ଯୁକ୍ତରାଷ୍ଟ୍ର ଆମେରିକା ସରକାରଙ୍କ ସହଭାଗିତାରେ ବିଶ୍ୱ ଉଦ୍ୟୋଗୀତା ଶିଖର ସମ୍ମିଳନୀ-2017ର ଆୟୋଜନ କରି ଆମକୁ ଅତ୍ୟନ୍ତ ଖୁସି ଲାଗୁଛି ।

ଦକ୍ଷିଣ ଏସିଆରେ ପ୍ରଥମଥର ପାଇଁ ଏହି ଶିଖର ସମ୍ମିଳନୀର ଆୟୋଜନ କରାଯାଇଛି । ଏହା ବିଶ୍ୱ ଉଦ୍ୟୋଗ ବାତାବରଣକୁ ଅଧିକ ସୁଗମ କରିବା ପାଇଁ ପ୍ରମୁଖ ନିବେଶକ, ଉଦ୍ୟୋଗୀ, ଶିକ୍ଷାବିତ୍, ବିଚାରକ ଓ ଅନ୍ୟ ଭାଗିଦାରଙ୍କୁ ଏକଜୁଟ କରାଇଛି ।

ଏହି ଆୟୋଜନ ଦ୍ୱାରା ନା’କେବଳ ସିଲିକନ୍ ଭେଲିର ହାଇଦ୍ରାବାଦ ସହ ସମ୍ପର୍କ ସୁଦୃଢ଼ ହେବ ବରଂ ଭାରତ ଓ ଆମେରିକା ମଧ୍ୟରେ ଘନିଷ୍ଠ ସମ୍ବନ୍ଧକୁ ବି ପ୍ରଦର୍ଶିତ କରୁଛି । ଏହା ଉଦ୍ୟୋଗୀତା ଓ ନବସୃଜନକୁ ପ୍ରୋତ୍ସାହିତ କରିବା ପାଇଁ ଆମର ମିଳିତ ପ୍ରତିଶ୍ରୁତିବଦ୍ଧତାକୁ ମଧ୍ୟ ରେଖାଙ୍କିତ କରୁଛି ।

ଚଳିତବର୍ଷର ଶିଖର ସମ୍ମିଳନୀ ପାଇଁ ବଛା ଯାଇଥିବା ବିଷୟ ମଧ୍ୟରେ ସ୍ୱାସ୍ଥ୍ୟସେବା ଓ ଚିକିତ୍ସା ବିଜ୍ଞାନ, ଡିଜିଟାଲ ଅର୍ଥବ୍ୟବସ୍ଥା ଓ ବିତ୍ତୀୟ ପ୍ରଯୁକ୍ତିବିଦ୍ୟା, ଶକ୍ତି ଓ ଭିତ୍ତିଭୂମି ଓ ମିଡିଆ ଓ ମନୋରଞ୍ଜନ ସାମିଲ ଅଛି । ଏହି ସମସ୍ତ ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ ପ୍ରସଙ୍ଗ ଯାହା ମାନବତାର କଲ୍ୟାଣ ଓ ସମୃଦ୍ଧି ପାଇଁ ପ୍ରାସଙ୍ଗିକ ଅଟେ ।

ଚଳିତଥର ବିଶ୍ୱ ଉଦ୍ୟୋଗୀତା ସମ୍ମିଳନୀର ବିଷୟ ‘‘Woman First, Prosperity for All” ଅର୍ଥାତ୍ ‘ସମସ୍ତଙ୍କ ସମୃଦ୍ଧି ପାଇଁ ପ୍ରଥମେ ମହିଳାଙ୍କ ସମୃଦ୍ଧି’ ହିଁ ଏହି ସମ୍ମିଳନୀକୁ ପୂର୍ବ ତୁଳନାରେ ସ୍ୱତନ୍ତ୍ର କରାଇଛି । ଭାରତୀୟ ପୌରାଣିକ ମାନ୍ୟତା ଅନୁସାରେ, ମହିଳାମାନେ ଶକ୍ତିର ଅବତାର-ଶକ୍ତିର ଦେବୀ । ଆମର ବିକାଶ ପାଇଁ ମହିଳା ସଶକ୍ତିକରଣ ଅତ୍ୟନ୍ତ ଜରୁରୀ ବୋଲି ଆମେ ବିଶ୍ୱାସ କରୁ ।

ଆମର ଇତିହାସ ମହିଳାଙ୍କ ଉଲ୍ଲେଖନୀୟ ପ୍ରତିଭା ଓ ପ୍ରତିବଦ୍ଧତାର ଉଦାହରଣରେ ପରିପୂର୍ଣ୍ଣ । ପ୍ରାୟ ଖ୍ରୀଷ୍ଟପୂର୍ବ ସପ୍ତମ ଶତାବ୍ଦୀ ପୂର୍ବରୁ ଜଣେ ପ୍ରାଚୀନ ଦାର୍ଶନିକ ଗାର୍ଗୀ ଜଣେ ପୁରୁଷ ସାଧୁଙ୍କୁ ଶାସ୍ତ୍ର ସ୍ଥାନ ପାଇଁ ଚାଲେଞ୍ଜ କରିଥିଲେ । ରାଣୀ ଅହଲ୍ୟାବାଇ ହୋଲକାର ଓ ରାଣୀ ଲକ୍ଷ୍ମୀବାଈଙ୍କ ଭଳି ଆମର ଯୋଦ୍ଧା ରାଣୀମାନେ ନିଜର ରାଜ୍ୟକୁ ସୁରକ୍ଷା ଦେବା ପାଇଁ ସାହାସର ସହ ଲଢ଼େଇ କରିଥିଲେ । ଆମର ସ୍ୱାଧୀନତା ସଂଘର୍ଷରେ ମଧ୍ୟ ଏଭଳି ଅନେକ ପ୍ରେରଣାଦାୟକ ଉଦାହରଣ ଭରି ରହିଛି ।

ଭାରତୀୟ ମହିଳାମାନେ ଜୀବନର ବିଭିନ୍ନ କ୍ଷେତ୍ରରେ କ୍ରମାଗତ ନେତୃତ୍ୱ କରୁଛନ୍ତି । ମଙ୍ଗଳ ଅଭିଯାନ ମିଶନ ସମେତ ଆମର ମହାକାଶ କାର୍ଯ୍ୟକ୍ରମରେ ଆମ ମହିଳା ବୈଜ୍ଞାନିକମାନଙ୍କର ଉଲ୍ଲେଖନୀୟ ଯୋଗଦାନ ରହିଛି । କଳ୍ପନା ଚାୱଲା ଓ ସୁନୀତା ୱିଲିୟମ୍ସ ଉଭୟ ଭାରତୀୟ ବଂଶୋଦ୍ଭବ ଓ ଆମେରିକୀୟ ମହାକାଶ ଅଭିଯାନର ଅଂଶବିଶେଷ ଥିଲେ ।

ଭାରତର 4ଟି ସବୁଠୁ ପୁରୁଣା ହାଇକୋର୍ଟ ମଧ୍ୟରେ 3ଟିରେ ଏବେ ମହିଳା ବିଚାରପତି ନେତୃତ୍ୱ ନେଉଛନ୍ତି । ଆମର ମହିଳା ଖେଳାଳୀମାନେ ଦେଶକୁ ଗୌରବାନ୍ୱିତ କରିଛନ୍ତି । ଭାରତ ପାଇଁ ଗୌରବ ଆଣିଥିବା ସାନିଆ ନେହୱାଲ, ପିଭି ସିନ୍ଧୁ ଓ ସାନିଆ ମିର୍ଜାଙ୍କ ଘର ଏହି ହାଇଦ୍ରାବାଦ ସହରରେ ।

ଭାରତରେ ଆମେ ମହିଳାମାନଙ୍କୁ ନା’କେବଳ ଗ୍ରାମାଂଚଳ ଓ ସହରାଂଚଳର ସ୍ଥାନୀୟ ସ୍ୱାୟତ୍ତ ସଂସ୍ଥାରେ ଏକ ତୃତୀୟାଂଶ ପ୍ରତିନିଧିତ୍ୱ ଦେଉଛୁ ବରଂ ତୃଣମୁଳସ୍ତରରେ ନିଷ୍ପତ୍ତି ନେବାର ପ୍ରକ୍ରିୟାରେ ମହିଳାଙ୍କ ଭାଗିଦାରୀକୁ ମଧ୍ୟ ସୁନିଶ୍ଚିତ କରିଛୁ ।

ଆମର କୃଷି ଓ ସହାୟକ କ୍ଷେତ୍ରରେ 60 ପ୍ରତିଶତରୁ ଅଧିକ ଶ୍ରମିକ ହେଉଛନ୍ତି ମହିଳା । ଗୁଜରାଟରେ ଆମର ଦୁଗ୍ଧ ସମବାୟ ଓ ଶ୍ରୀ ମହିଳା ଗୃହ ଉଦ୍ୟୋଗ ଲିଜ୍ଜତ ପାମ୍ପଡ଼, ମହିଳାମାନଙ୍କ ନେତୃତ୍ୱରେ ବେଶ୍ ସଫଳ ଓ ବିଶ୍ୱସ୍ତରରେ ପ୍ରଶସିଂତ ସମବାୟ ଆନ୍ଦୋଳନର ଉଦାହରଣ ।

ବନ୍ଧୁଗଣ,

ଏହି ବିଶ୍ୱ ଉଦ୍ୟୋଗ ସମ୍ମିଳନୀରେ ହିଁ 50 ପ୍ରତିଶତରୁ ଅଧିକ ପ୍ରତିନିଧି ମହିଳା ଅଛନ୍ତି । ଆସନ୍ତା ଦୁଇ ଦିନ ମଧ୍ୟରେ ଆପଣ ଏଭଳି ଅନେକ ମହିଳାଙ୍କୁ ଭେଟିବେ ଯେଉଁମାନେ ନିଜ ଜୀବନରେ କିଛି ଭିନ୍ନ କରି ଦେଖାଇବାର ସାହାସ କରିଛନ୍ତି । ଆଉ ଏବେ ସେମାନେ ନୂଆ ପିଢିର ମହିଳା ଉଦ୍ୟୋଗୀମାନଙ୍କୁ ପ୍ରେରଣା ଯୋଗାଉଛନ୍ତି । ମୁଁ ଆଶା କରୁଛି କି  ମହିଳା ଉଦ୍ୟୋଗୀଙ୍କୁ ଭବିଷ୍ୟତରେ କିଭଳି ସହାୟତା କରାଯାଇପାରିବ ତାକୁ ବିନ୍ଦୁ କରି, ସେ ସମ୍ପର୍କରେ ଏହି ଶିଖର ସମ୍ମିଳନୀରେ ବିଚାରବିମର୍ଶ ହେବ ।

ଦେବୀ ଓ ସଜ୍ଜନମଣ୍ଡଳୀ

ଭାରତ ଯୁଗଯୁଗ ଧରି ନବସୃଜନ ଓ ଉଦ୍ୟୋଗୀତା ପାଇଁ ଏକ ଏନ୍ତୁଡିଶାଳ ରହିଛି । ପ୍ରାଚୀନ ଭାରତୀୟ ଗ୍ରନ୍ଥ ଚରକ ସଂହିତା ସମଗ୍ର ବିଶ୍ୱକୁ ଆୟୁର୍ବେଦ ଶିଖାଇଛି । ଯୋଗ ଏକ ଅନନ୍ୟ ପ୍ରାଚୀନ ଭାରତୀୟ ନବସୃଜନ । ଏବେ ପ୍ରତିବର୍ଷ ଜୁନ୍ 21ତାରିଖକୁ ଯୋଗ ଦିବସ ପାଳନ କରିବା ପାଇଁ ସାରା ବିଶ୍ୱ ଏକଜୁଟ ହେଉଛି । ଅନେକ ଉଦ୍ୟୋଗୀତା ବର୍ତ୍ତମାନ ଯୋଗ, ଆଧ୍ୟାତ୍ମିକତା ଓ ପାରମ୍ପରିକ ଆୟୁର୍ବେଦ ଉତ୍ପାଦକୁ ପ୍ରୋତ୍ସାହନ ଦେବାରେ ଲାଗିଛନ୍ତି ।

ଆଜି ଆମେ ଯେଉଁ ଡିଜିଟାଲ ଦୁନିଆଁରେ ରହୁଛେ ତାହା ବାଇନାରୀ ପଦ୍ଧତି ଉପରେ ଆଧାରିତ । ଶୂନ୍ୟର ଆବିଷ୍କାର ଭାରତରେ ଆର୍ଯ୍ୟଭଟ୍ଟଙ୍କ କାମ ସହ ଜଡ଼ିତ ହୋଇଛି ଯାହା ଏହି ବାଇନରୀ ପଦ୍ଧତିର ଆଧାର । ଏଭଳି ଭାବେ ଆଧୁନିକ ଯୁଗର ଆର୍ଥିକ ନୀତି, ଟିକସ ପ୍ରଣାଳୀ ଓ ସାର୍ବଜନୀନ ଆର୍ଥିକ ବ୍ୟବସ୍ଥାକୁ ଅତି ପ୍ରାଞ୍ଜଳ ଭାବେ ପ୍ରାଚୀନ ଗ୍ରନ୍ଥ ଅର୍ଥଶାସ୍ତ୍ରରେ କୌଟିଲ୍ୟଙ୍କ ଦ୍ୱାରା ରେଖାଙ୍କିତ କରାଯାଇଛି ।

ଧାତୁ ବିଜ୍ଞାନରେ ପ୍ରାଚୀନ ଭାରତର ବିଶେଷତ୍ୱ ପ୍ରତି ସମସ୍ତେ ପରିଚିତ । ଆମର ଅନେକ ବନ୍ଦର ଓ ଲୋଥଲ୍ ରେ ବିଶ୍ୱର ସବୁଠାରୁ ପୁରୁଣା ଡକୟାର୍ଡର ଜୀବନ୍ତ ବ୍ୟବସାୟିକ ସମ୍ବନ୍ଧର ପ୍ରମାଣ ରହିଛି । ବିଦେଶୀ ସହରଗୁଡ଼ିକର ଯାତ୍ରା କରୁଥିବା ଭାରତୀୟ ସମୁଦ୍ର ଯାତ୍ରୀଙ୍କ କାହାଣୀଗୁଡ଼ିକ ଆମର ପୂର୍ବଜଙ୍କ ଉଦ୍ୟୋଗୀତାର ଉଦ୍ଦୀପନା ଓ ସେମାନଙ୍କର ଉଦ୍ୟୋଗୀତା ଚରିତ୍ରକୁ ଦର୍ଶାଉଛି ।

ଜଣେ ଉଦ୍ୟୋଗୀଙ୍କୁ ଜାଣିବାର ପ୍ରମୁଖ ଗୁଣ କ’ଣ ?

ଜଣେ ଉଦ୍ୟୋଗୀ ନିଜର ଉଦ୍ଦେଶ୍ୟକୁ ପୂରଣ କରିବା ପାଇଁ ଜ୍ଞାନ ଓ କୌଶଳର ଉପଯୋଗ କରିଥାଏ । ଉଦ୍ୟୋଗୀଙ୍କୁ ବିଷମ ଓ ପ୍ରତିକୂଳ ପରିସ୍ଥିତିରେ ମଧ୍ୟ ସୁଯୋଗ ଦେଖାଯାଇଥାଏ । ସେମାନେ ଅନ୍ତିମ ଉପଯୋଗକାରୀଙ୍କ ଆବଶ୍ୟକତାକୁ ଅନୁଭବ କରିଥାନ୍ତି ଓ ପ୍ରକ୍ରିୟାକୁ ଅଧିକ ଆରାମଦାୟକ ଓ ସୁବିଧାଜନକ କରି ତାକୁ ପୂରଣ କରିବାକୁ ପ୍ରୟାସ କରିଥାନ୍ତି । ସେ ଧୈର୍ଯ୍ୟବାନ ଓ ଦୃଢନିଶ୍ଚିତ ଥାନ୍ତି । ସ୍ୱାମୀ ବିବେକାନନ୍ଦ କହିଥିଲେ କି ପ୍ରତ୍ୟେକ କାର୍ଯ୍ୟକୁ 3ଟି ପର୍ଯ୍ୟାୟ ଦେଇ ଅତିକ୍ରମ କରିବାକୁ ପଡ଼ିଥାଏ – ଉପହାସ, ବିରୋଧ ଓ ତା’ପରେ ସ୍ୱୀକୃତି । ଯେଉଁ ଲୋକମାନେ ନିଜ ସମୟ ପୂର୍ବରୁ ଚିନ୍ତା କରିଥାନ୍ତି, ସେମାନଙ୍କୁ ନିଶ୍ଚିତ ଭାବେ ଭୁଲ୍ ବୁଝାଯାଇଥାଏ । ଅଧିକାଂଶ ଉଦ୍ୟୋଗୀ ଏଥିପ୍ରତି ଅବଗତ ଥିବେ ।

ମାନବତାର କଲ୍ୟାଣ ପାଇଁ ସମୟ ପୂର୍ବରୁ ଭିନ୍ନ ଶୈଳୀରେ ଚିନ୍ତା କରିବାର ଶକ୍ତି ଉଦ୍ୟୋଗୀଙ୍କଠାରେ ଭିନ୍ନ ହୋଇଥାଏ । ମୁଁ ଆଜିର ଯୁବପିଢି ମଧ୍ୟରେ ଉକ୍ତ ଶକ୍ତିକୁ ଦେଖୁଛି । ମୁଁ 800 ନିୟୁତର ଉକ୍ତ ସମ୍ଭାବ୍ୟ ଉଦ୍ୟୋଗୀଙ୍କୁ ଦେଖୁଛି ଯେଉଁମାନେ ବିଶ୍ୱକୁ ଏକ ସୁନ୍ଦର ସ୍ଥାନ କରିବା ପାଇଁ କାମ କରୁଛନ୍ତି ।

ଭାରତରେ ସ୍ମାର୍ଟଫୋନ୍ ଉପଯୋଗକାରୀଙ୍କ ସଂଖ୍ୟା 2018 ସୁଦ୍ଧା 500 ନିୟୁତରୁ ଅଧିକ ହେବାର ଆକଳନ କରାଯାଉଛି । ଏହା ଉପଲବ୍ଧତା ଓ ରୋଜଗାର ସୃଷ୍ଟି ଦୃଷ୍ଟିରୁ ଯେକୌଣସି ଉଦ୍ୟୋଗର ବିକାଶ ପାଇଁ ଅପାର ସମ୍ଭାବନା ଉପଲବ୍ଧ କରାଇଥାଏ ।

ଆମର ଷ୍ଟାର୍ଟଅପ୍ ଇଣ୍ଡିଆ କାର୍ଯ୍ୟକ୍ରମ ଉଦ୍ୟୋଗୀତା ଓ ନବସୃଜନକୁ ପ୍ରୋତ୍ସାହିତ କରିବା ପାଇଁ ଏକ ବ୍ୟାପକ କାର୍ଯ୍ୟ ଯୋଜନା । ଏହାର ଉଦ୍ଦେଶ୍ୟ ନିୟାମକ ସଂଲଗ୍ନ ବୋଝକୁ ହ୍ରାସ ଓ ଷ୍ଟାର୍ଟଅପ୍ କୁ ସହାୟତା ଉପଲବ୍ଧ କରାଇବା । ଏହି କ୍ରମରେ 1200ରୁ ଉର୍ଦ୍ଧ୍ଵ ପୁରୁଣା ଓ ବେକାର ଆଇନକୁ ସମାପ୍ତ କରିଦିଆଯାଇଛି । 21ଟି କ୍ଷେତ୍ରରେ ଏଫଡିଆଇ(FDI)ର 87ଟି ନିୟମକୁ ସରଳ କରାଇଛି ଓ କେତେକ ସରକାରୀ ପ୍ରକିୟାକୁ ମଧ୍ୟ ଅନ୍-ଲାଇନ କରାଯାଇଛି ।

ଆମ ସରକାର ବ୍ୟବସାୟିକ ପରିବେଶରେ ସଂସ୍କାର ଓ ଉନ୍ନତି ପାଇଁ ଅନେକ ପଦକ୍ଷେପ ନେଇଛନ୍ତି । ଫଳସ୍ୱରୂପ ବିଶ୍ୱ ବ୍ୟାଙ୍କର ଇଜି ଅଫ୍ ଡୁଇଙ୍ଗ୍ ବିଜିନେସ୍ ରିପୋର୍ଟରେ ଭାରତର ମାନ୍ୟତା ମାତ୍ର 3ବର୍ଷ ମଧ୍ୟରେ 142ରୁ ଉନ୍ନତି ହୋଇ 100ରେ ପହଂଚିଛି ।

ଆମେ ନିର୍ମାଣ ଅନୁମତି, ଋଣ ନେବା, କ୍ଷୁଦ୍ର ନିବେଶକଙ୍କ ସ୍ୱାର୍ଥରକ୍ଷା, ଟିକସ ପୈଠ କରିବା, ଚୁକ୍ତିକୁ ଲାଗୁ କରିବା ଓ ଦେବାଳିଆର ମୁକାବିଲା କରିବା କ୍ଷେତ୍ର ଭଳି ସମସ୍ତ ସୂଚକାଙ୍କରେ ଉନ୍ନତି ଆଣିପାରିଛୁ ।

ଏହି ପ୍ରକ୍ରିୟା ଏବେ ପୂରା ହୋଇନାହିଁ । ଏହା ଏକ ଏଭଳି କ୍ଷେତ୍ର ଯେଉଁଠି ଆମେ 100ତମ ସ୍ଥାନରେ ବି ସନ୍ତୁଷ୍ଟ ନାହୁଁ । ଆମେ 50ତମ ସ୍ଥାନରେ ପହଂଚିବା ଦିଗରେ ପ୍ରୟାସ କରିବୁ ।

ଉଦ୍ୟୋଗୀଙ୍କୁ ଏକ ନିୟୁତ ଟଙ୍କା ପର୍ଯ୍ୟନ୍ତ ସହଜରେ ଋଣ ଉପଲବ୍ଧ କରାଇବା ପାଇଁ ଆମେ ‘ମୁଦ୍ରା’ ଯୋଜନା ଆରମ୍ଭ କରିଛୁ । 2015 ମସିହାରେ ଏହା ଆରମ୍ଭ ହେବା ପରଠାରୁ ଏପର୍ଯ୍ୟନ୍ତ 90 ନିୟୁତରୁ ଅଧିକ ଋଣ ନିମନ୍ତେ 4.28 ଟ୍ରିଲିୟନ ଟଙ୍କା ଆବଂଟିତ କରାଯାଇଛି । ଏଥିରୁ 70 ନିୟୁତରୁ ଅଧିକ ଋଣ ମହିଳା ଉଦ୍ୟୋଗୀତଙ୍କୁ ପ୍ରଦାନ କରାଯାଇଛି ।

ମୋ’ ସରକାର ‘ଅଟଳ ଇନୋଭେସନ୍ ମିଶନ’ ଆରମ୍ଭ କରିଛନ୍ତି । ଆମେ ପିଲାଙ୍କ ମଧ୍ୟରେ ନବସୃଜନ ଓ ଉଦ୍ୟୋଗୀତା ସଂସ୍କତିକୁ ପ୍ରୋତ୍ସାହିତ କରିବା ନିମନ୍ତେ 900ରୁ ଅଧିକ ସ୍କୁଲରେ ଟିଙ୍କରିଙ୍ଗ୍ ଲେବ୍ସ (Tinkering Labs) ଖୋଲୁଛୁ । ଆମର ‘ମେଣ୍ଟର ଇଣ୍ଡିଆ’ (Mentor India) କାର୍ଯ୍ୟକ୍ରମରେ ସେହି ନେତୃତ୍ୱଙ୍କୁ ସାମିଲ କରାଯାଇଛି ଯାହାଫଳରେ ଏହି ଟିଙ୍କରିଙ୍ଗ୍ ଲେବ୍ସ ମାଧ୍ୟମରେ ସେମାନେ ଛାତ୍ରଛାତ୍ରୀମାନଙ୍କୁ ମାର୍ଗଦର୍ଶନ କରିବା ସହ ସେମାନଙ୍କର ଉପଦେଷ୍ଟା ବା Mentor ହୋଇପାରିବେ । ଏହା ସହିତ ବିଭିନ୍ନ ବିଶ୍ୱବିଦ୍ୟାଳୟ ଓ ଗବେଷଣା ସଂସ୍ଥାନରେ 19 ଅଙ୍କୁରଶାଳ (Incubation Centre) ଖୋଲାଯାଇଛି । ଏହା ନବଉନ୍ମେଷୀ ଷ୍ଟାର୍ଟଅପ୍ କୁ ଉପରକୁ ଉଠିବା ଓ ସ୍ଥାୟୀ କରିବା ଦିଗରେ ସମୃଦ୍ଧ କରିବ ।

ଆମେ ‘ଆଧାର’ ପ୍ରସ୍ତୁତ କରିଛୁ । ଯାହା ବାୟୋମେଟ୍ରିକ ଆଧାରିତ ବିଶ୍ୱର ସବୁଠାରୁ ବଡ଼ ଡିଜିଟାଲ ଡାଟାବେସ୍ । ଏବେ ଏଥିରେ 1.15 ବିଲିୟନ ଲୋକ ସାମିଲ ହୋଇଛନ୍ତି ଓ ଦୈନିକ 40 ନିୟୁତରୁ ଅଧିକ ଦେଣନେଣକୁ ଡିଜିଟାଲ ପ୍ରମାଣୀକୃତ କରାଯାଉଛି । ଏବେ ଆମେ ଆଧାରର ଉପଯୋଗ କରି ଡାଇରେକ୍ଟ ବେନିଫିଟ୍ ଟ୍ରାନ୍ସଫର ମାଧ୍ୟମରେ ବିଭିନ୍ନ ସରକାରୀ ଯୋଜନାରେ ନଗଦ ରିହାତି ଲାଭ ସିଧାସଳଖ ହିତାଧିକାରୀଙ୍କୁ ଡିଜିଟାଲ ଭାବେ ପ୍ରଦାନ କରୁଛୁ ।

 

ଜନ ଧନ ଯୋଜନା ଆଧାରରେ 685 ବିଲିୟନ ଟଙ୍କା ଅଥବା 10 ବିଲିୟନ ଡଲାରରୁ ଉର୍ଦ୍ଧ ଜମା ସହ ପ୍ରାୟ 300 ନିୟୁତ ବ୍ୟାଙ୍କ ଏକାଉଣ୍ଟ ଖାତା ଖୋଲାଯାଇଛି । ଏହା ମାଧ୍ୟମରେ ସମାଜର ଉକ୍ତ ବର୍ଗକୁ ଆନୁଷ୍ଠାନିକ ଭାବେ ଆର୍ଥିକ ବ୍ୟବସ୍ଥାରେ ସାମିଲ କରାଯାଇଛି ଯେଉଁମାନେ ପୂର୍ବରୁ ବ୍ୟାଙ୍କିଙ୍ଗ୍ ସେବା ପାଇବାରୁ ବଂଚିତ ଥିଲେ । ଏଥିରେ 53ପ୍ରତିଶତ ଏକାଉଣ୍ଟ ମହିଳା ଅଛନ୍ତି ।

ଆମେ କମ୍ ନଗଦ ଅର୍ଥବ୍ୟବସ୍ଥା ଆଡ଼କୁ ଯିବା ପାଇଁ କ୍ରମାଗତ କାମ କରୁଛୁ ଆଉ ଗୋଟିଏ ୟୁନିଫାଏଡ୍ ପେମେଂଟ ଇଣ୍ଟରଫେସ୍ ଆପ୍ ଆରମ୍ଭ କରିଛୁ ଯାହାକୁ ଭୀମ୍(ବିଏଚ୍ଆଇଏମ୍) ନାମ ଦିଆଯାଇଛି । ବର୍ଷକରୁ କମ୍ ସମୟ ମଧ୍ୟରେ ଏହି ପ୍ଲାଟଫର୍ମ ଦୈନିକ ପ୍ରାୟ 280ହଜାର ଦେଣନେଣ କରୁଛି ।

ସମସ୍ତ ଗାଁକୁ ବିଦ୍ୟୁତ ସହ ଯୋଡ଼ିବା ପାଇଁ ଆମର କାର୍ଯ୍ୟକ୍ରମ ପ୍ରାୟତଃ ଶେଷ ହେବା ଉପରେ । ଆମେ ସୌଭାଗ୍ୟ ଯୋଜନା ଆରମ୍ଭ କରିଛୁ । ଯାହା ଅନ୍ତର୍ଗତ 2018 ଡିସେମ୍ବର ସୁଦ୍ଧା ସମସ୍ତ ପରିବାରକୁ ବିଦ୍ୟୁତ ସଂଯୋଗ ଉପଲବ୍ଧ କରାଯିବ ।

ଆମେ 2019ମାର୍ଚ୍ଚ ସୁଦ୍ଧା ସମସ୍ତ ଗ୍ରାମାଂଚଳକୁ ହାଇସ୍ପିଡ୍ ବ୍ରୋଡବେଣ୍ଡ ଇଣ୍ଟରନେଟ୍  ଉପଲବ୍ଧ କରାଇବା ନିମନ୍ତେ ଏକ କାର୍ଯ୍ୟକ୍ରମ ଆରମ୍ଭ କରିଛୁ ।

ଆମର ସ୍ୱଚ୍ଛ ଶକ୍ତି କାର୍ଯ୍ୟକ୍ରମ ଆଧାରରେ ମାତ୍ର 3ବର୍ଷ ମଧ୍ୟରେ ଆମେ ଅକ୍ଷୟ ଶକ୍ତି କ୍ଷମତାକୁ 30ହଜାର ମେଗାୱାଟରୁ ଦ୍ୱିଗୁଣ ବୃଦ୍ଧି କରି ପ୍ରାୟ 60ହଜାର ମେଗାୱାଟ କରିଦେଇଛୁ । ଗତବର୍ଷ ସୌର ଶକ୍ତିର ଉତ୍ପାଦନରେ 80 ପ୍ରତିଶତରୁ ଅଧିକ ବୃଦ୍ଧି ହୋଇଛି । ଆମେ ଗୋଟିଏ ରାଷ୍ଟ୍ରୀୟ ଗ୍ୟାସ ଗ୍ରୀଡ ପ୍ରସ୍ତୁତ କରିବା ଦିଗରେ କାମ କରୁଛୁ । ଆମେ ଏକ ବ୍ୟାପକ ଜାତୀୟ ଶକ୍ତି ନୀତି ମଧ୍ୟ ପ୍ରସ୍ତୁତ କରିବାକୁ ଯାଉଛୁ ।

ପରିଷ୍କାର-ପରିଚ୍ଛନ୍ନତା ଓ ସ୍ୱଚ୍ଛତାରେ ସୁଧାର ପାଇଁ ଆମର ସ୍ୱଚ୍ଛ ଭାରତ ମିଶନ ଓ ଗ୍ରାମାଂଚଳ ଏବଂ ସହରୀ ଆବାସ ମିଶନ ଜୀବନର ଗରିମା ନିମନ୍ତେ ଆମର ପ୍ରତିଶ୍ରୁତିବଦ୍ଧତାକୁ ରେଖାଙ୍କିତ କରୁଛି ।

ସାଗରମାଳା ଓ ଭାରତମାଳା ଭଳି ଆମର ଭିତ୍ତିଭୂମି ଢାଂଚା ଏବଂ ଯୋଗାଯୋଗ କାର୍ଯ୍ୟକ୍ରମ ଉଦ୍ୟୋଗୀଙ୍କୁ ନିବେଶ ନିମନ୍ତେ ଅନେକ ବ୍ୟବସାୟିକ ସୁଯୋଗ ଉପଲବ୍ଧ କରାଇବ ।

ନିକଟରେ ୱାଲର୍ଡ ଫୁଡ୍ ଇଣ୍ଡିଆ କାର୍ଯ୍ୟକ୍ରମ ଆମକୁ ଖାଦ୍ୟ ପ୍ରକ୍ରିୟାକରଣ ଉଦ୍ୟୋଗ ଏବଂ କୃଷି ବର୍ଜ୍ୟ କ୍ଷେତ୍ର ସହ ଉଦ୍ୟୋଗୀଙ୍କୁ ଯୋଡ଼ିବାରେ ସହାୟକ ହୋଇଛି ।

ମୋର ସରକାର ଭଲଭାବେ ଜାଣିଛି ଯେ ଉଦ୍ୟୋଗୀତାକୁ ପ୍ରସ୍ଫୁଟିତ କରାଇବା ପାଇଁ ପାରଦର୍ଶୀ ନୀତି ଓ ଆଇନର ଶାସନର ଏକ ସୁନ୍ଦର ପରିବେଶ ଜରୁରୀ ।

ନିକଟରେ ଟିକସ ବ୍ୟବସ୍ଥାରେ କରାଯାଇଥିବା ଐତିହାସିକ ପରିବର୍ତ୍ତନ ଆଧାରରେ ସମଗ୍ର ଦେଶରେ ସାମଗ୍ରୀ ଓ ସେବା କରକୁ ଲାଗୁ କରାଯାଇଛି । 2016 ମସିହାରେ ଲାଗୁ ଋଣ ଦେବାଳିଆ ସଂହିତା ସଙ୍କଟଗ୍ରସ୍ତ  ଉପକ୍ରମଗୁଡ଼ିକର ସମୟବଦ୍ଧ ସମାଧାନ ସୁନିଶ୍ଚିତ କରିବା ଦିଗରେ ନିଆଯାଇଥିବା ଏକ ପଦକ୍ଷେପ । ନିକଟରେ ଆମେ ଏଥିରେ ସଂଶୋଧନ କରି ଉଦ୍ଦେଶ୍ୟମୂଳକ ଖିଲାପକାରୀଙ୍କୁ ଚାପଗ୍ରସ୍ତ ସମ୍ପତ୍ତିର ନିଲାମୀ ପ୍ରକ୍ରିୟାରୁ ଦୂରେଇ ରଖିଛୁ ।

ସମାନ୍ତର ଅର୍ଥବ୍ୟବସ୍ଥାର ମୁକାବିଲା ଓ ଟିକସ ଚୋରି ଏବଂ କଳାଟଙ୍କା ଉପରେ ଲଗାମ୍ ଦେବା ପାଇଁ କଠୋର ଉପାୟ କରାଯାଇଛି ।

ନିକଟରେ ମୂଡୀଜ୍ ଦ୍ୱାରା ଭାରତର ସରକାରୀ ବଣ୍ଡର ରେଟିଂ ବୃଦ୍ଧି କରାଯିବା ଦ୍ୱାରା ଆମର ପ୍ରୟାସକୁ ମାନ୍ୟତା ମିଳିଛି । ପ୍ରାୟ 14ବର୍ଷ ବ୍ୟବଧାନରେ ଏହି ଉନ୍ନତି ହୋଇଛି ।

ବିଶ୍ୱବ୍ୟାଙ୍କର ଲିଜିଷ୍ଟିକ୍ସ ପରଫାରମେନ୍ସ ସୂଚକାଙ୍କରେ ଭାରତ 2014ର 54 ସ୍ଥାନରୁ ଉପରକୁ ଉଠି 2016ରେ 35ତମ ସ୍ଥାନରେ ପହଂଚିଛି । ଏହା ଦେଶରେ ଓ ତା’ଭିତରେ ସାମଗ୍ରୀର ପରିବହନର ସୁଗମତା ଓ କୁଶଳତାକୁ ପ୍ରଦର୍ଶିତ କରୁଛି ।

 ବୃହତ୍ ଆର୍ଥିକ ପରିଦୃଶ୍ୟରେ ନିବେଶ ପାଇଁ ଅନୁକୂଳ ସ୍ଥାୟୀ ପରିବେଶର ଆବଶ୍ୟକତାର ରହିଛି । ଆମେ ବିତ୍ତୀୟ କ୍ଷତି, ଚଳନ୍ତି ଜମା କ୍ଷତି ଓ ମୁଦ୍ରାସ୍ପୀତିକୁ ନିୟନ୍ତ୍ରିତ କରିବାରେ ସଫଳ ହୋଇଛୁ । ଆମର ବିଦେଶୀ ମୁଦ୍ରା ଭଣ୍ଡାର 400 ବିଲିୟନ ଡଲାର ଅତିକ୍ରମ କରିସାରିଛି । ଆମେ ବ୍ୟାପକ ଭାବେ ବିଦେଶୀ ପୁଞ୍ଜିନିବେଶକୁ କ୍ରମାଗତ ଭାବେ ଆକର୍ଷିତ କରୁଛୁ ।

ମୁଁ ମୋର ଯୁବ ଭାରତୀୟ ଉଦ୍ୟୋଗୀ ବନ୍ଧୁଙ୍କୁ କହିବାକୁ ଚାହୁଁଛି କି 2022ମସିହା ସୁଦ୍ଧା ନବଭାରତର ନିର୍ମାଣ ପାଇଁ ଆପଣମାନେ ସମସ୍ତେ କିଛି ନା କିଛି ମୂଲ୍ୟବାନ ଯୋଗଦାନ କରିପାରିବେ । ଆପଣମାନେ ହିଁ ଭାରତରେ ପରିବର୍ତ୍ତନର ବାହକ ।

ମୁଁ ସମଗ୍ର ବିଶ୍ୱର ଉଦ୍ୟୋଗୀଙ୍କୁ କହିବାକୁ ଚାହୁଁଛି କି : ଆସନ୍ତୁ, ମେକ୍ ଇନ୍ ଇଣ୍ଡିଆ, ଇନ୍ଭେଷ୍ଟ ଇନ୍ ଇଣ୍ଡିଆ – ନିର୍ମାଣ କରନ୍ତୁ, ପୁଞ୍ଜି ନିବେଶ କରନ୍ତୁ ଭାରତ ପାଇଁ, ବିଶ୍ୱ ପାଇଁ । ମୁଁ ଆପଣମାନଙ୍କୁ ସମସ୍ତଙ୍କୁ ଭାରତ ବିକାଶର କାହାଣୀରେ ଅଂଶବିଶେଷ ହେବା ପାଇଁ ଆମନ୍ତ୍ରିତ କରୁଛୁ । ଆଉ ପୁଣିଥରେ ଆପଣମାନଙ୍କୁ ହାର୍ଦ୍ଦିକ ସହାୟତା ଦେବା ପାଇଁ ଆଶ୍ୱସ୍ତ କରୁଛି ।

ମୋତେ କୁହାଯାଇଛି କି ରାଷ୍ଟ୍ରପତି ଟ୍ରମ୍ପ 2017 ନଭେମ୍ବରକୁ ଜାତୀୟ ଉଦ୍ୟୋଗୀତା ମାସ ଘୋଷଣା କରିଛନ୍ତି । ଆମେରିକାରେ ବି ନଭେମ୍ବର ୨୧କୁ ଜାତୀୟ ଉଦ୍ୟୋଗୀତା ଦିବସ ପାଳନ କରାଯାଉଛି । ଏହି ଶିଖର ସମ୍ମିଳନୀରେ ନିଶ୍ଚିତ ଭବେ ସେ ସମ୍ପର୍କରେ ଶୁଣିବାକୁ ମିଳିବ । ଶେଷରେ ଏହି ଶିଖର ସମ୍ମିଳନୀରେ ଆପଣମାନଙ୍କ ଫଳପ୍ରଦ ଓ ପରିଣାମୋନ୍ମୁଖୀ ବିଚାରବିମର୍ଶ କାମନା କରୁଛି ।

Prime Minister Shri Narendra Modi will visit Gujarat and Daman on 5th June, 2026. At around 2:30 PM, Prime Minister will visit Hazira in Surat district and review ongoing industrial operations and infrastructure projects. At around 4:15 PM, Prime Minister will inaugurate, dedicate to the nation and lay the foundation stone of various development projects worth around ₹18,800 crore in Surat. He will also address the gathering on the occasion.

Prime Minister will then travel to Daman, where at around 6:15 PM, he will inaugurate the New Terminal Building of NAMO Airport in Daman. This will be followed by the dedication of NAMO Hospital in Daman to the nation. Thereafter, at around 7:15 PM, Prime Minister will inaugurate, dedicate and lay the foundation stone of various development projects worth around ₹2,970 crores in Daman. He will also lay the foundation stone of four important projects for the Union Territory of Lakshadweep worth around ₹885 crore. He will also address the gathering on the occasion.

PM in Surat

Prime Minister will inaugurate, dedicate to the nation and lay the foundation stone of multiple development projects worth over ₹18,800 crore in Surat across the road, power and industrial sectors.

Prime Minister will dedicate Packages VI and VII of the Vadodara-Mumbai Expressway to the nation, enhancing high-speed transportation, logistics efficiency and economic connectivity between Gujarat and Maharashtra. Prime Minister will lay the foundation stone for key infrastructure projects which includes the four-laning of critical sections on NH-56 to enhance connectivity across tribal regions and boost access to the Statue of Unity.

Prime Minister will also inaugurate a 200 bedded ESIC Hospital in Surat, providing modern secondary healthcare across key specialties, backed by a central laboratory and essential ancillary services. It also features 24/7 emergency and trauma care to ensure the timely management of occupational injuries and medical emergencies. Prime Minister will inaugurate critical utility and industrial infrastructure projects, including the Transmission Network Expansion in Gujarat to enhance power evacuation capacity under the Inter-State Transmission System. Prime Minister will also inaugurate several important initiatives of Government of Gujarat, including modern power distribution upgrades under the Revamped Reforms-Based Distribution Sector Scheme in Valsad, advanced effluent disposal and treatment infrastructure at Dahej Petroleum, Chemicals and Petrochemical Investment Region (PCPIR) and Sarigam Gujarat Industrial Development Corporation (GIDC), and essential layout utilities at the Jambusar Bulk Drug Park.

PM in Daman

Prime Minister will inaugurate, dedicate to the nation and lay the foundation stone of development projects worth around ₹2,970 crore in Daman. These projects span various sectors including healthcare, civil aviation, tourism, infrastructure, connectivity and public welfare and are expected to provide a major boost to the overall development of the Union Territory of Dadra and Nagar Haveli and Daman and Diu.

Prime Minister will inaugurate and dedicate projects worth around ₹1,340 crore, including the New Terminal Building of NAMO Airport and NAMO Hospital, among others in Daman. The new airport terminal will significantly enhance regional air connectivity and facilitate economic growth in the region. NAMO Hospital, the district hospital in Daman district, has been developed to cater to nearly 1,500 OPD patients per day and will strengthen access to quality healthcare services for the people.

Prime Minister will also lay the foundation stone of projects worth around ₹1,630 crore. Major projects include the Iconic Bridge, the Daman Convention Centre and the NIFT Campus at Daman, among others. These projects are expected to strengthen modern infrastructure, boost tourism, promote investment, generate employment opportunities and improve the quality of life of the people.

Prime Minister will also lay the foundation stone of important projects for the Union Territory of Lakshadweep worth around ₹885 crore. These projects include Development of Port Facilities on the Eastern and Western Sides of both Kalpeni Island and Kadmat Island. The development of these multipurpose jetties will facilitate year-round berthing of large passenger vessels, including cruise vessels of up to 300 metres in length. The projects will enable safe and efficient passenger and cargo handling and provide integrated facilities for fish handling, fuel distribution, ice supply and boat repair. These initiatives will strengthen maritime connectivity, support the livelihoods of local fishermen, promote tourism and contribute to the socio-economic development of the islands.
