Porbandar

The way, in which ‘Sadbhavna Mission’ is accepted, I offer my salute to this land and to the people. I consider myself a very lucky person. Not lucky because you have given me this seat but because relentlessly you have kept giving me your blessings, always kept giving me!Friends, such showers of love, showers of affection is very difficult to find in today’s age for a person connected to politics. When such unlimited love is showered by six crorescitizens of this state, a new power is generated to toil hard for them. When I shake hand with so many citizens, an inner power flows within me, it creates a new strength within me and this new power and strength makes mydetermination to work for this state, for upliftment of the poor more and morefirm and strong.A small Muslim child without hands, comes and writes ‘Sadbhavna’ with his feet, just imagine to what extent he must have affected my heart! So simply I asked him about his studies, he replied Sir, your Government has given me admission otherwise no one was ready to give me admission before, they used to say that he has no hands, then how will we teach him?To make me study in school, your workers tried very hard to get admission for me and now I get the First Rank!

Friends, these are all strengths. And these strengths are fortune of Gujarat, future of Gujarat. Today when Ihave come between you for this ‘Sadbhavna Mission’, when I have come toSudamapuri, when I have come to this pious land of Bapu, Ladies & Gentlemen, I want to tell this country and the world at the top of my voice that whatever be yourcalculations, your equations, your hidden agendas from ten years you have utilized your brains, powers, capacities but now you all accept that you cannot stop the development journey of Gujarat. Even your lacsof impedimentscannot extinguish the flame of progress. You may bang your heads again and again and get tired but these six crore Gujaratis will quit only after achieving what they had decided and it needs to be written on. Ladies & Gentlemen, wherever development is discussed, Gujarat is remembered, Gujarat is identified! Someone talks about Gujarat because he likes Gujarat and one who dislikes Gujarat, he too has to talk about Gujarat only.If you say ‘Development’, the person at the front says ‘Gujarat’ and if you say ‘Gujarat’, the other person says ‘Development’. As ‘Development’ and ‘Gujarat’ have become synonymous words, identical expressions. And one thing is confirmed Friends, that if there is any solution for every problem, any solution for every grief, any instrument to get freedom from all troubles, it isonly thedevelopment. If there is any medicine of all troubles, it is only the development. The only valuable herb that could keep away all the social problems is development. Today the whole country is discussing that Gujarat has made wonderful development. Have we ever thought about it? Has this fishing started after Modi came? It’s been done since our ancestors. But today export of fishes from Gujarat is more than that of diamond. Whyit was not thought before? Did this sea come after mein Porbandar? You speak a bit loudly, before also it was there, right? Before also there were fishermen, right? But do they care a bit? After the formation of Manmohan Singh’s Government in Delhi, some4500 of my fishermen brothers are trapped by Pakistanisand are dragged in their jails to get rotten.Just day before yesterday, they took away twenty two boats, many were pushed behind the bars and my officers gave me this news. Though my ‘Sadbhavna Mission’was going on, I wrote a reprimand letter to the Prime Minister. What is this going on? They are hijacking our persons thrice in a week? And you just met thePrime Minister of Pakistan and patted his back and said that this Prime Minister is the messenger of peace. Prime minister of Pakistan is the messenger of peace! My fishermen brothers, you just tell, they took away your son, husband or your brother, are they messengers of peace, Brother?Speak loudly so that ManmohanSinghji can hear…Certifying just anybody! I visited China recently, Gujarati boys are jailed there, so I had an eye to eye talk with them and you? Patting the back and saying messenger of peace, messenger of peace! And here on one side you were patting their back and they took away my twenty boats. This game is going on. I have told the Priem Minister many times that India has an agreement with Sri Lanka. The agreement is such that if a boat of this country goes that side or if a boat from that side comes this way, then within 15 days it is decided that other than fishing, whether they had any other fraudulent intention? If not, then to let them go. From this side we hand over to them, those from that side, they hand over to us, within fifteen days.I asked that why can’t we have a similar agreement with Pakistan? Every fifteen days just decide that this much yours had come, take them and this much are ours, hand over…Not doing!Till there was Atalji’sGovernment, Pakistan Government could never touch the boats of our fishermen, and today Pakistan has captured near about 550 boats worth lakhs of rupees. And how those boats are used for illegal deeds? The boats are being used in such a way that the security of the country can be put to danger. And this people do not have time to tell their Government. Gujarat’s coastal area of 1600km.,our efforts through the Sea Farer scheme for their development, Government schemes worth crores of rupees to get sweet water in the area but our sea farer brother may go for fishing and Pakistan carry them away to settle their account and Delhi Government just keep on counting and nothing else! Initially they used to drop them here, now where do they leave? Near Amritsar, now he may not have a single penny in his pocket, if he wants to come here, up toVeraval or Porbandar, it might become difficult for him to have even peanuts-grams, such deceits are going on.And by behaving in such way, they make our people unhappy, these are such people… Is there no contribution of fishermen in country’sprogress?Well, foreign currency is collected by my fisherman, they bring earnings. How much your software engineer may bring, the same amount of foreign currency is earned by my fisherman brother, and I am proud of it. But you are not still bothered. It creates resentment in mind, Gentlemen, but still there is no effect..!

This inflation is so high, but is the Government in Delhi concerned? They don’t even name it. Not to mention doing anything about it!Recently I had been to a meeting, I said Sir, why so? People are shouting so much, they can’t make efforts to cook food, poor people are in trouble, why are you sitting with your mouth shut? You don’t speak a word about inflation. SoniaBahen is not saying a word, no one speaks, no one utters anything about inflation! Isn’t therea problem of price rise, Brother? Sisters, speak up loudly, too much price rise is there or not? They gave promise that inflation would be reduced within hundred days, but it is increasing daily, everyday. Rising day by day!So I asked him, I said that ok, don’t reduce it but atleast express your grief, say that peopleare suffering and we feelsorrow for that, we will find out some way… ensure atleast this much, but they don’t utter a word! I have found out the reason why he is not speaking anything. When they camefor votes, that time they had written a slogan, do you remember? The slogan was, ‘Vote for the Common Man’.Now who faces the maximum problem of price rise? The woman and they had asked votes for common man, so they are not worried about the problems of a middleclass woman, they have nothing to bother and thereforehe doesn’t speak a single word.

Ladies & Gentlemen, Today when I have arrived on the land of Porbandar, when I speak about development and when you have showered so much of enthusiasm and lovethen, I am announcing new projects of Rs. 281 crores to land of Porbandar.Hard working, poor brothers of Porbandar, whohave a dream of having their own houses, this Government has decided to spend more than Rs. 81 crores towards the construction of around 2500 houses for the poor and thus they will be given a shelter in Porbandar. To provide drinking water in the city of Porbandar, the State Government has decided to allot Rs. 26.31 crores, so that drinking water becomes available to Porbandar. For the construction of Flyover Bridge near Porbandar-NarsinhTekri National Highway, it has been decided to contribute Rs. 62 crores. It is decided to allocate Rs. 12 crores to provide houses to more than 600 poor people of Kutiyana, so that man living a slum life may get some shelter, a home.It is decided to make a modern Porbandar-Advana road at a cost of Rs. 25 crores. When Iwent to Advana and I saw the road, on the same day I decided to construct road, once it stops shaking. Today few friendsfromAdvana came, they told me that Sir, the moment your feet, as strong as adamant, touched, there are no more tremors beneath Advana, it has stopped shaking and now for the construction of a paved good road toAdvana, a scheme of Rs. 25 crores is thus announced. Allocation of Rs. 32 crores has been decided for the improvement of 17 various roads in Dhed region. For colonies within the Vadiregionand its connectingroads, a scheme of Rs. 8 crores is finalized, so that it can provide facility to the people living in Vadi region. Famous pilgrimage Harsiddhi Mata, the manner in which people all over the country come to Dwarka with faith, the same way they visit to serve Harsiddhi Mata also.On that divine place, for national highway, Rs. 5 crores is decided to be spent for renovation of HarsiddhiTemple.A total of Rs. 20 crores is organized in the sea-farer region for power facilities in slum areas in the sea-farer region, Trauma centre in Porbandar hospital, modernization in fisheries terminal, additionalwater resources for farmers, etc. Ladies & Gentlemen, The Government has decided to construct a very important bridge on Bhadar river that would connect Ranavav and Kutiyanataluka, the bridge between Merana and Chhatrala on the river Bhadarat the cost of Rs.8 crores. It is planned to provide perennial transportation facility to the people of 15 villages of Ranavav, Kutiyana and Porbandar. The people of these villages who had to cross 15 km long on highway, due tothe construction of this bridge crossing this long route would now become matter of past.Ladies & Gentlemen, This is a douceurof Rs. 281 crores. As you have expressed the love towards this ‘Sadbhavna Mission’, we also adhere to our responsibilities and keep moving forward.

Ladies & Gentlemen, The manner in which Gujarat has developed, in the roots of its progress, question arises in the mind of many people, itsevaluated by many people in different ways, and many of them are not even ready to accept its development. As Vajubhai was just nowsaying that the Indian Government haspublished figuresshowing how many people got employment in the whole country. You all knowwhoseGovernment is there in India. They said that out of total employmentsmade available, 71% of them inonly Gujarat and the entire nation in the remaining 29%.You just think, on one side there is a class and on the other side there is mass. How this employment has become possible? It has become possible only due to thedevelopment.Rupalalji said that once 25 lakhsack cotton was used to produced, today 1crore 25 lakh sacks of cotton are produced.Who got benefit of this development? Farmers got it!Ladies & Gentlemen, All get the benefits of thisdevelopment. There has been development in education, development in skill enhancement, agricultural sector has achieved new heights, Fishing industry is developing, work meant for fish, zingabreeding is in progress… The fishermen of Navsari have turned towards forming pearls from shell,I want to take it in that direction that on the entire 1600 km coastal area, my fishermen become capable of pearl formation. You all must be aware about pearl folding and all this is possible.

But what led to this development? Some may say because Chief Minister is efficient, some may say because the Government is good, some may be positive about the policies. Different people praise and welcomethis development in different way. Some may say because of the Delhi Government. There are some of that kind also! It’s all because of them, because of you. Do it in Delhi first, we will see whenever the flow reaches here.Ladies & Gentlemen, Everybody find different reasons for this development, but today I want to tell the real reason.I have taken up this ‘Sadbhavna Mission’ to make the world understand the actual reason behind this development. I have initiated this ‘Sadbhavna Fast’ to explain the root cause of development of Gujarat. In Gujarat, the girls can go out of their houses wearing gold jewelry at 12 o’clock at night, I have started ‘Sadbhavna Mission’ to explain the force behind that atmosphere.Children here were not going to school, but now 100% students have started going to school.I have started this ‘Sadbhavna Mission’ to avowedlytell the world about the origin of this strength. What is that power? You may also not aware about that power, you may not have even thought of it. When son returns back home from school in the evening and his mother must have prepared some fresh hot food, some breakfast for him, but the son might not imagine what troubles his mother must have faced for it. At the end of the month when father hands over salary and the child says I want to bring cycle or scooter and takes money, that time son might not know what hardships are hidden behind it. When someone has no idea about it, don’t realize it, it becomes necessary to break the silence.

Ladies & Gentlemen, The development that has occurred in Gujarat, the whole world hasalso openly accepted it but what is in the root of this? The root is the six crore brothers & sisters of Gujarat, you all. This development is not because of me, it is because of you, because of your hardwork and within this, what you have done that I want to tell to the world. The unity, the brotherhood, the peace that is maintained by Gujarat, has been the reasons to cross the heights of progress. And I want to tell this in each and every corner of India that if you want to progress, you will have to stop seeding poison and accept the chant of development. Your state will also not lag behind andmay even give a lead to Gujarat. I invite everybody to come and get a moral from six crore citizens of Gujarat that have shown their unity, brotherhood, peace and you also come forward on the path of progress.

What has the history of sixty years tell us? To have fight between brothers, to have a fight between communities, to have fight between villages, to have fight between states, to have fight on the issue of water. Well, you may be surprised, in India there are more than 14 states that have disputes for last 50 years regarding consumption and usage of water. Their cases are sub judice inthe Supreme Court but the disputes are not ending. Seethe goodwill, ‘Sadbhavna’ of Gujarat, the Narmada water is supplied to Rajasthan. No clash, no conflicts, no contention.Whatever was the share of Rajasthanthat much amount of water, without any uproar, is provided and today brother of Rajasthan is happy. This is what is called empathy, ‘Sadbhavna’. At that time
Bhairon Singh Shekhawat met me, he was Vice President of India at that time. Jaswant Singh was also present there.
Bhairon Singhji specially invited me to his home for meal. I asked the reason for their insistence thatI have to leave my work and come? He said whatever is there, but you will have to come. I went, I again asked for the reason, so he said there is no other reason, the way our thirsty land of Rajasthan was provided with Narmada’s water, to express our enthusiasm, as a representative of Gujarat, we have invited you today, this is called goodwill, ‘Sadbhavna’. But if we want to keep our country united, if we want to have brotherhood in the country and if we want to remove of all types of disputes between communities, caste, languages, all quarrels on water then we will have to spread the ideology of ‘Sadbhavna’ in every nooks and corners of India and Gujarat is its laboratory, Gujarat has proved it.

Ladies & Gentlemen, There was a time when there were such poor children in the villages who after having mother’s milk, had never seen other milk in their life. They had never tasted any other milk other than mother’s milk. I once requested villagers that you have dairy running there, every morningyou go to fill milk in dairy, there are fifteen to twenty poor children in your village, small tiny kids who have never seen the milk in their life, would you do me a favour?Villagers said yes, we will. I told them that you do one thing, at the time of filling milk in the dairy, keep an empty can and write on it ‘Share of God’ and whoever comes to fill milk, may fill some milk in the empty can, may be if one wishes to give 50 gms he may give 50 gms, some may wish to donate 100 gms, then he may donate 100gms, some may donate even 500gms as per their wishes and whatever is collected in ‘Share of God’, may be 1 litre, 2 litre, 5 litre that milk should be distributed daily among poor children of the village who are deprived of milk.Gentlemen, there are thousands of such villages in Gujarat today where ‘Share of God’ is kept aside and given to children, this is what is called ‘Sadbhavna’. I want to show this goodwill to the world and therefore, these people working with such strength, I am trying to pep up their energy through my encouraging speech and through my exercise of abstinence which will reach each and every individual.

There was a time when any of your relative in Porbandar is sick and got admitted ina hospital in Ahmedabad, if one wished to go to see him then one had to enquire by phone whether there is curfew in that area of Ahmedabad or not? There was a time when going to Ahmedabad used to create tension about curfew. If a child was studying in Ahmedabad, then the parents would worry about his life. This was a routine in Gujarat. No occasion was such, evenif there was procession of Jagannathji’sRathyatra then people would cancel the booking of hall, as they were scared, if Rathyatra is carried peacefully then only we can arrange for marriage else it is not possible..!This was the condition of Gujarat. Within 12 months, curfew was imposed for 15 times. Knives were used…rickshaws, stalls, shops, buses were burnt out… Newspapers were filled with such news and photographs showing police lathi charge, firing, using tear gas shells. Ladies & Gentlemen, today in Gujarat the existence of all this vanished away. No policeharassment, no lathi charge, no tear gas, no firings… no burning of houses, shops, stalls, rickshaws, no tension of curfew! There was a time when a child is born, he may not be able to speak ‘mummy’ or‘papa’,but was able to speak ‘curfew’. He knew about curfew since his birth. He may not recognize his real uncle but could recognize Police Uncle. This was going on throughout the year! Today this curfew has been exiled from Gujarat, what is the reason? The unity, peace and brotherhood because of which, Gujarat has obtained a new strength. Otherwise since independence, this was a frequent scenario. Ladies & Gentlemen, Gujarat has come out of it with a new ideology of development.

Our friends always keep utteringthe name of Gandhiji, till today they have used him as much as possiblebut they have never felt to do what Gandhiji always expected.Mahatama Gandhi in his entire life desired for the abolition of cow slaughtering. This was his dream of life.Though the Supreme Court has ordered, the Government in Delhidoesn’thave the capacity to make laws regarding abolition of cow slaughtering. Today so many BhuvaAata, brothers fromMaldhari community have come… I am proud to inform that it is the Gujarat Government who has formed the most stringent laws for the protection of cows.An atmosphere has been created and has itseffected also. Now Muslim community in Vadodara district has come forward forcow sheds. This is ‘Sadbhavna’, Friends..! Why can’t be changed? But no, you don’t want to change, you don’t have any programme other than filling ballot box. You don’t dare to speak the truth, but we do have and so we say it with a bang that to us these six crore Gujaratis are our mind, our hands, legs and heart and not any voting cards. It is an alive and awakecivil society which is a form of God and we have bowed down to its feet.We are the people working for this land.

‘Sadbhavna’generatesstrength andGujarat has experienced it today. Controversies, commotion, votebank politics, communaldiscordance, you just think, how much communal discord we had? Was there any caste left? All quarreled with one another, no one was left. To cook their political bread from time to time two communities were made to fight. I don’t want to take anybody’s name butthere was not a single community left such that it had no fight with other community. And this has happened in the whole country. The poison of casteism is spread in such a way… Patels and Darbarsare made to fight with each other, and all other communities also. The children studying in hostel were also divided in two groups, if it’s a hospital then rooms were separated for instance, keep your 20 cots this side and our 20 cots on that side, otherwise there would be clash. Why, have you to spread this poison? Do you want to destroy the society for getting votes and filling ballotboxes?Ladies & Gentlemen, Through this ‘Sadbhavna Mission’, I have to tell all the citizens of India that this poison of racism is not going to make a good to any of us, it is going to destroy us and Gujarat has come out of it. It has come out of the poison of communalism and thereforeGujaratis developing today. All the poor should be equal, all afflicted should be equal! Why there should be any colour of racism? The poor is a poor, the sufferer is a sufferer, the handicap is a handicap, the blind is a blind they all are the parts of the human being,to take care of all of them equally is the message of ‘Sadbhavna’.

Ladies & Gentlemen, these people keep taking the name of Gandhiji. One incident is coming to my mind. Since Gandhiji served the leprosy patients, someone approached him. Gandhiji used to serve leprosy patients leaving behind all his work on every Thursday. And in our Porbandar district also works for helping leprosy patientsare carried on.Once there was an inauguration of leprosy hospital. The pioneers of that hospital went to Gandhiji and requested him for inaugurating the hospital. That time Gandhiji’s reply was that he won’t come for inauguration of leprosy hospital, but the day you call me to lock the hospital, that time I will come to lock it! At first, someone may think Gandhiji to be very rude. But Gandhiji felt that leprosy should be eliminated and thus hewantedto lock the hospital. Ladies & Gentlemen, Gandhiji could not get chance to lock the hospital of leprosy in his life, but I am lucky, I got a chance to lock the hospital. In the eradication of leprosy from the whole country,by providing the best service, today Gujarat has removed it from all the parameters. AndAbdul Kalam, the Ex-President of India, if you go on internet, and read any of his speeches, he has always without fail written a special paragraph on leprosy eradication in Gujarat. Wherever he went in the world, he mentioned about the works carried out in Gujarat towards leprosy eradication. This was Gandhiji’s dream, that dream is fulfilled by us, Friends.

MahatmaGandhiused to say aboutthe principle ofTrusteeship, leave it on the faith of people. These days, we have started a mission in the schools of Gujarat. Within that, a small store is run in the school. Our teachers culture students. The store is such that all students’ requirements like note books, pencils, erasers, books, everythingis available there with a tag and a box is kept over there. No one is present there, students themselves have to take the things, calculate its amount and drop the money in the box. No one is available to give or take, everything is openly done. Such programme is carried in all the schools of Gujarat, but not a single child has stolen a single thing anywhere and paid the proper amount also. This culture of trusteeship is given by our Government. Mahatma Gandhi had told them but we followed it to give such culture to children, the mission is carried by us. There was an earthquake in Gujarat. Class rooms in the schools had to be constructed after the earthquake. But in Kutch alone there were so many class rooms required that if the Government machinery try to construct, when would it be constructed? So we thought on it and gathered villagers. They were earthquake victims, their houses were demolished, some or other member of their family was dead.I told villagers that first of all we have to construct rooms in the schools. This is the map, you may complete the work, and we will give you money. You may get cement from cement bank, iron from iron bank, tin sheets from tin sheet bankand complete the work as per this design. Village committees were formed, I gave them the money and the village people unanimously decided that we would build three rooms in place of two, five where it was three, bigger instead of small, would donate land if required, but would build a good school! Ladies & Gentlemen, Within the earthquake affected area, wherever schools were built, we did pay for that but there were earthquake victims, if they felt they could have taken cement, iron or tin sheets to their homes, if they felt they could have sneaked awaysome money, but I am proud to say that because of this Principle of Trusteeship, by having faith in people, after the completion of work, villagers returned the remaining amount and it was approximately three crore rupees. This is the Principle of Trusteeship. I just wanted to show you how we try to fulfill the dream of Mahatma Gandhi.

Mahatma Gandhi used to say, ‘From Village Rule to God Rule’. How can a tribute to revered Bapu be offered? Which the best tribute? I always tell that one thing was very much dear to Bapu and that dear thing was cleanliness. Mahatma Gandhi was very insistent oncleanliness, he never made any compromise for cleanliness.Ladies & Gentlemen, This State Government has initiated a drive to construct lavatories in the villages. In the schools there were no separate toilets for girls. I started the mission for the construction of lavatories and during this, every moment I remembered Gandhiji. Today in Gujarat, more lavatories are made in these ten years than made in past 50 years so that women may not feel embraced to go for toilet in the open. This Government has taken care for the health of female and worked to fulfill Mahatma Gandhi’s dream.

Mahatma Gandhi used to tell that India is a country of villages. The nation will prosper only if the village will prosper. And in the villages, we have started to provide works to women. They may do handicraft, artistry, small scaleentrepreneurial works can be carried by women. In below poverty line Under the scheme of ‘Mission Mangalam’,nearly 2.5 lakh ‘Sakhi Mandals’ have been formed in Gujarat, and more than 25 lakh women, who are below the poverty line, are members of these ‘Sakhi Mandals’. They are from poor families. Some of them can save one rupee per day, some are able to save daily five rupees and they make some capital. If their business runs systematically for six months, the Government adds some amount in it and then also help get finance from the Bank. I am proud to tell that a mission is established so that women may contribute in economic progress of Gujarat, they can get engaged in financial matters and lead a successful life and because of that, today the poor women of Gujarat, women of Sakhi Mandal, are having capital of fourteen crore rupees with them and not a single penny here and there. And it’s my dream, Mothers & Sisters, that in coming two to three years,I want to raise this figure up to Rs. 5000 crore. In the hands of poor women of Gujarat, there should be Rs. 5000 crore and doing such cores. They may prepare khakhra, papad, some sewing work, somepearl work. I askedabout the work. They replied thatour work is of fifty thousand rupees and all of us earn atleast twelve to fifteen thousand per month, this help us to supplement their household income. This work of self reliance is carried by our Government to fulfill the dream of Gandhiji.

Mahatma Gandhi saidthat elections are held for Lok Sabha and Vidhan Sabha, but whenever there are elections in villages, entirevillage gets divided in two parts. Because of the elections in villages, daughters have to come back from their in-law’s house. There is so muchviolence, entire atmosphere gets disturbed. Mahatma Gandhi, Vinobaji always used to tell that the elections in villages should be by consensus, there should not be disputes in villages, there must be unity. The thoughts of Mahatma Gandhi were expressed by Vinobaji. We have introduced ‘Samras Yojana’ and today more than 50% of villages in Gujarat are such, wherevillagers unanimously form their own body. There is no election, they work together and make progress. To promote the concept of ‘Samras Gam’, I have announced to contribute additional three to five lakh rupees, so that the unity is maintained in the villages. This is our ‘Sadbhavna’.I want to strengthen the atmosphere of unity,I want to free people from hatred. Resentment should go from the villages, from cities, from states, there should be no rivalry between the states, it should be removed from the entire country and for that I have taken up this ‘Sadbhavna Mission’.

Ladies & Gentlemen, This is a very pious work. I don’t waste my time in opposing anybody. Whatever one wants to say they may, whatever bad words they want to use from the dictionary they may, whatever lie they wish they can speak. My ideology, Mantra is only one - My 6 crore Gujaratis, my 6 croreGujaratis, my six crore Gujaratis…Their development, their development, their development… This is the only work I want to do. I don’t want to get involved in any fuss and waste my time. But those who always tossing mud, often blame, talk dirty, I have to tell them that more they throw mud, more lotuses will be bloomed. The more you toss the mud, more lotuses are going to bloom and so the wickedness that you have started just to please your emperors sitting in Delhi, will never be accepted by the people of Gujarat. Ladies & Gentlemen, Fromsince morning this convoy is going on. I did not get time even to drink even water or to sit. A friend, such a scene is rarely seen, rarely get to see. Wherever I have gone for ‘Sadbhavna Mission’, I saw the same enthusiasm, the same spirit. But on TV or in newspaper we find something different and you think that we haveseen so much there but there is something else in newspaper..! You may think what these newspaper and TVpersons did the whole day? It is my request to you, please don’t blame them in anyway.Don’t get angry on photographers if you don’t see any photographs or don’t get anything good to read tomorrow. They are sitting with empty stomach right from the morning, don’t get angry on them, they are not at fault. They are sitting ready since morning, working hard. Now they will prepare a nice report of many pages with boxes, will pick up some catchy sentences, collect photographs, will make all the efforts… But there will be a phonecall from Delhi on their bosses. There will be a call to television that, beware, nothing should be published about Modi. If its 50,000 then write 5000 only, if 4000 are present for the fast, just write only 400and even if by mistake if you don’t agree to what is said, then it will not be good for you. Such calls are made daily to the bosses. Well, Here in Porbandar there was a call a day ahead. In Porbandar they performed a special programme. By the way, they do make calls in the evenings, but here in Porbandar they called a day before thatit’s a matter of prestige, yes. Whatever may happen here, but you publish differently in newspaper. All this will happen… The bosses are blackmailed that if they don’t publish according to their will or publish news of Modi, then their quota of paper will be cancelled, if you give more focus on Modi then your TV channels will be shut down… such blackmailing..! Ladies & Gentlemen, Because of the threatening of the Delhi Emperors,it’s possible that the fact may not be published in newspaper or on TV, But Friends, I am confident, the Delhi People may note down that even if you have secured a place in newspapers, you may be focused on TV, but in the heart of masses,we have already got a place and that is our strength and on that base, though the dirt is thrown beyond imagination, for last ten years Sir, without being shaken, the masses and the people are my God and Lord and I am engaged in serving them.

Today on the land of Porbandar, with this ‘Sadbhavna Mission’, more than four thousand brothers sitting with you in this ritual of fast, the mass of more than fifty thousand people joined here. I have visited Porbandar many times in last ten years.I have not seen a single such programme on the land of Porbandar before. On the land of Porbandar, I have not seen any of my such programme, that is carried by all the people of society. At whatever level I congratulate you, itwould be less. You all deserve lots and lots of congratulations. The administration also deserves to be congratulated for such a beautiful arrangement. Social workers, political workers, leaders of the society, pioneers of the education field, teachers, principals,I was watching everyone thatwith how much enthusiasm they have carried forward this programme, all these people deserve to be congratulated. We carry this ideology, the ‘Mantra of Sadbhavna’ from village to village, house to house, if there are any minor disputes in villages then decide today that it has to be solved all together,if there is any dispute regarding temple then it is to be ended, if there is any feud with any family then have to remove it and with unity, with brotherhood, with the ideology of ‘Sadbhavna’,I expect you to go ahead with the only Mantra, only and only progress, only and onlydevelopment…!!

Greetings!

Honourable Chief Minister of Gujarat Shri Bhupendra Bhai Patel, Deputy Chief Minister Harsh Sanghavi, other Ministers of the Gujarat Government, Members of Parliament and Legislative Assembly, Excellencies, representatives of industry, distinguished guests, ladies and gentlemen.

This is my first visit to Gujarat after the beginning of 2026. It is especially auspicious because my journey this year began with bowing my head at the feet of Somnath Dada. And now, I am here in Rajkot, participating in this magnificent programme. Development and heritage—this mantra is resonating everywhere. I warmly welcome and extend my greetings to all of you who have come from across the country and the world to the Vibrant Gujarat Regional Summit.

Friends,

Whenever the stage of the Vibrant Gujarat Summit is set, I do not see it merely as a summit. I see the journey of modern India in the 21st century—a journey that began with a dream and has now reached an unshakable trust. In two decades, this journey of Vibrant Gujarat has become a global benchmark. Ten editions have already been held, and with each edition, the identity and role of this summit have grown stronger.

Friends,

I have been associated with the vision of the Vibrant Gujarat Summit since its very inception. In the early days, our aim was to make the world aware of Gujarat’s potential, to invite people here, to encourage investment—so that India would benefit, and global investors too would benefit. But today, this summit has gone beyond investment; it has become a strong platform for global growth, international cooperation, and partnerships. Over the years, the number of global partners has steadily increased, and with time, this summit has also become a great example of inclusion. Here, corporate groups, cooperatives, MSMEs, start-ups, multilateral and bilateral organisations, international financial institutions—all come together, engage in dialogue, deliberate, and walk shoulder to shoulder with Gujarat’s development.

Friends,

Over the past two decades, the Vibrant Gujarat Summit has consistently introduced something new, something special. This Vibrant Gujarat Regional Summit is another such example. Its focus is on transforming the untapped potential of different parts of Gujarat into performance. For instance, some regions have the strength of a coastal line, others have a long tribal belt, some have a large ecosystem of industrial clusters, while others have a rich tradition of agriculture and animal husbandry. In other words, each region of Gujarat has its own unique strength. The Vibrant Gujarat Regional Summit is moving forward by focusing on these regional possibilities.

Friends,

A quarter of the 21st century has already passed. In these years, India has made rapid progress, and Gujarat—and all of you—have played a major role in this. India is moving swiftly towards becoming the world’s third-largest economy. The data clearly shows that the world’s expectations from India are continuously rising. India is the fastest-growing large economy in the world. Inflation is under control. In agriculture production, India is setting new records. India is number one in milk production. India is number one in generic medicine production. And when it comes to vaccine manufacturing, the country that produces the highest number of vaccines in the world is India.

Friends,

India’s growth fact sheet is the success story of the mantra Reform, Perform & Transform. In the past 11 years, India has become the world’s largest consumer of mobile data. Our UPI has emerged as the world’s number one real-time digital transaction platform. Once, 9 out of 10 mobile phones were imported. Today, India is the world’s second-largest mobile manufacturer. India now has the world’s third-largest start-up ecosystem. In solar power generation too, India is among the top three countries. We are the third-largest aviation market, and in terms of metro networks, India is now among the world’s top three.

Friends,

Today, every global expert and institution is bullish about India. The IMF calls India the engine of global growth. S&P has upgraded India’s rating after 18 years. Fitch Ratings praises India’s macro stability and fiscal credibility. The world’s trust in India is because, amidst great global uncertainty, India is experiencing an unprecedented era of certainty. Today, India has political stability, policy continuity, and an expanding neo-middle class with rising purchasing power. These factors have made India a land of limitless possibilities. As I said from the Red Fort—this is the time, the right time. For every investor in India and across the world, this is the time, the right time to seize these opportunities. The Vibrant Gujarat Regional Summit too is sending the same message to all investors—invest in Saurashtra-Kutch, this is the time, the right time.

Friends,

You all know that Saurashtra and Kutch are regions that teach us that no matter how big the challenge, if one perseveres with honesty and hard work, success is certain. This is the same Kutch that endured a devastating earthquake at the start of this century. This is the same Saurashtra that faced years of drought. Mothers and sisters had to walk miles for drinking water. Electricity was uncertain, and difficulties were everywhere.

Friends,

Today’s youth of 20–25 years have only heard stories of that era. The reality was that people were unwilling to stay long in Kutch or Saurashtra. At that time, it seemed these conditions would never change. But history bears witness—time changes, and it surely changes. The people of Saurashtra and Kutch transformed their destiny through their hard work.

Friends,

Today, Saurashtra and Kutch are not just regions of opportunity; they have become anchor regions of India’s growth. They are emerging as major centres driving the Atmanirbhar Bharat campaign. In making India a global manufacturing hub, Saurashtra and Kutch are playing a vital role—and this role is market-driven. This is the greatest assurance for investors. Right here in Rajkot, there are more than 250,000 MSMEs. In its diverse industrial clusters, everything is produced—from screwdrivers to auto parts, machine tools, luxury car liners, airplane, fighter jet and rocket components. This region supports the entire value chain—from low-cost manufacturing to high-precision, high-technology manufacturing. And the jewellery industry here is world-renowned. This sector is a shining example of scale, skill, and global linkage.

Friends,

Alang is the world’s largest ship-breaking yard, where one-third of the world’s ships are recycled. This is proof of India’s leadership in the circular economy. India is among the largest producers of tiles, with Morbi district making a huge contribution. Manufacturing here is cost-competitive and globally benchmarked. I recall—many of you from the Saurashtra press may remember—once in a speech here I said I could see a time when Morbi, Jamnagar, and Rajkot would form a triangle like a mini-Japan. I was ridiculed then, but today I see that vision becoming reality before my eyes. We are also proud of the Dholera Special Investment Region. Today, this city is becoming a major centre of modern manufacturing. India’s first semiconductor fabrication facility is coming up in Dholera. This region is giving India an early-mover advantage in future technologies. The ground is fully prepared for your investment here—Infrastructure is ready, policy is predictable, and vision is long-term.

Friends,

Saurashtra and Kutch are also becoming major hubs of India’s green growth, green mobility, and energy security. In Kutch, a renewable energy park of 30 gigawatt capacity is being built—the world’s largest hybrid energy park. Imagine, this park will be five times bigger than the city of Paris. Here, clean energy is not just a commitment but a commercial-scale reality. You are all aware of the potential of green hydrogen. India is working at unprecedented speed and scale in this direction. Kutch and Jamnagar are becoming major centres of green hydrogen production. A massive Battery Energy Storage System (BESS) is also being established in Kutch. This ensures grid stability and reliability alongside renewable energy.

Friends,

Kutch and Saurashtra have yet another great strength. This region is equipped with India’s world-class ports. A large share of India’s exports passes through here. Ports like Pipavav and Mundra have become major hubs for India’s automobile exports. Last year alone, nearly 175,000 vehicles were exported through Gujarat’s ports. And it is not just logistics—there are limitless investment opportunities in every aspect of port-led development. Alongside this, the Gujarat government is giving special priority to the fisheries sector. Large-scale work has been done on fisheries infrastructure, and a strong ecosystem has been created here for investors in seafood processing.

Friends,

Along with infrastructure, an industry-ready workforce is today’s greatest need. Gujarat provides complete certainty to investors on this front. Here, an international ecosystem of education and skill development exists. Gujarat’s Skill University is preparing youth with future-ready skills, working in collaboration with universities in Australia and Singapore. The National Defence University is India’s first national-level defence university. Gati Shakti University is preparing skilled manpower for every sector—road, railway, airway, waterways, and logistics. This means that along with investment, the talent pipeline is also assured. Today, many foreign universities are seeing new opportunities in India, and Gujarat is becoming their preferred destination. Two major Australian universities have already started their campuses here, and this number will grow further in the coming years.

Friends,

Gujarat offers nature, adventure, culture, and heritage. Whatever tourism experience one seeks, it is available here. Lothal is a symbol of India’s 4,500-year-old maritime heritage. The world’s oldest man-made dockyard has been found here, and a National Maritime Heritage Complex is being developed. In Kutch, the Rann Utsav is being celebrated these days, and staying in its tent city is a unique experience.

For wildlife enthusiasts, what could be better than seeing the Asiatic lion in Gir Forest? More than 900,000 tourists visit here every year. For those who love the sea, there is Shivrajpur Beach, which is Blue Flag certified. In addition, Mandvi, Somnath, and Dwarka also offer immense possibilities for beach tourism. Nearby Diu is becoming a wonderful destination for water sports and beach games. This entire region is full of strength and opportunities for investors. I urge you to make the most of it. And as I have long said—if you delay, do not blame me. Every investment you make in Saurashtra-Kutch will accelerate Gujarat’s development, and India’s development.

The strength of Saurashtra is also seen abroad. The High Commissioner of Rwanda recently recalled that when I visited Rwanda, I gifted 200 Gir cows. But there was a special rule: the first female calf born had to be returned, and then given to another family. From those 200 cows, today thousands of families in Rwanda have cows. Gir cows are now seen in every household, giving great strength to Rwanda’s rural economy. This is the spirit of Saurashtra.

Friends,

Today’s India is working rapidly towards the goal of becoming a developed nation. And in achieving this goal, the Reform Express plays a major role. Reform Express means next-generation reforms in every sector. Recently, India implemented next-generation GST reforms, which have had a positive impact across sectors, especially benefiting our MSMEs. Riding the Reform Express, India has carried out a major reform in the insurance sector—allowing 100 percent FDI. This will accelerate the campaign to provide universal insurance coverage to citizens. Similarly, after nearly six decades, the income tax law has been modernized, benefiting millions of taxpayers. India has also implemented historic labour reforms, giving wages, social security, and industry a unified framework. Workers and industry alike are benefiting from this.

India is becoming a global hub for data-driven innovation, AI research, and semiconductor manufacturing. India’s power demand is rising steadily, and assured energy is essential. A major source of this is nuclear power. Keeping this in mind, we have introduced next-generation reforms in the nuclear power sector. In the last session of Parliament, through the Shanti Act, civil nuclear energy has been opened up for private partnership. This is a huge opportunity for investors.

Friends,

I assure all investors present here—our Reform Express will not stop. India’s reform journey has now advanced towards institutional transformation.

You have not come here merely with an MoU. You have come here to connect with the development and heritage of Saurashtra-Kutch. I assure you, every rupee of your investment will yield excellent returns here. Once again, I extend my warmest greetings to all of you. I also congratulate and commend the Government of Gujarat and its team for their efforts. Before the Vibrant Summit of 2027, this regional summit is proving to be a valuable experiment. And I feel immense joy that the work I had the opportunity to initiate is now being expanded and infused with new energy by my colleagues. This multiplies my happiness many times over. My heartfelt congratulations and best wishes to all of you. Thank you!
