Raksha Shakti has been an important pillar of Shri Narendra Modi’s Panchamrut philosophy. The Government of Gujarat has undertaken a number of initiatives under Shri Modi’s dynamic leadership to ensure the physical, social and economic security of its citizens. Primary among these efforts have been initiatives to ensure a skilled and efficient police force.

The Chief Minister’s vision is to integrate modern, scientific and technological knowledge and skills in police and security administration. Moreover, the Government of Gujarat also understands the importance of ensuring adequate Skill Development in the policing and security sector.

Taking into consideration, the fast changing nature of crime, the Gujarat government has set up the Raksha Shakti University and the Forensic Sciences University, which can train the state’s law enforcement agencies to effectively deal with criminals.

The Raksha Shakti University (RSU) offers courses related to internal security to create trained, effective and efficient manpower, which can help in the various sectors of Internal Security in India. The University offers courses like Diploma and Post Graduate Diploma in Police Sciences, M.A. in Criminology and a Computer Course of Police Applications. Diploma of Police Sciences students are suitable for being recruited as police constables, jawans of paramilitary forces, armed forces and security personnel of private security agencies. Based on the performance during the course the students get preference in the exams for recruitment to the police posts. To make law enforcement agencies aware and knowledgeable about the latest development in the field of computers the Raksha Shakti University has designed a Computer Course on Police Applications (CCPA) for the Gujarat Police.

In today’s increasingly volatile world, the nature of crime is changing and understanding the mindset of criminals has become of utmost importance. In order to equip the law enforcement agencies with the correct knowledge of, crime, criminal behaviour, crime regulations and crime prevention methodology, Raksha Shakti University started the first batch of M.A. Criminology in the academic year 2012-13 .

The Gujarat Forensic Sciences University is a highly specialized higher education institution. It is the only university dedicated to Forensic & Investigative Science. The University started functioning from July 2009 onwards and in May 2011, it was recognized by the University Grants Commission as a State University. The University comprises of three departments: Institute of Forensic Science, Institute of Behavioural Science and Institute of Research & Development.

The Gujarat Forensic Sciences University has been receiving considerable renown across the world. Recently GFSU signed MoUs with the University of Alabama and Galilee International Management Institute, Israel. Additionally, in recent high profile cases, academics from GFSU have assisted Central Agencies in investigations.

These and other initiatives by the Government of Gujarat have helped the Gujarat law enforcement agencies maintain an excellent crime-control record. Recently a Tata SMG report named Gujarat the most secure State for women.

Speaking on the subject Shri Modi said, “The crime rate in the State is the lowest in the country. Gujarat has not seen the instances of curfew during last decade. Gujarat’s police are better than the police of any other State. “
