ଦେଶର ସାମଗ୍ରିକ ବିକାଶ ପାଇଁ କ୍ରୀଡ଼ାର ଶକ୍ତିକୁ ଉପଯୋଗ କରିବାର ଲକ୍ଷ୍ୟ

ପ୍ରଧାନମନ୍ତ୍ରୀ ଶ୍ରୀ ନରେନ୍ଦ୍ର ମୋଦୀଙ୍କ ଅଧ୍ୟକ୍ଷତାରେ ଅନୁଷ୍ଠିତ କେନ୍ଦ୍ର କ୍ୟାବିନେଟ୍‌ ବୈଠକରେ ଜାତୀୟ କ୍ରୀଡ଼ା ନୀତି (ଏନଏସପି)୨୦୨୫କୁ ଅନୁମୋଦନ କରାଯାଇଛି । ଦେଶର କ୍ରୀଡ଼ା ପରିଦୃଶ୍ୟରେ ବ୍ୟାପକ ପରିବର୍ତ୍ତନ ଆଣିବା ଏବଂ କ୍ରୀଡ଼ା ମାଧ୍ୟମରେ ନାଗରିକଙ୍କ ସଶକ୍ତୀକରଣ ଉଦ୍ଦେଶ୍ୟରେ ଏହି ଐତିହାସିକ ପଦକ୍ଷେପ ଗ୍ରହଣ କରାଯାଇଛି ।

ପୂର୍ବରୁ ଥିବା ଜାତୀୟ କ୍ରୀଡ଼ା ନୀତି, ୨୦୦୧ ସ୍ଥାନରେ ଏହି ନୂଆ କ୍ରୀଡ଼ା ନୀତି କାର୍ଯ୍ୟକାରୀ ହେବ। ଭାରତକୁ ଏକ ବିଶ୍ୱ କ୍ରୀଡ଼ା ମହାଶକ୍ତି ରୂପେ ପ୍ରତିଷ୍ଠିତ କରିବା ଲାଗି ଏଥିରେ ଦୂରଦୃଷ୍ଟିପୂର୍ଣ୍ଣ ଏବଂ ରଣନୀତିକ ରୂପରେଖ ପ୍ରସ୍ତୁତ କରାଯାଇଛି । ଏହା ୨୦୩୬ ଅଲିମ୍ପିକ୍ସ କ୍ରୀଡ଼ା ସମେତ ଅନ୍ତର୍ଜାତୀୟ କ୍ରୀଡ଼ା ପ୍ରତିଯୋଗିତାଗୁଡ଼ିକରେ ସଫଳତା ପାଇଁ ଭାରତକୁ ଏକ ଦୃଢ଼ ଦାବିଦାରରେ ପରିଣତ କରିବ ।

୧. ବିଶ୍ୱସ୍ତରରେ ସଫଳତା

ଏହି ସ୍ତମ୍ଭର ଲକ୍ଷ୍ୟ ହେଉଛି:

  • ପ୍ରତିଭାର ପ୍ରାରମ୍ଭିକ ଚିହ୍ନଟ ଏବଂ ପ୍ରୋତ୍ସାହନ ପାଇଁ ବ୍ୟବସ୍ଥା ସମେତ ତୃଣମୂଳ ସ୍ତରରୁ ଉଚ୍ଚସ୍ତର ସ୍ତର ପର୍ଯ୍ୟନ୍ତ କ୍ରୀଡା କାର୍ଯ୍ୟକ୍ରମକୁ ସୁଦୃଢ଼ ​​କରିବା।
  • ପ୍ରତିଯୋଗିତାମୂଳକ ଲିଗ୍ ଓ ପ୍ରତିଯୋଗିତା ଆୟୋଜନକୁ ପ୍ରୋତ୍ସାହିତ କରିବା ଏବଂ ଗ୍ରାମାଞ୍ଚଳ ଓ ସହରାଞ୍ଚଳ ଉଭୟ କ୍ଷେତ୍ରରେ କ୍ରୀଡା ଭିତ୍ତିଭୂମି ବିକାଶ କରିବା।
  • ତାଲିମ, ପ୍ରଶିକ୍ଷଣ ଓ ସାମଗ୍ରିକ କ୍ରୀଡାବିତ୍ ସମର୍ଥନ ପାଇଁ ବିଶ୍ୱସ୍ତରୀୟ ବ୍ୟବସ୍ଥା ନିର୍ମାଣ କରିବା।
  • ଜାତୀୟ କ୍ରୀଡା ସଂଘଗୁଡ଼ିକର କ୍ଷମତା ଏବଂ ପ୍ରଶାସନକୁ ବୃଦ୍ଧି କରିବା।
  • କ୍ରୀଡା ପ୍ରଦର୍ଶନରେ ସୁଧାର ଆଣିବା ପାଇଁ କ୍ରୀଡା ବିଜ୍ଞାନ, ଔଷଧ ଏବଂ ପ୍ରଯୁକ୍ତିବିଦ୍ୟା ଗ୍ରହଣକୁ ପ୍ରୋତ୍ସାହନ
  • ପ୍ରଶିକ୍ଷକ, ବୈଷୟିକ ଅଧିକାରୀ ଏବଂ ସହାୟକ କର୍ମଚାରୀଙ୍କ ସମେତ କ୍ରୀଡା କର୍ମଚାରୀଙ୍କୁ ତାଲିମ ଏବଂ ବିକାଶ।

 

୨. ଆର୍ଥିକ ବିକାଶ ପାଇଁ କ୍ରୀଡ଼ା

ଏନଏସପି ୨୦୨୫ କ୍ରୀଡ଼ାର ଆର୍ଥିକ ସମ୍ଭାବନାକୁ ଗ୍ରହଣ କରି ନିମ୍ନ ଲକ୍ଷ୍ୟ ଧାର୍ଯ୍ୟ କରିଛି:

  • କ୍ରୀଡା ପର୍ଯ୍ୟଟନକୁ ପ୍ରୋତ୍ସାହିତ କରିବା ଏବଂ ଭାରତରେ ପ୍ରମୁଖ ଅନ୍ତର୍ଜାତୀୟ କ୍ରୀଡ଼ା ସମାରୋହ ଆୟୋଜନକୁ ଆକର୍ଷିତ କରିବା।
  • କ୍ରୀଡା ଉତ୍ପାଦନ ଇକୋସିଷ୍ଟମକୁ ସୁଦୃଢ଼ ​​କରିବା, ଏବଂ ଏହି କ୍ଷେତ୍ରରେ ଷ୍ଟାର୍ଟଅପ୍ ଏବଂ ଉଦ୍ୟୋଗ ବିକାଶକୁ ପ୍ରୋତ୍ସାହନ।
  • ସରକାରୀ-ବେସରକାରୀ ସହଭାଗୀତା (ପିପିପି), କର୍ପୋରେଟ୍ ସାମାଜିକ ଦାୟିତ୍ୱ (ସିଏସଆର) ଏବଂ ଅଭିନବ ପାଣ୍ଠି ପଦକ୍ଷେପ ମାଧ୍ୟମରେ ଘରୋଇ କ୍ଷେତ୍ରର ଅଂଶଗ୍ରହଣକୁ ପ୍ରୋତ୍ସାହନ

 

୩. ସାମାଜିକ ବିକାଶ ପାଇଁ କ୍ରୀଡ଼ା

 

ସାମାଜିକ ଅନ୍ତର୍ଭୂକ୍ତୀକରଣ ବଢ଼ାଇବା ଲାଗି ଏହି ନୀତି ନିମ୍ନ ପଦକ୍ଷେପ ମାଧ୍ୟମରେ କ୍ରୀଡ଼ାର ଭୂମିକା ଉପରେ ଆଲୋକପାତ କରିଥାଏ:

  • ଧ୍ୟାନ କେନ୍ଦ୍ରିତ କାର୍ଯ୍ୟକ୍ରମ ମାଧ୍ୟମରେ ମହିଳା, ଆର୍ଥିକ ଦୃଷ୍ଟିରୁ ଦୁର୍ବଳ ବର୍ଗ, ଜନଜାତି ସମ୍ପ୍ରଦାୟ ଏବଂ ଅକ୍ଷମ ବ୍ୟକ୍ତିମାନଙ୍କ ଅଂଶଗ୍ରହଣକୁ ପ୍ରୋତ୍ସାହନ
  • ଆଦିବାସୀ ଏବଂ ପାରମ୍ପରିକ ଖେଳକୁ ପୁନର୍ଜୀବିତ କରିବା ଏବଂ ପ୍ରୋତ୍ସାହନ ଦେବା
  • ଶିକ୍ଷାରେ ଏହାକୁ ସମନ୍ୱିତ କରି, ସ୍ୱେଚ୍ଛାକୃତ ସେବାକୁ ଉତ୍ସାହିତ କରି ଏବଂ ଦ୍ୱୈତ-କ୍ୟାରିଅର ପଥକୁ ସହଜ କରି କ୍ରୀଡାକୁ ଏକ ଉପଯୋଗୀ କ୍ରୀଡା ବିକଳ୍ପ ଭାବରେ ସ୍ଥାନିତ କରିବା।
  • କ୍ରୀଡା ମାଧ୍ୟମରେ ଭାରତୀୟ ପ୍ରବାସୀଙ୍କୁ ଜଡ଼ିତ କରିବା।

୪. ଏକ ଜନ ଆନ୍ଦୋଳନ ରୂପେ କ୍ରୀଡ଼ା

 

କ୍ରୀଡ଼ାକୁ ଏକ ଆନ୍ଦୋଳନରେ ପରିଣତ କରିବା ଲାଗି ଏହି ନୀତିରେ ନିମ୍ନ ଲକ୍ଷ୍ୟ ଧାର୍ଯ୍ୟ କରାଯାଇଛି:

  • ଦେଶବ୍ୟାପୀ ଅଭିଯାନ ଏବଂ ସାମାଜିକ କାର୍ଯ୍ୟକ୍ରମ ମାଧ୍ୟମରେ ବହୁଳ ଅଂଶଗ୍ରହଣ ଏବଂ ଫିଟନେସ୍ ସଂସ୍କୃତିକୁ ପ୍ରୋତ୍ସାହନ
  • ସ୍କୁଲ, କଲେଜ ଏବଂ କର୍ମକ୍ଷେତ୍ର ଇତ୍ୟାଦି ପାଇଁ ଫିଟନେସ୍ ସୂଚକାଙ୍କ ଆରମ୍ଭ କରିବା।
  • କ୍ରୀଡା ସୁବିଧାର ସାର୍ବଜନୀନ ଉପଲବ୍ଧତାକୁ ବୃଦ୍ଧି କରିବା।

 

୫. ଶିକ୍ଷା ସହିତ କ୍ରୀଡ଼ାର ଏକୀକରଣ (ଏନଇପି ୨୦୨୦)

 

ଜାତୀୟ ଶିକ୍ଷା ନୀତି ୨୦୨୦ ଅନୁରୂପ ଏନଏସପି ୨୦୨୫ରେ ନିମ୍ନ ପ୍ରସ୍ତାବଗୁଡ଼ିକ ରହିଛି:

  • ବିଦ୍ୟାଳୟ ପାଠ୍ୟକ୍ରମରେ କ୍ରୀଡ଼ାର ଏକୀକରଣ କରିବା
  • କ୍ରୀଡ଼ା ଶିକ୍ଷା ଏବଂ ସଚେତନତାକୁ ପ୍ରୋତ୍ସାହନ ଲାଗି ସ୍ୱତନ୍ତ୍ର ତାଲିମ ସହିତ ଶିକ୍ଷାବିତ୍‌ ଏବଂ ଶାରୀରିକ ଶିକ୍ଷା ଶିକ୍ଷକଙ୍କୁ ସକ୍ଷମ କରିବା

 

୬. ରଣନୀତିକ ଢାଞ୍ଚା

ଏନଏସପି ୨୦୨୫ର ଲକ୍ଷ୍ୟକୁ ସାକାର କରିବା ଲାଗି ଏକ ବିସ୍ତୃତ କାର୍ଯ୍ୟକାରୀ ରଣନୀତି ପ୍ରସ୍ତୁତ କରାଯାଇଛି ଯେଉଁଥିରେ ନିମ୍ନଗୁଡ଼ିକୁ ସାମିଲ କରାଯାଇଛି:

  • ପ୍ରଶାସନ: ଆଇନଗତ ଢାଞ୍ଚା ସମେତ କ୍ରୀଡା ପ୍ରଶାସନ ପାଇଁ ଏକ ଦୃଢ଼ ନିୟାମକ ଢାଞ୍ଚା ପ୍ରତିଷ୍ଠା କରିବା
  • ଘରୋଇ କ୍ଷେତ୍ର ପାଣ୍ଠି ଏବଂ ସମର୍ଥନ: ଅଭିନବ ଆର୍ଥିକ ବ୍ୟବସ୍ଥା ବିକଶିତ କରିବା ସହିତ ପିପିପି ଏବଂ ସିଏସଆର ମାଧ୍ୟମରେ ଘରୋଇ କ୍ଷେତ୍ରର ଅଂଶଗ୍ରହଣକୁ ନିୟୋଜିତ କରିବା
  • ପ୍ରଯୁକ୍ତିବିଦ୍ୟା ଏବଂ ନବସୃଜନ: କାର୍ଯ୍ୟଦକ୍ଷତା ଟ୍ରାକିଂ, ଗବେଷଣା ଓ କାର୍ଯ୍ୟକ୍ରମ ରୂପାୟନ ପାଇଁ ଏଆଇ ଓ ଡାଟା ବିଶ୍ଳେଷଣ ସମେତ ଉଦୀୟମାନ ପ୍ରଯୁକ୍ତିବିଦ୍ୟାକୁ ଉପଯୋଗ କରିବା।
  • ଜାତୀୟ ନିରୀକ୍ଷଣ ଢାଞ୍ଚା: ସୁପରିଭାଷିତ ମାନଦଣ୍ଡ, ପ୍ରମୁଖ କାର୍ଯ୍ୟଦକ୍ଷତା ସୂଚକ (କେପିଆଇ) ଏବଂ ସମୟସୀମାବଦ୍ଧ ଲକ୍ଷ୍ୟ ସହିତ ଏକ ଜାତୀୟ ଢାଞ୍ଚା ସୃଷ୍ଟି।
  • ରାଜ୍ୟଗୁଡ଼ିକ ପାଇଁ ମଡେଲ ନୀତି: ଏନଏସପି ୨୦୨୫ ରାଜ୍ୟ ଏବଂ କେନ୍ଦ୍ରଶାସିତ ଅଞ୍ଚଳଗୁଡ଼ିକ ପାଇଁ ଏକ ମଡେଲ ଭାବରେ କାର୍ଯ୍ୟ କରିବ, ସେମାନଙ୍କୁ ଜାତୀୟ ଉଦ୍ଦେଶ୍ୟ ସହିତ ସମନ୍ୱୟ ରଖି ନିଜର ନୀତି ସଂଶୋଧନ କିମ୍ବା ପ୍ରଣୟନ କରିବାକୁ ଉତ୍ସାହିତ କରିବ।
  • ସାମଗ୍ରିକ ସରକାରୀ ଆଭିମୁଖ୍ୟ: ଏହି ସମସ୍ତ ମନ୍ତ୍ରଣାଳୟ ଓ ବିଭାଗର କାର୍ଯ୍ୟକଳାପ, ଯୋଜନା ଏବଂ କାର୍ଯ୍ୟକ୍ରମରେ ଏକ ସାମଗ୍ରିକ ପ୍ରଭାବ ହାସଲ କରିବା ପାଇଁ କ୍ରୀଡ଼ା ପ୍ରୋତ୍ସାହନକୁ ସମନ୍ୱିତ କରିବାକୁ ଆହ୍ୱାନ କରେ।

ଏହାର ଢାଞ୍ଚାଗତ ଦୃଷ୍ଟିକୋଣ ଓ ଭବିଷ୍ୟତ ରଣନୀତି ସହିତ, ଜାତୀୟ କ୍ରୀଡା ନୀତି ୨୦୨୫ ଭାରତକୁ ବିଶ୍ୱ ସ୍ତରରେ ଏକ ଅଗ୍ରଣୀ କ୍ରୀଡା ରାଷ୍ଟ୍ର ହେବା ପାଇଁ ଏକ ପରିବର୍ତ୍ତନଶୀଳ ପଥରେ ରଖିବା ସହିତ ସୁସ୍ଥ ଏବଂ ସଶକ୍ତ ନାଗରିକ ସୃଷ୍ଟି କରିବାକୁ ଲକ୍ଷ୍ୟ ରଖିଛି।

Prime Minister Shri Narendra Modi today stated that over the last 12 years, the Government has worked to further women-led development, which is visible across sectors. He noted that from financial inclusion and entrepreneurship to education, healthcare, sanitation, housing, sports, science, and governance, women are playing a prominent role across diverse fields.

Shri Modi emphasized that the efforts of the Government are rooted in dignity, opportunity, and empowerment, pointing out that they have helped create an environment where women can realise their full potential and contribute even more strongly to nation-building.

The Prime Minister expressed particular happiness in seeing India’s Nari Shakti make a mark in sectors like science, space, and innovation. He highlighted that their growing participation in emerging fields such as drone technology is opening new avenues of opportunity and transforming the development landscape across the nation.

Shri Modi shared that the Government is actively supporting Self Help Groups, which are going a long way in making women financially independent.

Sharing a Sanskrit Subhashitam, the Prime Minister stated that India's Nari Shakti is the cornerstone of nation-building. He observed that today, our mothers, sisters, and daughters are increasing the pride of Maa Bharati with their amazing talent and skills in every field.

In a series of posts on X, the Prime Minister shared:
