On the morning of Sunday 3rd March 2013 Shri Narendra Modi addressed the National Council Meet of the Bharatiya Janata Party (BJP) in New Delhi. Launching a scathing attack on the ruling Congress, Shri Modi affirmed that Congress Party has always sacrificed the interests of the nation for the interests of one family. “To take the country forward is not in the nature of the Congress, it is not in their blood,” stated the Chief Minister. He pointed that the difference between the BJP and the Congress is that the BJP is a party with a mission whereas the Congress is a party of commission. Shri Modi lauded the work of the various BJP Governments in his address and stated that the day is not far when other nations will learn from these Governments on tackling various issues related to governance.

He pointed out that to take on the determination to get rid of the Congress is the real Desh Bhakti today. “When we got freedom from the British we got Swarajya, when we will free ourselves from the Congress we will get Surajya,” Shri Modi said and urged the BJP leaders and Karyakartas to leave the National Council with a determination to help the people uproot the Congress.

Thanking BJP President Shri Rajnath Singh for the kind words he showered on Shri Modi yesterday during the National Council Meet, the Chief Minister said that the BJP’s win in Gujarat is not a victory of one person but the victory of lakhs of Karyakartas, a victory of the BJP’s ideology, the faith of the people on the Party’s political culture, the guidance of senior leaders and the victory of the people.

The Chief Minister observed that after a long time, the eyes of not only India but also the entire world are centered on the BJP National Council Meet. Attacking the Congress-led UPA Government for failure on various fronts Shri Modi wondered, “Is it a Government or not, we cannot realize…prices are rising and affecting the poor.” He shared that for the first three decades after Independence the Congress dominated politics from the Panchayat to the Parliament but the Congress lacked the right intentions as it sacrificed the interests of the nation for the interests of one family.

Giving an example Shri Modi pointed, “Once Sitaram Kesri was Congress President. We felt as if night-watchman was sitting. Because if a competent person comes, what happens to the Family? And I remember the time Sitaram Kesri was thrown out of office. Is such democracy seen anywhere? All they were looking for was the right time.” He went on to say, “Then when the time came to form the Government, they chose a PM who can do what the family wants, so another night-watchman. The nation never thought the night will be so long and there will be so much darkness!” Taking a dig at the NAC Shri Modi affirmed that the Government put 5-Star activism and those who are not grounded and are totally disconnected are taking decisions.

Shri Modi declared that those who are seen as a threat to the Family are finished politically. “If Pranab Mukherjee was PM, so much ruin would not happen. But then, if Pranab Da is successful what will happen to the family? So this culture of night-watchman.” Shri Modi further opined, “We have seen many PMs Congress Gotra and only one of non-Congress Gotra and that is Shri Atal Bihari Vajpayee. Till Charan Singh, Chandrashekhar, VP Singh, IK Gujral were in Congress they had no chance of being PM. Their strength came outside the Congress.”

Terming the Congress as a termite, Shri Modi stressed on the need to uproot the Congress and said that the sweat of the BJP Karyakartas is the best medicine to do so. He recalled that when Atal ji was PM, the world had seen India as a leader of the 21st century but not question marks are put on us.

Talking about the good governance of the BJP ruled states Shri Modi said, “I want to tell political pundits- the nation has seen rule by Leftists, by Congress, by coalitions and they have seen the work of the BJP. Evaluate their tenure and in good governance we will come out shining. Whenever we have got a chance to serve, we have given something to the nation.”

Shri Modi went on to say, “Many people say- leave it nothing will happen. I want to place two examples. We had the same farms, the same land, the same water, the same farmers but still we had to import grains. It was one Lal Bahadur Shastri who said Jai Jawan, Jai Kisan and the farmers rose, determined to ensure that we will not get grains from outside!” He added, “When Atalji’s Government did the Nuclear Tests the world got angry, they put sanctions on us. In a matter of hours they tried to isolate India. That time the Congress said the tests were due to the scientists but despite the world anger we tested again two days later on May 13th! More strength was needed to test two days after the first tests were done and it shows what a leader can do.”

He affirmed that there is a need to create Asha (hope) and if there is hope there is a Vishwas (trust) created. At the same time, Shri Modi stressed on the need to dream big. “During Gujarat’s Golden Jubilee Year I urged my people to come a step forward and that way we will go 6 crore steps ahead. Let us move a step ahead, a step ahead for India” stated the Chief Minister. Shri Modi stressed on the need of Jan Bhagidari in his speech and pointed that all BJP Governments work on the model of Jan Bhagidari.

Puncturing the Congress’ claim of starting ‘reforms’ in the nation, Shri Modi declared, “These days there is talk of economic reforms. I ask the Government- are the steps you are taking reforms? You call clearing your mistakes reforms?” Taking a dig at the political pundits who defend every step of the Congress the Chief Minister said, “More than the Congress I feel sad for the political pundits who give certificates day and night to the Congress.”

Shri Modi gave instances of the development in Gujarat. He stated that when he became CM in 2001 the state had a revenue deficit of Rs. 6700 crore while today the state has a surplus of Rs. 400 crore. He gave insight into how Gujarat gave a different model to the running on PSUs- that of professionalism to take them ahead. Similarly, when he took charge as CM the power companies were making losses and all people demanded was enough electricity during the evening meals. But, without raising prices power companies in Gujarat are making profits because the Government stopped leakages.

He concluded his address remembering Pandit Deen Dayal Upadhyaya, Swami Vivekananda and said, “Mana Andhera Ghana Hai, Lekin Diya Jalana Kahan Mana Hai? Aiye yahan se chal pade aur kamal ke saath diya jalaye, vikas ki roshni failaye!” (Agreed there is immense darkness but what prevents us from lighting the lamp? Come, let us set forth from here and light the lamp with the Lotus, spreading the brightness of development!)

All senior BJP leaders including Shri LK Advani ji, BJP President Shri Rajnath Singh, former President Shri Nitin Gadkari, Leaders of Opposition in both Houses Smt. Sushma Swaraj and Shri Arun Jaitley, all Chief Ministers and senior leaders heard Shri Modi’s address.

Cabinet approves and announces Productivity Linked Bonus (PLB) for 78 days to railway employees

In recognition of the excellent performance by the Railway staff, the Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved payment of PLB of 78 days for Rs. 2028.57 crore to 11,72,240 railway employees.

The amount will be paid to various categories, of Railway staff like Track maintainers, Loco Pilots, Train Managers (Guards), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial staff and other Group C staff. The payment of PLB acts as an incentive to motivate the railway employees for working towards improvement in the performance of the Railways.

Payment of PLB to eligible railway employees is made each year before the Durga Puja/ Dusshera holidays. This year also, PLB amount equivalent to 78 days' wages is being paid to about 11.72 lakh non-gazetted Railway employees.

The maximum amount payable per eligible railway employee is Rs.17,951/- for 78 days. The above amount will be paid to various categories, of Railway staff like Track maintainers, Loco Pilots, Train Managers (Guards), Station Masters, Supervisors, Technicians, Technician Helpers, Pointsman, Ministerial staff and other Group 'C staff.

The performance of Railways in the year 2023-2024 was very good. Railways loaded a record cargo of 1588 Million Tonnes and carried nearly 6.7 Billion Passengers.

Many factors contributed to this record performance. These include improvement in infrastructure due to infusion of record Capex by the Government in Railways, efficiency in operations and better technology etc.
