ପ୍ରଧାନମନ୍ତ୍ରୀ ଆଜି କେରଳର କୋଚି ଗସ୍ତ କରି ବିଭିନ୍ନ ପ୍ରକଳ୍ପର ଶିଳାନ୍ୟାସ ଓ ଲୋକାର୍ପଣ କରିଥିଲେ । ରାଷ୍ଟ୍ର ଉଦ୍ଦେଶ୍ୟରେ ସମର୍ପିତ ହୋଇଥିବା ପ୍ରକଳ୍ପ ମଧ୍ୟରେ ରହିଛି କୋଚି ସମନ୍ୱିତ ବିଶୋଧନାଗାର ସମ୍ପ୍ରସାରଣ ପ୍ରକଳ୍ପ (ଆରଇପି) । ଆଇଆରଇପି ହେବ ଅତ୍ୟାଧୁନିକ ସମ୍ପ୍ରସାରଣ କମ୍ପ୍ଲେକ୍ସ ଏବଂ ଏହା କୋଚି ବିଶୋଧନାଗାରକୁ ବିଶ୍ୱସ୍ତରୀୟ ମାନକ ସହିତ ଭାରତର ସର୍ବବୃହତ ରାଷ୍ଟ୍ରାୟତ୍ତ ବିଶୋଧାନାଗାର ହେବ । ଏହା ଭାରତ ପାଇଁ ସ୍ୱଚ୍ଛ ଇନ୍ଧନ ଉତ୍ପାଦନ ଲାଗି ସମ୍ପୂର୍ଣ୍ଣ ଭାବେ ପ୍ରସ୍ତୁତ ହୋଇଛି । ଏହା ଏଲପିଜି ଏବଂ ଡିଜେଲର ଉତ୍ପାଦନକୁ ଦ୍ୱିଗୁଣିତ କରିବ ଏବଂ ଏହି ପ୍ଲାଂଟରେ ପେଟ୍ରୋକେମିକାଲ ପ୍ରକଳ୍ପ ପାଇଁ ଫିଡଷ୍ଟକ ଉତ୍ପାଦନ କରାଯିବ ।
ଆଇଆରଇପି କମ୍ପ୍ଲେକ୍ସକୁ ଉଦଘାଟନ କରି ପ୍ରଧାନମନ୍ତ୍ରୀ କହିଥିଲେ, “ଆଜି ଏକ ଐତିହାସିକ ଦିନ ଯେତେବେଳେ କେରଳର ସର୍ବବୃହତ ଔଦ୍ୟୋଗିକ ୟୁନିଟ ବିକାଶର ଏକ ନୂତନ ପର୍ଯ୍ୟାୟରେ ପ୍ରବେଶ କରିଛି । ଏହା କେବଳ ଭଗବାନଙ୍କ ନିଜ ଦେଶ ପାଇଁ ନୁହେଁ, ବରଂ ସାରା ଦେଶ ପାଇଁ ଗୌରବର ବିଷୟ ।” ଗତ 50 ବର୍ଷ ମଧ୍ୟରେ କେରଳ ଏବଂ ପଡ଼ୋଶୀ ରାଜ୍ୟର ଜନସାଧାରଣଙ୍କ ମଧ୍ୟରେ ସ୍ୱଚ୍ଛ ଇନ୍ଧନକୁ ଲୋକପ୍ରିୟ କରାଇବାରେ ଭାରତ ପେଟ୍ରୋଲିୟମ କର୍ପୋରେସନ ଲିମିଟେଡ (ବିପିସିଏଲ)ର ଭୂମିକାକୁ ପ୍ରଶଂସା କରିଥିଲେ ।
ସରକାର ନେଇଥିବା ଉଲ୍ଲେଖନୀୟ ପଦକ୍ଷେପ ସମ୍ପର୍କରେ ପ୍ରଧାନମନ୍ତ୍ରୀ କହିଥିଲେ ଉଜ୍ଜ୍ୱଳା ଯୋଜନା ଅନେକଙ୍କ ପାଇଁ ଖୁସି ଆଣିଛି ଏବଂ ମେ’ 2016 ପରଠାରୁ ପାଖାପାଖି 6 କୋଟି ଏଲପିଜି ସଂଯୋଗ ଗରିବରୁ ଗରିବ ଲୋକମାନଙ୍କୁ ଦିଆଯାଇସାରିଲାଣି । ପହଲ ଯୋଜନାରେ 23 କୋଟିରୁ ଅଧିକ ଏଲପିଜି ଉପଭୋକ୍ତା ଯୋଡ଼ି ହୋଇସାରିଲେଣି । ଏହି ଯୋଜନାରେ ପାରଦର୍ଶିତା ନକଲି ଖାତା, ଏକାଧିକ ଖାତା ଏବଂ ଅଚଳ ଖାତା ଚିହ୍ନଟ କରିବାରେ ସହାୟକ ହୋଇଛି । ଏକ କୋଟିରୁ ଅଧିକ ଉପଭୋକ୍ତା ‘ଗିଭ୍ ଇଟ ଅପ୍’ ଯୋଜନାରେ ଏଲପିଜି ସବସିଡି ଛାଡ଼ି ସାରିଲେଣି । ପ୍ରଧାନମନ୍ତ୍ରୀ କୋଚି ବିଶୋଧନାଗାରର ଭୂମିକାକୁ ପ୍ରଶଂସା କରିବା ସହିତ କହିଥିଲେ ଯେ ଏହା ବର୍ତ୍ତମାନର ସମ୍ପ୍ରସାରଣ ସହିତ ଏଲପିଜି ଉତ୍ପାଦନକୁ ଦ୍ୱିଗୁଣି କରି ଏହା ଉଜ୍ଜ୍ୱଳା ଯୋଜନାରେ ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ ଯୋଗଦାନ ଦେଉଛି ।
ପ୍ରଧାନମନ୍ତ୍ରୀ କହିଥିଲେ ଯେ ଦେଶରେ ସିଟି ଗ୍ୟାସ ବିତରଣ (ସିଜିଡି) ନେଟୱାର୍କର ପହଁଚକୁ ସମ୍ପ୍ରସାରଣ କରାଯାଇ ସ୍ୱଚ୍ଛ ସିଏନଜି ଇନ୍ଧନର ବ୍ୟବହାରକୁ ପ୍ରୋତ୍ସାହିତ କରାଯାଉଛି । 10ଟି ସିଜିଡି ବିଡିଂ ରାଉଣ୍ଡ ସଫଳତାପୂର୍ବକ ସମ୍ପୂର୍ଣ୍ଣ ହେବା ପରେ ଦେଶର 400ଟି ଜିଲ୍ଲାକୁ ପାଇପ ଗ୍ୟାସ ଯୋଗାଣ ସଂଯୋଗ ହୋଇପାରିବ । ଜାତୀୟ ଗ୍ୟାସ ଗ୍ରୀଡ ତଥା ପ୍ରଧାନମନ୍ତ୍ରୀ ଉର୍ଜା ଗଙ୍ଗା ସୃଷ୍ଟି କରାଯାଇ ଗ୍ୟାସ ଆଧାରିତ ଅର୍ଥବ୍ୟବସ୍ଥା ସୃଷ୍ଟି କରାଯାଇଛି ଏବଂ ଇନ୍ଧନ ବାସ୍କେଟରେ ଗ୍ୟାସର ଭାଗକୁ ବୃଦ୍ଧି କରାଯାଇଛି । ଅତିରିକ୍ତ 15 ହଜାର କିମି ଗ୍ୟାସ ପାଇପଲାଇନ ନେଟୱାର୍କ ବିକଶିତ କରିବା ଲାଗି ସରକାର ଚିନ୍ତା କରୁଛି । ଏହାଛଡ଼ା, ସରକାର ତୈଳ ଆମଦାନୀକୁ 10% ହ୍ରାସ କରିଛନ୍ତି ଏବଂ ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ ବିଦେଶୀ ମୁଦ୍ରା ସଂଚୟ କରିପାରିଛନ୍ତି ।
ପ୍ରଧାନମନ୍ତ୍ରୀ କହିଥିଲେ ଯେ ଭାରତ ଏସିଆର ଦ୍ୱିତୀୟ ସର୍ବବୃହତ ତୈଳ ବିଶୋଧକ ଏବଂ ବିଶୋଧାନାଗାର କେନ୍ଦ୍ରସ୍ଥଳୀ ଭାବେ ଉଭା ହେଉଛି । ସେ ଆଇଆରଇପି ଠିକ ସମୟରେ ସମ୍ପୂର୍ଣ୍ଣ ହୋଇଥିବାରୁ ଅଭିନନ୍ଦନ ଜଣାଇଥିଲେ, ବିଶେଷ କରି ଏହାର ନିର୍ମାଣରେ ନିୟୋଜିତ ଶ୍ରମିକମାନଙ୍କ ଶୁଭେଚ୍ଛା ଜଣାଇଥିଲେ । ସେ କହିଥିଲେ ଯେ ପ୍ରକଳ୍ପ କାର୍ଯ୍ୟ ଦ୍ରୁତଗତିରେ ଚାଲିଥିବା ସମୟରେ 20 ହଜାର ଶ୍ରମିକ ପ୍ରକଳ୍ପ ସ୍ଥଳରେ ଦିନରାତି କାମ କରୁଥିଲେ ଏବଂ ସେମାନେ ହିଁ ଏହି ପ୍ରକଳ୍ପର ପ୍ରକୃତ ନାୟକ ।
ଏହି ପ୍ରକଳ୍ପ ମାଧ୍ୟମରେ ଅଣ ତୈଳ କ୍ଷେତ୍ରର ବିବିଧତା ଆଣିବାର ବିପିସିଏଲର ରଣନୀତିକୁ ସେ ପ୍ରଶଂସା କରିଥିଲେ । ସେ କହିଥିଲେ, “ବନ୍ଧୁଗଣ, ପେଟ୍ରୋକେମିକାଲ ଏପରି ଏକ କେମିକାଲ ଯାହା ବିଷୟରେ ଆମେ ଅଧିକ ଚର୍ଚ୍ଚା କରିନଥାଉ । କିନ୍ତୁ ଏହା ଅଦୃଶ୍ୟ ଭାବେ ଆମ ଦୈନନ୍ଦିନ ଜୀବନର ଅନେକ ଦିଗକୁ ଛୁଇଁଥାଏ । ତେବେ ଅଧିକାଂଶ କେମିକାଲ ବିଦେଶରୁ ଆମଦାନୀ ହୋଇଥାଏ । ଭାରତରେ ପେଟ୍ରୋକେମିକାଲ୍ସ ଉତ୍ପାଦନ କରିବା ଆମର ପ୍ରୟାସ” ।
ଆଇଆରଇପି କାର୍ଯ୍ୟକ୍ଷମ ହେବା ପରେ କୋଚି ବିଶୋଧନାଗାରରୁ ପ୍ରୋପେଲିନ ଉତ୍ପାଦନ ସମ୍ଭବ ହୋଇପାରିବା ନେଇ ସେ ସନ୍ତୋଷ ବ୍ୟକ୍ତ କରିଥିଲେ । ଏହାଛଡ଼ା ରଙ୍ଗ, କାଳି, କୋଟିଂ, ଡିଟରଜେଂଟ ଏବଂ ଅନ୍ୟାନ୍ୟ ସାମଗ୍ରୀରେ ଉପଯୋଗ ପାଇଁ ଅନ୍ୟ ପ୍ରମୁଖ ପଟ୍ରୋକେମିକାଲ୍ସ ଏଥିରୁ ଉତ୍ପାଦିତ ହୋଇପାରିବ । ଏ ସମସ୍ତ ସହାୟକ ଉଦ୍ୟୋଗ କୋଚିରେ ଗଢ଼ି ଉଠିବ ଏବଂ ବ୍ୟବସାୟର ସୁଯୋଗ ବୃଦ୍ଧି ପାଇବ ବୋଲି ସେ ଆଶାବ୍ୟକ୍ତ କରିଥିଲେ ।
ପ୍ରଧାନମନ୍ତ୍ରୀ କହିଥିଲେ ଯେ କୋଚି ବିଶୋଧନାଗାରର କାର୍ଯ୍ୟକୁ ନେଇ ଦେଶ ଗର୍ବିତ । ସେ ସ୍ମରଣ କରାଇ ଦେଇଥିଲେ ଯେ ଗତ ଅଗଷ୍ଟରେ କେରଳ ଯେତେବେଳେ 100 ବର୍ଷର ସବୁଠୁ ପ୍ରଳୟଙ୍କରୀ ବନ୍ୟାର ବିଭୀଷିକା ଦେଇ ଗତି କରୁଥିଲା, ବିପିସିଏଲ ସମସ୍ତ ବାଧା ଅତିକ୍ରମ କରି ପେଟ୍ରୋଲ, ଡିଜେଲ ଏବଂ ଏଲପିଜିର ନିରନ୍ତର ଉତ୍ପାଦନକୁ ସୁନିଶ୍ଚିତ କରିଥିଲା । ସେ ଆହୁରି ଉଲ୍ଲେଖ କରିଥିଲେ, ରାଷ୍ଟ୍ର ନିର୍ମାଣରେ କୋଚି ବିଶୋଧନାଗାରର ଯୋଗଦାନକୁ ନେଇ ଆମେ ଗର୍ବିତ କିନ୍ତୁ ଆମେ ଅଧିକ ଆଶା କରୁଛୁ । ଦକ୍ଷିଣ ଭାରତରେ ପେଟ୍ରୋକେମିକାଲ ବିପ୍ଳବକୁ ଆଗେଇ ନେବାରେ କୋଚି ବିଶୋଧନାଗାର ସଫଳ ହେବ ଏବଂ ନୂତନ ଭାରତର ବର୍ଦ୍ଧିତ ଆବଶ୍ୟକତାକୁ ସମର୍ଥନ ଯୋଗାଇବ ବୋଲି ପ୍ରଧାନମନ୍ତ୍ରୀ ଆଶାବ୍ୟକ୍ତ କରିଥିଲେ ।
ଏଟ୍ଟୁମାନୁର ଠାରେ ବିପିସିଏଲ ଦ୍ୱାରା ପ୍ରତିଷ୍ଠିତ ଦକ୍ଷତା ବିକାଶ ଇନଷ୍ଟିଟ୍ୟୁଟର ଦ୍ୱିତୀୟ କ୍ୟାମ୍ପସ ପାଇଁ ପ୍ରଧାନମନ୍ତ୍ରୀ ଶିଳାନ୍ୟାସ କରିଥିଲେ । ସେ କହିଥିଲେ, ଏହା ଦକ୍ଷତା ବିକାଶରେ ସହାୟକ ହେବ ଏବଂ ଯୁବପିଢ଼ିଙ୍କ ପାଇଁ ନିଯୁକ୍ତି ସୁଯୋଗ ସୃଷ୍ଟି କରିବ ।
ପ୍ରଧାନମନ୍ତ୍ରୀ ମଧ୍ୟ 50 କୋଟି ଟଙ୍କା ବ୍ୟୟରେ ଇଣ୍ଡିଆନ ଅଏଲ ପକ୍ଷରୁ ଏହାର କୋଚି ଏଲପିଜି ବଟଲିଂ ପ୍ଲାଂଟରେ ମାଉଣ୍ଡେଡ ଷ୍ଟୋରେଜ ସୁବିଧାକୁ ରାଷ୍ଟ୍ର ଉଦ୍ଦେଶ୍ୟରେ ସମର୍ପିତ କରିଥିଲେ । ଏହା ଏଲପିଜି ଭଣ୍ଡାରଣକୁ ସୁନିଶ୍ଚିତ କରିବା ସହ ସଡକପଥରେ ଟ୍ୟାଙ୍କର ଯୋଗେ ଏଲପିଜି ପରିବହନ ହ୍ରାସ ପାଇବ ।
