PM Modi distributes more than 71,000 appointment letters to newly appointed recruits

The Prime Minister Shri Narendra Modi addressed the Rozgar Mela and distributed more than 71,000 appointment letters to newly appointed youth in Government departments and organizations via videoconferencing today. Rozgar Mela highlights the Prime Minister’s commitment to prioritizing employment generation. It will empower the youth by providing them with meaningful opportunities to contribute to nation-building and self empowerment.

Addressing the gathering, the Prime Minister stated that he had returned from Kuwait late last night, where he had extensive discussions with Indian youth and professionals. And this is a very pleasant coincidence that after returning, his first program is with the youth of the country. “Today marks a new beginning for thousands of youth in the country. Your years of dreams have come true, years of hard work have paid off. This outgoing year of 2024 is bringing new happiness to you. I extend my heartfelt congratulations to all of you and your families”, the Prime Minister said.

The Prime Minister emphasised that the government is prioritizing the full utilization of India's youth talent through initiatives like Rozgar Melas. Over the past 10 years, there has been a concerted effort to provide government jobs across various ministries and departments. Today more than 71,000 youth have been handed their appointment letters, the Prime Minister highlighted. Shri Modi underlined that in the last one and a half years, around 10 lakh permanent government jobs have been offered, setting a remarkable record. These jobs are being provided with complete transparency, and the new recruits are serving the nation with dedication and integrity.

The Prime Minister underscored that the development of a country relies on the hard work, capability, and leadership of its youth. India is committed to becoming a developed nation by 2047 as the country's policies and decisions focus on empowering its talented youth. He said over the past decade, initiatives such as Make in India, Atmanirbhar Bharat, Startup India, Stand-Up India, and Digital India have placed youth at the forefront.

Shri Modi noted that India is now the world’s fifth-largest economy and the third-largest startup ecosystem. Today, Indian youth are brimming with new confidence. They are excelling in every sector. Young entrepreneurs launching startups today benefit from a robust support system. Similarly, youth pursuing careers in sports have confidence that they will not fail because they now are supported by modern training facilities and tournaments. The Prime Minister noted that the country is undergoing a transformation across various sectors, becoming the second-largest in mobile manufacturing. India is also making strides in renewable energy, organic farming, space, defense, tourism, and wellness, creating new opportunities and reaching new heights in each area.

The Prime Minister underscored that to drive the country's progress and to build a new India, nurturing young talent is crucial, and this responsibility lies with the education system. The National Education Policy (NEP) is guiding India toward a modern education system that offers students new opportunities. Shri Modi said previously, the system was restrictive, but now it fosters innovation through initiatives like Atal Tinkering Labs and PM-SHRI schools. “The government has also addressed language barriers for rural youth and marginalized communities by allowing learning and exams in the mother tongue, and providing recruitment exams in 13 languages. Additionally, quotas for youth from border areas have been increased, with special recruitment rallies for permanent government jobs. Today, over 50,000 youth received appointment letters for the Central Armed Police Forces, marking a significant achievement”, the Prime Minister added.

Talking about the birth anniversary of Chaudhary Charan Singh Ji today, the Prime Minister said the government feels privileged to honor him with the Bharat Ratna this year. “We also celebrate this day as Farmers' Day, paying tribute to the farmers who provide us with food. Chaudhary Sahib believed that India’s progress depends on the progress of rural India. Our government’s policies have created new employment and self-employment opportunities in rural areas, especially for youth in agriculture”, the Prime Minister added.

Shri Modi reiterated that initiatives like the Gobar-Dhan Yojana, which established biogas plants, have generated jobs while producing energy. The e-NAM scheme connecting agricultural markets has opened new employment avenues, and the increase in ethanol blending has benefited farmers and created jobs in the sugar sector. The Prime Minister underlined how the establishment of nearly 9,000 Farmer Producer Organizations (FPOs) has improved market access and created rural jobs. Also, the government is implementing a massive scheme to build thousands of grain storage warehouses, which will provide significant employment and self-employment opportunities.

The Prime Minister stated that the government launched the Bima Sakhi Yojana to provide insurance coverage to every citizen, creating numerous employment opportunities in rural areas. Initiatives like Drone Didi, Lakhpati Didi, and Bank Sakhi Yojana are also generating jobs in agriculture and rural sectors. “Today, thousands of women have received appointment letters, and their success will inspire others. The government is committed to making women self-reliant in every field. The introduction of 26 weeks of maternity leave has safeguarded the careers of millions of women”, Shri Modi added.

The Prime Minister highlighted how the Swachh Bharat Abhiyan has removed the obstacles in women’s advancement, as many girl students had to drop out of school due to the lack of separate toilets. He said the Sukanya Samriddhi Yojana has ensured financial support for girls' education. Also, 30 crore Jan Dhan accounts for women have provided direct benefits from government schemes. “Through the Mudra Yojana, women can now access collateral-free loans. The Pradhan Mantri Awas Yojana has ensured that most houses allotted are in women's names. Initiatives like Poshan Abhiyaan, Surakshit Matritva Abhiyaan, and Ayushman Bharat offer better healthcare to women”, Shri Modi added.

Prime Minister Shri Modi emphasised that the Nari Shakti Vandan Adhiniyam has ensured reservations for women in assemblies and the Lok Sabha which will advance women-led development in the nation.

The Prime Minister remarked that the young individuals receiving appointment letters today are joining a newly transformed government system. Over the last decade, government offices have seen significant improvements in efficiency and productivity because of the dedication and hard work of government employees.

The Prime Minister stated that the new appointees had reached this goal because of their eagerness to learn and grow, and it's important to maintain this attitude throughout their life. He highlighted the availability of various courses for government employees on the iGOT Karmayogi platform and encouraged them to utilize this digital training module at their convenience. “Once again, I congratulate the candidates receiving their appointment letters today”, the Prime Minister concluded.

Background

Rozgar Mela is a step towards fulfilment of the commitment of the Prime Minister to accord highest priority to employment generation. It will provide meaningful opportunities to the youth for their participation in nation building and self empowerment.

Rozgar Mela will be held at 45 locations across the country. The recruitments are taking place for various Ministries and Departments of the Central Government. The new recruits, selected from across the country will be joining various Ministries/Departments including Ministry of Home Affairs, Department of Posts, Department of Higher Education, Ministry of Health and Family Welfare, Department of Financial Services, among others.

नमस्कार!

पिछले कुछ समय में मुझे एक-दो बार टीवी9 भारतवर्ष देखने का मौका मिला है। नॉर्मली भी युद्धों और मिसाइलों पर आपका बहुत फोकस होता है और आजकल तो आपको कंटेंट की ओवरफीडिंग हो रही है। बड़े-बड़े देश टीवी9 को इतना सारा कंटेंट देने पर तुले हुए हैं, लेकिन On a Serious Note, आज विश्व जिन गंभीर परिस्थितियों से गुजर रहा है, वो अभूतपूर्व है और बेहद गंभीर है। और इन स्थितियों के बीच, आज टीवी-9 नेटवर्क ने विचारों का एक बेहद महत्वपूर्ण मंच बनाया है। आज इस समिट में आप सभी India and the world, इस विषय पर चर्चा कर रहे हैं। मैं आप सबको बधाई देता हूं। इस समिट के लिए अपनी शुभकामनाएं देता हूं। सभी अतिथियों का अभिनंदन करता हूं।

साथियों,

आज जब दुनिया, conflicts के कारण उलझी हुई है, जब इन conflicts के दुष्प्रभाव पूरी दुनिया पर दिख रहे हैं, तब India and the world की बात करना बहुत ही प्रासंगिक है। भारत आज वो देश है, जिसकी अर्थव्यवस्था तेजी से आगे बढ़ रही है। 2014 के पहले की स्थितियों को पीछे छोड़कर के आज भारत एक नए आत्मविश्वास के साथ आगे बढ़ रहा है। अब भारत चुनौतियों को टालता नहीं है बल्कि चुनौतियों से टकराता है। आप बीते 5-6 साल में देखिए, कोरोना की महामारी के बाद चुनौतियां एक के बाद एक बढ़ती ही गई हैं। ऐसा कोई साल नहीं है, जिसने भारत की, भारतीयों की परीक्षा न ली हो। लेकिन 140 करोड़ देशवासियों के एकजुट प्रयास से भारत हर आपदा का सामना करते हुए आगे बढ़ रहा है। इस समय युद्ध की परिस्थितियों में भी भारत की नीति और रणनीति देखकर, भारत का सामर्थ्य देखकर दुनिया के अनेकों देश हैरान हैं। हमारे यहां कहावत है, सांच को आंच नहीं। 28 फरवरी से दुनिया में जो उथल-पुथल मची है, इन कठोर विपरीत परिस्थितियों में भी भारत प्रगति के, विकास के, विश्वास के संकल्प के साथ आगे बढ़ रहा है। इन 23 दिनों में भारत ने अपनी Relationship Building Capacity दिखाई है, Decision Making Capacity दिखाई है और Crisis Management Capacity दिखाई है।

साथियों,

आज जब दुनिया इतने सारे खेमों में बंटी हुई है, भारत ने अभूतपूर्व और अकल्पनीय bridges बनाए हैं। Gulf से लेकर Global West तक, Global South से लेकर पड़ोसी देशों तक भारत सभी का trusted partner है। कुछ लोग पूछते हैं, हम किसके साथ हैं? तो उनको मेरा जवाब यही है कि हम भारत के साथ हैं, हम भारत के हितों के साथ हैं, शांति के साथ हैं, संवाद के साथ हैं।

साथियों,

संकट के इसी समय में जब global supply chains डगमगा रही हैं, भारत ने diversification और resilience का मॉडल पेश किया है। Energy हो, fertilizers हों या essential goods अपने नागरिकों को कम से कम परेशानी हो, इसके लिए भारत ने निरंतर प्रयास किया है और आज भी कर रहे है।

साथियों,

जब राष्ट्रनीति ही राजनीति का मुख्य आधार हो, तब देश का भविष्य सर्वोपरि होता है। लेकिन जब राजनीति में व्यक्तिगत स्वार्थ हावी हो जाता है, तब लोग देश के फ्यूचर के बजाय अपने फ्यूचर के बारे में सोचते हैं। आप ज़रा याद कीजिए 2004 से 2010 के बीच क्या हुआ था? तब कांग्रेस सरकार के समय पेट्रोल-डीजल और गैस की कीमतों का संकट आया था और तब कांग्रेस ने देश की नहीं बल्कि अपनी सत्ता की चिंता की। उस वक्त कांग्रेस ने एक लाख अड़तालीस हज़ार करोड़ रुपए के ऑयल बॉन्ड जारी किए थे और प्रधानमंत्री मनमोहन सिंह जी ने खुद कहा था कि वो आने वाली पीढ़ी पर कर्ज का बोझ डाल रहे हैं। यह जानते हुए भी कि ऑयल बॉन्ड का फैसला गलत है, जो रिमोट कंट्रोल से सरकार चला रहे थे, उन लोगों ने अपनी सत्ता बचाने के लिए यह गलत निर्णय किया क्योंकि जवाबदेही उस समय नहीं होनी थी, उस बॉन्ड पर री-पेमेंट 2020 के बाद होनी थी।

साथियों,

बीते 5-6 वर्षों में हमारी सरकार ने कांग्रेस सरकार के उस पाप को धोने का काम किया है, और इस धुलाई का खर्चा कम नहीं आया है, ऐसी लाँड्री आपने देखी नहीं होगी। 1 लाख 48 हज़ार करोड़ रुपए की जगह, देश को 3 लाख करोड़ रुपए से अधिक की पेमेंट करनी पड़ी क्योंकि इसमें ब्याज भी जुड़ गया था। यानी हमने करीब-करीब दोगुनी राशि चुकाने के लिए मजबूर हुए। आजकल कांग्रेस के जो नेता बयानों की मिसाइलें दाग रहे हैं, मिसाइल आई तो टीवी9 को मजा आएगा, उनकी इस विषय का जिक्र आते ही बोलती बंद हो जाती है।

साथियों,

पश्चिम एशिया में बनी परिस्थितियों पर मैंने आज लोकसभा में अपना वक्तव्य दिया है। दुनिया में जहां भी युद्ध हो रहे हैं, वो भारत की सीमा से दूर हैं। लेकिन आज की व्यवस्थाओं में कोई भी देश युद्धों से दुष्प्रभाव से दूर रहे, ऐसा संभव नहीं होता। अनेक देशों में तो स्थिति बहुत गंभीर हो चुकी है। और इन हालातों में हम देख रहे हैं कि राजनीतिक स्वार्थ से भरे कुछ लोग, कुछ दल, संकट के इस समय में भी अपने लिए राजनीतिक अवसर खोज रहे हैं। इसलिए मैं टीवी9 के मंच से फिर कहूंगा, यह समय संयम का है, संवेदनशीलता का है। हमने कोरोना महासंकट के दौरान भी देखा है, जब देशवासी एकजुट होकर संकट का सामना करते हैं, तो कितने सार्थक परिणाम आते हैं। इसी भाव के साथ हमें इस युद्ध से बनी परिस्थितियों का सामना करना है।

साथियों,

दुनिया की हर उथल-पुथल के बीच, भारत ने अपनी प्रगति की गति को भी बनाए रखा है। अगर मैं 28 फरवरी को युद्ध शुरू होने के बाद, बीते 23 दिनों का ही ब्यौरा दूं, तो पूरब से पश्चिम तक, उत्तर से दक्षिण तक देश में हजारों करोड़ के डेवलपमेंट प्रोजेक्ट्स का काम हुआ है। दिल्ली मेट्रो रेल के महत्वपूर्ण कॉरिडोर्स का लोकार्पण, सिलचर का हाई स्पीड कॉरिडोर का शिलान्यास, कोटा में नए एयरपोर्ट का शिलान्यास, मदुरै एयरपोर्ट को इंटरनेशनल एयरपोर्ट का दर्जा देना, ऐसे अनेक काम बीते 23 दिनों में ही हुए हैं। बीते एक महीने के दौरान ही औद्योगिक विकास को गति देने के लिए भव्य स्कीम को मंजूरी दी गई है। इसके तहत देशभर में 100 plug-and-play industrial parks विकसित किए जाएंगे। देश में Small Hydro Power Development Scheme को भी हरी झंडी दी गई है। इससे आने वाले वर्षों में 1,500 मेगावाट नई hydro power capacity जोड़ी जाएगी। इसी दौरान जल जीवन मिशन को साल 2028 तक बढ़ाने का निर्णय लिया गया है। किसानों के हित में भी अनेक बड़े निर्णय लिए गए हैं। बीते एक महीने में ही पीएम किसान सम्मान निधि के तहत 18 हजार करोड़ रुपए से अधिक सीधे किसानों के खातों में ट्रांसफर किए गए हैं। और जो हमारे MSMEs हैं, जो हमारे निर्यातक हैं, उनके लिए भी करीब 500 करोड़ रुपए के राहत पैकेज की भी घोषणा की गई है। यह सारे कदम इस बात का प्रमाण हैं कि विकसित भारत बनाने के लिए देश कितनी तेज गति से काम कर रहा है।

साथियों,

Management की दुनिया में एक सिद्धांत कहा जाता है - What gets measured, gets managed. लेकिन मैं इसमें एक बात और जोड़ना चाहता हूं, What gets measured, gets improved और ultimately, gets transformed. क्योंकि आकलन जागरूकता पैदा करता है। आकलन जवाबदेही तय करता है और सबसे महत्वपूर्ण आकलन संभावनाओं को जन्म देता है।

साथियों,

अगर आप 2014 से पहले के 10-11 साल और 2014 के बाद के 10-11 साल का आप आकलन करेंगे, तो यही पाएंगे कि कैसे इसी सिद्धांत पर चलते हुए, भारत ने हर सेक्टर को Transform किया है। जैसे पहले हाईवे बनते थे, करीब 11-12 किलोमीटर प्रति दिन की रफ्तार से, आज भारत करीब 30 किलोमीटर प्रतिदिन की स्पीड से हाईवे बना रहा है। पहले पोर्ट्स पर शिप का Turnaround Time, 5-6 दिन का होता था। आज वही काम, करीब-करीब 2 दिन से भी कम समय में पूरा हो रहा है। पहले Startup Culture के बारे में चर्चा ही नहीं होती थी। 2014 से पहले, हमारे देश में 400-500 स्टार्ट अप्स ही थे। आज भारत में 2 लाख से ज्यादा रजिस्ट्रर्ड स्टार्ट अप्स हैं। पहले मेडिकल education में सीटें भी सीमित थीं, करीब 50-55 हजार MBBS seats थीं, आज यह बढ़कर सवा लाख से ज्यादा हो चुकी हैं। पहले देश के Banking system से भी करोड़ों लोग बाहर थे। देश में सिर्फ 25 करोड़ के आसपास ही बैंक account थे। वहीं जनधन योजना के माध्यम से 55 करोड़ से ज्यादा बैंक अकाउंट खुले हैं। पहले हमारे देश में airports की संख्या भी 70 से कम थी। आज एयरपोर्ट्स की संख्या भी बढ़कर 160 से ज्यादा हो चुकी है।

साथियों,

पहले भी योजनाएं तो बनती थीं, लेकिन आज फर्क है, आज परिणाम दिखते हैं। पहले गति धीमी थी, आज भारत fastrack पर है। पहले संभावनाएं भी अंधकार में थीं, आज संकल्प सिद्धियों में बदल रहे हैं। इसलिए दुनिया को भी यह संदेश मिल रहा है कि यह नया भारत है। यह अपने विकास के लिए कोई कोर-कसर बाकी नहीं छोड़ रहा है।

साथियों,

आज हमारा प्रयास है कि अतीत में विकास का जो असंतुलन पैदा हो गया था, उसको अवसरों में बदला जाए। अब जैसे हमारा पूर्वी भारत है। हमारा पूर्वी भारत संसाधनों से समृद्ध है, दशकों तक वहां जिन्होंने सरकारें चलाई हैं, उनकी उपेक्षा ने पूर्वी भारत के विकास पर ब्रेक लगा दी थी। अब हालात बदल रहे हैं। जिस असम में कभी गोलियों की आवाज सुनाई देती थी, आज वहां सेमीकंडक्टर यूनिट बन रही है। ओडिशा में सेमीकंडक्टर से लेकर पेट्रोकेमिकल्स तक अनेक नए-नए सेक्टर का विकास हो रहा है। जिस बिहार में 6-7 दशक में गंगा जी पर एक बड़ा पुल बन पाया था एक, उस बिहार में पिछले एक दशक में 5 से ज्यादा नए पुल बनाए गए हैं। यूपी में कभी कट्टा मैन्युफैक्चरिंग की कहानियां कही जाती थीं, आज यूपी, मोबाइल फोन मैन्युफैक्चरिंग में दुनिया में अपनी पहचान बना रहा है।

साथियों,

पूर्वी भारत का एक और बड़ा राज्य पश्चिम बंगाल है। पश्चिम बंगाल, एक समय में भारत के कल्चर, एजुकेशन, इंडस्ट्री और ट्रेड का हब होता था। बीते 11 वर्षों में केंद्र सरकार ने पश्चिम बंगाल के विकास के लिए बड़ी मात्रा में निवेश किया है। लेकिन दुर्भाग्य से, आज वहां एक ऐसी निर्मम सरकार है, जो विकास पर ब्रेक लगाकर बैठी है। TV9 बांग्ला के जो दर्शक हैं, वो जानते हैं कि बंगाल में आयुष्मान योजना पर निर्मम सरकार ने ब्रेक लगाया हुआ है। पीएम सूर्यघर मुफ्त बिजली योजना पर ब्रेक लगाया हुआ है। पीएम आवास योजना पर ब्रेक लगाया हुआ है। चाय बागान श्रमिकों के लिए शुरू हुई योजना के लिए ब्रेक लगाया हुआ है। यानी विकास और जनकल्याण से ज्यादा प्राथमिकता निर्मम सरकार अपने राजनीतिक स्वार्थ को दे रही है।

साथियों,

देश में इस तरह की राजनीति की शुरुआत जिस दल ने की है, वो अपने गुनाहों से बच नहीं सकती और वो पार्टी है - कांग्रेस। कांग्रेस पार्टी की राजनीति का एक ही लक्ष्य रहा है, किसी भी तरह विकास का विरोध और कांग्रेस यह तब से कर रही है, जब मैं गुजरात में था। गुजरात में वर्षों तक जनता ने हमें आशीर्वाद दिया, तो कांग्रेस ने उस जनादेश को स्वीकार नहीं किया। उन्होंने गुजरात की छवि पर सवाल उठाए, उसकी प्रगति को कटघरे में खड़ा किया और जब यही विश्वास पूरे देश में दिखाई दिया, तो कांग्रेस का विरोध भी रीजनल से नेशनल हो गया।

साथियों,

जब राजनीति में विरोध, विकास के विरोध में बदल जाए, जब आलोचना देश की उपलब्धियों पर सवाल उठाने लगे, तब यह सिर्फ सरकार का विरोध नहीं रह जाता, यह देश की प्रगति से असहज होने की मानसिकता बन जाती है। आज कांग्रेस इसी मानसिकता की गुलाम बन चुकी है। आज स्थिति यह है कि देश की हर सफलता पर प्रश्न उठाया जाता है, हर उपलब्धि में कमी खोजी जाती है और हर प्रयास के असफल होने की कामना की जाती है। कोविड के समय, देश ने अपनी वैक्सीन बनाई, तो कांग्रेस ने उस पर भी संदेह जताया। Make in India की बात हुई, तो कहा गया कि यह सफल नहीं होगा, बब्बर शेर कहकर इसका मजाक उड़ाया गया। जब देश में डिजिटल इंडिया अभियान शुरू हुआ, तो उसका मजाक उड़ाया गया। लेकिन हर बार यह कांग्रेस का दुर्भाग्य और देश का सौभाग्य रहा कि भारत ने हर चुनौती को सफलता में बदला। आज भारत दुनिया की सबसे बड़ी वैक्सीनेशन ड्राइव का उदाहरण है। भारत डिजिटल पेमेंट्स में दुनिया का अग्रणी देश है। भारत मैन्युफैक्चरिंग और स्टार्टअप्स में नई ऊंचाइयों को छू रहा है।

साथियों,

लोकतंत्र में विरोध जरूरी होता है। लेकिन विरोध और विद्वेष के बीच एक रेखा होती है। सरकार का विरोध करना लोकतांत्रिक अधिकार है। लेकिन देश को बदनाम करना, यह कांग्रेस की नीयत पर सवाल खड़ा करता है। जब विरोध इस स्तर तक पहुंच जाए कि देश की उपलब्धियां भी असहज करने लगें, तो यह राजनीति नहीं, यह दृष्टिकोण की समस्या है। अभी हमने ग्लोबल AI समिट में भी देखा है। जब पूरी दुनिया भारत में जुटी हुई थी, तो कांग्रेस के लोग कपड़े फाड़ने वहां पहुंच गए थे। इन लोगों को देश की इज्जत की कितनी परवाह है, यह इसी से पता चलता है। इसलिए आज आवश्यकता है कि देशहित को, दलहित से ऊपर रखा जाए क्योंकि अंत में राजनीति से ऊपर, राष्ट्र होता है, राष्ट्र का विकास होता है।

आज का यह दिन भी हमें यही प्रेरणा देता है। आज के ही दिन शहीद भगत सिंह, शहीद राजगुरु और शहीद सुखदेव ने देश के लिए सर्वोच्च बलिदान दिया था। आज ही, समाजवादी आंदोलन के प्रखर आदर्श डॉ. राम मनोहर लोहिया जी की जयंती भी है। यह वो प्रेरणाएं हैं, जिन्होंने देश को हमेशा स्व से ऊपर रखा है। देशहित को सबसे ऊपर रखने की यही प्रेरणा, भारत को विकसित भारत बनाएगी। यही प्रेरणा भारत को आत्मनिर्भर बनाएगी। मुझे पूरा विश्वास है कि टीवी9 की यह समिट भी भारत के आत्मविश्वास और दुनिया के भरोसे पर, भारतीयों पर जो भरोसा है, उस भरोसे को और सशक्त करेगी। आप सभी को मेरी तरफ से बहुत-बहुत शुभकामनाएं हैं और आपके बीच आने का अवसर दिया, आप सबसे मिलने का मौका लिया, इसलिए बहुत-बहुत धन्यवाद!
