Acknowledging the importance of the BJP Karyakartas in strengthening the party across domains, PM Modi addressed the Kshetriya Panchayati Raj Parishad in Daman and Diu. On the same, PM Modi emphasized on the importance of organizational training, traditions, devotion and unity as the hallmarks of the BJP. PM Modi said, “We must all strive to continuously improve ourselves as well as the BJP Party and the Organization.”


PM Modi said he intended that these mechanisms of continuous improvement, by monitoring the real-time situations in their respective areas must be implemented by all the members of the Panchayati Raj.


“The real strength of a democracy is at the grassroots levels,” added PM Modi. He stated that every member of the Panchayati Raj must prepare a list of issues that can be worked upon within their five-year terms and that they must pursue these issues with a full vigor.


Explaining the same PM Modi cited the examples of the Swachh Bharat Abhiyan and the PM Jan Dhan Yojana which he pursued creating capabilities among people and eliminating their hardships. PM Modi said, “Within this five-year term, Panchayats should identify issues whose resolution involves effective Jan-Andolan”. Elaborating on the same, PM Modi said that the ‘Van Mahotsav’ is a vibrant example that can enable ‘Jan Andolan’. “Various festivals and important days can serve as primary platforms to create effective cleanliness campaigns enabling Jan Andolan” said, PM Modi.


PM Modi said, “Every Zila Panchayat needs to focus on indicators across sectors that can improve the lives of the common citizens”.
“Optimum utilization of resources and the planning and convergence of various schemes is the way forward for Zila Panchayats to develop in totality,” added PM Modi. He stated that Zila Panchayats must choose at least three themes each year and must prioritize them along with the other needs. This in turn will lead to the resolution of 15 such issues within a span of five years.


“In decision-making there should be a bottoms-up approach towards suggestions and top-down approach towards guidance”, said PM Modi. He said that there should be consensus-based discussions on the various issues concerning the Zila Panchayat. “Perspectives from the grassroots and firm grasp on it facilitate effective policy-making,” said PM Modi. “The Government’s initiative of creating 75 Amrit Sarovars in each Zila is the testimony to the same,” added PM Modi. “The MGNREGS scheme can be used to create assets that will foster the development of the Zila Panchayats, especially in creating Amrit Sarovars,” said PM Modi.


“Aspirational Districts today have become the symbols of District-led Development,” added PM Modi. He said, “As members of the Panchayat, one must focus on the developmental aspects of the district and must be available and accessible for the same.” The Prime Minister also mentioned about the soon to be launched PM Vishwakarma Yojana, which seeks to augment the skill development of the various artisans involved in age-old traditions,” said PM Modi. He said that it is the primary role of the members of the Panchayat that the benefits of the scheme reach the eligible beneficiaries.


“Today, the branding and shaping a new identity of each district is of paramount importance, which can be achieved through a product focused and product-led development” stated PM Modi. “This will enable the development of the district and sync it with development of the overall economic development of the country,” said PM Modi. “Evaluating the performance of the various indicators on a regular basis will create a developed district and a developed India by 2047”, said PM Modi.
In conclusion, PM Modi said, “Through the strength of Indian democracy and through the consistent endeavor of the Members of the Panchayat, we can attain our development goals in realizing a Developed India”.

Campaigning for the upcoming Assembly elections, Prime Minister Narendra Modi addressed a massive public gathering in Gogamukh, marking his first rally in Assam after the announcement of polls. The event witnessed an overwhelming turnout, with enthusiastic participation from youth, women and local communities, signaling strong momentum for the BJP-led NDA.

Opening his address with high energy, the Prime Minister said, “This is my first public meeting after the announcement of elections in Assam. The sea of people in front of me, the enthusiasm of the youth and the blessings of our mothers and sisters clearly show this time, a hat-trick is certain.” Echoing popular sentiment, he added, “Everyone is saying- ‘Aakou Ebaar… NDA Shorkar!’”

Invoking the spiritual and cultural heritage of Assam, PM Modi remarked, “I am fortunate to begin this campaign with the blessings of Lord Shiva at Ghughuli Dol and Donyi-Polo. I bow to Srimanta Sankardev and pay tribute to great sons of Assam like Lachit Borphukan and Bharat Ratna Bhupen Hazarika.”

Highlighting the development trajectory under BJP governments, PM Modi said, “Under the leadership of Sarbananda Sonowal and now Himanta Biswa Sarma, Assam has witnessed a new era of service and good governance over the past decade.” He emphasized that the election is not just about forming a government but about building a ‘Viksit Assam for a Viksit Bharat.’

Referring to the BJP’s recently released manifesto, he noted, “This ‘Sankalp Patra’ is truly a ‘Mangal Patra’- it brings prosperity for Assam. It lays out a clear roadmap for jobs, self-employment and ₹5 lakh crore investment in infrastructure.”

On women empowerment, he said, “Through the Lakhpati Didi initiative, nearly 3 lakh women in Assam have already become financially independent. Now, we aim to empower 40 lakh women.”

Emphasizing farmers’ welfare, PM Modi said that over ₹7,500 crore has been transferred to 20 lakh farmers under PM-KISAN. He added, “Small farmers will now receive an additional ₹11,000 annually. Our government is also committed to permanent solutions for Assam’s flood problem.”

Contrasting past and present, the PM reiterated, “The youth of today have only seen BJP’s governance. They have not witnessed the dark days of Congress rule when Assam was known for violence, curfews and unrest.”

He added that Assam is now defined by development, citing examples such as refinery expansion, bamboo-based bio-refinery projects, and upcoming semiconductor manufacturing. “Soon, Assam will be known not just for tea, but also for chips. ‘Chai bhi, Chip bhi’-this is our roadmap for a Viksit Assam.”

Targeting the opposition, PM Modi said, “For Congress, power and family come first. They ignored Assam’s development for decades.” He also warned against divisive politics, alleging that Congress is attempting to revive policies of appeasement.

Coming down heavily on Congress, PM Modi said, “The people of Assam have freed the state from Congress’s misgovernance, but must remain vigilant as the party is now attempting to push a ‘dangerous agenda’ for political gain.” He recalled that before 2014, the Congress-led government had tried to introduce a divisive communal violence law aimed at appeasement, which was stopped by the BJP-NDA. He alleged that Congress is once again proposing a similar approach in Assam, exposing its intent to divide society for votes.

The Prime Minister further accused Congress of supporting infiltration and previously allowing illegal encroachments on farmers’ and tribal lands. He asserted that while the BJP-NDA government is taking strict action against such encroachments, Congress is opposing these efforts. Warning that Congress seeks to alter Assam’s demographic balance, he assured that the BJP-NDA government will continue to protect the land, rights and identity of Assam’s people, calling it ‘Modi’s guarantee.’

Highlighting infrastructure growth, the PM pointed out that while only three bridges were built over the Brahmaputra in decades of Congress rule, the BJP government has completed five major bridges in just over a decade, with more underway.

Reaffirming commitment to tribal welfare, PM Modi said, “Our mantra is ‘Sabka Saath, Sabka Vikas’. Those left behind will be brought forward.” He highlighted initiatives for the Missing community, including education in native language and youth employment programs.

Concluding his address, PM Modi urged voters to ensure a record turnout. “On April 9, all voting records must be broken. Every BJP-NDA candidate is a soldier of Assam’s development. Make them victorious.” He ended with a strong assurance: “You form the BJP government again and Assam will progress at an even faster pace. This is Modi’s guarantee.”
