Ahead of the Bihar Assembly elections, PM Modi kickstarted the NDA’s campaign by addressing massive gatherings in Samastipur and Begusarai, Bihar. He said, “The trumpet of the grand festival of democracy has sounded. The entire Bihar is saying, ‘Phir Ek Baar NDA Sarkar!’” Remembering Bharat Ratna Jan Nayak Karpoori Thakur ji, the PM remarked, “It is only due to his blessings that people like us, who come from humble and backward families, are able to stand on this stage today.”

PM Narendra Modi stated, "Inspired by the leader of the people, Karpoori Thakur ji, we are transforming good governance into prosperity. But on the other hand, you know better than me what the RJD and Congress are saying and doing. These people are out on bail in scams worth thousands of crores. Those who are out on bail are out on bail in theft cases. Now their habit of stealing is such that they are engaged in stealing the title of Karpoori Thakur ji. The people of Bihar will never tolerate this insult to the leader of the people, Karpoori Thakur ji. They will never tolerate it..."

Talking about the GST reforms, he said, “You are all benefiting from the ‘GST Bachat Utsav,’ and from tomorrow, the grand festival of Chhath Puja will begin. I thank you all for coming here in large numbers. ‘Nayi raftaar se chalega Bihar, Jab phir aayegi NDA sarkar!’”

Slamming the RJD–Congress corrupt coalition, PM Modi asserted, “The dreams of Bihar’s people are my own dreams. The NDA is committed to building the prosperous Bihar that every youth aspires for. For us, the bright future of Bihar’s young generation is a top priority. But the RJD and Congress only care about their families’ political future, not Bihar’s. They are once again spreading lies to mislead the youth. They forget this is the land of Aryabhata, Bihar understands every calculation.

Highlighting his guarantee, PM Modi reiterated, “RJD’s jungle raj destroyed generations, from extortion and kidnappings to lawlessness and fear. Women, youth, Dalits, and the backward communities suffered the most. When the NDA came to power, we resolved to free Bihar from Maoist and Naxal terror. Today, we have broken its backbone. Very soon, Bihar will be completely free from Maoist violence, this is Modi’s guarantee.”

Furthermore, he warned the people of Bihar that the RJD–Congress alliance wants to bring back those dark days. He said their campaign already echoes the same threats and hooliganism of jungle raj. Bihar must stay alert and once again ensure that the box of jungle raj is sealed for good.

Targeting the Maha Lathbandhan, PM Modi said, "Bihar was freed from the jungle raj in October 2005. Under Nitish Kumar's leadership, the NDA government was formed in the state. During that time, the Congress-RJD alliance was in power at the Centre for 10 years. The Congress-RJD government put obstacles in Nitish Kumar's path and left no stone unturned to trouble the people of Bihar. The RJD used to take revenge on the people of Bihar for voting for Nitish Kumar. They also used to threaten the Congress, saying they would withdraw support from the government if it agreed to anything that Nitish Kumar or the NDA-BJP wanted.”

While addressing the public gathered at the rally, PM Modi asked them to light the torches on their mobile phones. Taking a dig at the RJD’s symbol, he remarked, “When everyone has light in their hands, do we still need a lantern (RJD’s symbol)?”

PM Narendra Modi added, “This time, under the leadership of Bihar CM Nitish Kumar, the NDA will break all its previous records of victory. Bihar will give the NDA its biggest-ever mandate.”

Addressing the second rally of the day in Begusarai, PM Modi stated, " On one side there is NDA, an alliance with mature leadership and on the other side there is 'Maha lathbandhan'..."

Taking a swipe at the opposition, the PM iterated, “In this Maha lathbandhan… there is the 'Atak Dal', 'Latak Dal', 'Bhatak Dal', 'Jhatak Dal' and 'Patak Dal'… The RJD hasn’t won any election in the past two decades, yet it remains stuck in its own arrogance. In this arrogance, it pushed away the JMM. The Congress has been a follower of the RJD in Bihar for 35 years, and this time… the RJD pushed it away again. They even misled the VIP. And the left parties? They were left dangling."

“When self-interest prevails, and loot is the goal, that's exactly what the RJD and Congress are doing. They first sell tickets, then commit scams. Just look at the RJD family, which is the most corrupt family in Bihar and most of the members are out on bail after being released from court, forced to live on bail. On the other hand, the Congress family is the most corrupt family in the country. Most of the members of this family are also out on bail. Bihar doesn't trust such people,” he added.

Speaking to the people of Begusarai, PM Modi began, “You all have brought your mobiles, right? Go ahead and switch on your lights. You know, during the Congress era, mobiles were very expensive and had to be imported. Back then, there were only two factories making mobiles in the country. Today, thanks to the BJP-NDA government, there are over 200 factories and data has become very cheap. This has opened up a whole new market for content creation for Bihar’s youth. Today, everyone can see these mobiles, this light. So, do the people of Bihar still need a lantern?”

Highlighting Bihar’s progress under the NDA, PM Modi stated, “Under Nitish Ji’s leadership, nearly 5 million jobs have been created in Bihar. Record recruitments in education, police, and health have been done and even more jobs will come in the next five years. Medical colleges are being set up in every district, including Begusarai, and Ayushman Aarogya centers in villages will generate numerous opportunities for doctors, nurses and paramedical staff."

PM Modi explained how the GST Bachat Utsav is helping families save more. He affirmed, “Today, our government’s priority is to reduce your expenses and increase your savings. That is the very idea behind the GST Bachat Utsav. With lower GST, every family in Bihar is saving more.”

The PM added, “A report shows that nearly 90% of purchases in the country are of Swadeshi products. This means our shopkeepers are selling local goods and people are buying local. When ‘swadeshi’ products sell, it benefits our farmers, artisans and small businesses.”

Concluding his speech, PM Modi remarked, “The NDA has freed Bihar from Naxalism and Maoist terror. Today, you can work without fear and vote freely. Every vote of the people of Bihar will help build a peaceful, prosperous Bihar and keep the forces of jungle raj away.”

The long-term Agreement provides for purchase of 0.5 MMPTA LNG by HPCL from ADNOC Gas over a period of 10 years starting from 2028.

MoU on Food Safety and Technical requirements between Agricultural and Processed Food Products Export Development Authority (APEDA), Ministry of Commerce and Industry of India, and the Ministry of Climate Change and Environment of the United Arab Emirates.

The MoU provides for sanitary and quality parameters to facilitate the trade, exchange, promotion of cooperation in the food sector, and to encourage rice, food products and other agricultural products exports from India to UAE. It will benefit the farmers from India and contribute to food security of the UAE.

Establishment of a supercomputing cluster in India.

It has been agreed in principle that C-DAC India and G-42 company of the UAE will collaborate to set up a supercomputing cluster in India. The initiative will be part of the AI India Mission and once established the facility be available to private and public sector for research, application development and commercial use.

Double bilateral Trade to US$ 200 billion by 2032

The two sides agreed to double bilateral trade to over US$ 200 billion by 2032. The focus will also be on linking MSME industries on both sides and promote new markets through initiatives like Bharat Mart, Virtual Trade Corridor and Bharat-Africa Setu.

Promote bilateral Civil Nuclear Cooperation

To capitalise on the new opportunities created by the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Act 2025, it was agreed to develop a partnership in advance nuclear technologies, including development and deployment of large nuclear reactors and Small Modular Reactors (SMRs) and cooperation in advance reactor systems, nuclear power plant operations and maintenance, and Nuclear Safety.

Setting up of offices and operations of UAE companies –First Abu Dhabi Bank (FAB) and DP World in the GIFT City in Gujarat

The First Abu Dhabi Bank will have a branch in GIFT that will promote trade and investment ties. DP World will have operations from the GIFT City, including for leasing of ships for its global operations.

Explore Establishment of ‘Digital/ Data Embassies’

It has been agreed that both sides would explore the possibility of setting up Digital Embassies under mutually recognised sovereignty arrangements.

Establishment of a ‘House of India’ in Abu Dhabi

It has been agreed in Principle that India and UAE will cooperate on a flagship project to establish a cultural space consisting of, among others, a museum of Indian art, heritage and archaeology in Abu Dhabi.

Promotion of Youth Exchanges

It has been agreed in principle to work towards arranging visits of a group of youth delegates from either country to foster deeper understanding, academic and research collaboration, and cultural bonds between the future generations.
