The Union Budget 2025-26 marks a significant step toward transforming India's healthcare landscape. With an emphasis on accessibility, affordability, and global positioning, the budget unveils a series of initiatives designed to strengthen the country's healthcare system and improve medical services for all citizens.

One of the most notable aspects of this year’s budget is the substantial increase in funding for healthcare. The Ministry of Health and Family Welfare (MoHFW) has been allocated ₹99,858.56 crore—representing a remarkable 167.5% rise from ₹37,330 crore in 2013-14. This surge in funding is aimed at bolstering healthcare infrastructure, expanding medical education, and enhancing access to essential services, particularly in underserved areas.

Expanding Medical Education and Workforce

A critical area of focus in the budget is the expansion of medical education. The government has committed to adding 75,000 medical seats over the next five years, with an immediate allocation of 10,000 seats this year. This initiative is expected to address the growing gap between doctors and patients, particularly in rural regions where access to healthcare is limited. By increasing the number of medical professionals, the government aims to improve healthcare delivery across the country and reduce the strain on existing medical institutions.

This push toward expanding the medical workforce is expected to create thousands of new jobs and offer critical support to an overstretched healthcare system.

Enhancing Healthcare Accessibility and Connectivity in Rural India

The budget also introduces measures to reduce the cost of medical treatments for ordinary citizens. A key provision is the exemption of Basic Customs Duty (BCD) on 36 life-saving drugs, which will make essential medicines more affordable and accessible to people in need. Additionally, 37 medicines and 13 new drugs will remain BCD-free when provided through Patient Assistance Programs, ensuring that they remain affordable to vulnerable populations. These initiatives are expected to ease the financial burden on patients, especially those with chronic conditions or severe medical needs, who may otherwise struggle to access life-saving treatments.

In addition, broadband connectivity (Bharat Net) will be provided to all primary health centers in rural areas, further improving access to healthcare services and educational resources in underserved regions.

Strengthening Cancer Care

Budget 2025 has also addressed the recognizing the increasing need for cancer care. A notable development is the plan to establish 200 Day Care Cancer Centres in district hospitals across India, with the aim to expand to all districts within three years. These centers will provide cancer treatment, early diagnosis, and post-care services closer to rural populations, reducing the need for patients to travel long distances to major cities. With cancer treatment often being expensive and concentrated in urban areas, these centers represent a critical move toward making care more accessible and affordable for millions of Indians. By decentralizing cancer care, the government aims to save lives while easing the financial strain on patients and their families.

Promoting Medical Tourism

The Union Budget also positions India as a global hub for medical tourism, with plans to attract more international patients seeking high-quality, affordable healthcare. Under the ‘Heal in India’ initiative, the government is collaborating with the private sector to simplify medical visa processes, enhance healthcare infrastructure, and promote India as a world leader in medical services.

India is already a popular destination for various medical procedures, including cardiac surgeries, organ transplants, orthopedic care, and cancer treatment. The initiatives laid out in this budget aim to build on this reputation by improving patient experiences, facilitating access to advanced medical treatments, and strengthening the country's overall healthcare infrastructure.

Extending Healthcare Coverage to Gig Workers

A groundbreaking step in this year's budget is the extension of healthcare coverage to gig workers—an often overlooked segment of the workforce. Through the Pradhan Mantri Jan Arogya Yojana (PM-JAY), the government will now provide healthcare benefits to 1 crore gig workers. These workers, who have traditionally been excluded from formal health benefits, will now receive the same healthcare security as other formal-sector employees.

Saksham Anganwadi and POSHAN 2.0

The Saksham Anganwadi and POSHAN 2.0 provides an integrated nutrition support programme. The programme provides nutritional support to more than 8 crore children, 1 crore pregnant women and lactating mothers all over the country, and about 20 lakh adolescent girls in aspirational districts and the north-east region. The key objectives of the POSHAN 2.0 programme are to contribute to the country's human capital development, address the ongoing challenges of malnutrition, promote nutrition awareness, and encourage good eating habits for sustainable health and well-being. The programme also aims to tackle nutrition-related deficiencies through strategic interventions.

The Road Ahead

With these initiatives, the Union Budget 2025-26 lays the groundwork for a transformative period in India's healthcare sector. The focus on medical education, affordable medicines, cancer care, and the global promotion of medical tourism sets the stage for a more inclusive and globally competitive healthcare system.

The government's vision to position India as a healthcare powerhouse is not just about improving the well-being of its citizens; it’s also about strengthening its global standing. As these initiatives come to fruition, India is set to offer quality, affordable healthcare to its people while opening its doors to the world.

Yuva Samvaad under Khelo India Dialogue to Focus on Five Key Themes: Sports, Olympic Aspirations, Youth Leadership, Viksit Bharat and Nasha Mukt Yuva

Prime Minister Shri Narendra Modi will address Khelo India Dialogue on 27th August at 11 AM via video conferencing. The programme aims to help the youth engage with India's sporting journey, share their aspirations, and contribute ideas for a stronger youth-led Viksit Bharat.

Organised by Mera Yuva Bharat (MY Bharat), as part of the National Sports Day 2026 celebrations, the programme will be conducted across the country with participation of youth at two colleges in every district across States and Union Territories. The programme is being held in line with the Prime Minister's vision of building a fit, disciplined and sporting nation while placing the aspirations of youth at the centre of the national development agenda.

The nationwide Khelo India Dialogue will bring together sports, youth leadership, civic responsibility, volunteering, fitness and nation-building on a common platform. It will provide a direct channel for young people to engage with the country's sporting ambitions, while ensuring that their ideas and perspectives become part of the continuing conversation on India's youth and sports ecosystem.

The national programme will be followed by local interactions involving young participants, MY Bharat volunteers, local sportspersons and public representatives. A major feature of the initiative will be direct interaction between youth having interest in sports and leading Indian athletes and medal winners. A central feature of the programme will be Yuva Samvaad where Young participants will be invited to articulate their own ideas, perspectives and aspirations. The dialogue will be structured around five themes:

  • improving India's sports ecosystem through better facilities, coaching, sports science and inclusive participation;
  • nurturing talent for the 2036 Olympics via scientific talent identification, transparent selection and long-term athlete development;
  • creating youth leaders through governance platforms and MY Bharat-led volunteering;
  • empowering youth for Viksit Bharat by building civic mindedness, future-ready skills and structured volunteering;
  • promoting a Nasha Mukt Yuva movement that leverages sport and peer networks to fight substance abuse, reinforced by weekly Jan Bhagidari activities under PM's 100-week nationwide campaign launched on 2 August 2026.
