Chhattisgarh is like an ATM for Congress: PM Modi in Raipur

Prime Minister Narendra Modi today addressed a public meeting in Chhattisgarh’s Raipur. PM Modi expressed, "The formation of Chhattisgarh saw a significant contribution from the BJP. We possess a profound understanding of the people of Chhattisgarh and are well-aware of their requirements. Consequently, the government of BJP in Delhi is fully committed to propelling the rapid progress of Chhattisgarh."

Criticizing the Congress party for failing to deliver on their commitments, Prime Minister Modi remarked, "Among the thirty-six promises made by the Congress to Chhattisgarh was the pledge to impose a prohibition on liquor in the state. However, rather than implementing a ban, the Congress has been involved in a liquor scam worth thousands of crores in Chhattisgarh. This indicates that the Congress party has betrayed the trust of the mothers and sisters of Chhattisgarh as well as the state itself."

Furthermore, PM Modi said, “In Chhattisgarh, there is hardly any department or project that is free from scam. The coal mafia, sand mafia, and land mafia, among numerous others, have thrived unchecked. They have even impeded the progress of the Jal Jeevan Mission. From the state's leadership to ministers and officials, serious allegations of corruption have been levelled.”

PM Modi remarked, “Today the Government of Chhattisgarh has become a model of corruption and misrule of the Congress. That's why today only one voice is being raised from Chhattisgarh all around – ‘Badalbi, Badalbo,… Ae Dari Congress Ke Sarkaarle Badalbo’.”

Coming heavily on opposition parties, PM Modi asserted, “Some people get angry when I say that Congress is the guarantee of corruption and commission. They resort to cursing Modi. However, their displeasure serves as evidence that our government is moving in the right direction. Those who engage in corrupt practices are attempting to unite against us today. Those who were once bitter enemies are now seeking excuses to come together. They believe that by doing so, they can intimidate and disorient Modi.”

“However, they should understand this: if they guarantee corruption, then Modi guarantees decisive action against corruption. Those who have committed wrongdoings will not escape accountability. I have the courage to state this boldly because everything I have, everything I am, has been bestowed upon me by you, by our nation. These individuals may threaten to bury me, and conspire against me, but fear has no place in Modi's heart,” he added.

PM Modi talked about the several schemes and developments that helped the state. He said, “Over the past 9 years, you have witnessed the outcomes of our relentless efforts to combat the issue of Naxalism. Just a few years ago, the country had approximately 126 districts affected by Naxalism. However, we have successfully reduced that number to around 70 now.”

Stressing on the real guarantee of the BJP, PM Modi stated, “Under the Ayushman Bharat scheme, 40 lakh poor people have been treated free of cost in Chhattisgarh. The farmers of Chhattisgarh have received Rs 6,500 crore from the PM Fasal Bima Yojana. This is the real guarantee of BJP. More than 6,600 crore rupees of PM Kisan Samman Nidhi have been received by about 40 lakh farmers here. This is the real guarantee of BJP.”

Accusing the Congress for neglecting public development schemes, PM Modi said, "The BJP is a party that prioritizes the welfare of the poor and is deeply concerned about their well-being. But Congress is the biggest enemy of the poor. The Congress government hinders the implementation of schemes initiated by the BJP government in Delhi, such as the Pradhan Mantri Gramin Awas Yojana. This obstruction is clearly evident. The central government had planned to construct 15 lakh houses for the underprivileged in Chhattisgarh, but the progress has been impeded. Congress has always used the tribal society as a vote bank."

During the public meeting, PM Modi said, “It is the BJP government that has got them their rights by including them in the list of tribes. This is the BJP government, which had created a separate Tribal Welfare Ministry. It is the BJP government which has opened hundreds of new Eklavya Model Schools for tribal children. It is the BJP government which has opened thousands of Van Dhan Kendras for tribal farmers.” The PM also addressed the extensive campaign launched to combat sickle cell anaemia.

April 18, 2026

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today has given its approval for the continuation of Pradhan Mantri Gram Sadak Yojana-III (PMGSY-III) beyond March 2025 upto March 2028. It involves consolidation of Through Routes and Major Rural Links connecting habitations to Gramin Agricultural Markets (GrAMs), Higher Secondary Schools and Hospitals. The revised outlay of the scheme will be Rs.83,977 crore.

The Cabinet further, amongst other things, approved the following:

  • Extension of timeline till March 2028 for completion of roads and bridges in plain areas and roads in hilly areas.
  • Extension of timeline till March 2029 for completion of bridges in hilly areas.
  • Works sanctioned before 31.03.2025 but un-awarded till now may be taken up for tender/award.
  • Long Span Bridges (LSBs) (161 Nos. with estimated cost of Rs.961 crore) pending for sanction but lying on the alignment of already sanctioned roads may be sanctioned and tendered/awarded.
  • Revision of outlay to Rs. 83,977 crore from original outlay of Rs.80,250 crore.

Benefits:

The extension of the timeline of PMGSY-III will enable the full realization of its intended socio-economic benefits by ensuring completion of targeted upgradation of rural roads. It will significantly boost the rural economy and trade by enhancing market access for agricultural and non-farm products, reducing transportation time and costs, and thereby improving rural incomes. Improved connectivity will facilitate better access to education and healthcare institutions, ensuring timely delivery of essential services, particularly in remote and underserved areas.

The continued implementation will also generate substantial employment opportunities, both directly through construction activities and indirectly by promoting rural enterprises and services. Overall, the extension will contribute to inclusive and sustainable development by bridging the rural-urban divide and advancing the vision of Viksit Bharat 2047.
