Gujarat Chief Minister Narendra Modi today called for creating an efficient and effective security management system and global talented workforce to face a wide range of challenges in the world.

Inaugurating a seminar on ‘Human Resource Development and Security Challenges’ held here under the aegis of Rakshashakti University, he said it is high time to prepare a new and more effective system for the security and safety of the society in the world. He said the conventional security and safety management system demands paradigm shift in work style through scientific research and analysis.

He said the Rakshashakti University has been set up keeping this end in view. The campus does not just prepare security personnel for degrees and diplomas, but for any eventuality concerning the safety and security of the people, anywhere in India or the world. The campus also served as a platform for experts to interact and improve upon the traditional training methods for the welfare of the mankind. There is scope for Rakshashakti graduates to become criminal lawyers, too.

Mr. Modi said the duty of policemen and security forces nowadays entails ensuring the safety of citizens from terrorism and other international crimes as well. He said it is not enough to provide uniforms or inculcate a sense of discipline or eulogize security forces’ martyrdom; there is need for change in the syllabus and mindset for specialized training.

He said there is also a need to change the post-recruitment training system of security personnel from the ‘job-assignment oriented single tunnel’ to wider value-additions.

In his keynote address, former Border Security Force Director-General of M.L. Kumawat described the Gujarat Chief Minister’s initiative to modernize training methods of security personnel as an inspiration for India. It is not just in India, but several other countries face new problems to internal security.

The seminar is being attended by Minister of State for Home Praful Patel and Additional Chief Secretary (Home) Balwant Singh, besides 300 senior officers of various police and other security agencies of the country. Rakshashakti Director-General O.P. Mathur earlier gave details of the seminar and Director Vikas Sahay welcomed the guests.

Cabinet approves 700 MW Tato-II Hydro Electric Project in Arunachal Pradesh worth Rs.8146.21 crore

The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi today has approved investment of Rs.8146.21 crore for construction of Tato-II Hydro Electric Project (HEP) in Shi Yomi District of Arunachal Pradesh. The estimated completion period for the project is 72 months.

The project with an installed capacity of 700 MW (4 x 175 MW) would produce 2738.06 MU of energy. The Power generated from the Project will help improve the power supply position in the state of Arunachal Pradesh and will also help in balancing of the national Grid.

The Project will be implemented through a Joint Venture Co. between North Eastern Electric Power Corporation Ltd. (NEEPCO) and the Government of Arunachal Pradesh. Govt. of India shall extend Rs.458.79 crore as budgetary support for construction of roads, bridges and associated transmission line under enabling infrastructure besides Central Financial Assistance of Rs.436.13 crore towards equity share of the State.

The state would be benefitted from 12% free power and another 1% towards Local Area Development Fund (LADF) besides significant infrastructure improvement and socio-economic development of the region.

The Project is in line with the aims and objectives of Aatmanirbhar Bharat Abhiyan, would provide various benefits to local suppliers/enterprises/MSMEs including direct and indirect employment opportunities.

There will be significant improvement in infrastructure, including the development of around 32.88 kilometres of roads and bridges, for the project which shall be mostly available for local use. The district will also benefit from the construction of essential infrastructure such as hospitals, schools, marketplaces, playgrounds, etc. to be financed from dedicated project funds of Rs.20 crore. Local populace shall also be benefitted from many sorts of compensations, employment and CSR activities.
