Thank you, President Michel, for your kind words.

I am deeply touched by your extraordinary hospitality and warmth.

I regret that this is a very short visit. I would have loved to stay longer. Anyone who visits this wonderful country will find it hard to leave.

Short it may be, but this visit has been very productive.

684-6.1 PM Modi MEDIA SPEECH with President James Michel of Seychelles

It is no surprise that Seychelles is my first destination in the Indian Ocean Region.

We regard Seychelles as a vital partner in our Indian Ocean neighbourhood.

Our relationship is unique and special. It is founded on deep sense of mutual trust and confidence. It is marked by a spirit of respect and equality; and enormous goodwill and warmth.

It draws strength from our shared values of democracy and inclusiveness. It is nurtured by a common purpose - progress of our people and peace and prosperity in the Indian Ocean Region.

Seychelles has made impressive progress. It has shown that size is no barrier to the scale of achievements.

This visit and my conversation with President Michel have reinforced my conviction in the strength and the importance of this relationship.

Our security partnership is strong. It has enabled us to fulfill our shared responsibility to advance maritime security in the region.

It is a privilege to be a partner of Seychelles in the development of its security capabilities.

Today, I am pleased to announce that we will be giving one more Dornier aircraft to Seychelles.

Later today, I will have the honour to launch the Coastal Surveillance Radar Project. This is another symbol of our cooperation.

These steps will enable Seychelles to secure these beautiful islands and the vast expanse of waters around them. Seychelles will also continue to make an enormous contribution to the safety and security of the Indian Ocean Region.

Our agreement today on hydrographic survey adds a new dimension to our maritime cooperation. I thank Seychelles for their confidence in India.

We also hope that Seychelles will soon be a full partner in the maritime security cooperation between India, Maldives and Sri Lanka.

President Michel and I also underlined the importance of comprehensive cooperation in the Indian Ocean Region. We expressed support for a more active and productive Indian Ocean Rim Association.

Our development partnership is also a strong pillar of our relations.

Our agreement today on the development of infrastructure in the Assumption Island gives a strong boost to this partnership.

We are pleased to be a partner in development of human resources and capacity building in Seychelles. Indeed, Seychelles is one of the largest recipients of Indian assistance in this area. We intend to expand this further in the future.

Seychelles is a leader in advancing the concept of Blue Economy. We also believe that the Ocean Economy is indispensable to meeting our future challenges.

684-6 PM Modi with President James Michel of Seychelles at Exchange of Agreement (1)

Today, President Michel and I have agreed to establish a Joint Working Group to expand our cooperation on the blue economy.

This cooperation will increase our understanding of marine ecology and resources. We will improve our ability to harness new possibilities of the ocean in a sustainable and balanced manner.

This is a major step in advancing our scientific and economic cooperation.

We stressed our support for expansion in our modest trade and investment relations. We are confident that we can achieve it, especially as Seychelles looks to a future in which information technology and services play an increasingly important role.

I also expressed hope that Seychelles would be able to quickly utilize the committed 75 million dollars in grants and credit in accordance with its priorities.

We deeply value the close and warm ties between our people. I welcomed the launch of direct air services to India by Air Seychelles last December.

We have decided to grant free visas for three months to the citizens of Seychelles. We will also extend to you the facility of visa-on-arrival.

I thanked President Michel for his Government`s consistent support to India in international forums. This includes the endorsement for India`s permanent membership of the United Nations Security Council.

We had strong convergence of views on climate change. We are two nations that are vulnerable to its impact. And, we are deeply committed to combating it.

684-6 PM Modi with President James Michel of Seychelles at Exchange of Agreement (2)

We stressed our shared commitment to strong national action. We also called for a strong and ambitious global effort, especially from the developed world, on climate change.

I reiterated our consistent support to the position of the Small Island Developing States. Equally, I renewed India`s strong commitment to our partnership with Africa.

Our relationship is a powerful example of warm friendship and productive partnership. For India, this relationship means a lot.

This visit has reinforced the special warmth in our ties and taken our strategic partnership to a new level. I am grateful to President Michel and the people of Seychelles for this.

I look forward to the visit of President Michel to India at the earliest.

Thank you.

Friends,

This budget empowers every segment of society. It paves the way for prosperity in our villages and for the poor and farmers. Over the last 10 years, 25 crore people have come out of poverty. This budget continues the empowerment of the neo-middle class, offering new opportunities for education and skills development. It provides new strength to the middle class and includes robust plans to empower the tribal society, Dalits, and backward classes. Additionally, this budget will enhance the economic participation of women and create new avenues of progress for small traders and MSMEs, or small industries. By focusing on manufacturing and infrastructure, the budget will invigorate economic development and sustain its momentum.

Friends,

Creating unprecedented opportunities for employment and self-employment has been a hallmark of our government. Today's budget further strengthens this commitment. The country and the world have witnessed the success of the PLI scheme. Now, in this budget, the government has announced the Employment Linked Incentive scheme, which will create crores of new jobs across the country. Under this scheme, our government will pay the first salary of young people starting their first job. Whether it's assistance for skill development and higher education or the internship scheme for 1 crore youngsters, this will enable young people from villages and impoverished backgrounds to work in top companies, opening new doors of possibility for them. We aim to foster entrepreneurship in every city, village, and household. To support this, the limit for Mudra loans without collateral has been increased from Rs 10 lakh to Rs 20 lakh. This will bolster self-employment among small business owners, especially women, Dalits, and families from backward and tribal communities.

Friends,

Together, we will make Bharat a global manufacturing hub. The country's MSME sector is closely linked to the middle class and provides substantial employment to the poor. Strengthening small industries is a crucial step in this direction. This budget announces a new scheme to improve the ease of credit for MSMEs. Additionally, there are important provisions to enhance the manufacturing and export ecosystem in every district. E-commerce export hubs and 100 units for food quality testing are among the initiatives that will boost the One District One Product campaign.

Friends,

This budget has introduced many new opportunities for our startups and the innovation ecosystem. Whether it is the Rs 1000 crore fund to promote the space economy or the decision to abolish the Angel Tax, several significant steps have been taken.

Friends,

Record high capital expenditure (Capex) will drive the economy forward. With 12 new industrial nodes, the development of new satellite towns, and transit plans for 14 major cities, new economic hubs will be established across the country, creating numerous new jobs.

Friends,

Today, defence exports are at a record high. This budget includes many provisions to make the defence sector self-reliant. Global interest in Bharat has surged, creating new possibilities in the tourism sector. Tourism offers numerous opportunities for the poor and the middle class. This budget places special emphasis on developing the tourism sector.

Friends,

Over the past 10 years, the NDA government has consistently provided tax relief to the poor and the middle class. In this budget, income tax reductions and increased standard deductions have been introduced. Additionally, TDS rules have been simplified, resulting in extra savings for every taxpayer.

Friends,

The comprehensive development of Bharat's eastern region is crucial for the nation's progress. Our campaign will gain new momentum and energy through the vision of Purvodaya. We will accelerate development by constructing essential infrastructure such as highways, water projects, and power projects in eastern Bharat.

Friends,

This budget places significant emphasis on the country's farmers. Following the world's largest food grain storage scheme, we are now establishing Vegetable Production Clusters. This initiative will open new markets for small farmers to sell their fruits, vegetables, and other produce at better prices. Simultaneously, it will increase the availability of fruits and vegetables for the middle class, ensuring better family nutrition. It is essential for Bharat to become self-reliant in the agricultural sector. Therefore, support has been announced to boost the production of pulses and oilseeds.

Friends,

Today's budget includes major initiatives to eradicate poverty and empower the poor. The decision to construct 3 crore new houses for the poor has been made. The Janjatiya Unnat Gram Abhiyan will connect 5 crore tribal families with basic amenities using a saturation approach. Additionally, the Gram Sadak Yojana will link 25,000 new rural areas with all-weather roads, benefitting remote villages in all states across the country.

Friends,

Today's budget has introduced new opportunities and has infused fresh energy. It has created numerous jobs and self-employment prospects, fostering better growth and a brighter future. This budget will serve as a catalyst in the process of making Bharat the third-largest economic power in the world, laying a solid foundation for a developed nation.

Best wishes to all the countrymen!
