Gandhinagar, Monday:Gujarat Chief Minister Narendra Modi has in a letter today urged the Prime Minister to forthwith lift ban, suddenly imposed on cotton exports with a doubly malicious intention of forcing farmers to distress sale and at the same time creating an artificial shortage of the commodity. He demanded that the Central Government should permanently lift ban on export of the superior ‘Shankar’ variety of cotton, looking to its great demand in the international market, and particularly China. Mr. Modi in an angry note strongly protested the Central Government’s annual dubious and deliberate exercise of banning export just before the harvest season inIndiawhen international prices rule high, thereby forcing the farmers to sell cotton at even lower than Minimum Support Price (MSP). And by the time the cotton prices fall in the global market, he said, the Centre lifts the ban, making Indian raw cotton uncompetitive. Since cotton growers inIndiado not have efficient means to stock the commodity, he said, they have to perforce depend on the whims and fancy of the traders. The Chief Minister said that this is done to help the Centre’s nexus with certain textiles mills and cotton yarn manufacturers. These mills should have an outstanding stock of 52-lakh bales of raw cotton at the beginning of the season, but they show it to be just 27-lakh bales, using their proximity to the powers that be to mischievously demand ban on export so that they could buy raw cotton at cheap prices. Even as cotton production is expected to be around 365-lakh bales this year, Gujarat’s production alone is likely to go up to 116-lakh bales against 98 lakhs last year. While Gujarat is the largest cotton producing state in the country, Mr. Modi pointed that the UPA Government’s action smacks of singling out and hitting the farmers ofGujaratthe most. Last year, the cotton growers ofGujarathad to bear a whopping loss of Rs.14,000-crore on account of the Centre’s anti-farmers policy.

गुजरात के लाखों कपास उत्पादक किसानों के आर्थिक हितों के साथ खिलवाड़ बंद हो : मुख्यमंत्री

गांधीनगर, सोमवार: मुख्यमंत्री श्री नरेन्द्र मोदी ने कपास निर्यात पर भारत सरकार की ओर से एकाएक लगाए गए प्रतिबंध के खिलाफ आक्रोश व्यक्त करते हुए प्रधानमंत्री को पत्र लिखा है। मुख्यमंत्री ने साफ तौर पर मांग की है कि कपास के निर्यात पर पाबंदी का यूपीए सरकार के प्रतिवर्ष किए जाने वाले ऐसे मनगढंत निर्णयों से सबसे ज्यादा नुकसान गुजरात के कपास किसानों को होता है और अरबों रुपये का आर्थिक घाटा सहन करना पड़ता है। इसलिए कपास पर से निर्यात का प्रतिबंध तत्काल खत्म किया जाना चाहिए। हर साल केंद्र की विकृत नीति का शिकार देश में सबसे ज्यादा गुजरात के कपास बनते हैं। गुजरात के शंकर कपास की उच्च गुणवत्ता की वजह से अंतरराष्ट्रीय बाजार में भारी मांग है। इसलिए इसके निर्यात पर लगे केंद्रीय प्रतिबंध में से स्थायी मुक्ति दी जानी चाहिए। श्री मोदी ने प्रधानमंत्री का ध्यान इस ओर आकृष्ट किया है कि पिछले वर्ष भी कपास के निर्यात पर प्रतिबंध लगाने का निर्णय कर अचानक गुजरात के किसानों को 14 हजार करोड़ रुपये का भारी-भरकम आर्थिक घाटा करवाया गया और इसके बाद अंतरराष्ट्रीय बाजारों में भाव नीचे जाने के बाद कपास के निर्यात की छूट दी गई। इससे भी किसानों को आर्थिक घाटा हुआ। कपास के निर्यात पर प्रतिबंध संबंधी अचानक किए जाने वाले निर्णय पर सवाल उठाते हुए मुख्यमंत्री ने कहा कि केंद्र सरकार के मंत्रालयों और उसके साथ स्थापित हित रखने वाली कई टैक्सटाइल मिलों और कॉटन यार्न उत्पादक के बीच सांठगाठ हो गई है, क्योंकि इन टैक्सटाइल मिलों-यार्न उत्पादकों  के पास 52 लाख कपास गांठों का स्टाक होना चाहिए। लेकिन अभी यह सिर्फ 27 लाख गांठे ही है, इससे साबित होता है कि जान-बूझकर ऐसी साजिश रची जाती है। भारत में कपास की कृत्रिम कमी का षड्यंत्र रचकर अब न्यूनतम समर्थन मूल्य से भी कम भाव में किसानों का कपास खरीदा जाता है। यह किसान विरोधी षड्यंत्र ही है क्योंकि अंतरराष्ट्रीय बाजारों में गुजरात के शंकर कपास की उत्तम गुणवत्ता की वजह से भारी मांग है, ऐसे में कपास निर्यात पर अचानक प्रतिबंध लगा दिया गया है। कपास उत्पादक किसानों के पास इसका संग्रह करने की कोई व्यवस्था नहीं होती, इसलिए महंगे कपास को किसानों से निम्नतम भावों पर खरीद लेने की यह चाल है। श्री मोदी ने कहा कि गुजरात के कपास किसान कपास के अधिकतम उत्पादन और निर्यात द्वारा देश की अर्थव्यवस्था में भारी योगदान देते हैं, ऐसे में विशाल किसान समाज के हितों की सरेआम उपेक्षा कर राज्य सरकार के साथ परामर्श किए बगैर ऐसा किसान विरोधी निर्णय किस प्रकार लिया जा सकता है? क्या राज्य के कृषि हितों की कोई परवाह नहीं की जाती? श्री मोदी ने पत्र में लिखा है कि इस वर्ष भारत में 365 लाख कपास गांठों का उत्पादन हुआ है और गुजरात के किसानों ने पिछले वर्ष 98 लाख कपास गांठों का उत्पादन किया था। इसकी तुलना में इस वर्ष तो 116 लाख गांठ उत्पादन होने का अनुमान है। गुजरात के किसानों ने उत्तम क्वालिटी के शंकर की गुणवत्ता ऊपर लाने के लिए दस वर्ष से पसीना बहाया है। अंतरराष्ट्रीय बाजार में गुजरात के शंकर कपास की मांग अधिकतम रही है और भाव भी ऊंचे आ रहे हैं। ऐसे में, निर्णयात्मक समय पर गुजरात के लाखों कपास उत्पादकों पर निर्यात पाबंदी का डंडा चलाकर उन्हें कंगाल बनाने की साजिश केंद्र की यूपीए सरकार कर रही है। पिछले वर्ष भी ऐसा ही षड्यंत्र किया गया था और किसानों का आक्रोश बढऩे पर निर्यात पर से प्रतिबंध हटाने का नाटक किया गया था। तब, अंतरराष्ट्रीय बाजारों में भाव घट गए थे और स्थानीय बाजारों में भाव नीचे चले गए थे। तब गुजरात के किसान को कपास बेचने के लिए मजबूर किया गया था, जिससे उन्हें 14 हजार करोड़ रुपये का भारी नुकसान उठाना पड़ा था। केंद्र सरकार ने रातोंरात कपास के निर्यात पर प्रतिबंध लगाया है और इसके साथ ही किसानों द्वारा लिए गए निर्यात के रजिस्ट्रेशन लाइसेंस को भी रद्द कर तानाशाही की सीमाएं लांघ दी गई है। श्री मोदी ने कहा कि गुजरात के कपास की उत्तम गुणवत्ता की वजह से चीन इसका सबसे बड़ा खरीददार है। परन्तु गुजरात का उत्तम कपास ऊंचे भाव पर अंतरराष्ट्रीय बाजारों में बेचकर चीन लाभ कमाता है। जबकि वास्तव में यह फायदा गुजरात के किसान को मिलना चाहिए। इसके बावजूद केंद्र में स्थापित हित रखने वाले टैक्सटाइल मिलों के मालिकों को लाभ करवाने के लिए गुजरात के लाखों किसानों का आर्थिक नुकसान किया जा रहा है। गुजरात का किसान अब इसे बर्दाश्त नहीं करेगा। मुख्यमंत्री ने कपास के निर्यात पर लगा प्रतिबंध तत्काल हटा लेने और गुजरात के शंकर कपास के निर्यात पर लगे प्रतिबंध को स्थायी रूप से हटाने की मांग करते हुए चेतावनी दी है कि गुजरात के कपास उत्पादक किसानों के  हितों के साथ अन्याय करने की हरकत केंद्र को भारी पड़ेगी।

Varier. His approach to Ayurveda and his dedication to public welfare continue to inspire us.

For a long time, ancient medical systems in the country were viewed in silos. Over the last 10-11 years, this approach has undergone a significant shift. Healthcare is now being viewed holistically. We have brought Ayurveda, Unani, Homeopathy, Siddha, and Yoga under one umbrella, and a Ministry of AYUSH has been specifically created for this purpose. We have consistently focused on preventive health. With this vision, the National AYUSH Mission was launched, and more than 12,000 AYUSH Wellness Centers were opened, providing yoga, preventive care, and community health services. We have also connected other hospitals in the country with AYUSH services and focused on the regular supply of AYUSH medicines. The objective is clear: to ensure that people in every corner of the country benefit from the knowledge of India's traditional medicine.

The government's policies have clearly shown an impact on the AYUSH sector. The AYUSH manufacturing sector has grown rapidly and expanded. To promote Indian traditional wellness to the world, the government has established the AYUSH Export Promotion Council. Our effort is to promote AYUSH products and services in global markets. We are seeing its very positive impact. In the year 2014, AYUSH and herbal products worth approximately Rs 3 thousand crores were exported from India. Now, AYUSH and herbal products worth Rs 6500 crores are being exported from India. The farmers of the country are also getting huge benefits from this.

Today, India is also emerging as a trusted destination for AYUSH-based medical value travel. Therefore, we have taken steps like the AYUSH Visa. This is providing better access to AYUSH medical facilities to people coming from abroad.

To promote ancient medical systems like Ayurveda, the government is proudly showcasing it on every major platform. Whether it's the BRICS summit or the G-20 meeting, wherever I got the opportunity, I presented Ayurveda as a medium for holistic health. The World Health Organization (WHO)'s Global Traditional Medicine Centre is also being established in Jamnagar, Gujarat. The Institute of Teaching and Research in Ayurveda has started functioning in Jamnagar itself. To meet the growing demand for Ayurvedic medicines, medicinal farming is also being promoted on the banks of the river Ganga.

Today, I want to share with you another achievement of the country. You all know that a historic trade agreement has just been announced with the European Union. I am happy to inform you that this trade agreement will provide a major boost to Indian traditional medicine services and practitioners. In EU member states where regulations do not exist, our AYUSH practitioners will be able to provide their services based on their professional qualifications acquired in India. This will greatly benefit our youth associated with Ayurveda and Yoga. This agreement will also help in establishing AYUSH wellness centers in Europe. I congratulate all of you associated with Ayurveda and AYUSH on this agreement.

Ayurveda has been used for treatment in India for centuries. However, it is unfortunate that we have to explain the importance of Ayurveda to people, both in the country and abroad. A major reason for this is the lack of evidence-based research and research papers. When the Ayurvedic system is tested on the principles of science, people's faith is strengthened. Therefore, I am happy that Arya Vaidya Shala has continuously tested Ayurveda on the touchstone of science and research. It is working in collaboration with institutions like CSIR and IIT. Drug research, clinical research, and cancer care have also been your focus. Establishing a Centre of Excellence for Cancer Research, in collaboration with the Ministry of AYUSH, is an important step in this direction.

Now, we must increase the use of modern technology and AI in Ayurveda to adapt to the changing times. Much innovation can be done to diagnose disease and develop different treatments.
