Prime Minister iterated a story about how the people of Surat started a revolt against the colonial rule, PM Modi said, “During the time of colonial rule, Surat was one of the first places in the country to protest against the salt law.” PM Modi further said that Surat is exemplary for its unity and one of the “Panch Pran” is instilled in the people of Surat.

PM Modi talked about how health of countrymen is an important factor for the progress of the nation. PM Modi said, “In the last years, we have laid special emphasis on health infrastructure as well as on public awareness…Today there is a strong network of multispecialty hospitals all over Gujarat. Medical colleges have increased from 11 to 31 in last two decades, AIIMS is also coming up and many medical colleges are proposed.”

PM Modi told people how Ayushman Bharat has been strengthening the people of India and making them “Aatmanirbhar”. PM Modi said, “About four crore patients have got free treatment across the country. In this, more than 30 lakh beneficiaries are also from Gujarat.” PM Modi further linked availability of clean water to good health, PM Modi stated, “In the past years, commendable efforts have been made for pure drinking water in Surat. I am happy that due to double engine government, today 97 percent rural households of Gujarat are getting water from tap.”

Talking about the scheme launched for rural India, PM Modi gave examples of PM SVAMITVA Yojana and PM KISAN Yojana. PM Modi said, “Drone survey has also been completed in about 1600 villages of Gujarat. Property cards are not only helping in reducing land disputes in villages, but are also making it easier to get help from banks for business… More than 60 lakh farmer families of Gujarat have also got benefits from PM KISAN.”

Hitting out at the opposition, PM Modi asserted, “I remember, in the earlier governments, big announcements were made in the name of farmers, but nothing reached the farmers' account. But the double engine government is working keeping the interests of the farmers as paramount.”

PM Modi finally addressed the people on working towards the resolutions taken up by the nation, PM Modi said “Just a few days ago, India has achieved the distinction of becoming the world's 5th largest economy. With this achievement, the country has got the courage to work harder and to fulfill the big resolutions of Amrit kaal.”

Prime Minister Shri Narendra Modi will visit Rajasthan on 21st April 2026. At around 11:30 AM, Prime Minister will dedicate to the nation India’s first greenfield integrated Refinery-cum-Petrochemical Complex at Pachpadra in Balotra. He will also address a public gathering on the occasion.

This landmark project represents a significant milestone in India’s energy and petrochemical sector. Developed as a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan, the 9 Million Metric Tonnes Per Annum (MMTPA) Greenfield Refinery-cum-Petrochemical Complex has been established with an investment of over ₹79,450 crore.

The state-of-the-art complex integrates refining and petrochemical production, with a petrochemical capacity of 2.4 MMTPA. The refinery features a high Nelson Complexity Index of 17.0 and petrochemical yields exceeding 26%, aligning with global benchmarks for efficiency and sustainability.

The project is expected to play a pivotal role in strengthening India’s energy security, enhancing petrochemical self-sufficiency, and driving industrial growth. It will serve as an anchor industry for the development of a Petrochemical and Plastic Park in the region, promoting downstream industries and ancillary sectors. Additionally, the refinery is poised to generate significant employment opportunities, contributing to the socio-economic development of the region.
