Gujarat Governor Dr.Smt.Kamlajee has said,' If we take in to account the cultural and social progress, Gujarat is socially and culturally a very rich State. People of Gujarat display matchless fraternity and humanity. People are very diligent; they take up the task with devotion and dedication. Their dynamism is really admirable, it really inspires all. Call it a date with history, Gujarat is celebrating ‘Suvarna Jayanti’ of attaining her statehood. It becomes responsibility of democratic system and people’s representatives to mull the progress and prosperity of people. India has emerged as an inspiring force to the world. People of Gujarat hold high humane values. Gujarat is playing frontal role in nation’s development.'

Presiding solemnly the Swarnim Gujarat Sansadiya Sanklpa Parishad, Governor Dr.Smt.Kamlajee extended her heartfelt greetings to the citizens for the year 2010. The year would prove ‘Swarnim Year’ for all. She termed the special-session of the assembly historic. Since Gujarat attained statehood, all the Chief Ministers have done splendid efforts for the progress and prosperity of Gujarat. Development is a continuous process. Considering the ‘Swarnim Sanklpa’ of Chief Minister, Gujarat would expedite her growth in the coming days, added Dr.Smt.Kamlajee. She expressed her best wishes for the same.

Chief Minister Shri Narendrabhai Modi administered the pledge for educated, cultured, prosperous Gujarat, also for the Gujarat that glitters in the world with her milestone achievements. Swarnim Jayanti offers a unique opportunity to dedicate our selves for achieving the vision of all-inclusive growth and all -round development of the State.

Leader of the opposition in the assembly, Shri Shaktisinhjee supported the ‘Swarnim Gujarat Sanklap’ vision of Shri Narendrabhai Modi. He said, 'With the vision and ideals the Sanklap which is being is presented, on behalf of my party, I support its spirit. During last 50 year’s span, Gujarat has passed through various natural calamities. In the hour of crisis, the 5.5 crore Gujaratis and around 1 crore Gujaratis who are residing in different parts of world have made praise-worthy contributions, I congratulate them for the same. Let us resolve to bridge the chasm between elite classes and deprives classes. Rising above the party-politics, let us all work in unisons for the progress and prosperity of Gujarat. The Indus valley civilizations-Dhola-Veera and Lothal- sites indicate that our people were much more developed than any other society. Development is flowing in our genes. Let us all consolidate the collective strength in the Swarnim Jayanti Varsha.' He expressed his best wishes for the success of Swarnim Sanklap.

Former Leader of the Opposition in the Lok Sabha and M.P from Gandhinagar, Shri Lal Krushna Advani gave congratulations to the form of Swarnim Gujarat Sanklap Parishad, and its vision. It has tremendous potential to inspire other parts of our country. Gujarat is the only State, where the number of people traveling in Indian- Rail without-ticket is very less compared to the other States. He lauded the integrity, tenacity and high cultural and moral values uphold by Gujarati people. “It is a proud privilege for me that I ma representing Gujarat in the Parliament. 20th Century belonged to Western-Countries, 21st Century belongs to India, and Gujarat has made visionary planning to achieve the laudable goal. I am sure, this would usher in progress and prosperity of Gujarat,” added Shri Advanijee.

Former Chief Minister Shri Keshubhai Patel said that the Swarnim Gujarat Sansadiya Sanklap is capable to herald growth and progress, it promises education and culture. Gujarat would shine by its glittering achievements in the global arena. Fruits of development must percolate down to the poor people. For that we need to enkindle people’s awareness for winning their active participation. Members of Parliament, MLAs and all the elected members must undertake the pledge to dedicate themselves for the greater cause. Poet Narmad has imbibed the vision in his poem “Jay Jay Garvi Gujarat”. As all the parties got united over the issue of Narmada, on the same lines let us all unite to resolve major issues.

Former Chief Minister Shri Madhavsinhbhai Solanki also gave full support to the ‘Sanklpa’. The imagination of Narmad-Garvi Gujarat- completes 150 years. Gujarat has striking qualities that Lord Krishna preferred Gujarat to set up as his capital, he chose Dwarka as his capital. Gujarat is the birth place and Karmabhoomi of Mahatma Gandhi. Architect of United India, Shri Sardar Vallabhbhai Patel belongs to Gujarat. He highlighted outstanding contributions from Purushottam Ganesh Mavalankar. He supported the vision and spirit of Swarnim Sanklpa presented by Shri Narendrabhai Modi. He expressed his confidence that Gujarat would continue to pursue robust growth.

Central Minister Shri Dinsha Patel emphasised the need follow the ideals of Mahatma Gandhi, tread the path shown by him, as the leaders of the world are preaching his ideals. It is an ideal occasion, celebrations of Suvarna Jayanti reminds us of our responsibility .We have to achieve the goal of inclusive -development; no one should be left out of development. He pushed for simplicity, truth and transparent administration. We have to fulfil the needs of villages. We need to undertake united endeavors over the issues like Narmada, agriculture, education, healthcare, drinking water and roads.

Speaker of the assembly, Shri Ashokbhai Bhatt welcomed all. Gujarat has made outstanding contribution in the parliamentary history. Glory of Gujarat is eternal; Gujarat’s contribution in the Independence Movement is inscribed in Gold. In the land of Mahatma Gandhi and Sardar, Gujarat has created post-Independence history; the ‘Swarnim Gujarat Sanklap Parishad’ adds a golden chapter. Shri Viththalbhai Patel and Dadasaheb Mavalankar belong to Gujarat. Reminiscent of the pledge administered by Pujay Ravishankar Maharaj, at the time of swearing in ceremony of 1st Government under the leadership of Dr.Jivaraj Mehta, “My government would never indulge in to exploitation of anybody. It would make relentless endeavors to flourish all.”

Shri Ashokbhai Bhatt said, “We all have gathered on a historic occasion. Gujarat is poised to reach golden landmark on 1st May 2010. When people’s representatives take golden pledge, it yields sublime results. The Parishad is honoured and privileged to mark presence of former Chief Ministers, Former Speakers, Central Ministers, Renowned National Leaders like Advanijee and Jetalijee.

Former Prime Minister Shri Atal Bihari Vajpayee, Central Minister Shri Pranav Mukharjee, Shri Ahmedabad Patel has sent their best-wishes. Shri Ashokbhai Bhatt had read the messages of good wishes.

The Swarnim Gujarat Sansadiya Smrutika -2010 depicts glorious contributions of dignitaries in the last fifty years; it has been prepared by Gujarat Assembly. Governor Dr.Smt.Kamlajee released the Smrutika.

The Special Session paid floral tributes to Father of our Nation Mahatma Gandhijee, Irion man of India and the Inspirer Shri Sardar Vallabhbhai Patel, Pujya Ravishankar Maharaj, Inspirer of Maha-Gujarat Movement Shri Indulal Yagnik.

Leader of opposition in Rajya Sabha Shri Arun Jetlijee, Central Ministers Shri Dinsha Patel, Shri Bharatsinh Solanki, and Dr.Tushar Chaudhari, BJP Pradesh President Shri Purushottam Rupala and Congress Pradesh President Shri Sidhdharthbhai Patel were present.

Narendra Modi: The Go-To Man in Times of Crises

“I salute the determination of all those involved in this rescue campaign. Their courage and resolve have given a new life to our fellow workers. Everyone involved in this mission has set a remarkable example of humanity and teamwork,” PM Modi said in a telephonic conversation with the rescued workers who were successfully pulled out of a collapsed tunnel in Uttarakhand.

41 workers had been trapped in the Silkyara tunnel for the past 17 days. The rescue operation, involving both advanced machinery and ingenious manual skill, lasted over 400 hours. The remarkable resilience displayed by the trapped workers, the dedicated rescue team, and the overarching administrative efforts collectively exemplify an impressive showcase of grit and perseverance.

This massive operation led by the central and state rescue teams is another example of Modi government’s deep commitment to the principles of federalism. It is also a masterclass in effective and timely mobilisation of resources to address the needs of citizens facing distressing situations.

Operation Ganga: Safely Evacuating Over 20,000 Indian Students from Ukraine
However, this is not something that we are seeing for the first time. Operation Ganga, a monumental effort to evacuate over 22,000 Indian students from Ukraine amidst a war, stands as a remarkable achievement. The mission entailed pooling of substantial resources, the provision of humanitarian assistance and the creation of a safe passage for students to return home. Prime Minister Modi was involved in every intricate detail of the operation—right from logistics to the diplomatic reach-out. In addition, to personally coordinate the entire rescue mission, four Union Ministers were dispatched to four neighbouring countries to Ukraine. On the home front, efforts were made to assuage the concerns of every parent, ensuring they were reassured about the swift and secure return of their children.

This is the Modi government’s ‘whole-of-government’ approach, where swift coordination between diverse ministries, government departments and public agencies leads to coherent action giving exceptional results.

The Machchhu Dam Disaster of 1979
However, the groundwork for Prime Minister Modi's mass mobilization approach was established during the early years of his public service. A striking and pioneering instance of this approach emerged during the Machchhu dam failure, commonly known as the Morbi disaster. It came to known as history’s biggest dam-related disaster unleashing a flood of water through the city of Morbi in 1979, leading to over 25,000 casualties and earning the unfortunate distinction of being the worst dam burst according to the Guinness Book of World Records.

At that time, Narendra Modi, an RSS Karyakarta in Gujarat, undertook extraordinary efforts to assist those affected on the ground. He leveraged the organisational strength of the RSS by mobilising the karyakartas in the time of crisis. He did not stop there. In the demoralizing aftermath, Narendra Modi, in his inimitable style, penned an inspirational letter to motivate the youth in Morbi to rebuild their lives.

The monumental relief efforts in Morbi spanned over a span of over two months, during which Narendra Modi who was an RSS Sangathak in Gujarat, demonstrated exemplary leadership, by personally taking charge and remaining at the forefront until the last bus taking volunteers home departed. Along with RSS volunteers, he assessed the situation and created a detailed plan through which teams were assigned specific tasks to address the different problems arising from the tragedy. Governments can take time before they can choose a course of action. But the 29-year-old worker Narendra Modi, pursued a singular course of action - reaching the people and find ways to alleviate their suffering.

2001 Gujarat Earthquake

Another compelling instance of Narendra Modi's commitment to mobilizing every available resource for swift and effective resolution, is the handling of the devastating 2001 earthquake that shook the state of Gujarat. Even before assuming role as Gujarat’s Chief Minister, Narendra Modi, then a BJP karyakarta, immediately rushed to ground zero to aid the affected.

During the aftermath of the massive earthquake in Bhuj, where Narendra Modi had no official role in the Gujarat government or the party hierarchy, he leveraged his personal network in the Sangh and mobilised the BJP's cadre to provide assistance to the earthquake victims. Witnessed by all, he rode pillion on a motorcycle to assess the damage and come up with potential remediation measures. Collaborating with non-profit organizations, organizing relief camps, distributing food, and coordinating support collection nationwide and internationally, Narendra Modi displayed how far he can go to assist those in need, irrespective of any formal power or position.

Upon assuming the role of Chief Minister shortly after, Modi chose to spend Diwali in 2001 in Bhuj, in solidarity with the earthquake victims. Shortly afterward, CM Modi displayed sensitive leadership when he organized a mass worship offering to Mother Earth, alleviating fears caused by the earthquake.

When faced with the monumental task of rehabilitation, Chief Minister Narendra Modi left no stone unturned in mobilizing the state’s government machinery. In the face of officials estimating a rehabilitation period of at least three years, Narendra Modi, not aloof of ground realities in Gujarat and conscious of the urgency for those who had become homeless and destitute, issued a straightforward directive: Kutch should stand on its feet again in three months. As the first anniversary of the earthquake of 26 January 2002 approached, Kutch not only stood on its feet but also started regaining momentum.

The Uttarakashi Tunnel Rescue materialized into reality only through decisive leadership at the helm which demonstrated a profound concern for those at the grassroots level. India stood to benefit from the hands-on experiences of the Prime Minister, who has witnessed and managed several many disasters and crisis as a RSS swayamsevak, a BJP karyakarta, and later as the head of the state in Gujarat and India.

Today, we see that this personal abilitiy of PM Modi has transformed into institutional power. This ‘whole-of-government’ approach has transformed the governance paradigm in India, and today one can proudly say that it was an all of government, all of India operation.
