ପ୍ରଧାନମନ୍ତ୍ରୀ ଶ୍ରୀ ନରେନ୍ଦ୍ର ମୋଦୀ ଆଜି ହରିୟାଣାର ସାମ୍ପଲା ଏବଂ ରୋହତକ ଗସ୍ତ କରିଥିଲେ ।

ଗସ୍ତ କାଳରେ ସେ ଦୀନବନ୍ଧୁ ସାର ଛୋଟୁ ରାମଙ୍କ ପ୍ରତିମୂର୍ତ୍ତି ଉନ୍ମୋଚନ କରିଥିଲେ । ଏକ ସାଧାରଣ ସଭାରେ ପ୍ରଧାନମନ୍ତ୍ରୀ ସୋନିପତଠାରେ ଫଳକ ଉନ୍ମୋଚନ ପୂର୍ବକ ଏକ ରେଳ ଡବା ମରାମତି କାରଖାନା ପ୍ରତିଷ୍ଠା ଲାଗି ଭିତ୍ତିପ୍ରସ୍ଥର ସ୍ଥାପନ କରିଥିଲେ । ସମ୍ପୂର୍ଣ୍ଣ ହେବାପରେ ଏହା ଉତ୍ତରାଂଚଳରେ ରେଳଡବା ମରାମତି ଏବଂ ରକ୍ଷଣାବେକ୍ଷଣ କେନ୍ଦ୍ରରେ ପରିଣତ ହେବ । ଏହା ମୋଡ୍ୟୁଲାର ଏବଂ ପ୍ରିଫେବ୍ରିକେଟେଡ ନିର୍ମାଣ କୌଶଳ, ଅତ୍ୟାଧୁନିକ ଯନ୍ତ୍ରାଂଶ ଏବଂ ପରିବେଶ ଉପଯୋଗୀ ବୈଶିଷ୍ଟ୍ୟ ସହ ନିର୍ମାଣ କରାଯାଉଛି ।

ଏହି ଅବସରରେ ଉଦବୋଧନ ଦେଇ ପ୍ରଧାନମନ୍ତ୍ରୀ କହିଥିଲେ ଯେ ଚୌଧରୀ ଛୋଟୁ ରାମ ଜୀ ସେହି ସମାଜ ସଂସ୍କାରକମାନଙ୍କ ମଧ୍ୟରୁ ଅନ୍ୟତମ ଥିଲେ ଯିଏ ଭାରତ ପ୍ରତି ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ ଯୋଗଦାନ ଦେଇଥିଲେ । ଦଳିତ ଏବଂ ବଂଚିତଙ୍କ ପାଇଁ ସାର ଛୋଟୁରାମ ସର୍ବଦା ଦୃଢ଼ ଭାବେ ସ୍ୱର ଉତ୍ତୋଳନ କରୁଥିବା ସେ ବର୍ଣ୍ଣନା କରିଥିଲେ ।

ପ୍ରଧାନମନ୍ତ୍ରୀ କହିଥିଲେ ଯେ ରେଳ ଡବା ମରାମତି କାରଖାନା କେବଳ ସୋନିପତ ନୁହେଁ ବରଂ ସମ୍ପୂର୍ଣ୍ଣ ହରିୟାଣା ରାଜ୍ୟର ବିକାଶରେ ଯୋଗଦାନ କରିବ । ଏହା କ୍ଷୁଦ୍ର ଉଦ୍ୟୋଗୀଙ୍କୁ ଲାଭ ପହଁଚାଇବା ସହିତ ଯୁବକମାନଙ୍କ ପାଇଁ ନିଯୁକ୍ତି ସୁଯୋଗ ସୃଷ୍ଟି କରିବ ।

ସାର ଛୋଟୁରାମଙ୍କ ଦୂରଦୃଷ୍ଟିକୁ ପ୍ରଧାନମନ୍ତ୍ରୀ ପ୍ରଶଂସା କରିଥିଲେ । ଏହି ପରିପ୍ରେକ୍ଷୀରେ ସେ ଭାକ୍ରା ନଦୀବନ୍ଧ ବିଷୟରେ ଉଲ୍ଲେଖ କରିଥିଲେ । କୃଷକମାନଙ୍କୁ ପାରିଶ୍ରମିକ ଯୋଗାଇ ଦେବା ଲାଗି ସାର ଛୋଟୁରାମଙ୍କ ପ୍ରୟାସ ସମ୍ପର୍କରେ ଉଲ୍ଲେଖ କରି କେନ୍ଦ୍ର ସରକାର ଏ ଦିଗରେ ନେଇଥିବା ପଦକ୍ଷେପ ସମ୍ପର୍କରେ ପ୍ରଧାନମନ୍ତ୍ରୀ କହିଥିଲେ ।

ଆୟୁଷ୍ମାନ ଭାରତ ଯୋଜନାର ଅଗ୍ରଗତି ସମ୍ପର୍କରେ ଉଲ୍ଲେଖ କରି ପ୍ରଧାନମନ୍ତ୍ରୀ କହିଥିଲେ ଯେ ଏହି ସ୍ୱାସ୍ଥ୍ୟ ବୀମା ଯୋଜନାର ପ୍ରଥମ ହିତାଧିକାରୀ ହରିୟାଣା ରାଜ୍ୟର । ମାତ୍ର 2 ସପ୍ତାହ ମଧ୍ୟରେ ଏହି ଯୋଜନାରୁ 50,000 ଲୋକ ଲାଭାନ୍ୱିତ ହୋଇଥିବା ନେଇ ସେ ସନ୍ତୋଷ ବ୍ୟକ୍ତ କରିଥିଲେ ।

ବେଟୀ ବଚାଓବେଟୀ ପଢ଼ାଓ” ଯୋଜନା ଅଧୀନରେ ହାସଲ ହୋଇଥିବା ସଫଳତା ବିଷୟରେ ପ୍ରଧାନମନ୍ତ୍ରୀ ଉଲ୍ଲେଖ କରିଥିଲେ । ସେ କହିଥିଲେ ଯେ ହରିୟାଣା ଗାଁର ଝିଅମାନେ ବିଶ୍ୱ ଦରବାରରେ ଭାରତକୁ ଗର୍ବିତ କରୁଛନ୍ତି, ଏବଂ ହରିୟାଣାର ଯୁବକମାନେ ଭାରତକୁ ଏକ ବିଶ୍ୱସ୍ତରୀୟ କ୍ରୀଡ଼ା ଶକ୍ତି ଭାବେ ଗଢ଼ି ତୋଳୁଛନ୍ତି । ସାର ଛୋଟୁ ରାମଙ୍କ ସ୍ୱପ୍ନକୁ ସାକାର କରିବା ଦିଗରେ ଦେଶ ଅଗ୍ରସର ହେଉଥିବା ଏଥିରୁ ପ୍ରମାଣିତ ହେଉଛି ବୋଲି ସେ କହିଥିଲେ ।

Cabinet approves scheme of Chemical Parks “Bharat Audyogik Vikas Yojana Rasayan (BHAVYA Rasayan)

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved Bharat Audyogik Vikas Yojana Rasayan or BHAVYA - Rasayan Scheme for establishing three dedicated Chemical Parks in the country. The Scheme was announced in the Union Budget of FY 2026–27.

The Scheme will have a total financial outlay of Rs.3,030 crore, with Rs.3,000 crore towards meeting the cost of establishing the Common Infrastructure Facilities and Basic Utilities inside the park and Rs. 30 Crores as administrative expenditure. The scheme would run for a period of 5 years from FY 2026-27 to FY 2030-31.

In terms of the said scheme, the Centre would provide a grant of up to Rs.1,000 crore per park. This will be subject to minimum contribution of Rs.500 crore by the concerned State Government.

BHAVYA Rasayan Scheme is expected to bring the following benefits to the economy:

  • It will promote development of the Chemical industry along the whole value chains including upstream, downstream and ancillary industries promoting efficient utilization of resources, leading to lower logistics cost.
  • Through shared Common Infrastructure Facilities and Basic Utilities, keeping the needs of chemicals industry in mind, it will lead to enhanced cost competitiveness and will make the Indian Industry globally competitive.
  • It will help the Indian Chemical industry better integrate in Global Value Chains leading to greater exports and higher import substitution.
  • It will promote development of Indian Chemical industry in a sustainable way by creating an environment friendly ecosystem which will consist of centralized facilities such as Common Effluent Treatment Plant, Treatment, Storage, and Disposal Facility, and Hazardous Waste Management infrastructure. It will ensure better compliance management with environmental regulations, thereby promoting development of industry in eco-friendly manner.
  • Development of Chemical sector will lead to a cascading effect through enhanced development of downstream sectors of the economy as well, thereby leading to higher employment generation and greater development of the economy, helping achieve the goal of Viksit Bharat @ 2047.
Recognising that this sector produces Chemicals and Petrochemicals which are used in various downstream industries such as Agriculture, Textiles, Pharmaceuticals, Nutraceuticals, Construction, Automobile, Electronics, introducing BHAVYA Rasayan Scheme shall facilitate development of the sector by attracting domestic and foreign investments, enhancing domestic production capacity and generating employment. It will boost the global competitiveness of the sector thereby, promoting Atmanirbharta.
 
In terms of the said Scheme, the Centre will facilitate development of three dedicated Chemical Parks by the State Governments under Challenge Route. Each such park will have a minimum contiguous area of 8 sq. km. (minimum 2,000 acres) of encumbrance-free land. These parks will provide plug-and-play infrastructure, in the form of Common Infrastructure Facilities and Basic Utilities for the chemical industry such as:
  • Common Effluent Treatment Plant (CETP),
  • Treatment, Storage, and Disposal Facility (TSDF),
  • Water supply and distribution systems,
  • Solvent recovery and distillation facilities,
  • Steam generation and distribution network,
  • Interconnected pipeline network,
  • Logistics and warehousing facilities.
