடைந்த இந்தியாவை உருவாக்குவதற்கும் ஒன்றிணைந்து பணியாற்றுவதற்கான மன வலிமையை அதிகரிக்கட்டும்.”

"विभाजन विभीषिका स्मृति दिवस पर उन सभी देशवासियों का हृदय से नमन, जिन्होंने उस वीभत्स दौर से निकलकर देश की प्रगति में अमूल्य योगदान दिया। उन्होंने अपने साहस और सामर्थ्य से दिखाया कि कैसे विपरीत परिस्थितियों में भी संकल्पों को सिद्ध किया जाता है। आइए, सद्भावना और एकजुटता की राष्ट्रीय भावना को और सशक्त करें।

उद्यमस्य प्रसादेन दृश्यन्ते विविधाः कलाः।
कातरा एव जल्पन्ति यद् भाव्यं तद् भविष्यति॥”

It is through hard work, enterprise and dedicated effort that diverse arts, science, technological skills, craftsmanship and innovations flourish, paving the way for success. Therefore, one should not remain dependent on fate; rather, one should move steadily towards one's goals with courage, diligence and persistent effort, for it is human endeavor that shapes destiny.
